Water drains from Thorndon Country Park under the A127 and through drainage ditches which form the flood alleviation scheme. This runs across the fields north of the park and then turns south to go through a culvert under Station Road and across the field to pass under the railway. Unfortunately the drainage ditches which form the flood alleviation scheme have not been maintained for some considerable time. They had become partially blocked by vegetation, trees and discarded rubbish. Given the condition the ditches were in, the very heavy rain on Christmas morning created a volume of water that the flood scheme was unable to contain and water over flowed onto the field, through the park and ended up in the gardens and driveways of properties in Cadagon Avenue and Thorndon Avenue. Sadly water entered six properties Cadagon Avenue and there was a close call for several others nearby. Although totally surrounded by water none entered St Francis Church. Water did enter the church storage shed and destroy many of the mother and toddler group equipment and toys which were stored there. The fire brigade arrived mid-afternoon and pumped water into the road drains. It is fortunate that the Park Committee had arranged for some maintenance work to be done to the drainage ditch between the park and gardens in Cadagon Avenue just a few weeks before. Although there is clearly still more work to be done and this ditch was never designed to cope with the volume of water that came down on Christmas morning the fact that it was clear undoubtedly minimised the impact of the flooding significantly. There were reports that at around mid-day the Fire- brigade pumped water that was flooding the A127 by the Halfway House junction into a drainage ditch which forms part of the flood alleviation scheme and this probably made matters worse. At present it is still unclear who is responsible for maintaining the drainage ditches which form the flood alleviation scheme. The Parish Council have established that Essex County Council is the authority which holds the responsibility to oversee the ditches but they are not directly responsible for the maintenance work itself. That is the responsibility of the land owners. Recently Parish Councillor Colin Foan along with June Palmer from the Environment Group walked the entire flood alleviation scheme with an official from the Flood Partnerships Department of Essex County Council. He was shown the current overgrown state of the ditches and where it overflowed on Christmas Day. We understand that Flood Partnerships Department will undertake a more detailed investigation into what happened and that they will identify the land owners who are responsible for maintenance of the various sections of the flood alleviation scheme and ensure that appropriate clearance work is undertaken. The winner in each category will receive a prize and a certificate. The overall winner, chosen from these three winners, will receive the Roy Boggis Citizenship Award Trophy.

Winners will be announced and presented with their prizes at the Parish Council meeting in May 2013.

NOMINATION DEADLINE – NOON SUNDAY 31st MARCH 2013

Queens Diamond JubileeAt the beginning of 2012 a small committee was set up to look at holding an event for the Queens Diamond Jubilee.We came up with ideas but obviously we needed money to put these ideas into practise. We wrote to various organisations in the village as well as applying for a grant from Brentwood Council. We were very pleased with the donations that we received and that we could then put all our ideas into practise and try to do something for the people of West Horndon.So on the 3rd June the fun began in the morning we had nearly 100 children to a jubilee tea party where the children all had a party box of food and drink and were entertained by a children’s entertainer. Every child that came received a jubilee commemorative mug, pencil and sweets and a jubilee crown.In the afternoon 100 senior citizens were treated to a royal afternoon tea where they were served tea, cake and sandwiches as well as being entertained by a professional entertainer. They all left with a commemorative tea towel. Then into the evening 100 adults were treated to a disco and entertainer a full buffet was laid on for them. Everyone seemed to enjoy themselves and we enjoyed putting the day on.We would like to thank everyone that donated money to make this day possible and for all the helpers that we had on the day and those that came and helped us the evenings before the Sunday to get all the party boxes and gifts ready. It really was a joint event. At the end of it all we had £115.82 left over from the donations this was then donated to the Queens Diamond Jubilee trust where the money will be distributed to good causes across the country. Again we would like to thank everyone for their help. We all had a great time arranging the events and hope that everyone who came enjoyed it too.

Saint Francis ChurchSince we said our fond farewells to Steve and Rose Williams in May last year, the life of the church has continued with the help and support of visiting clergy from in and around the deanery.Sunday worship is at 10.30am when there is separate provision for children except on the first Sunday of the month when we all meet together for a Family Service. Drop in for coffee at the Christabella Wing on Saturday mornings from 10am or Wednesdays from 11am after the 10am service.The annual parish meeting will be held in the church at 11am on Sunday April 28th after a short morning service. It will be followed by a bring and share lunch. Anyone who lives in the parish is invited to attend. The financial and annual reports will be available at the church the week before the meting.Looking ahead, we have fixed the date for our Summer Fete as July 13th, so please make a note in your diaries. Please remember that your beautiful and peaceful building, the church of Saint Francis, is open every day from 9am to 6pm. Then this matters to you. Our Broadband Improvement Campaign has reached a critical phase. During recent discussions with both BT and Essex County Council we have established that, in order to obtain the broadband performance we need, the upgrading of the Herongate sub exchange depends on three factors.1. Is a technical solution available? 2. Are funds available to complete the work?3. Is there sufficient public demand for superfast broadband here?The first two items have been agreed and approved by the relevant authorities. The third question will be the deciding factor and, if we want our broadband service brought up to an acceptable level, we must make our voices heard! It is the decision of the Superfast Essex team at Essex County Council that the local demand should be measured by the number of individual broadband users who formally register their interest in better broadband.Registration must be done via an on-line survey that can be accessed through the website at www.superfastessex.org. Each broadband user, using their own email address, should click the “Register for Broadband” button to register their support on the website’s home page. Please do your bit to ensure that residents and businesses in our area, both present and future, have the broadband service that is so crucial to the prosperity and vitality of our communities. 3. Come along to the next Herongate & Ingrave Parish Council meeting which will be held at St Nicholas Church Hall on Tuesday 26th March at 7.15pm.

