Welcome to SPRINGFEST! Back for a 2nd year, bringing you a smorgasbord of food, music and craſts from all over the world. Thank you to all that aended last year celebrang our rich food culture while bringing together local producers, chefs and of course you, the food loving public. This year’s event runs from 8am-4pm, with an Official Springfest Opening Ceremony at The Farmers’ Market at 10am. A host of exhibitors, talented craſters, musicians and performers are here at Springfest to entertain and delight you. The first demonstraon of the day starts at 10.45am at The Walronds, with the talented Jim and Lucy Fisher of The Exeter Cookery School. Jim is a former MasterChef semi-finalist who started his cooking career cheffing in the kitchens of Exeter’s White Hart Hotel. He then went on to cook alongside Rick Stein in Padstow, Alistair Lile in Nong Hill, and with Tony Tobin of Ready Steady Cook fame. Cooking dinner pares in client’s homes before moving to France, now Jim and Lucy are back in the UK, offering cooking lessons in Devon. So come along and learn from the best! Come and peruse the Farmers’ Markets and see, smell, taste and buy the very best local produce that has travelled only a stone’s throw. And if that lot hasn’t given you an appete the barbecue, numerous street food and arsan food stalls will! The creave part of the fesval comes from the many craſters, jewellery makers, wood workers with goods for sale at The Walronds Craſt Stalls. The Bapst Church will be host to an exhibion by the Cullompton Arts House, and will also have Children’s Easter Card making and biscuit decorang, as well as refreshments. The Hayridge Centre is the starng point for the Cloth Trail, where the children can take part in a quiz. The Bapst Church and the Hayridge Centre will be providing aracons and events for children giving them opportunies to express their creave side. Acousc Street Music is in the Farmers’ Market throughout the day, and the fabulous Bel Canto Singers will be performing (and singing a selecon of tradional and modern songs), along with the Wood Farm Quintet, Cullompton Community Choir and College singing group ‘Xprecion’ (a young group) that will also perform. The creative part of the festival comes from the many crafters, jewellery makers, wood workers with goods for sale at The Walronds Craft Stalls. Local Marie Curie Community Fundraiser Connie Thomas is hoping to set up a fundraising group in the Tiverton and surrounding area, to help continue funding the nursing

service that the charity provides throughout Devon. Connie says “Being in a Fundraising Group is a great way to get involved with the local community and makes a big difference. We currently have 5 successful groups throughout Devon who have made an enormous difference to Marie Curie within Devon. Each member is different too, some prefer a behind the scenes role, and others will be at the forefront of big events. It takes a mixture of people to make a group work, so everyone is welcome to join. Each group has a Chair, Secretary and Treasurer, and it’s a really fun way to meet new people, do something a bit different and to support a local cause.” Marie Curie is the leading charity providing care to people with any terminal illness in their own homes or in one of its nine hospices. The charity is also a leader in research into the best ways of caring for people with a terminal illness. In addition to this the charity designs and advises on end of life services and works to ensure that the best possible care and patient choice is at the heart of commissioning end of life care across the UK. All Marie Curie services are completely free of charge. The Newton Abbot Fundraising Group recently celebrated raising a staggering £58,000 since they were founded, by holding a tea party on a steam train!

COUNTY COUNCILLOR JOHN BERRY FAIR FUNDING FOR LOCAL SCHOOLS Devon schools receive £290 per pupil less from the DofE than average for England. New proposals result in Cullompton schools losing funding and must be changed. I campaigned to encourage everyone to respond to the Future Funding Consultation. DCC has not reduced its schools

budget. A large number of children with High Needs has made it necessary to re-allocate £33 from main block pupils to honour a statutory obligation to the most vulnerable. In the last eight years DCC spent £242 million on providing

