    FEBRUARY EVENT.

    Vision

    Taking into account the characteristics of the area and the issues identified, the following vision has been developed to guide the Councilsapproach to the area and the actions and interventions we will make and encourage others to make.

    West Hampstead will be a place where opportunities from investment and redevelopment will support the strengths of localcommunities and enhance the valued qualities of the area including protecting the distinctive village character. Local peoplewill see real benefits like improved facilities that support existing communities and encourage people to remain in the area.There will be effective joined up working with partners, developers, business and the community to deliver on the followingobjectives:

    1. Support the local business environment including a thriving and diverse town and neighbourhood centre to meet the needs of

    residents and visitors, together with local employment opportunities

    2. Work together to attract visitors to the town and neighbourhood centre by promoting the area, supporting the provision of anoccasional market and improving the appearance of the area

    3. Secure local benefits from major developments by ensuring they contribute to the wider objectives of the area and support abalanced community

    4. Ensure that the community are kept informed and engaged in major developments and any adverse impacts are effectivelymitigated

    5. Provide new open space to address the areas open space deficiency and benefits the whole community

    6. Continue to improve the quality of the parks and open spaces and green aspects of the area

    7. Ensure we work with partners to continue to improve the areas transport infrastructure

    8. Further improve the quality of the public realm and improve pedestrian and cycling routes around the area

    9. Deliver improved local services by securing investment in additional primary school places as necessary, health, community,nursery places and local youth facilities

    Delivering the vision

    The Councils approach to supporting and promoting the success of

    the West Hampstead area will be based on a set of specific actions.These have been organised under five distinct but interlinkedthemes:

    Supporting a successful local economy and TownCentre

    Working together to secure real local benefit fromdevelopment opportunities

    Maximising the opportunities for additional andenhanced open spaces and environmentalimprovements

    Improving movement around the area

    Delivering improved local services

    These themes have been used to bring togethe

    r the range of issuesat play in the area, although there are large areas of overlapbetween them and some issues play a part in more than onetheme.

    A summary of the identified issues and potential ways of addressingthem are described under each theme below, with specific actionsbrought together in the Action Plan in insert ref

    Supporting a successful local economy and Town Centre

    West Hampstead benefits from a strong local economy, with a wide

    variety of businesses in the area, including a large number of microbusinesses or freelancers working from home. Supporting localbusinesses, particularly through the current economic downturn andcapitalising on the strengths and opportunities of the areas variedbusiness environment is important to the economic and socialwellbeing of the area and is a key priority of the place plan.

    Supporting the high street and local neighbourhood centre

    On the basis of our current data, West End Lane appears to haveseen its overall vacancy levels decrease from a peak in 2010.

    However a notable feature in West End Lane has been around thenumber of changes in the actual businesses in the str

    eet overall.The units do not appear to be staying vacant for long, whichindicates that demand is high, but that individual businesses areperhaps struggling to compete in the current economic climate.

    Mill Lane neighbourhood centre has however seen a significantincrease in its vacancy levels to being one of the highest in theBoroughs neighbourhood centres. The number of long term vacantunits appears to be generally low but again a generally highturnover of uses moving in and out, which may indicate businessesstruggling.

    It is recognised that the two retail areas have completely separateidentities and different requirements and roles to play however, theyhave similar issues that need to be addressed by the council andits partners.

    The Council previously had resources to fund direct business

    support activities, however because of the local government cutswe have been forced to adopt a new strategy, acting as an enablerto small businesses through signposting them to national andregional growth support organisations.

    The Councils support to businesses now includes signpostingretailers to information, providing support to Town Centre businessforums and trader groups, ensuring retail sector representation onthe new Camden Business Board, streamlining communicationsthrough the Councils Business Portal and assessing and reportingon the annual monitoring of the boroughs main town centres

    including West Hampstead. (Action Plan ref 1.2)

    The local business community previously had representation in theform of the West Hampstead Small Traders and ResidentsAssociation, which has not been very active in recent times. MillLane also has a Traders Association. It is felt that reinvigoratedbusiness associations could be beneficial to the area andbusinesses. The Council is therefore exploring options to helpfacilitate this. (Action Plan ref 1.1, 1.3)

    Whilst the Council can offer support and assistance, the business

    associations would continue to be self managed and independent ofthe Council. They could provide a more comprehensive network forthe channelling of information so that local businesses are kept upto date with opportunities and support. (Action Plan ref 2.1)

    Maintaining diversity in the high street

    A successful, vibrant and diverse high street is a key priority forlocal people in the area. The Councils recently adopted Local

    Development Framework (LDF), Link which contains specificplanning policies to robustly protect shopping frontages and toensure that an appropriate balance of uses is maintained withintown centres and neighbourhood centres. Camden PlanningGuidance Link contains additional area specific guidance relatingto West Hampstead identifying key retail frontages and secondaryfrontages and providing clear guidance relating to the percentage ofretail versus non retail uses that can be allowed. (

    Action Plan ref1.4) Part of the issue however relates to the fact that a number ofuses, such as coffee shops and sandwich bars are retail uses notrequiring planning permission. Given that when taking these intoaccount the diversity in the high street has reduced, Council willcontinue to monitor the situation carefully. (Action Plan ref 1.5).

