Your NO vote does not mean you are against clean groundwater and rivers. It means you want a plan that protects the entire Deschutes basin; which includes Klamath, Deschutes, and Jefferson counties. THE LOCAL RULE IS NOT A PLAN. An ordinance without a plan will not succeed and doing nothing is not an option!
The County has not put forth a plan to protect ground and river water, and they are unwilling to amend the County Comprehensive Plan or zoning laws to allow for sewers.
Possible contamination is on a 130-year time line. We have time to confirm the science and develop an ecologically and financially sustainable plan to protect our clean water.
The DLCD definition of “public health hazard” in the Local Rule refers to a “probable” future condition not an existing condition. Citizens have been led to believe that a public health hazard currently exists, yet the Deschutes Public Health Department is not actively involved.
It is not fair that this is a county-wide vote. It may be the law, but it is wrong. In Questions and Answers supplied by the County, it states: “If future research shows that other parts of the county need similar protection, then action to protect water quality may be initiated in those areas as well.” This means that if you are not within an area authorized by the State for a sewer system, you may have to comply with the Local Rule WITHOUT NOTICE OR PUBLIC INPUT. You could be next.
Let’s protect our water with a plan that addresses the entire basin with an effective, all-inclusive solution. A comprehensive, sustainable plan is called for - NOT the Local Rule band-aid.

Crescent/Gilchrist Community Action Team
The proposed Senate Bill 430 sponsored by the Committee on Environment and Natural Resources establishes a moratorium on approval of permits issued after January 1, 2008 for development of destination resorts. SB430 directly aff ects the proposed Crescent Creek Resort project in the Crescent/Gilchrist area of Northern Klamath County that was approved in fall of 2008. The passage of SB430 would be a devastating and fi nal blow to the communities that surround the proposed destination resort area. At this point, critical services such as fi re and ambulance have already been negatively impacted. Businesses that rely on tourism dollars are closing or running limited hours to try and weather this economic storm. Economic development is at a stand sill due to the lack of infrastructure or the monies to proceed with much needed water or sewer construction projects. The proposed resort provided a “light at the end of the tunnel” for these communities that have had to become reliant on tourism dollars due to the downturn in the wood products and other industries. The anticipated tax base would boost funding for our school and provide local employment for families as well as season employment for youth. During a Community Action Team meeting held on Monday, February 9, 2009, approximately 50 business owners and private citizens expressed their disbelief and concern of this proposed Senate Bill. In section 5 of this proposed bill, it states: “This 2009 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2009 Act takes eff ect on its passage.” There is certainly no emergency, as well as no issue with the public peace, health and safety as stated. It is unconscionable to reverse a decision that was made utilizing approved county land use laws and Oregon Revised Statues. Barbara Sullivan, Crescent/Gilchrist CAT President, stated the CAT teams from the surrounding communities will be working with various business entities and organizations to let the rest of the state know how vital this resort development is to our survival. “It is absolutely amazing to think that the Legislature could reverse a local land use decision that included months of community and state agency input as well as numerous public hearings,” stated Sullivan. The real emergency not mentioned in SB430 is the realization that our communities face the real possibility of extinction without this development.