It is vital that this should be a standing room only, jam packed, occasion so that the speaker who is the Project Manager of the Superfast Essex Team is left with absolutely no doubt whatsoever just how strong the demand is for better broadband. You are welcome to leave the meeting before the usual agenda starts.

Parish Survey ReportThis report summarises the parish survey and provides some interesting results and positively, some clear direction of what residents think of living here in West Horndon and how they would like to see it develop.

First, some 116 surveys were returned from 700 that were distributed, a return of a little under 17% which could have been better but is an improvement on the previous parish survey and that should be taken as a step in the right direction!

We would like to thank all those residents that took the time to fill out and return the survey; your views do matter and are very much appreciated. It is important that those views are duly considered as we move forward to developing a parish plan for the future.

The charts below provide a more detailed breakdown of the responses received but a simple summary would conclude:

• The vast majority of people enjoy living here.

• We have a strong & friendly community spirit.

EAST & WEST HoRNDoN HoRTICUlTURAl SoCIETYThis is the start of our gardening year. Soon we will all be able to get outside and sort our gardens out after the winter – so don’t forget to come to the stores on Sundays between 10.00 a.m. and 12 noon for all your gardening needs. We sell composts, fertilisers, all sorts of things to get rid of unwanted weeds, slug bait, grass seed, wild bird food, fish food, cat litter and your garden and caddy bags or just come along and tell us what you are doing in your garden. We have also got a scarifier, 2 long loppers, 2 short loppers and a spreader for hire.We are having 3 show this year so here are the dates for your diary: Spring Show – 6th April – children incl. Rose Show – 15th June Autumn Show – 31st August – children incl.Come to the stores for a schedule and any recipes that you need. So far no offers to open back gardens so if you are interested please ring Doll on 810425. We are still trying to sort out a couple of coach trips, so please look at the notice boards or ask at the stores.

You will still see Mick Janes in W.H. from time to time but your main contact and the PCSO dealing with your issues/problems will be me. Please be patient while I get to know you and I do hope many residents will pop into the Village Hall for a chat during the “drop-in” session I am having there. Please report any concerns you may have and keep vigilant looking out for each other. ESSEX WATCH As W.H.N.W. Co-ordinator, I recently attended the inaugural meeting of Essex Watch which has been formed to promote neighbourhood watch in the community. Present were Emma Clark, Crime Reduction Office; Colin Freeman, Essex Watch Liaison Officer; plus several neighbourhood watch co-ordinators from around the Essex area. It is envisaged that regular meetings be held between the police and co-ordinators to discuss the future of N.W. and how it can be improved also how information can be circulated to the co-ordinators quicker.

CRIME FIGURES FoR WEST HoRNDoN – BURGlARIES November 5th Clavering, forced a rear kitchen window, removed keys, jewellery and porcelain. 27th Cadogan, smashed glass in rear patio doors, removed numerous items. December 24th Petre, entered through rear kitchen door causing limited damage to the door. 29th Thorndon, smashed lower glass panel in back door, messy search made. January 29th Dunmow ,forced patio doors, laptop and jewellery removed.

CRIMINAl DAMAGE To CARS – November 10th Cadogan, smashed front offside window, no entry and nothing removed. December 5th Petresfield, scratched offside door using sharp implement.

CRIMINAl DAMAGE/ATTEMPTED BURGlARIES – December 30th Dunmow, attempted burglary to several homes, police including helicopters chased suspect who damaged green house smashing frame.

Barnards Farm Gardens & Miniature Railway(on the A128 just under the railway bridge)

www.barnardsfarm.euAs many readers will know, the gardens are open in the National Gardens Scheme with all the proceeds going to charity Last year over £13,000 was donated by vistors to Barnards. Most of this was given to nursing charities such as Macmillan Nurses and Marie Curie Cancer Care; a share was also given to St Francis Church.our first opening this year is April 18th from 11am to 4.30pm (spring flowers and blossom if the weather is kind) and then every Thursday until the end of August.Special Sunday openings, when the veteran and vintage car collection and the 1920s cycle shop are open, are June 30th and September 1st from 2pm to 5.30pm.The gardens are always changing with the introduction of new artworks and new landscaping and garden design, so, even if you’ve been before, it’s worth coming again. There is a lot to see. Entry donations are £6.00 on Thursdays and £7.50 on Sundays. There is no charge for accompanied children.
