Noting a quorum present, Chair Bruce Hawkins called the regular meeting of the Trustees of Western Piedmont Community College to order at 3:00 p.m. He read the ethics requirements and requested trustees to identify any conflicts or potential conflicts of interest relative to the official business as listed on the Agenda. No conflicts were noted.

2. Introduction and Recognition of Special Guests

Dr. Michael S. Helmick, President, welcomed guests and recognized Mr. Randy Burns, Chair of the Burke County Board of Education, and Steve Warren, Director of Law Enforcement Training, WPCC.

3. Adoption of Regular Agenda

Chair Hawkins asked that trustees review the amended agenda as distributed at their placards. A MOTION was made by Mr. Martin, SECONDED by Mr. Mulwee, and PASSED unanimously to adopt the AMENDED agenda as presented.

4. Approval of Minutes for Regular Meeting - November 8, 2016 A MOTION was made by Mr. Thompson, SECONDED by Ms. Wall, and PASSED unanimously to approve the minutes of November 8, 2016 as presented.

5. Report from Chair of Governmental Relations Committee

Introduction of Dr. Todd Roberts, Chancellor, NC School of Science and Mathematics

Introduction of Mr. Kevin Baxter, Director of Planning and Project Management, Western Campus, NCSSM

Mr. Scott Mulwee, Chair of the Trustees Governmental Relations Committee, introduced Dr. Roberts and Mr. Kevin Baxter and shared a brief biography for both guests.

Following their introduction, Mr. Baxter and Chancellor Roberts, representing the North Carolina School of Science and Mathematics in Durham, presented an overview of plans for the Western Campus that will be located in Morganton. It is projected that a site will be recommended by the planning committee in May 2017 and then recommended to the NCSSM Board in September 2017 for approval. The planning committee will also be working on determining a unique curriculum for the western campus to be adopted at a later date. The Western Campus high school will open in August 2021 with the first junior class comprised of approximately 150 residential students.

They thanked Dr. Helmick, trustees, and staff for the excellent reception they had received from Western Piedmont Community College and look forward to collaboration between the two institutions.

Introduction of Peter Cvelich, Project Manager, Broughton Reuse Study, UNC School of Government

Committee Chair Mulwee welcomed Peter Cvelich, Project Manager, Development Finance Initiative. Following his introduction by Mr. Mulwee, Mr. Cvelich recognized his team, and presented an update on the Broughton Reuse Study which focuses on the " reuse" of surplus buildings to be vacated once the new Broughton Hospital facility opens in the coming years as well as an overall plan for the 800 acre site. He explained the Broughton Reuse Study is unique due to the mixture of public and private resources critical to the project's success. This study is complex and involves seven different departments at the State level and five at the local. He said that there is flexibility within the Plan and will be working closely with the NCSSM as their site location will likely impact the Study's site plan. The Plan will be implemented in stages during the next ten years. One of the initial steps of the design includes the relocation of WPCC' s Emergency Services Training Center; their current site is targeted to become a storm water pond. His team has been engaged

by the NC Department of Commerce to move forward with th is project and cooperation of all stakeholders will be vital to the project's completion. He will continue to work closely with State and local advisors, remaining transparent as the Plan develops.

Dr. Helmick said this project would have a significant and lasting impact on WPCC and the trustees will be a major player because they own the college's property. The Trustee Buildings and Grounds Committee will be meeting regarding the possible relocation of the ESTC. A short Q & A with trustees followed. Mr. Mulwee thanked the presenters for their PP presentations. (See Trustee file 02-14-17).

6. Report from Vice President for Administrative Services/Chief Financial Officer

Report on Budget Allocations, Transfers, or Reversions- FY 2017 Ms. Hoilman presented the information report on budget allocations, transfers, and reversions for FY 2017 as reflected in the trustee agenda packet. (See Trustee file 02-14-17).

Update on Facilities Ms. Hoilman presented an update on Facilities. Highlights included :

• Mechatronics Building: Site preparation has begun; project progressing

• Kiln/Pottery Building: Bid Opening scheduled March 9; completion by October 2017

• H Building Renovations for Burke Middle College & STEAM Academy. Includes relocation of Dental Classroom and Lab. Cost projections likely to increase. Completion Spring 2019.

• Cosmetology Renovations: Bid Opening March 15.

• Short-Term Parking: Increased visitor parking spaces to 8

• Re-asphalt scheduled for in Spring 2017

• Mass Notification System: Allow one-step "3 seconds to Ears/Eyes" notification for emergencies.

• Door Renovation for Access Control: Exterior doors to be renovated initially with plans to move internally as funds are available.

• Land Sale: Burkemont Avenue property. Landowners submitted Option to Purchase (will expire in 18 months with an option to renew) .

• LRC Renovations: Phase II would cover Cafe & LRC 120. Additional restroom for LRC.