‘09 Graduation night Committee Meeting The 2009 Grad Night Committee meeting is on Monday, March 9th at 7pm at the La Pine High School Library. All parents are needed. Position #1: Your La Pine Park & Recreation District is looking for a volunteer who can either attend meetings twice per month and take minutes or transcribe minutes twice per month from an audio file from home. Minutes will need to be typed and saved as a word document before the next meeting for director approval. The document will then be posted to the website by another volunteer. deschutes County sheriff ’s offi ce Citizen’s Academy
Deschutes County Sheriff ’s Offi ce is taking applications now for the Deschutes County Sheriff ’s Offi ce Citizen’s Academy, to be held at the Sheriff ’s Offi ce Bend offi ce at 63333 Hwy. 20 West. The deadline to apply is February 27. The 10-week course is designed to give attendees an in-depth look at the diff erent divisions of the Sheriff ’s Offi ce and educate the public about what the Offi ce is responsible for. Included in the training will be a section covering use of deadly force and the subsequent investigation and case resolution. In addition to the classroom instruction, participants can go out on patrol ride-a-long, and tour the 911/Dispatch Center as well as the Deschutes County Jail. There are also two optional Saturday sessions; participants can experience Emergency Vehicle Operations (EVOC) during one session and Range 3000 (an interactive use of force video training program) during the other. The academy is scheduled every Wednesday night from 6:00 to 9:00pm, beginning March 18th and continuing through May 27. A complimentary dinner is provided each week a half-hour prior to class and there is no cost to attend the Academy. Interested persons can pick up an application at the main Sheriff ’s Offi ce in Bend at 63333 West Highway 20. 3rd Annual Polar Plunge deschutesThe 3rd Annual Polar Plunge Deschutes will benefi t Special Olympics
Oregon. Hundreds will dash into the chilly Deschutes River on February 27th in an event to raise up to $100,000 for year-round programs to support intellectually-disabled individuals Special Olympics Oregon has a goal to raise $100,000 this month in the 3rd Annual Deschutes Polar Plunge. At 6:30pm on February 27th, individuals and teams from throughout central Oregon – led by business leaders, celebrities and law enforcement - will make a mad dash into the river from the beach off Columbia St. Proceeds from the event will go towards continuing the organization’s mission: to deliver sports training and athletic competition to thousands of athletes in local communities state-wide during the winter, summer and fall sports seasons. The plunge marks the beginning of the 2009 Special Olympics Oregon Winter Regional Games hosted the following day at Mt. Bachelor where athletes compete in alpine skiing, snowboarding, cross-country skiing and snowshoeing. All competitions will conclude that Saturday. “Even in these challenging economic times, we’re proud to say that we’re still serving all of our athletes statewide, by off ering them sports training and 37 local competitions year-round.” said Margie Hunt, CEO of Special Olympics Oregon. “Events such as the Polar Plunge in Bend, and a similar plunge in Portland help us tremendously in meeting the goals of our mission. We will continue to serve all those in Oregon – individuals and families – who are aff ected by intellectual disability. Polar Plunge Deschutes will take place on February 27th, on the bank of the Deschutes River, off Columbia Street, between the Healy and Columbia street bridges. Registration begins at 4:30pm - the plunge is at 6:30pm. The event is hosted by Law Enforcement Torch Run (LETR), a program of Special Olympics. Those interested in participating must raise a minimum of $50.00 prior to plunge day in order to plunge. Founded in 1972, Special Olympics Oregon is a year-round program off ering Olympic-style sports to athletes with intellectual disabilities. Through Special Olympics, people with intellectual disabilities have the opportunity to be part of a worldwide sports movement. In sport, these athletes gain self-confi dence, social competency and other enhanced skills, both physical and social. The Tackle Box Taking advantage of the benefit of a product like Berkley Power Bait can be just the inspiration we need these days to remind us that great things can come in small packages. From humble beginnings to a world class industry, Berkley began as a young mans dream and soon seemed to take a life if its own.
Berkley Bedell, at the age of 16, began tying flies to sell to the area fishing shops as well as the local tourists who frequented his hometown of Spirit Lake, Iowa in 1937.
Innovation after innovation has lead us through the years and has progressed to the successes we all know and love as the trusted lines that are now mainstays for so many of the modern anglers from the Berkley Trilene, which was launched in 1959, to the soft plastics and scented baits that came out in the 1980’s.
Today we are familiar with the ever-famous Power Bait, successor to the newest product “Gulp” (look for more on this bait in upcoming articles!)
I would bet that young Mr. Berkley Bedell would take the “aw shucks” attitude if asked about the grand successes he was able to create over his very brilliant lifetime.
Power Bait comes in many varied forms, colors and scents, how does one know which is right for the fishing of the day?
My answer to that is to keep a small bait box with several of them in various colors on hand.
I feel strongly that the one color jars are the way to go, so you do not end up with an unwanted blended color, however if your budget is stretched, choosing one with a combination of colors can be an easy way to have the best of both worlds.
