Westferry & Chapel House Estates

The Estates are located on the Isle of Dogs in the London Borough of Tower Hamlets. Residential properties are made up of several types of dwellings i.e. low rise blocks of 1, 2 and 3 bedroom flats, terraces of ex-Dockers cottages and a number of modern built flats and houses.

There are a number of theories about how the Isle of Dogs got its name including being the receptacle of the greyhounds of Edward III. Other

theories include it being a corruption of ‘ducks’ or ‘dykes’, or that it derives from the name of a satirical 16th century play co-written by Ben Jonson.

The area is bounded to the north by the South Dock (part of the old West India Docks). This dock is separated from an inlet of the River Thames by some forty metres of infilled land.

Except for this one small separation, access to the Isle of Dogs always necessitates crossing water by bridge or tunnel. The Isle of Dogs being thus isolated from the rest of London has

developed a unique personality and the community often refer to themselves as ‘Islanders’.

While in the 1980s, social housing on the Island was hard to let, the creation of the enterprise zone and the development of Canary Wharf has brought about a radical transformation with the area becoming one of the most desirable areas of the Borough, if not London and property prices and private rents reflect this.

The Westferry estate was built in 1933 and refurbished in 1994 by the London Dockland Development Corporation.

Westferry Estate has an active Tenants and Residents association and with EastendHomes has set up well-developed community gardens and residents allotments. The Estate is located on the Westferry road and bordered by the River Thames which can be accessed from the river walkway. West Ferry Road is one of the main roads that run to the Limehouse Link and only the second means of entering and leaving the Island by road.

Calder’s Wharf Community Centre is situated off Manchester Road and will be part of a large development to include flats, a community space and a Playgroup.

Business and shopping areas are located at Canary Wharf, which is the centre for the financial sector, shops and restaurants.

Canary Wharf can be reached in several ways i.e. the Docklands Light Railway, buses, River buses and recently has had the Mayors Bicycle stations installed, fondly nicknamed Boris’s Bikes.

There are a number of primary schools on the Island which are accessible by walking or bus. These are Seven Mills;

Harbinger Road Junior School; Canary Wharf College; Arnhem Warf Junior School; and St Luke’s.

There is also one large secondary school on the Island based on Manchester Road named George Green, which also has a sixth form college.

There are several medical centres on the Isle of Dogs which provide GP and supporting services to the community and a walk-in centre nearby on the Barkantine estate.

Also there are a number of community based organizations throughout the Island that offer many activities to the community from youth projects through to elderly keep fit classes.

The largest shopping centre on the Island is Asda which has good transport links and a large car parking area. This development is currently scheduled to be transformed into a shopping centre with housing provision. This will greatly enhance the local shopping amenities for EastendHomes residents.

The Island has several parks spread out over the area and a large community park adjacent to Asda called Mudchute Farm which is well known throughout Tower Hamlets for its farmyard animals and community activities.

EastendHomes keeps records of the people living on our estates as it helps us to deliver services in the way that our residents want them, and to make sure that we do not disadvantage any group in the ways in which we deliver services.

These estates have a higher number of white residents than other EastendHomes areas, and a relatively high number of pensioners, although a quarter of residents are under 18.

EastendHomes residents are asked for their views each year in the annual STAR satisfaction survey.

In 2012/13 they said the following regarding their estate:

ACTION PLAN

In reviewing the information gathered in preparing this Neighbourhood Plan, and following discussions with local residents, we have four key goals to improve the services EastendHomes provide to residents of these estates. These are:

• Working with SNT and partner landlords to tackle ASB and to work with local youth organisations to provide extra-curricular activities

• Explore options for storage provision for upper-floor residents on the Thermopylae Gate flatted block

• Consider introduction of communal drying facilities

• Schedule cyclical maintenance of gutters and drains