    Whilst independent businesses contribute significantly to thecharacter of the town centre, the Council can have no control overwhether premises are occupied by an independent business orchain, provided that it operates within the authorised planning useclass. However, local people can actively support independentbusinesses in the high street, as where people choose to spendtheir money can be a huge support to local independentbusinesses. Local people can in this way influence their own highstreet.

    Newretaildevelopments

    With some of the potential developments happening in the areafronting onto West End Lane, the impact on the overall town centreis also important. Camden planning policies seek to help andpromote small and independent shops by encouraging small

    premises suitable for occupation by small businesses includingaffordable provision.

    Camden Planning Guidance seeks to ensure that where large newretail provision (generally over 1000 square metres) is beingprovided new development should also include suitable provisionfor small businesses. This would be in the form of a small unit of nomore than 100 square metres, designated for retail use. Camdenalso encourages developers to seek independent users for thisprovision, which is defined as being a user generally with no morethan 5 stores. There is also an emphasis on seeking an affordablerent for that specific centre and securing this by legal agreements.

    This needs to be negotiated in each case and to take account of theoverall economic viability of any scheme. Given that small andindependent businesses are a strong characteristic of this towncentre, retaining this is a key priority for the area. (Action Plan ref1.6)

    Supportforanoccasionalmarket

    The successful Christmas market held in 2010, on West EndGreen, demonstrated the potential benefits that an occasionalmarket could bring to the area. This offers an opportunity for small

    businesses and traders to promote themselves and can drawpeople into the town centre, also helping to create an improvedsense of community spirit.

    The location of such a market does need to be carefully consideredto ensure that any negative impacts are minimised. Opportunitiesfor a more permanent space should be explored as developmentsin the area come forward and as part of the overall more detailed

    planning guidance process (Action Plan ref 2.2)

    The setting up and running of an occasional market requires a lot ofplanning, organisation and basic administration. Opportunitiesshould be explored to see who may be best placed to take on thisrole including talking to the traders associations and local groups.(

    Action Plan ref 2.3) The Council is also undertaking a review of itsStreet Trading Strategy which includes markets and couldpotentially help in providing support and guidance for occasionalmarkets. The review is expected in February 2012. (Action Plan ref2.4)

    Look and feel of the high street

    The town centre is characterised by the winding nature of West EndLane, framed by generally 5 storey mansion blocks withcommercial uses at ground floor in the northern part with somepurpose built units and lower level retail units to the southern part ofthe town centre. A number of historical shop fronts however remain,and the Conservation Area Appraisals and Management Strategiesidentify a number of these as positive contributors to the characterof the area. It is also recognised that some detailing has been

    removed or covered by newer shopfronts and that any furthererosion of the character needs to be carefully monitored

    The Council has recently adopted new planning guidance on goodshopfront design principles and advertising has been produced and

    is being applied by the Councils Development Management andPlanning Enforcement Teams. The Council will make further effortsto support retailers and local businesses in West Hampstead tomake positive improvements to their shop frontages. Through

    working together with the business community improvements to theappearance of the high street can be secured. (Action Plan ref 2.7)If in the future it is felt that the erosion of the historical character isstill an issue, the Council could then consider further measures tocontrol this by applying additional planning controls in the form of anarticle 4 direction. This would mean that all alterations would requireapproval.

    Works to improve visitors to the town and neighbourhoodcentre

    Significant work has been done around the station area of WestEnd Lane with a view to improving the street environment, removingstreet clutter and improving movement around the area and this isdiscussed in more detail in the movement section below. Theworks however did not extend north of the main station area at thisstage and opportunities to extend these improvements should beexplored further to ensure a unified perception of the town centre.The overall setting of the shops and services along Mill Lane couldbe investigated further to investigate whether there areopportunities to explore improving the appearance of the centre.(Action Plan ref 8.2)

    The Council and partners are also doing work associated withincreasing footfall to town centres during the Olympics period.Given that West Hampstead could be a potential interchange pointonto the London Overground line for visitors wishing to avoid

    Central London, these opportunities should be explored further.(Action Plan ref 2.5)

    Legible London signs are being proposed for West End Lane to

    assist people moving around the area. The inclusion of Mill Laneretail area on the Legible London signs could help in making peopleaware that there are shops there and encourage them to visit.(Action Plan ref 2.6)

    Support for creative / micro businesses

    West Hampstead has over 200 businesses from the cultural andcreative industry sectors many of which are micro businesses withunder 5 employees or freelancers working from home. Thesecontribute significantly to the local economy and the character ofthe area.