I have chosen a green one day and found that switching to a pink or white will send the fish flying toward your lure when things seem to quiet down. Do NOT be shy with experimentation; you might end up with a super combination that is just the ticket for the day! It also gives you another excuse to check the weekly specials at your local retailers to try something new.
Just using the added little “something” to a good lure can make it become the Holy Grail Lure of the day.
Take the time to look at the Berkley Power Bait selection and try one or more the next time the fishing seems to have slowed and use the secret weapon of so many anglers and make young Bedell proud.

A Film screening: nashville - We Were Warriors To honor Martin Luther King, Jr., the Deschutes Public Library and the Nancy R. Chandler Visiting Scholar Program are pleased to jointly present a film screening and discussion of “Nashville - We Were Warriors” at the Sunriver Area Public Library on March 4th at 6:00pm at the Sunriver Area Public Library. James Lawson, a young civil rights activist, who in 1959 starts training African-American college students in Nashville, Tennessee, in techniques of nonviolent action. Inspired by a trip to India to study Gandhi and by the 1955 bus boycott in Montgomery, Alabama, led by Dr. Martin Luther King, Jr., Lawson decides to try his own hand at nonviolent struggle against racial segregation. Karen Aylward of Central Oregon Community College, will lead a discussion following the film. This film is part of a larger Emmy-winning documentary series called “A Force More Powerful” which explores one of the 20th century’s important but least-understood stories—how nonviolent power has overcome oppression and authoritarian rule all over the world. CoBA Gives Back To Central oregon homeowners
The Central Oregon Builders Association (COBA) is excited to announce the formation of the COBA Remodelers Ramp-a-thon. The one day event will provide free custom exterior access ramps to Central Oregon homeowners of low or limited income. Interested community homeowners are asked to submit an application no later than March 2, 2009 to COBA. Each application will be evaluated along with an onsite interview and evaluation. The primary design criterion for an applicant is a maximum of 28” height or approximately 4 steps and lives in Deschutes, Jeff erson and Crook counties. OBITUARY
Patricia Ann (Osborne) Morris was born on April 30, 1934, in St. Paul, Minnesota. She passed away on
February 7, 2009, in her home in La Pine, Oregon. Pat was born to Arthur and Mae (Matuska) Osborne. After high school, and a couple of working years, Pat married her life-long husband, Stanley Morris, in St. Paul on September 10, 1955. The couple moved to San Jose, California, where Pat worked part-time as a bank vault teller while she and Stan raised three girls. She loved her family, friends and the outdoors. Pat was part of the Moose Lodge Women’s Auxiliary after moving to La Pine in 1980. La Pine is where she enjoyed fishing, traveling and even learned to use the computer and text messaging her grandchildren on the phone in her latter years. Patricia is survived by her loving husband, Stan; her three daughters, Jennifer Westbrook of Colorado Springs, Colorado, Colleen Green of Coulee Dam, Washington, and Paula Mellott of La Pine, Oregon; her two brothers, Robert Osborne of St. Paul, Minnesota and George Osborne of Copperas Cove, Texas; her two sisters, Betty Jean Sveen of Hinkley, Minnesota and Nancy Merriman of St. Helens, Oregon; eight grandchildren and three great-grandchlidren. Pat was preceded in death by her parents, and four brothers and sisters. There will be no service as per her request and contributions in her name may be made to the Newberry Hospice of La Pine, P.O. Box 1888, La Pine, OR 97739. In the near future, a Celebration of Life will be held. Family served by Baird Memorial Chapel, La Pine 541-536-5104.

