HISTORY: The City requests annual quotes for crack sealing and seal coating on various streets identified by the Public Works Depmiment in need ofrepair. Cracks to be sealed are routed to a minimum width of% inch and a depth of % inch and cleaned with compressed air. The entire crack reservoir is filled with sealant and crack area squeezed to treat an area one inch each way from the center of the crack, with a blotting material placed over the sealant immediately after placement. Seal coating consists of applying bituminous material, a single layer of aggregate and a fog seal onto the prepared surface. Quotes were opened for both projects on March 26th with a completion date of August 15 1 h. CURRENT CIRCUMSTANCE: The specifications for crack seal identify 15,000 pounds of Crafco RoadSaver 221 as the material to be bid, covering a total of 2.34 miles of street. The specifications for seal coat identify an estimated 7,020 gallons ofbituminous material (CRS-2) and 355 tons of Class A granite aggregate, covering a total of 1.03 miles of street. Eight quotes were received for the crack seal project with the lowest from Kamko, Inc. in the amount of $18,000. Four quotes were received for the seal coat project with the lowest from Asphalt Surface Technologies in the amount of$36,305.40. RECOMMENDATIONS: Awm·d Project No. 1906 to Kamco, Inc. in the amount of $18,000.00 and authorize signatures on the 2019 Crack Sealing contract. Award Project No. 1908 to Asphalt Surface Technologies in the amount of $36,305.40 and authorize signatures on the 2019 Seal Coating contract. FINANCIAL IMPACT: The Public Works operating budget includes $70,000 allotted for crack seal and seal coat and is within the budget. INTRODUCTION/REQUEST: Awarding the contracts for the 2019 Crack Seal and Seal Coat Projects.

HISTORY: The City requests annual quotes for crack sealing and seal coating on various streets identified by the Public Works Depmiment in need ofrepair. Cracks to be sealed are routed to a minimum width of% inch and a depth of % inch and cleaned with compressed air. The entire crack reservoir is filled with sealant and crack area squeezed to treat an area one inch each way from the center of the crack, with a blotting material placed over the sealant immediately after placement. Seal coating consists of applying bituminous material, a single layer of aggregate and a fog seal onto the prepared surface. Quotes were opened for both projects on March 26th with a completion date of August 151h.

AGENDA ITEM: Project No. 1903-C and Roundabout Project Consideration of Cooperative Construction Agreements

INTRODUCTION/REQUEST: Approval of the cooperative construction agreements with Kandiyohi County for Project No. 1903-C and CSAH 5/CSAH 15 Roundabout Project.

HISTORY: Project No. 1903-C calls for the overlay of 19th Avenue SW from pt Street to 0.11 miles east ofCSAH 5. The Roundabout project will take place at the intersection ofCSAH 15th (19th Avenue SW) and CSAH 5.

CURRENT CIRCUMSTANCE: The County agrees to finance, with its own funds, all items excluding the cost of City construction items as provided in Exhibit A of the agreements.

RECOMMENDATIONS: Approve the cooperative construction agreement with Kandiyohi County in the amount of $206,071.12 for Project No. 1903-C.

Approve the cooperative construction agreement with Kandiyohi County in the amount of$104,401.00 for the CSAH 5/CSAH 15 Roundabout.

FINANCIAL IMP ACT: The funding associated with the project includes County funds, State Aid funds, local assessments utilities funds and bond proceeds.

KANDIYOHI COUNTY & CITY OF WILLMAR COOPERATIVE CONSTRUCTION AGREEMENT

SAP 034-615-009 IMPROVEMENT PROJECT

THIS AGREEMENT, made this day of , 2019, by and between the COUNTY OF KANDIYOHI, MINNESOTA, party of the first part, hereinafter known as COUNTY and the CITY OF WILLMAR, MINNESOTA, a municipal corporation, party of the second part, hereinafter known as CITY, WITNESSETH:

That the parties to this agreement, each in consideration of the agreement on the part of the other herein obtained, do hereby agree, the COUNTY for itself, and the CITY for itself, as follows:

SAP 034-615-009 THIS agreement shall apply only to the roundabout improvement at the intersection of County State Aid Highway 15 (19th Avenue SW) and County State Aid Highway 5 (30th Street SW) as detailed in the SAP 034-615-009 improvement plans for said project.

Administration of the Project The CITY agrees that the COUNTY shall hereafter act as the agent of the CITY in the award and administration of the contract for the SAP 034-615-009 improvement plans.

Estimated Construction Costs Estimated pre-bid construction costs incurred by the respective parties of this agreement are shown in Exhibit A, which is attached to and made part of this agreement. An Abstract of Low Bid will be provided to CITY after bids are opened and will be made part of this agreement.