    The principle business types are software and electronic publishing,followed by music, film, photography, and advertising.As for other parts of Camden the availability of affordableworkspace to make the transition from working from home tocommercial premises is difficult. Given the indication of high levelsof these types of business, opportunities for the provision of thistype of space, including small workshops, serviced office spaceshould be explored particularly in new development opportunities.Particular opportunities to explore could be for the provision ofsome form of touchdown space for business or serviced meeting

    space to allow businesses to have a formal setting for meetings tohelp the transition from home working environment. Action Plan ref1.7, 1.8)

    Helping young people into work

    Whilst West Hampstead generally has high levels of employment,the younger population (16 20 age group) has shown a possible

    upward trend of unemployment together with neighbouring Kilburn.Given the potential development opportunities in the area, theShaping Services work is investigating opportunities to prepareyoung people to take up opportunities locally through working withthe Voluntary Community Organisations.

    What we are already doing:

    Supporting business community through targetedinformation and support, representation and supportingbusiness forums and partnerships

    Applying planning policy and supplementary planningguidance to protect diversity of high street uses

    Updated planning policies and guidance have come intoeffect relating to shopfronts.

    Proposed headline actions: Support the reinvigoration of the West End Lane and Mill

    Lane Traders associations or other businessrepresentative group

    Facilitate engagement with local land owners andlandlords to consider how the private sector can supporta thriving neighbourhood centre and reduce the vacancyrate in Mill Lane

    Negotiate with developers of retail space to try andsecure the provision of space suitable for smallindependent retailers (A1) and utilise S106 negotiationsto secure this as affordable space where possible.

    Look for opportunities for the provision of a spacesuitable for an occasional market, with both developers,existing landowners or on public land.

    Provide more engagement through local business groupsand the council to provide information on shopfrontdesign.

    Work with Business Associations and partners toinvestigate opportunities to increase visitors to the towncentre and Mill Lane.

    Secure new employment floor space in developments

    appropriate for small start up businesses, shared meetingspaces or serviced offices.

    Working together to secure real local benefits from development opportunities

    West Hampstead Interchange area has been identified as an areaof growth and the map below shows key sites which are likely to besubject to development proposals over the next 20 years. Thesesites have been identified in Camdens Local DevelopmentFramework Site Allocationsdocument, Camdens CommunityInvestment Programme and through recent major planningapplications or expected applications.

    Securing area wide benefits

    The scale of potential change in the area needs to be managedcarefully so that best advantage can be taken of the opportunities toprotect and enhance the area.

    The role of this Plan is to help guide developers as individualproposals come forward. The Council will therefore work withdevelopers and the community to ensure that change can helpdeliver the shared vision and improve the aspects of the area thathave been identified as in need of improvement.

    Key objectives that new development in West Hampstead can helpto deliver include:

    A mixture of housing including provision that is affordable tothose currently in the area to ensure that people stayconnected to the area.

    New open space as part of major development schemes(addressed in open space and environmental improvementsection )

    An improved street environment and movement around thekey station interchange and surrounding areas includingfootpath links (addressed further in improving movementsection).

    Provision or support for appropriate community facilities inthe area to serve both existing and new residents, includingnew school places (addressed further in improved local

    services section).

    The Site Allocations document provides a planning framework fora number of individual sites in the area and clear guidance on whatdevelopment is expected to deliver on each site. This will be animportant consideration in planning applications for these sites. Thisdocument does not however cover all the sites that could comeforward in the area and cannot control when or if sites are actuallydeveloped. It is therefore important to look at how each of thesesites could individually or collectively contribute to achieving thewider objectives for the area. (Action Plan ref 3.1)

    An overall master plan / detailed planning guidance document couldlook at the area as a whole in a more detailed, site by site specificway, provide further clarity and ensure a coordinated approachacross the various potential development sites to achieve thepriorities identified in this Place Plan.

    This document could look at the opportunities for using high densitydevelopments compatible with the local setting to provide a mix ofuses whilst also enabling the provision of more open space and

    improved routes through and around the area. Any higher densitydevelopment needs to be clearly balanced against the potentialimpact on the character of the area but could also identify the keyviews throughout the area that should be retained and protected.This would help guide developers in drawing up their proposals butalso help secure the highly valued village feel of West Hampstead.

    The Council recognise that there is a strong desire locally forNeighbourhood Planning and the opportunities for this provided bythe new Localism Act. Given that the Council has identified theneed for further work in this area, opportunities to work together onproducing more detailed guidance should be investigated further.

