Winter Reminders• Sidewalks must be cleared within

24 hours of each snowfall, and re-member that all snow from your property must remain on your property and not in the street or your neighbor’s property.

• Adopt a Hydrant. Remember to shovel around any fire hydrants near your property so they are easily visible and accessible in case of emergency.

• Keep your trees and shrubs trimmed so the snow plows can make their way through the city. Trees are required to be trimmed to 14 feet above the roadway.

• Overnight parking is not permitted on streets from Nov. 15 through Apr. 1. An exception will be made 2 days before and after a holiday.

• Parking on the street is not al-lowed at any time, regardless of day, when snow is visibly falling, or there is a visible amount of snow on the street and the street has not been plowed since the snow fell.

Thank you everyone who partici-pated in making the 2017 Indepen-dence Day Celebration one of the best we’ve ever had! And special thanks to Jana Slagowski-parade chair, Debbie McKean-Parks activity chair, Officer VanWagoner, Safety Fair coordinator, and the West Bountiful Arts Council! Without our wonderful volunteers, we could never have these great community events.

West Bounti ful CERT UpdateSeptember is Preparedness Month.

What can you do to be more prepared? There are lots of options. Classes, food storage, water, family plan. You could also practice your family plan or use some food storage in a few meals.

As a West Bountiful Community Emergency Response Team (CERT) group, we will be helping with some preparedness fairs and working on our CERT trailer #2. If you stopped by the CERT area at the West Bountiful Safety Fair on July 3, you saw the trailer. It is going to be used for CERT Spontaneous Volunteer Management (SVM). In an emergency or disaster, people will show up to help. SVM is a way to be able to find out what skills these people have, give safety training, and assign them to positions. It will have forms, canopies, tables, and chairs to help with this.

The following are CERT events com-ing up:

• Sept. 5 & 6 – 8-week-long CERT classes start in Bountiful at the Fire Station. Classes will be on Tuesday and/or Wednesday evenings from 6:30–9:30

pm. Call 801-677-2400 for more info.

• Sept. 8 & 9 – Utah Prepares Conference and Expo at the South Town Center. For information, visit www.utah.gov/beready/prepare-conference. Come see our CERT Command trailer on display. The price for both days is $10/person, 12 and under is free.

• Sept. 9 – Davis Hospital Get Ready Fair, from 10am to 2pm. https://www.face-book.com/events/1981631868529303/

• Oct. 7 – Davis County CERT Competi-tion. 7 teams of CERT trained people from Davis County Cities will compete for a trophy and awards. It will be held at the Job Corps Center in Clearfield.

Protect Your PipesDispose of fats, oils and grease properly

Grease, fats, and oils shouldn’t go down our kitchen drains. It can harden and cause clogged sink pipes and eventually clogged sewer pipes. Fat and oil buildups cause approximately 47 % of sanitary sewer overflows (SSOs) that happen each year in the U.S. It can be a super pricey plumbing problem to fix. The following are some tips to prevent grease clogs:

• Scrape greasy foods right into garbage can instead of garbage disposal.

• Let grease solidify, then throw in gar-bage can.

• Pour the grease into a re-purposed soup/coffee can to throw out.

• Large amounts of oil should be collected and then taken to a col-lection facility. A tallow company typically picks up this cooking oil and then recycles it. Visit your state’s website to find a certified collection center near you.

The city is in the process of developing a master plan to guide future decisions related to Recreation, Arts and Parks funding and development of infrastructure and services with a strong emphasis on the use of RAP Tax funding.