Presentation WPCC Trail Expansion Ms. Hoilman introduced Lisa Miller, Director of Grant Development and Administration, and Lee Kiser, Dean of Continuing Education and Workforce Development. They presented plans for an expansion of the college's walking trails using grant funds awarded by the Kate B. Reynolds Foundation. The $50,000 grant will allow the College to improve the "Hunting Creek Open Space Trail System". Design work is continuing and collaboration with the College's area partners has been sought. Approval from the WPCC Trustees Buildings and Grounds Committee will be requested once the Plan is finalized.

7. Report from Vice President for Academic & Student Success

Student Government Association Report Mao Lo, Student Trustee, presented highlights of recent activities by the Student Government Association. SGA participated in three Christmas parades held at J. Iverson Riddle Center, Valdese, and Morganton. They also sponsored a holiday movie "Elf' and popcorn for students. Earlier today, the SGA hosted a Valentine's Lunch for students participating in extracurricular activities. Future activities include a leadership seminar to be held at Forysth Technical Community College in late February, and Spring Fling scheduled for late March.

Update on Academic and Student Success Following a short break at 4:30 p.m. Chair Hawkins called meeting back to order. Due to timing of presentations, he asked Ms. Crawford to advance on the agenda to recognize a special group of employees for their extraordinary efforts to increase enrollment. She said due to the hard work of the following staff members that enrollment of high school students in the Career and College Promise (CCP) Program had more than doubled for Spring 2017 as compared to Spring 2016. Student Services employees recognized during the meeting were: Susan Williams, Jessica Caudill, Joan

Hogan, Josh Berry, Ki rbey Farley, Hannah Johnson, Jennifer Propst, Joan Hogan, Annette Joy, Bonita Soper, and Cathy Williams. Ms. Crawford also praised Michael Daniels, Dean of HEAT, Ann Marie McNeely, Dean of Arts and Sciences, and Brandon Hensley, Department Head, Engineering, for their combined efforts to boost this enrollment.

Ms. Crawford announced that Ms. McNeely has been working with local high schools to offer a new CCP Academy beginning in Fall 2017.

She said that approval of two prospectuses (Cosmetology and Off-campus High School sites) from SACSCOC is expected in the near future. She also recognized WPCC's Paralegal Program for w inning honors in the statewide NC Paralegal Association's Essay contest. This is the 6 th consecutive year the Program has been awarded for their excellence.

Approval of Special Curriculum Program Ms. Crawford is requesting Trustees to approve four special program certificates which will allow students to receive a certificate for completion of their coursework. These new offerings are permitted since they are part of the established associate programs. Students benefit from earning certificates as they continue their program of study; or, perhaps enter the workforce after completing the certificate requirements.

Approval of Special Curriculum Program Early Childhood Preschool (55860) A MOTION was made by Mr. Thompson, SECONDED by Ms. Wall and PASSED unanimously to approve the Special Curriculum Program Early Childhood Preschool (55860).

Approval of Special Curriculum Program Cosmetology (C55160) A MOTION was made by Ms. Suttle, SECONDED by Mr. Mulwee, and PASSED unanimously to approve the Special Curriculum Program Cosmetology {55160).

Approval of Special Curriculum Program Manicuring/Nail Technology (CSS400) A MOTION was made by Mr. Thompson, SECONDED by Ms. Wall and PASSED unanimously to approve the Special Curriculum Program Manicuring/Nail Technology {CS5400}.

Approval of Special Curriculum Program Manicuring Instructor (C55380) A MOTION was made by Ms. Suttle, SECONDED by Mr. Lennon, and PASSED unanimously to approve the Special Curriculum Program Manicuring Instructor Instructor {CSS380}.

8. Report from Vice President for External Affairs & Workforce Development

Update on Western Piedmont Foundation Mr. Atticus Simpson, Vice President for External Affa irs & Workforce Development, proudly announced that the Foundation has exceeded its goal by 115% for the Annual Giving Campaign. He thanked the Trustees for their support.

The Foundation will be accepting registrations for the 33rd Annual Golf Classic in a few weeks. The event will be held on Monday, May 1, at Mimosa Hills Country Club. Proceeds from the tournament will be used for professional development. Trustees not playing are invited for the lunch and/or the evening social.

Update on External Affairs & Workforce Development

Mr. Simpson expanded on an earlier reference to the Customized Training Program during the Report on Budget Allocations, Transfers, or Reversions-FY2017. Currently WPCC has more than $600,000 allocated for training workers within Burke County. This represents 40% of active projects in the Northwest Prosperity Zone that encompasses Burke, Caldwell, CVCC, Mayland, McDowell & Wilkes. This impressive milestone was due to the excellent work of Lee Kiser, Dean of Continuing Education and Workforce Development, and Rick Furse, Director of Industry Services & Customized Training.

Mr. Simpson informed Trustees that with the collaborative efforts of WPCC, BDI, BCPS, and local healthcare representatives, a Workforce Marketing Campaign is underway to change the image of manufacturing and to build a pipeline of workers. The first phase focused on research and is now complete. Phase II will center on securing additional resources to put the Campaign into the marketplace. This is an exciting project that is projected to have a positive impact on WPCC.

Mr. Simpson concluded his report by congratulating Steve Warren, Director of Law Enforcement Training/BLET. In December the BLET Program graduated 21 students and 19 of those graduates were employed in January and 2 others expected to enter the workforce soon. Not only is this Program meeting local, regional, and State employment needs but also providing immediate employment for the graduates.