    This could take the form of a more traditional planning document ieSupplementary Planning Document, Area Action Plan or utilise thenew legislation provisions. The Council will continue to discuss thebest way to take this forward with stakeholders (Action Plan ref 3.2,3.3)

    Council owned properties

    The Councils own land and buildings in the area are being exploredthrough the Community Investment Programme (CIP) and inWest Hampstead in particular could help deliver affordable housing,

    new school places and improved community facilities.

    The District Housing Office at 156 West End Lane is a key sitewithin the town centre, with various council office functions on WestEnd Lane and Travis Perkins builders merchants to the rear. Given

    that the majority of office accommodation is no longer required forcouncil purposes in this location the decision has been made todispose of the site to generate funds for investment in CIP prioritieslike community centres, schools and housing estates.

    The site offers a significant opportunity for the provision of newretail and business space and both affordable and private homes.Options will be developed in consultation with existing users on thesite, including looking at the option to reprovide a council frontcounter / access point for residents in this part of the borough.

    The sites location adjacent to Crown C lose open space alsopresents opportunities to improve this provision for the wider benefitof the area and look at opportunities to improve the footpath linkadjacent to this site. (discussed further in transport and movementsection)

    In addition an area has been identified by the Council for an infilldevelopment to provide new homes between two large existingresidential buildings at Broadfield Estate/Broadhurst Gardens.Initial consultation has taken place with neighbouring residents whohave raised concerns. Options about the nature of thedevelopment are therefore being reviewed and further consultationis planned.

    Further sites in the area may emerge from the CIP, which is a longterm programme. The more detailed planning guidance mentionedabove could assist in co-ordinating the development of Council-owned sites with those owned by private developers in the area.(Action Plan ref 3.4)

    Maintaining balanced communities through improved housingmix

    An important aspect of protecting the character and diversity ofWest Hampstead will be ensuring there is a good mix of housing inthe area. In particular it is important that there is a range of housingthat people can afford, so they are able to remain in the area andremain connected to their communities. The need for affordablehousing was identified as a priority for stakeholders.There are clear planning policies requiring the provision ofaffordable housing, generally provided by Registered SocialLandlords (RSL) or shared equity schemes. There is limitedpotential for the Council to mitigate the impact of high cost homeownership in the area for private housing, but there are measuresthat can assist access to cheaper housing. This includes positively

    considering proposals for low cost market housing, throughinnovative funding arrangements, designs and methods ofconstruction and also seeking a mix of homes of dif ferent sizes inschemes. The CIP aims to help address this issue by ensuring thedelivery of a range of housing types and tenures to increasediversity and choice in an area. Other developments comingforward will also need to provide an appropriate mix of housing unitsizes and tenures in line with the Councils adopted planningpolicies. (Action Plan ref 3.5, 3.6)

    Communicate with local community

    Given the extent of change and development anticipated in thearea, it is particularly important that the community in WestHampstead is able to input into the design of major schemes at anearly stage and to ensure there is communication between

    developers and the community. The Council will continue toencourage developers to take a proactive approach to engage withlocal people in relation to major development proposals. Thisshould include the use of Development Control forums as well as

    ensuring that residents are kept informed of progress on majorschemes (Action Plan ref 4.1, 4.2)

    Minimising impacts of developments on local people

    The scale of potential development in the area could bring a rangeof benefits and the local community need to feel confident that theywill see real gains from change.

    This can partly be achieved through use of legal agreements tosecure funding for appropriate support for local facilities andservices. For example the approval for the student accommodation

    on Blackburn Road required a range of local benefits as part of theapproval. These include requiring the developers to make allreasonable endeavours to use a percentage of local residents ofCamden within the workforce, investigate local procurement to helpsupport local businesses together with financial contributions forimproved or additional open space, social community facilityinvestment, health facilities and environmental improvements to thearea between the stations.

    A similar approach will be taken with other sites in the area tosecure appropriate benefits, considering also the support that canbe provided for voluntary and youth services (addressed inImproving local services Section). The pooling of these kinds ofresources from a number of developments would mean that moresubstantial improvements and benefits to the local area can be

    achieved and the Council will need to explore ways to do this.(Action Plan ref 4.3)

    It is also important that the potential impacts of construction are well

    managed. The Council requires detailed construction managementplans for developments and has a range of regulatory powers toensure impacts like noise, traffic, dust and pollution are minimisedduring the physical construction phase. Given that there may be anumber of sites being developed at similar times, carefulcoordination of these plans will be required to minimise the impacton the area. (Action Plan ref 4.4)

    Proposed headline actions:

    Ensure delivery of key CIP sites and other major developmentsassist in meeting area wide objectives.

    Work together with stakeholders to develop more detailed areaplanning guidance document for the area. Either throughexisting planning legislation such as a Master PlanSupplementary Planning Document or support stakeholders todevelop a Neighbourhood Plan.

