Quality of Life & Well Being : Indian context

Well being, in the Indian context needs to consider a range of

indicators representing material and social factors

Essential to look at a smaller geographical unit say, a district, instead

of a typical state





Using NSSO household surveys data (63 rd round on consumer

expenditure), a scoring methodology was used to compute the well

being index for each district in India





8 different categories carefully selected to form the index on the basis of their ability to explain the well being of households

Institutional and Non-institutional medical expenseHealthcare

Expense on conveyance & ownership of personal transport vehicles like bicycle, motor cycle, scooter, motor car and jeepTransportation

Expense on landline telephone and mobile & ownership of telephone instrument andmobile handsetCommunication

While the WBI captures all major material parameters, it

does not include a very important reality of Indian society –

the well being, status and treatment of women





Using Gender Ratio (Census, 2001) and data on Crime against women

(National Crime Bureau – 2006, 2007), a scoring methodology was used

to compute the Female Security Index for each district in India





3 categories selected to form the index on the basis of their ability to explainthe status and treatment of women in India

Comparison of WBI and FSI maps

• Some of the most well off parts of India (Punjab, Delhi, Haryana and Western UP) as

indicated in Well Being Index have the worst rating in terms of Female Security Index

• Some of the ‘Bad’ or ‘Worst’ districts in WBI like Orissa, Eastern UP, West Bengal,

Jharkhand, Chhattisgarh and Bihar score well in the FSI





Conclusions

• Vivid diversity and disparity across districts

• There is no correlation between the Well Being Index and Female Security Index

• Insights on district should be the foundation for action planning and effective

performance

• Useful for all players, for eg.:

policy maker wishing to improve ‘well being’ in rural India

NGO aiming to improve gender equality

business house planning to increase the penetration of its goods or services

About National Sample Survey Organization (NSSO)

• NSSO is part of the Ministry of Statistics and Programme Implementation of Government of India

• The NSSO, since its inception, has been conducting multi-subject integrated sample surveys inthe form of successive rounds on countrywide basis relating to social, economic, demographic,industrial and agricultural statistics

• NSSO conducts surveys on multiple subjects with Consumer Expenditure being one of theprimary category along with Employment & Migration, Household Wealth & Finance, Educationamong others.