9. Update from WPCC Trustee Chair

Amend Trustee Meeting Scheduled 2017

Chair Hawkins referred trustees to the amended meeting schedule for 2017 and announced that a board retreat would be held on Wednesday, July 14, beginning at 10 a.m.

NCACCT 2017 Law/Legislative Seminar, Raleigh- March 29-31, 2017

Chair Hawkins reminded trustees of the upcoming semi-annual meeting of the North Carolina Association of Community College Trustees meeting in March 2017. Trustees are asked to contact the President's Office if interested in attending.

10. Report from the President

Faculty Staff Council Report

Mr. Mark Pellatt, Chair of the Faculty Staff Council, informed trustees that the FSC had met twice within the period. The December 2016 meeting focused on the chartable event "Hoops for Hospice" presented by employee Gene Gaither. During the February 2017 meeting committee members presented reports from FSC officers and from Council representative on the College's Standing Committees. The group is beginning discussions on the FCS elections for 2017-18.

SEI Filing 2017-April 15, 2017 deadline As Ethics Liaison for WPCC, Dr. Helmick reminded trustees of the required SEI Filing due to the NC Ethic Commission by April 15.

Delegate Authority to President for ISA Agreements Dr. Helmick presented the request to delegate authority to the college president to approve Instructional Service Agreements {ISA) Level I and Level II. This is a standard agreement and customary for the college president to be granted this authority.

A MOTION was made by Mr. Mulwee, SECONDED by Mr. Lennon, and PASSED unanimously to delegate authority to the President to approve Level I and Level II Instructional Service Agreements (ISA).

Approval to Waive Fees for Career & College Promise (CCP) Students effective Fall 2017 Dr. Helmick said that a barrier exists for some high school students wishing to enroll in Career & College Promise Program due to their inability to pay the required fees covering parking, technology, student activity, and student insurance. On the local level community colleges have the option of charging/not charging fees for the CCP students. Therefore, Dr. Helmick is requesting approval to waive fees for the CCP students.

A MOTION was made by Mr. Martin, SECONDED by Ms. Kling, and PASSED unanimously to approve waiving fees for College & Career students effective Fall 2017.

Adoption of Career and College Promise Alternative Assessment Scores Policy Dr. Helmick is asking Trustees to consider adopting a new policy regarding enrollment of Career & College Promise students. The "Career and College Promise Alternative Assessment Scores Policy'' allows the College to have greater flexibility when enrolling CCP students. This policy adoption follows a request by a student attempting to enroll in the CCP Program but could not furnish WPCC requested documentation of prior coursework earned at a private school. A procedure will be developed for implementing the policy following its adoption.

A MOTION was made by Mr. Martin, SECONDED by Ms. Wall to approve the adoption of the "Career and College Promise Alternative Assessments Scores Policy'' which reads as follows:

Career and College Promise Alternative Assessment Scores Policy Western Piedmont Community College will accept alternative assessment scores as outlined in the Career and College Promise Operating Procedures.

Bidding of College Agriculture Products as "Live Project" Dr. Helmick shared that a local business has approached the College requesting to buy specialty corn produced by the Sustainable Agriculture Program. During the past year the College has researched this possibility, met with several different sources including former Lt. Governor Walter Dalton. The College will label this endeavor as a "live project" and has developed a plan that would allow any business to bid on the corn crop by buying "futures". This would be an advertised bid prior to planting the crop by the students.

The payment of bid would be due and sent directly to the Business Office once the crop is harvested by students and meets the specification of the bidder. Dr. Helmick will keep the Trustees informed and will be discussing with the Burke County Chamber of Commerce and possibly the Burke County Board of Commissioners. Initially only bids will be accepted for one crop of the specialty corn with the number and types of crops increasing as interest grows. Funds collected will go back to the Program per a Fund Authority to be developed.

Update of Presidential Activities Dr. Helmick referred Trustees to the agenda packet for a listing of presidential activities during the period. He said that Dr. Jimmie Williamson would be installed as the President of the North Carolina Community College System on April 10 at Richmond Community College. He also informed Trustees that WPCC and several other community colleges within the region have contracted attorneys Campbell Shatley at a competitive rate to revise WPCC college policies. Trustees will be presented with updated policies for approval once project is completed. Dr. Helmick discussed the potential hiring of a lobbyist by NCACCT to work with legislators. Currently community colleges average about 9% of the State education budget behind both the UNC and the K-12 systems. The lobbyist would advocate for more equitable disbursement of funds to community colleges. He directed Trustees to the Legislative Priorities at their placards which originated from the NCACCT. The Trustee Governmental Relations Committee will follow legislative actions during the coming months. Currently the pace is fairly slow, mostly due to this being a biennial legislative session (2017-2019).

Dr. Helmick thanked Trustees for their attendance at today's lengthy meeting. The changes to the Facilities will allow the college to better serve students. It will be important for WPCC to offer students more opportunities; keeping students local is a high priority for continued growth of the area.