    Investigate how contributions from developers can be pooled toachieve more substantial improvements in the area.

    Ensure developments provide improved housing choice in thearea, to enable people to stay in the area long term.

    Communicate better the benefits of major developments as

    Maximising the opportunities for additional and enhanced open spaces and environmentalimprovements

    The vision for the area is to secure a greener environment andsupport the provision of new open space.

    Opportunities to explore could include new public realm spaces,green open space, orchards, food growing opportunities and streettrees.

    New opportunities for public open space

    The West Hampstead growth area has the potential to provide new

    open space to serve existing and new residents.

    New developments in the area offer a key opportunity to try andaddress the open space deficiency and to secure improvements toexisting spaces. The Council and the community will work togetherwith developers to secure appropriate open space to meet theidentified needs and work to try and address this in a coordinatedmanner. A more detailed area planning guidance document caninvestigate this issue in more detail

    The nature of these spaces should be developed in consultationwith the community and be mindful of Council resources. (ActionPlan ref 5.1, 5.2, 5.3). If new space is located along West EndLane, should coordinate with trying to address wider issues of onstreet congestion around the stations referred to in the movementsection.

    Opportunities should also be explored for the provision of spacesuitable for occasional markets and community events which canalso assist with improving the sense of community. (Action Plan ref5.3) Improvements to the public realm are also discussed in themovement section.

    Improving existing open spaces

    The Council has completed improvement works to Maygrove PeacePark, with new and improved traditional playground, natural play for

    older children, outdoor gym and multi use games area. Theseimprovements and the active community around it helped earn thepark a Green Flag and Silver award from London in Bloom in 2010.

    West End Green has also been improved and new natural playequipment provided in Sumatra Road open space. Mill Lane openspace will be upgraded following the completion of the expansion ofEmmanuel primary school and will include improved natural playprovision and enhancement of the ecological value and educationalaspects for the school and wider community. This work will bedone in conjunction with voluntary groups and partners. (Action planref 6.1)

    Improving Green Chains and Corridors

    The railway embankments are important parts of the green chainsand biodiversity corridors in this area particularly due to the number

    of railway lines that pass through this area. It is important to ensurethat these are protected and enhanced, particularly wheredevelopments are proposed alongside the railways.

    The Council are also seeking to encourage partners, such asNetwork Rail, to ensure these lands are actively managed to ensurethey help support the biodiversity of the area as a whole and worktogether to improve the missing green habitat link. (Action Plan ref6.5)

    New opportunities for making the area greener

    Work to provide more greenery on a number of identified estateshas been undertaken in the area, including West End Sidings estatewhich includes the provision of food growing areas. A newcommunity orchard has also been planted on Lymington Road

    estate.

    Achieving a Greener Camden is a key objective for our GreenAction for Change plan which identifies that work with our partnersand communities is essential to achieving this.

    The establishment of the Green Zones scheme, will encouragelocal communities to undertake audits of their area and identifyopportunities to improve this and apply for Green Zone status.There is likely to be some small funding opportunities for certainelements of this programme. (Action Plan ref 6.2)

    This is because improvement to open spaces and finding foodgrowing opportunities can be more that just Council parks or landas there are lots of spaces in the area that residents know aboutthat could be improved, in various ownerships.

    Local action is already happening in this respect, with a goodexample of this relating to a piece of land immediately adjacent tothe entrance of Billy Furys Way and to the rear of 138 West End

    Lane. This has in the past been a dumping ground for rubbish and apotential fire hazard. Discussions initiated by the SaferNeighbourhood Team between the owners Network Rail and thefreeholder of the adjacent residential mansion block are exploringoptions for the tenants to take over the management of this space,upgrade it and bring it back into use.

    If successful, this would significantly improve this area, provide asmall pocket of additional space and is an excellent example ofpartnership working (Action Plan ref 5.4)

    There are a number of pockets of isolated land around the area,

    particularly along the railway lines similar to this that could benefitfrom improvements, which could be done on a piecemeal basis ormore holistically as part of the green audit process. (Action plan ref6.2)

    Food growing opportunities

    New food growing schemes have been implemented through theCapital Growth programme at a number of locations including theHomeless Hostel on Dennington Park Road and work hascommenced to establish a community orchard at Lithos Road.

    This programme enables interested / active groups to accesspractical help, grants, training and support, to groups wanting toestablish community food growing projects. Camden SustainabilityTeam offers support and an enabling role to help set up schemes,

    in terms of helping to check ownership issues, assistance withleases and support to make the applications.

    West Hampstead Safer Neighbourhood Team also joined forces

    with Camdens Pathway Hostel on West End Lane to help set upfood growing opportunities for the residents as well as improve theappearance of the building.