We'd like input from our residents by completing a survey at www.surveymonkey.com/r/westbountiful. An Open House to discuss the project will be held on Thursday, September 7 at 6:30 pm.

arts council“All About Pianos” Benefi t ConcertFRIDAY, SEPTEMBER 8, 2017 - 7 PM - CITY HALL

When the Arts Council heard about Mason Broderick’s “Piano Project” of raising money for new pianos at West Bountiful Elementary and Bountiful Jr. High for his Eagle Scout project, we knew we wanted to help. Our Friday, September 8 concert will be a Benefit Concert for that pur-pose. We invite the community to attend and come prepared, if you haven’t already done so, to donate a little or a lot, whatever you can to the “Mason Jars” available for your dona-tions. Those attending will also be treated to a fun evening “All About Pianos” capped off with a special piano perfor-

“Howdy partner!” The jig is up! It’s time for all you West Bountiful city slickers to git on down to city hall at 7 pm on Oct. 13; that’s right on Friday the 13th, fer the Art’s Coun-cil’s annual evening of cowboy poetry. It’ll be an evening of foot-stompin’ fun with western music and some of our local cowboy poets rehearse’n their original poetry chronicling their life or the life of someone they know in the west. Oh yes, they’ll also be quotin’ some of their long time favorite cowboy poets as well; probably yours too. Anyway, Chairper-son, Debbie McKean, also whispered to us that there will be another surprise “Spirit of West Bountiful” award given out. You won’t want to miss this; it could be you.

FRIDAY, NOV. 10, 2017, 7 PM - CITY HALL

November is a special month to turn our thoughts to giving thanks. It’s also when we start hearing Christ-mas music and preparing for the Christmas season. The Arts Council will bring Susie Carter to our stage for the Friday, Nov. 10 concert. Since we don’t host a December concert and knowing that “Christmas is Coming”, Susie’s sweet mellow voice will help us usher in “the season” with a concert of Christmas favorites.

mance by talented pia-nist/instru-mentalist Andy Leger. If you play the piano and want to perform, there will be an “Open Piano” segment where you just might be selected to participate. In addition some lucky attendee will receive a free introductory piano lesson as part of the evening entertainment. The concert will end with a meet and greet on the city hall lawn where attendees will be able to purchase popsicles/ice cream for themselves or family with those proceeds going towards Mason’s “Piano Project.”

meet the candidatesI would like to thank the citizens of West Bountiful for the opportunity to serve you as mayor for the last eight years. West Bountiful is a great place to live. Let’s make sure it’s a great place for us, our kids and our grandkids to live in the future. After serving on the city council for two years, I ran for mayor eight years ago because I was concerned about the fi nancial stability of the city and the city’s aging infrastructure (water system, roads, and storm sewer system). We have made great progress in updating our roads and water systems. The city is fi nancially stable and we are on a path of a “pay as you go” philosophy. We have a great city staff and employees that work for and serve the citizens of West Bountiful. I would like to serve the citizens of West Bountiful as mayor for another four years to carry out and oversee the current path that we, the city council and administration, have made to continue to improve our infrastructure and keep West Bountiful a great place to live. In my eight years of service on the West Bountiful City Council, one of the common refrains I hear from our citizens is the desire to maintain West Bountiful’s rural feel. I couldn’t agree more. The wide streets, the lush greenery, the neighborly atmosphere, and the lack of intrusive retail centers makes West Bountiful much more than a city—It makes it a community. One that I have been proud to call home for the last 35 years. it is my belief that through careful planning and strong leadership, we as a city can sustain this small town feel as we rise to meet the challenges and changes that often accompany growth. I believe this is the greatest challenge we face and I believe we have managed it well for my two terms in office. Over the last 8 years our city has experienced many notable upgrades. From the enhancements to our city park, to the notable improvements to Lakeside Golf Course, to the addition of several walking trails, these changes have elevated our citizen’s enjoyment of this wonderful city—But our work is not done yet! We are currently midway through an aggressive (and much-needed) road maintenance plan. We are also planning significant upgrades to our water sources in an effort to meet future city needs. Please allow me the opportunity to finish what I started and continue serving you on our city council.

