Plan of Action for Children’s Rights and Responsibilities for 2010 FIFA World Cup and Beyond developed
Functional Children’s Rights programmes in government
Dedicated Children’s Rights focal points established in 50% of government departments and State Owned Enterprises
Consultations with departments have already started. This initiative of mainstreaming children’s rights imperatives will be included in the Memorandums of Understanding with the relevant Departments.
Protection of girl child ’s vulnerability to all forms of abuse, violence and harmful traditional practice, not excluding child trafficking and forced marriages
Advocate for the protection of children, especially vulnerable girl child who are exposed to harmful traditional practices.
Ongoing advocacy and further to vigorously implement the Plan of Action. There are plans to embark on the evaluation of the process since our intervention, especially in the Eastern Cape where young girls were forced into marriages
Engaged communities , including Traditional Leaders in the Eastern Cape to advocate on the need to protect girls from being trafficked and forced into marriages

Expenditure analysis as at 31 December 2010
Compensation of Employees
Compensation expenditure as at 31 December 2010 is R13,851 million. The under spending on compensation is due to unfilled posts. The department is in the process of interviewing and appointing personnel in critical posts and the assumption of duty on most of the posts will be in the new financial year.
Goods and services
The expenditure under goods and services as at December 2010, is R23,937 million. The high spending items are mainly subsistence and travelling due to the international obligations such as UN Convention on the Elimination of Discrimination Against Women (CEDAW), Convention on the Rights of the Child, Convention on the Rights of People with Disabilities. The second highest spending item is advertising due to the Department’s work on advocacy and public awareness campaigns. The department plays a role of coordinating the celebration of National Days relevant to Women, Children and People with Disabilities.
The other reason for the expenditure under advertising is the adverts that were placed for the vacant posts that must be filled by the department.
Transfers and subsidies
The transfer amount as at December 2010 is R41, 070 million made up of R41,069 million to the Commission for Gender Equality ( CGE) and R1,000 to municipalities for payment of levies.
Capital Expenditure
Capital expenditure as at 31 December 2010 stands at R21, 000 that represents 0.3 % of the total capital allocation. The reason for the under expenditure is that the department has not yet moved out of the offices in the Union Buildings and therefore could not purchase furniture and equipment.
The department has started the procurement process for furniture and equipment since it will be occupying the new building in April 2011.