County Costs The COUNTY agrees to finance, with its own funds, all items shown on the plan for SAP 034-615-009, but excluding the cost of city construction items in the following paragraph. The COUNTY also agrees to provide, with its own funds, design and construction testing services.

City Costs and Payments The CITY agrees to reimburse the COUNTY for 1 00% of the city construction items as shown under "NON-PARTICIPATING" as provided in the attached Exhibit A.

The CITY also agrees that upon presentation of reimbursable costs certified to the CITY by a COUNTY generated Request for Payment; the CITY shall make payment within 30 days.

Designated COUNTY/CITY Representatives The Kandiyohi County Public Works Director shall be the designated COUNTY representative to approve any needed modification of work shown in the Plans during construction of the project. This includes the increase or decrease in quantities needed to accomplish the work or a change in the work requiring a Change Order. The City of Willmar Public Works Director shall be the designated CITY representative to approve any needed modification of the Plans affecting City costs requiring a Change Order.

KANDIYOHI COUNTY & CITY OF WILLMAR COOPERATIVE CONSTRUCTION AGREEMENT

SAP 034-615-010 & SAP 175-080-007 IMPROVEMENT PROJECT

THIS AGREEMENT, made this day of , 2019, by and between the COUNTY OF KANDIYOHI, MINNESOTA, party of the first part, hereinafter known as COUNTY and the CITY OF WILLMAR, MINNESOTA, a municipal corporation, party of the second part, hereinafter known as CITY, WITNESSETH:

That the parties to this agreement, each in consideration of the agreement on the part of the other herein obtained, do hereby agree, the COUNTY for itself, and the CITY for itself, as follows:

SAP 034-615-010 & SAP 175-080-007 THIS agreement shall apply only to the improvement of County State Aid Highway (CSAH) 15 (19th Avenue SW) from 0.11 miles east ofCSAH 5 to pt Street in Willmar as detailed in the SAP 034-615-010/SAP 175-080-007 improvement plans for said project.

Administration of the Project The CITY agrees that the COUNTY shall hereafter act as the agent of the CITY in the award and administration of the contract for the SAP 034-615-010/SAP 175-080-007 improvement plans.

Estimated Construction Costs Estimated pre-bid construction costs incurred by the respective parties of this agreement are shown in Exhibit A, which is attached to and made part ofthis agreement. An Abstract of Low Bid will be provided to CITY after bids are opened and will be made part of this agreement.

County Costs The COUNTY agrees to finance, with its own funds, all items shown on the plan for SAP 034-615-010/SAP 175-080-007, but excluding the cost of city construction items in the following paragraph. The COUNTY also agrees to provide, with its own funds, design and construction testing services.

City Costs and Payments The CITY agrees to reimburse the COUNTY for 1 00% of the city construction items as shown under SAP 175-080-007 as provided in the attached Exhibit A.

The CITY also agrees that upon presentation of reimbursable costs certified to the CITY by a COUNTY generated Request for Payment; the CITY shall make payment within 30 days.

Designated COUNTY/CITY Representatives The Kandiyohi County Public Works Director shall be the designated COUNTY representative to approve any needed modification of work shown in the Plans during construction of the project. This includes the increase or decrease in quantities needed to accomplish the work or a change in the work requiring a Change Order. The City of Willmar Public Works Director shall be the designated CITY representative to approve any needed modification of the Plans affecting City costs requiring a Change Order.

INTRODUCTION/REQUEST: Request to purchase a pmiable generator for lift stations.

HISTORY: The City and Eagle Lake pump stations cunently only have one portable generator equipped to supply power to 21 of the 24 lift stations during power outages. Under normal conditions it is not an issue but multiple outages, especially during rainstorm events, poses extreme difficulties.

CURRENT CIRCUMSTANCE: The purchase of an additional generator will reduce our vulnerability during power outages. Generators, because of their intermittent use, often last 30 to 40 years and will be a good investment to help reduce our liability. Quotes were received from Cummins Sales and Service in the amount of $64,920 and Ziegler Power Systems in the amount of $66,552.05. Both quotes are cooperative pricing agreements with Sourcewell (fmmally known as National Joint Powers Alliance). After reviewing specifications and total package pricing for each, the generator from Ziegler has specifications more fitting of the WWTF needs.

RECOMMENDATION: Approve the purchase of one Caterpillar Tier 4 pmiable diesel generator from Ziegler Power Systems in the amount of$66,552.05.

FINANCIAL IMPACT: The 2019 CIP identifies $70,000 budgeted for the purchase.