    Opportunities can also be explored for new food growingopportunities as new sites come forward for development toincorporate aspects to allow this such as appropriate water points,positioning etc at early design stage. (Action Plan ref 6.3, 6.4)

    West Hampstead has a new Transition group, (insert link) who havealso been looking to identify sites for further food growingopportunities as well as other green improvements to the area.

    Tree Planting

    Street trees can contribute significantly to a sense of green withinan area and can assist in improving biodiversity. Camden iscommitted to its tree planting programme, including maintaining,replacing and new trees. The southern part of West Hampstead hasbeen identified as a priority area for the provision of new streettrees and Camden are applying for funds from the Greater LondonMayors 10,000 Street Tree Fund to help address this issue. Iffunding is granted the new provision could significantly improvestreets in the southern part of the area. (Action Plan ref 8.8)

    Detailed investigation work will need to be undertaken to identifysuitable locations. In some places it may not be feasible to locatenew trees due to the proximity of underground services close to the

    surface of the pavement. This work is likely to be programmed for2012.

    Promoting sustainability

    The consultations indicated that residents in West Hampstead arevery supportive of promoting greener and more sustainable ways oflife. This is also a key objective of the Councils Green Action forChange (2011-2020) plan (insert link) which outlines goals toreduce the carbon footprint and waste output of the boroughthrough working with partners and communities.

    Given the wide span of conservation areas and the number of listedbuildings in West Hampstead there is a need to ensure energyefficiency measures preserve historic features and character. It ispossible to improve the performance of these buildings whilst

    safeguarding them and their appearance so that they remaincomfortable and attractive places to live into the future.

    The Council has produced specific planning guidance RetrofittingPlanning GuidanceJune 2011 to guide residents through theplanning process when considering retrofitting their houses withrenewable energy/energy efficiency measures. This providesguidance for most of the typical forms of housing within WestHampstead and advice as to when planning permission or listedbuilding will be required. (Insert link )

    The Council will continue to investigate opportunities to assist withthe costs of these works together with promoting nationalprogrammes such the Green Deal which will come into effect in2012. This scheme will offer loans to home owners to install energysaving measures in their houses

    Maintaining the valued historic character

    The areas extensive conservation areas and listed buildings reflect

    its significant architectural heritage which is highly valued by localpeople. Both the conservation areas have appraisals which set outthe special character of the area which are to be preserved orenhance. South Hampstead and West End Green ConservationAreas also have Management Strategies which were adopted inFebruary 2011 and provide clear guidance about how the Councilwill seek to manage this historic environment. This guidance will beapplied to all new developments in the area and provides anexcellent tool for maintaining the valued character.

    South Hampstead has an Article 4 direction, (hyper link) to helppreserve the character of the area as it had been previously

    indentified as a conservation area at risk. This means thatresidential properties need to apply for permission for nearly allexternal alterations to their properties and boundary treatments toensure there is no further erosion of the character.

    Basement controls

    With high land values in the area, the development of basementshas become increasingly popular as a means of gaining additionalspace, without having to relocate. This is a general trend here aswell as other parts of Camden. Whilst basement development canmake efficient use of the boroughs limited land, in some cases theycan cause harm to amenity of the neighbours, affect stability ofbuildings, cause drainage problems or damage the character of thearea. Council has produced some detailed guidance in the CamdenPlanning Guidance Basements and Lightwells, (insert link)

    which provides clear guidance where planning permission isrequired to ensure that this type of development does notdetrimentally affect the area or neighbours.

    Improving movement around the area

    The three stations and the excellent public transport options they

    provide to the surrounding area is a valued aspect of the area, butalso a source of concern, due to the difficulties it can present inmoving through the area and as a gateway to the town centre as awhole. Improvements to the train stations and services are alreadybeing delivered in the area and more are expected in the nearfuture.

    Movement around the area away from West End Lane connectingthe town centres and residential areas would also benefit fromsignificant improvement.

    Improvements to the train stations and services

    The new entrance to Thameslink on Iverson Road opened inNovember 2011 and the full changes by the early new year. Thiswill serve to reduce the pressure on the footbridge, to the north ofWest End Lane. The works to expand the platforms toaccommodate 12 carriage trains are complete and the increasedservice is expected to commence in 2012 onwards.

    The Overground station is currently small and the ability to providea disabled access compliant station is limited. Increased serviceand capacity is also expected on this service by 2012. A proposed

    upgrade of this station is on Transport for Londons list of priorities,though it is unlikely to be funded until at least 2015.