new school places and school maintenance, but Devon does not receive enough funding from the DofE. Devon's schools have done a fantastic job in achieving very good results - 93% being outstanding or good! Imagine what could be done with fair funding. Please write to your MP to support fair funding for our schools. TRAFFIC INFRASTRUCTURE DCC has met with MDDC and developers, stating that no new development should come forward until traffic problems around Junction 28 are addressed. I am calling on DCC and MDDC to bring forward plans for a Town Centre Relief Road to improve congestion and air quality. It is essential to get infrastructure right before any new development, and to ensure new roads through proposed NW Development and Culm Garden Village do not repeat the problems in recent developments. The route through Kingfisher Reach, is totally unsuitable for through traffic, and will not be resolved by parking restrictions. With Cllr. Karl Busch I am seeking help from DCC for businesses experiencing difficulty exiting Kingsmill onto the M5 junction. Do traffic issues affect you? Do you have ideas about how this could be improved? Please let me know! ROAD WORKS – I hope by now that re-sufacing of High Street will be completed, and is due to start in Colebrooke Lane between Exeter Road and Swallow Way early in the summer. GREATER EXETER STRATEGIC PLAN TO 2040 CONSULTATION OPEN UNTIL 10 APRIL - The Greater Exeter Partnership (GESP) includes Mid Devon, Exeter, East Devon and Teignbridge councils, in partnership with Devon County Council. Jointly they are working on a Strategic Plan which looks forward. This is your chance to have an input. Details on www.gesp.org.uk DCC BUDGET - The overall budget is £1.2 billion and will end in the black this year. DCC is judged to be a very well run Council, advising others and Government, but huge reduction in Government funding over recent years has made it increasingly difficult. In order to protect essential services (education, social services, children in care, social care) all of which have increased needs, and an increased budget for 2017/18, other things such as grass cutting had to be reduced. With Cullompton Town Council and DCC jointly funding grass cutting I am optimistic this should improve this year. Please let me know the areas you rate as the highest priority. VOLUNTEERS for whom I have huge admiration, run clubs and voluntary organisations, which contribute to Cullompton being a good place to live. It has been a pleasure to support many, for all age groups, through DCC Community Funding, and Investing in Devon. Young people are the future and I believe it is important to support activities for them; sports clubs, Cullompton Rugby, the John Tallack Centre, and recently Tufty Park. I am very impressed by the Cullompton Community College Green Team who helped with funding for equipment and now very successfully convert school food waste into compost, aiding education and the environment. CULLOMPTON STREET MARKET There is a Street Market held every Wednesday and on each 4th Saturday of the month between 9am and 2pm at the Higher Bullring. Pitches are available for traders at £10 per market with a gazebo included—please contact the Town Council for an application form. In addition, complimentary pitches are available each Wednesday for local organisations and charities to raise awareness of their cause. A wide variety of products are available to buy including fresh local free-range eggs, fresh fish and locally raised plants.

FARMERS’ MARKET Traders’ applications have been flooding in for the Cullompton Food, Craft & Music Spring Festival. We are delighted with the response from the local area in

making this new event a great success in promoting local food businesses. This year we welcome Chloe’s organic veg, herbs, salads and plants, Naomi’s plants, Colin’s Alpaca, Garlandhayes Venison, Sandford and Ridgeway Cider, Chandler’s ham, Bloomberry and Little Bowhayes drinks and preserves, Country Markets, Mrs Gill’s cakes, Steve’s cheeses, Marion’s deli, Moonbeams pork, Westcott Boer goat, Juliet’s Gluten Free cakes, Trow Farm Gluten free and fudge, Fruit Shute, Stinky Vintage and many more to be confirmed. We have an interesting mix of music, local street food will be served ALL day and drinks, including the smoothie & milkshake bikes. So we hope you will pop along and say hello, have a go at our market traders’ tombola and become a friend of the market so that you can reap the benefits for the whole year ahead!

COUNCIL TAX INCREASE

In this financial year Cullompton Town Council has secured grants of just over £90,000 to refurbish the Tufty Park and Head Weir Road play areas. It also obtained grants towards providing an electricity supply in Higher Bullring for market traders/outdoor entertainment and the purchase of equipment for use in an emergency situation. It is committed to paying Mid Devon District Council to ensure that the public toilets in Station Road stay open and has paid the YMCA nearly £17,000 to provide youth sessions at the John Tallack Centre. It has also agreed to contribute £10,000 to a railway station feasibility study and contributed £2,000 towards the cost of constructing a path between Langlands Road and Kingfisher Reach.

In the 2017/18 financial year the Town Council’s share of the Council Tax will increase by 4%, there are many reasons for this increase but as the County and District Councils are shedding responsibilities such as youth services, public toilets, grass cutting and play areas then the only choice left to the Town Council is either pay for these services ourselves or the town will lose them.

Difficult decisions have needed to be made by the Council, we do our best to look for grant funding to assist with these costs and have been quite successful this year. We are currently talking to the Heritage Lottery about a grant to repair the two chapels in the cemetery but will need a lot of community support to make this happen. To this end, a consultation will take place with the community in the near future—look out for the next issue of the Crier for full details! The Council also needs to find the money to resurface the paths in the old section of the cemetery and replace the windows and roof in the Town Hall. In the 2017/18 budget the Council has set aside £15,000 towards Town Hall improvements and £9,000 towards cemetery improvements. The YMCA want £19,500 to run the youth service during 2017/18, it will cost in the region of £10,000 to keep the public toilet open and a further £5,000 to ensure that the grass verges are cut to a better standard than last year when we were inundated with complaints.

The Council supports local festivals and events and organises the Christmas Lights and the Christmas Festival. It sweeps the streets and maintains the street furniture and provides, maintains and

waters the hanging baskets and other floral displays in the town. it owns and runs the cemetery, the Town Hall and St Andrews car park, it is responsible for three allotment sites, it manages the town’s CCTV system and

provides a tourist and information service at the Town Hall. It is responsible for three play areas and is currently the leaseholder for the John Tallack Youth & Community Centre.

It also produces the regular newsletter that you are now reading, a newsletter that is delivered to every household in Cullompton. The Town Council is here to ensure that the quality of life for those that live and work in Cullompton is protected and improved. We hope that you consider us to be good value for money but if you have any concerns about any issue that impacts on Cullompton then please do let us know and we will try to help.

