Assemblymember Michael DenDekkerWants a Penny Deposit for CigaretteButt Recycling Program in New York State

Assemblymember Michael DenDekker (D-Jackson Heights) introduced legislation in the New York StateAssembly aimed at recycling cigarette butts. Known as the “Cigarette Butt Recycling and Waste Control Act”(A. 11121), this legislation would establish a statewide program for the collection and recycling of cigarette butts.

“For too long, our streets, sidewalks, beaches, and public spaces have been polluted by carelessly-discarded cigarette butts,” Assemblymember DenDekker said. “This legislation will make it finan-cially feasible for an effective, environmentally-sensitive program for dealing with cigarette butts. Inessence, this is the bottle bill for cigarettes.”

The legislation tasks the commissioner of the New York State Department of Environmental Conservation,along with the commissioner of the New York State Department of Health, with developing and implementingthe cigarette butt recycling act. Under the law’s provisions, a cigarette butt redemption center will be requiredin each New York State county. The bill, which contains a number of provisions, imposes a minimum 1 centdeposit on each cigarette butt, as well as establishing a public education and marketing campaign to educateindividuals about the harm that discarded cigarette butts pose to the environment.

“Over 176 million pounds of cigarette butts are discarded each year in the United States,” AssemblymemberDenDekker said. “These butts are largely composed of acetate fibers that can take up to a decade to naturallybiodegrade in a landfill. In addition, there are serious health dangers to small children who may eat discardedfilters they find on the ground, and which are loaded with nicotine and other chemical compounds. In addition,many marine species die after accidentally eating filters floating in the waterways.”

“It’s time to stamp out this environmental and health hazard while carefully considering that by creatinga program for the collection and recycling of cigarette butts, we can create new industries and jobs in New YorkState, while at the same time saving millions in cleaning and disposal costs,” said DenDekker.

The NYC Department of Transportation has made some welcome initiatives in the Sunnyside area suchas bicycle lanes. In another major and popular change, massively improving our safety, the DOT increased thepedestrian crossing time in the traffic signals on Queens Blvd.

However, many of our traffic and pedestrian flow and safety issues remain unaddressed. We strongly askthat NYC DOT fully implement the measures detailed below. Current policies that promote automobile trafficflow in and out of Manhattan at the expense of the local community must be better balanced with our qualityof life. NYC DOT might examine ways to promote neighborhood mobility such as “necking down,” notclosing streets. Queens Boulevard should not be the great divide of our community. The Sunnyside Chamberof Commerce strongly recommends:

Reopen closed streets such as 40th Street/Lowery, 46th Street/Bliss, but keep them “necked down” so asto keep traffic slow and pedestrians safer. The closing of our local streets restricts mobility through theneighborhood and results in congestion on adjacent streets.

Allow for parking on Queens Boulevard at all times except for street cleaning to provide more parkingand one fewer traffic lane. Currently, there is a no standing zone in order to allow for all vehicles to speedthrough as though it was a highway. Commuters use our “Park Avenue” as an expressway. Pedestrians waitingto cross every block feel unsafe as they stand inches from fast moving vehicles.

Increase parking from one to two hours on Queens Blvd. to allow for a restaurant visit or shopping atmultiple establishments.

Reduce long-term parking to four-hour parking under the #7 line between 38th and 48th Streets to allowfor greater turnover in this area that is a commercial shopping area.

In further efforts to improve the neighborhood, the Chamber has already requested that New York CityPlanning Department permit sidewalk cafes on Queens Boulevard and Skillman Avenue. The zoning codedoes not allow for such cafes and the City is now re-evaluating zoning in Sunnyside and Woodside.

JIMMY VAN BRAMER JOINS P.S. 199STUDENTS IN A PRE-MEMORIAL DAY

CLEAN UP OF THOMAS NOONAN PARK

When everyone rushed home to start their Memorial Day weekend, thestudents at P.S. 199 kicked off their holiday with brooms and garbage bags. OnFriday, May 28th Council Member Jimmy Van Bramer joined the 4th gradestudents of P.S. 199’s Sunnyside Community Services Afterschool Program toclean up the Thomas P. Noonan Playground on Greenpoint and 47th Avenue.