CoCC enrollment Continues To set recordsMore and more local residents are turning to education to help get them through the economic downturn. For winter term, Central Oregon Community
College has enrolled 5,739 students in credit classes - more than 1,000 students more than last year’s winter-term enrollment. That is 22 percent higher than last winter, 6.3 percent higher than fall’s record enrollment, and 24 percent more than the college’s busiest term prior to the beginning of the 2007-08 academic year. “I am pleased to see that our staff continues to dig deeper to accommodate more and more students who want a college education,” COCC President James Middleton said. “We are serving more students taking more classes and are doing so with very little increase in resources.” In addition to the downturn in the economy, Middleton sees broader elements contributing to the increase. These include increased grant aid through the Oregon Opportunity Grant, COCC Foundation Scholarships and increasing appreciation of COCC’s high-quality and low-cost programs. The number of students receiving some form of fi nancial aid � scholarships, grants or loans - is predicted to increase by about 80 percent over two years ago. The numbers beyond the head count enrollment are even more surprising. For example, the number of students enrolled in at least 12 credits – considered full time – increased by 41.3 percent from last winter, up more than 600, from 1,551 to 2,191. Since students are taking more credits, the college’s full time equivalency (FTE), which measures the actual impact on the class off erings, is up 28.5 percent over last year. “Over the past two years, we have increased enrollment by nearly 40 percent,” Middleton said. “We have done so while adding only three new full time faculty positions, thus asking our department chairs to fi nd and train more part-time teachers in critical areas. Additionally, our staff in registration and advising is basically the same size as prior to the enrollment surge. I can’t say enough about the Herculean eff orts of our staff to serve the students.” Middleton noted that the college’s success has brought challenges. Two of the major obstacles are fi nding room to accommodate the growth and the challenge to staff classes and provide needed services for a thousand more students with only minimal increase in revenue. While increased enrollment has brought in more than $1 million in tuition income, state funding will likely be reduced by $600,000 due to the sliding economy. In addition, property tax collections are running $450,000 below projections. Projections for next year assume that COCC will receive considerably less state money. To accommodate some of the additional demand, COCC has increased its off erings in Redmond and boosted the number of online courses. The college has already converted space in existing buildings for three new classrooms and Middleton noted the Oregon Stimulus Package - expected to be approved this week in Salem - includes money for six more classrooms. The plan also includes funds to add more about 125 parking spaces to alleviate some of the parking shortage. The COCC Board of Directors is considering placing a bond measure on the May ballot that would include funds for a new health careers and science building on the Bend campus, a Technology Education Center in Redmond as well as new campuses in Madras and Prineville. “Our recent growth has made expansion more important than ever,” Middleton said, noting that enrollment in Redmond has nearly doubled in the last two years. “The programs with the biggest demand right now are in the health careers areas,” he said, “and we cannot even consider expanding the nursing program in the existing space. Also, the growth of the Redmond Campus leads us to believe we could better serve the entire region if we could off er more classes in Madras and Prineville.”

Every year on the Tuesday after the first Monday in November, elections are held across the country and several government offices are filled. Of these offices, the U.S. presidency is the most important.
The presidential election occurs once every four years. On Election Day, voters go to the polls and select the candidate they would like to serve as president of the United States. Votes are tallied in each state and the candidate who receives the most votes, or the popular vote, is declared the winner for that state.
Once the popular vote is decided in each state, all attention turns to the Electoral College. Each state is given so many electoral votes based on the number of legislators it has in Congress. In most cases, electors vote for the candidate who won the popular vote in their state. The candidate who receives more than half of the electoral votes, 270, wins the election.

Parents reminded To Get Kids immunized By February 18th
Public health offi cials at Deschutes County Health Department are encouraging parents to be sure their children’s shots are up to date so they won’t be sent home from school. Beginning February 18th, children won’t be able to go to school if their school or child-care records show they are missing immunizations and do not have an appropriate medical or religious exemption. The immunization requirement is the result of a state law that applies to all public and private schools, pre-schools, Head Start and certifi ed child care facilities. “The goal is to make sure children are fully protected against vaccine-preventable diseases,” said Heather Kaisner, Immunization Coordinator for the Deschutes County Health Department. The Health Department mailed out 1,360 exclusion letters to parents notifying them that their children’s immunization record is not up to date. Many children get letters because their school or day care records are not updated, even though they may have all of their shots. Kaisner advises parents to update their child’s immunization record at school or child care after every shot. If parents received an exclusion letter, they need to get their child the required shot(s) and then make sure they give that information to their school prior to February 18th. Parents seeking immunizations for their children should contact their health care provider or call Deschutes County Health Department at 322-7400 to make an appointment.