    Given that the site adjacent to this station is an identified potentialdevelopment site. Agreement has been made with Network Rail in

    conjunction with council discussions, to safeguard land to allow forthe future expansion of this station. Therefore any development

    occurring before this would not prejudice this expansion and willensure that a substantial improvement to the on street interchangeenvironment is achieved. (Action Plan ref 7.1)

    The Underground Station also has no disabled access at present,but is not currently scheduled for upgrading. There has beenongoing upgrading works of the tube lines and suspension ofservices at weekends. West Hampstead Amenity and Transport(WHAT) group are continuing to investigate issues on this line andwork for improvement to services. (Action Plan ref 7.2)

    Improving the on street movement between stations

    At peak times of the day in the morning and evenings thepavements between the three stations are crowded. With theexpected increase in train services, capacity and local populationensuring the interchange area is safe, attractive and functionalremains a key objective for the area.

    Council has recently completed a number of improvements to theon street area between stations, including widening the pavementswhere feasible, extending crossing widths and removing streetclutter where possible. Bus stops have been relocated and guard

    railing removed. These works have significantly improved the publicrealm area.

    Given a number of potential new developments fronting onto WestEnd Lane and the potential increased users of the area,

    opportunities to further explore on street improvements should beundertaken. Council have expressed a clear requirement in theSites Allocation document for new buildings along West End Laneto be set back adequately to provide a wider footpath to ease the

    pressure on the public realm. (Action Plan ref 8.1)

    Further improvements to the footpaths or crossings could potentiallybe sought adjacent to the stations if transport studies show thatworks are feasible, as any further alterations need to be balancedagainst the potential impact on the road network as West End Laneis a key north to south route.

    The more detailed area planning guidance process for the area canexplore this issue further and contributions from developers sought.(Action Plan ref 8.6 )

    Improving movement in and out of the area via pathways

    The railway lines contribute to the division of the area and the abilityfor people to move around the area away from West End Lane.There are a number of footpaths adjacent to the railway lines whichlink the residential area to West End Lane and to each other

    Considerable work has been done by the Safer NeighbourhoodTeam, Councillors, council departments and other partners toimprove the existing pathways across these areas.

    The paths have been hotspots for anti social behaviour in the pastand are in a rundown condition and poorly used. Work so far hasincluded renaming the laneways so that they are clearly identifiableto all and could allow for consistent monitoring of any antisocialbehaviour.

    This has led on to a wider community project being championed byCouncil and the Safer Neighbourhood Team, with the renamed BillyFurys pathway (formerly Lithos Passage) celebrating its connection

    to the 1950s musician who recorded in the local area. A mural hasbeen provided at the entrance to the pathway and Network Rail,Councils street engineering and street cleaning services areworking together to repair and improve the appearance of theentrance to ensure that it is more attractive to users. This is anexcellent example of ongoing joined up working to deliver clearimprovements to the area. (Action Plan ref 8.3)

    Billy Furys footpath provides a good link from West End Lanethrough to Finchley Road and across to Lithos estate. It is a longpathway and further opportunities for improvement should beinvestigated as part of a wider strategy for movement around the

    area.

    Black Path, north of the Thameslink station and Potteries thefootpath next to 156 West End Lane provide important links to andfrom the town centre from the surrounding residential areas.Opportunities to further improve these to ensure they are usedshould be explored particularly, if 156 West End Lane isdeveloped. (Action Plan ref 8.4)

    The main route along Blackburn Road towards the 02 centre is wellused but could benefit from some overall improvements to thepavement surfacing, sightlines, and lighting. (Action Plan ref 8.5)

    There are also currently limited existing opportunities for northsouth links across the interchange area as a whole. All thesemovement issues would benefit from an overall strategic approach

    and this can be further investigated in the more detailed areaplanning guidance study (Action Plan ref 8.6)

    Promoting alternative means of transport

    Improving how people can move through the area and creatingmore pleasant environments for the pedestrian and cyclist wouldhelp support people using these alternative means of travel.

    Opportunities that can be explored relate to reducing traffic speedsin residential areas, allowing cyclists to go down one way streetsand traffic calming measures at junctions to prioritise pedestrians.Increased cycling parking in suitable locations could also assist inpromoting cycling in the area.

    The Council is investigating these potential measures with residents

    in the area and will consider the feedback from the consultations.(Action Plan ref 8.9, 8.10)

    Legible London signs are also proposed for the area which canassist with way finding for pedestrian around the area. (Action Planref 8.11)

    Issue of car parking

    Car parking is always an issue that generates debate. Camden soverall position is to encourage a reduction in motor traff ic levelsand encourage and promote the use of sustainable modes of transportsuch as walking, cycling and public transport. There is clear PlanningPolicy which is rigorously applied to developments to require car

    free developments where there are good public transport options,which there are in West Hampstead.

    The car free status of developments is a legal requirement on

    properties which prevents occupiers receiving a residents permit,which would allow people to park in the area. Internal systemsensure that this restriction is communicated to the ParkingDepartment. Any breeches of the car free status, in terms ofreceiving residents parking permits can be investigated.