The lesson in community service was kicked off by an educationallecture led by P.S. 199 Principal Anthony Inzerillo about the person who thepark was named after – Thomas Noonan, a heroic solider who lost his life inwhile serving in the Vietnam War. Over 50 students and afterschool programleaders attended the event, in which they broke up into several groups withspecific cleaning goals.

“What better way to celebrate Memorial Day than with a lesson about acourageous war hero paired with a community effort to clean up the park thathonors him,” said Council Member Van Bramer.“The hard work and dedica-tion of these students are a lesson to us all.”

City Comptroller John C. Liu stated the following inresponse to questions about the Mayor’s decisionto avert teacher layoffs.

“The City’s water and sewer rate-payers are soakedwith this double-digit rate increase of nearly 13 per-cent, which will be especially burdensome on smallbusinesses and homeowners. Included in the ever-rising costs of the water system is a back-door tax onNew Yorkers. The lion’s share of the rental payment

should be returned to help defray the cost of operations and fundfuture capital projects.”

“Kids know two things today: teachers they see everyday will beback in the schools in September, and classrooms won’t be largerthan they are today. That’s a good thing.

“All New Yorkers should join public school parents like myselfto urge Albany to act and get New York City the resources it needs.My office is committed to working with the Mayor and the UFT inthe efforts to secure resources for public schools.”

SENATE PASSES HISTORIC BILL TOPROTECT DOMESTIC WORKERS

Law to give basic labor pro-tections to over 200,000 employ-ees working in private homes

The New York State Senatepassed the Domestic Workers Billof Rights (S2311D/Savino) mak-ing New York the first state in thenation to provide new standardsof worker protections for morethan 200,000 employees in anindustry, which has gone unregu-lated for decades.

This historic legislation guar-antees protection from discrimi-nation, notice of termination, paidsick days and holidays, and otherbasic labor protections long de-nied to nannies, housekeepers,

and elderly caregivers employedin private homes.

The legislation passed 33-28.“New York has long been a

leader in protecting the rights ofworkers. We enacted child laborlaws long before the federal gov-ernment did, were the first topass labor protections for thosetoiling in sweatshops, and morethan 75 years ago, PresidentFranklin D. Roosevelt, a formerNew York State Senator, signedthe National Labor Relations Act,sweeping legislation that guar-anteed workers’ the right to orga-nize, but which unfortunatelyexcluded domestic workers,” said

Senator Diane J. Savino (D-Brooklyn/Staten Island).

“Now we have the opportunityto again make New York a leader inprogressive legislation. These basicprotections, which most of us takefor granted, will result in a dramaticimprovement in the daily lives ofworkers who simply want to betreated with fairness and justice,while providing crucial services tothe families that they work for. Ilook forward to working with As-semblyman Keith Wright, who haschampioned this issue for years, aswell as the rest of my colleagues, inorder to enact this bill into law,”added Senator Savino.

John V. Daniels VFW Post paid theirrespects on Monday, May 31st at the John V.Daniels Park on 52 St. and Roosevelt Ave.The VFW veterans group were part of a Me-morial Day service that was held right here inour community. Commander of the John V.Daniels Post, Bill Kennedy, told the crowdthat on a day of remembrance, it’s importantto reflect on the human cost of freedom.

Memorial Day, which is observed on thelast Monday of May, commemorates themen and women who died while in themilitary service. In observance of the holi-day, many people visit cemeteries and me-morials, and volunteers often place Ameri-

can flags on each gravesite at national cem-eteries. Our community is blessed, thanks tothe VFW John V. Daniels Post, which helda brief Memorial Day ceremony that arearesidents could attend. The VFW Post laidthree wreaths at Daniels Square Park. It wastruly a good way to remember the reason forthis holiday.

A HEARTFELT WORD FROM UNITED 40’S PRESIDENT, DON MCCALLANThousands of women and men are fighting, and some dying, to keep terrorism off our mainland and to protect

the freedoms enjoyed in the United States of America available not only to all citizens but to immigrants and visitors.The proud and glorious red, white and blue - stars and stripes must be honored just as our forefathers did when ourcountry was founded as America. June 12th is a Special Day to continue this patriotic practice.