Public Works, Police, Fire and EMS services have been my top priority while serving on city council since 2014. Ensuring these es-sential departments to our city continue to operate effi ciently, fi scally responsible, and providing excellent services to our residents. We have seen major improvements to our city’s infrastructure (water system, Page’s Lane), amenities at our parks and golf course. These improvements were achieved with the sound leadership and support of our city’s administration, department heads and highly skilled employees. Throughout my term, I’ve been privileged to be assigned to the Planning Commission. Our goal towards the betterment of our city couldn’t have been accomplished without the dedicated members and their experience and knowledge. Our city is honored to have volunteers who donate countless hours and personal assets to provide entertainment (Art Council’s monthly concerts, holiday celebrations) and resources (CERT/EMPAC ) to our residents. As a resident for over forty years, I’ve watched our city grow prosperously and look forward to ensuring we continue to move responsibly in this direction. I will strive to serve and represent the citizens of this wonderful city of West Bountiful. Kelly Enquist 801-292-1234 [email protected]

I am a West Bountiful resident of 29 years. I am a very proud father of a 5-year-old little girl which I want her to have pride for a community she will be raised in. For work, I’ve been a DJ, producer, and concert/event thrower for over a decade. It’s taught me how to manage every nickel and dime. I’ve watched over the years of how this city has changed so much. In the last 10 years, we've had our taxes increased through water, property, RAP, and now the fi re district. I believe future taxes maybe avoidable by adopting a "living within your means" philosophy at our city hall. I also believe that the city should do a major overhaul in beautifi cation and city-wide lighting. Please feel free to contact me and share with me your point of views. The city works for you, the people.

My wife Charmaine and I have lived in West Bountiful for over 20 years. I desire to keep the City of West Bountiful the quite, quaint city it is. It is truly a hidden gem along in the Davis County/Salt Lake area. I am eager to represent our citizens as a member of the City Council. It is my desire to serve in a capacity that can make a difference in our community. I have had the great pleasure to serve as both a member and chairperson of the Historic Commission. Currently, I am a Commissioner on the Planning and Zoning Commission and a member of the EMPAC Committee. Hopefully, you can see that I am pas-sionate about public service. I have faithfully attended City Council meetings for many, many years as a citizen. This gives me the knowledge and understanding of the issues and challenges that our city is facing regarding infrastructure, budgeting, master planning, taxes and many other things that impact our citizen’s on a daily basis. It would be my pleasure to serve as your Councilmember for the next four years. Your vote for me will be greatly appreciated. VOTE Alan Malan 2017

Panhandling is not an issue unique to just large cities. It is a problem in communities across the Wasatch Front. Many people want to help others and feel that giving money to panhandlers is a quick and easy way to do it. How-ever, there is a better way to help the less fortunate in our community. By giving to an organization, you are help-ing people become self-sufficient; no one ever panhandled their way out of homelessness.

Contrary to common belief, panhan-dlers and homeless people are not neces-sarily one and the same. Many studies have found that only a small percentage

Panhandling Issue: How do I help?of homeless people panhandle and only a small percentage of panhandlers are homeless. Instead of giving money to panhandlers, consider donating to a homeless service provider.

Be nice to panhandlers, but don’t give them any money. When someone asks for money, the best response is no response or a simple, polite “no.” Pan-handling is usually a business enterprise. As the business becomes less profitable, the number of panhandlers will also go down. Confronting panhandlers can lead to other more serious problems. Panhandlers may become aggressive if challenged and conversations can give panhandlers more opportunities to ask for money. If a panhandler follows you, touches you, makes threatening or vio-lent gestures, blocks your path or engages in any behavior that makes you feel threatened or unsafe, call the police (911).

If you encounter a panhandler that you believe is truly in need of imme-diate services, contact the HOST ho-tline at 801-799-3035 or Volunteers of America Homeless Outreach at 801-519-9721.

Social service providers:Catholic Community Services,

Read 2017 General Session H.B 161 / Utah Code 41-6a-1009 to avoid a potential citation for giving to panhandlers from a vehicle.