    The issue of people avoiding the parking restrictions howeverrequires a more general assessment of the parking controls in thearea, to ensure that they are delivering the best option for allresidents. The Council is undertaking a Parking Policy Reviewwhich will provide an opportunity to investigate this issue further.

    The review recognises that currently demand for parking in Camdenis high but that Council needs to seek to maintain the balance betweendifferent and competing users: residents and their visitors, businessesoperating and carrying out deliveries across the borough, disabledpeople and trades people.

    The Review recognises that there will be a continued need to managethis pressure, particularly in this area as West Hampstead is identifiedas an area expected to accommodate more housing and employmentspace.

    The Councils existing parking arrangements have played a key role in

    reducing the number of private cars travelling on Camden roadsbetween 2001 and 2010 by 26%. In 2001 56% of households inCamden had no access to a vehicle. The number of resident permitssold in recent years has not increased indicating that car ownership inthe borough as a whole is continuing at the same level and that the

    majority of households in the borough still do not have access to avehicle.

    The Parking Policy Review is recommending a review of all the currentControlled Parking Zones (CPZs). As part of this process stakeholderswill be provided with the opportunity to comment on the size, hours ofcontrol and pay and display issues in their areas. If the feedbackconfirms the concerns with the current arrangements, the issue can beinvestigated further. (Action Plan ref 7.3)

    The Council will also continue to encourage the provision of car clubsas part of major developments.

    Impact of servicing on West End Lane

    Stakeholders were concerned about the impact of vehicles

    servicing the two local supermarkets on West End Lane and theimpact this had on general traffic f lows. Specific complaints havebeen investigated with the supermarkets and the delivery timesamended where feasible. The Parking Policy review will also reviewthe restrictions along the whole of West End Lane to ensure thesedeliver the best solution for all users. (Action Plan ref 7.4)

    The Council conducted a Youth Review Consultation and found thatgenerally young people were aware of the services available tothem in their area, but that knowledge of services amongst parentsand adults was limited. Youth projects in West Hampstead have

    been engaging in outreach work to get more young people involvedwith local projects, and have also been liaising with local police,housing and schools to publicise their programmes. However,further publicity and promotional work would help to inform parentsof the facilities on offer and to raise awareness. (Action Plan ref9.10)

    One potential small change that could help increase awareness ofthe existing facilities in the area could be to provide clearer signageto the Sidings Community Centre to increase awareness andimprove way finding to the centre which is located at the top ofMaygrove Peace Park. (Action Plan ref: 9.11)

    Lack of affordable meeting space

    Local representatives felt that there was a lack of affordablemeeting spaces for voluntary and community associations toaccess. Such spaces may be identified or created through themany planned developments in the area or through the CIPprogramme and there may be possibilities to secure such spacesthrough Section 106 Agreements in major developments. Localrepresentatives could also explore possibilities with localbusinesses or organisations which may have spaces they arewilling to offer for this purpose. (ActionPlan Ref:1.8, 9.7 9.8)

    Community Safety

    Local people also raised the connection between the provision ofyouth services and anti-social behaviour. Following the civil unrestof summer 2011 local youth projects in the West Hampstead areahelped to engage young people in the Community Summit, Youth

    Actions Group conference, held in September 2011. This outreachwork has been carried forward with young representatives fromKilburn Youth Station meeting with the local police to discussconcerns and to forge better relationships between young peopleand the local safer neighbourhoods team. The SaferNeighbourhood Team (SNT) are also active in setting up eventswith local youth groups and sports facilities to encourage moreyoung people to become involved in local activities and to divertthem from anti-social behaviour. (Action Plan ref 9.12, 9.13)

    Burglary remains a concern for local people and the local saferneighbourhoods team consider this to be a priority in the area

    although recent figures show that rates of this type of crime havesignificantly reduced. One of the main factors influencing thisreduction is likely to be the SNTs targeted action with the localcommunity over the last couple of years to set up wide reachingneighbourhood watch schemes that currently boast over 160members. This has also included the circulation of a newsletterwith information about how to secure property.

    Improvement works to Billy Fury Way (as described in open spacesection) have helped to improve the environment and safety on thiskey pedestrian connection between Finchley Road and West EndLane. The Graffiti project which provided the mural at the West End

    Lane end of the passage has now been expanded borough widewith the railway bridge along the passage being a potential site forfuture coordinated graffiti work with local young people. The SNTis working with Network Rail and local residents to secure further

    improvements to the walkway. (Action Plan ref 8.7) This hasincluded exploration of the possibility of a license agreement forlocal people to utilise and maintain Network Rail land for amenitypurposes through their Community Project. This project is

    currently at the early stages but further exploration would bewelcomed. (Action Plan Ref 5.4)