And yet, when it comes to marching 8 blocks, or riding because those legs aren’t what they used to be, or being

a spectator on Greenpoint Ave to cheer “Old Glory”, the marchers andspectators along the way get a little smaller each year. This, despite the valiantefforts of the Kiwanis Club of Sunnyside to keep this only “Salute to the Flag”parade in the borough and probably the entire city going strong for our vets, ourpeople of all nationalities and last by not least, our country of freedom for all.

Troop vs. Troop Tug of War (inwhich the King and his men placeda hard fought 3rd Place). Highlightof the week-end was the Quest forthe Holy Grail which entailed thegroups decoding a foreign alphabetand clues obtained at the variousevents which led to additional cluesscattered throughout the campgrounds, translation and transfer-ence to the “silken ribbon” to leadto the final clue location and withstrong scout skills the location ofthe “Grail” itself. Needless to say itwas not found as yet to our knowl-edge (at least no one has come forthto claim their victory, fame andfortune) and the History Channelwill not be holding any specials inregards anytime soon (The Knightsof the Phoenix alone still hold itsknowledge). The week-end wascapped off by a rousing game ofCapture the Pennant, where our veryown Jester Rennie S., ably assistedby his fellow apprentices-in-arms(including master bounty huntersCesar B., Angel O. and Steven V.)and Troop 312, ran to victory bycapturing the flag of the invadingarmy of Troop 96. The Order of thePhoenix Troop 390 would like tothank all the knights and knaveswho attended the Royal Festivaland Call-to-Arms over the week-end and especially would like to

acknowledge Sir Thomas Varga,the Royal Planner, who was themastermind, preparer, and organizerextraordinaire for all that went onthroughout the week-end and themonths leading up to it. We awaitconferral of the title of Count to himin the very near future. We wouldalso like to thank and acknowledgeVictor, our official photographerduring the Saturday contests.

A breakdown ofour siege ladder aside, a merrytime was had by all as in the endtop overall honors went to patrolsfrom Troops 96, 427 and 312. Noteour own Troop 390 squires wereexcluded from participating as theyassisted the “Royal Judges” CsillaDenes, Mason Mannor, JamesGuerin, Wesley Burwell and KingEduardo, Camp-O-Ree Chief andHead Knight Sir Thomas Vargaand “Paladin Pete” Ross with therunning of the royal contests.

ST. RAPHAEL PRE -K AND NURSERY CLASS RECEIVES A VISIT FROM DR. NELSONBy Sally Renda, St. Raphael School

On Friday, May 14th, the students of Mrs. Renda’s Pre-K and Nursery class enjoyed a visit from Dr. Heidi Nelson and her favoritepuppet “Joe”. They also viewed brief videos about a visit to the dentist with “Dudley the Dinosaur” and “Charlie Brown.” Thechildren learned all about the instruments used in the dentist’s office and some procedures Dr. Nelson might use when she examinestheir teeth. Puppet “Joe” was the patient receiving all the dental care. He made them aware of the importance of good oral hygiene,proper nutrition and regular dental checkups. The children learned that their teeth are very important for good health and niceappearance. This is Dr. Nelson’s 9th year visiting St. Raphael’s school. She enjoys thechildren as much as they enjoy her. We thank Dr. Nelson for her time and patience.

On Thursday May 27th friends of Assemblywoman Marge Markey held a fundraiser forthe re-election of the popular legislator at the Euro Bistro on Grand Avenue in Maspeth.Assemblywoman Markey is in the 30th District that includes the neighborhoods of Maspethand Woodside plus parts of Long Island City, Middle Village, Astoria and Sunnyside. Sheis a life-long resident of Maspeth and mother who has worked for more than 25 years toimprove the quality of life in Queens, first as a community activist, later as a member of thelocal Community Boards, and now in public service. Among her most proud achievementsis the establishment of Maspeth Town Hall, an important community center for people ofall ages. She came to the Assembly in 1998 after working in local government for theBorough of Queens where she was the first Director of Marketing & Tourism. Herpopularity was clear as she entered the european style Bistro, that people were coming toshow support and thank her for the job she has been doing. Everyone in attendance showedtheir support for a neighbor and a friend.