WALKING FOR PLEASURE

Cullompton Town Council is a member of the Devon County Council Parish Paths Partnership (P3 Scheme). We are very lucky to have a committed voluntary Footpath Warden, Nick Savage, who walks all the Public Rights of Way regularly to ensure that they are in a suitable condition for walkers and arrange a series of walks during the summer.

The Town Council is committed to improving the Public Rights of Way within the parish to enable as many people as possible to use and enjoy them. Walking the footpaths is a great way to get to know the local area and make new friends.

The programme of walks for 2017 is as follows:

Tuesday, 23 May 2017 at 18:30. A free local parish paths walk, alongside the leat and River Culm. Meet outside the town hall. 2.5 miles and level. A nice easy starter.

Tuesday, 6 June 2017 at 18:30. A free local parish paths walk, at Weaver. Like last year but backwards! Meet outside the town hall to car share to the start. 3 miles quite level.

Tuesday, 27 June 2017 at 18:30.. A free local parish paths walk, up Bluebell Lane and back down Growen Lane to The Walronds for a BBQ. Meet outside the town hall. 3 miles, 4.5 km. Steady climb for first half of the walk.

Tuesday, 4 July 2017 at 18:30. A free local parish paths walk, from Plymtree through three parishes. Meet outside the town hall to car share to the start. 4.5 miles, fairly level.

Tuesday, 18 July 2017 at 18:30. Catch 18:35 bus to Bradninch and walk back via Cranishaies Lane and Russell Lane. Hilly, 4 miles.

Tuesday, 1 August 2017 at 18:30. A free local parish paths walk, at Langford. The right way round this time! Meet outside the town hall to car share to the start. 4 miles with some climbs.

Tuesday, 29 August 2017 at 18:30. . A free local parish paths walk, to Kia Ora and Russell Lane. Meet outside the town hall. 3.5 miles with some short ascents.

All the walks start at 6.30pm from outside the Town Hall and everyone is very welcome to come along. Wear sturdy walking boots or shoes.

CULLOMPTON 2017 CHRISTMAS LIGHTS FESTIVAL

Following last years’ successful Christmas Lights Festival, the Christmas Lights Event Committee has decided to keep the same format and have a whole day of community-based events for the Christmas Lights Festival. On Saturday 25 November, Cullompton will again embrace the Christmas spirit with a Christmas Outdoor Market at the Higher Bullring, craft activities and refreshments for the whole family at the Baptist Church, performances by local choirs and other performing groups, music by the Honiton brass bands. Santa will be in attendance in his grotto at the Walronds, which will be opened for the occasion, along with its cafe and artisans stalls, for early Christmas shopping opportunities. The event will close with the lights parade led by large lanterns made by each school (everyone is welcome to join the Parade) and the community choir, before Santa switches on the lights at 5pm at the Higher Bullring.

Any individuals or local organisations wishing to take part in anyway, either by having a stall at the artisans or outdoor market, putting on a display, a performance or by having a group take part in the lanterns parade (help and advice can be provided for the making of lanterns), should contact the Town Council.

The Committee is also looking for volunteers interested to learn the traditional Chinese dragon dance to perform during the festival (about 10 volunteers needed).

TUFTY AND HEADWEIR ROAD PLAY AREAS

The contract for the refurbishment of Tufty Park has been awarded to Wicksteed Leisure Limted. Viridor Credits Environmental Company has awarded a substantial grant for the work and other money has been raised by the use of developer contributions and the outstanding fundraising work of the Save Tufty and Headweir Road Parks

group headed by Sarah Cleal and Janet Sutton-Webb. It’s hoped that work will start in the near future although timescales have yet to be confirmed.

Viridor Credits have also awarded a grant to renovate Headweir Road Park although the 10% funding required from the community has not yet been raised in full and it is likely that the works here will take a little longer. CULLOMPTON CHILDRENS’ CENTRE MOVES TO THE JOHN TALLACK YOUTH & COMMUNITY CENTRE

The John Tallack Youth & Community Centre will be the new home of the Cullompton Childrens’

Centre from 3 April 2017. The JT Centre, as it is better known, is adjacent to the Culm Valley Leisure Centre and is well known to many as the local youth centre. Youth Sessions will still continue on Monday evenings for 11-14 year olds and Thursday evenings for 14-17 Year olds. The Childrens’ Centre will use the office and run their usual daytime sessions.

This is good news for the trustees of the JT Centre who have been struggling to find ways of generating the income needed to keep the Centre open. Devon County Council has agreed to pay for redecoration of the Centre and also for other minor improvements to be carried out to ensure that the Centre is suitable for the Children’s Centre’s purposes. This means that all youth sessions have been cancelled for the week commencing 20 March 2017. We apologise for any inconvenience this will cause but hope that the short term disruption will have long term benefits for everyone if it secures a future for the Centre and means that it becomes both a Children’s Centre and a Youth Centre.

The building currently belongs to Devon County Council but is leased to the Town Council. The John Tallack Youth & Community Centre Trust has been set up and Devon County Council is in the process of transferring the freehold of the property to the Trust. The Trust will look after the building for the community but needs help to do this. If you are interested in helping to ensure that the future of the building is secure then please attend the AGM on Wednesday 26 April, 7pm for 7.30pm or contact Judy Morris at the Town Council office.
