management services offering advanced residential, commercial and industrial collection, recycling and disposal services throughout North America. WM employs 52,000 people.

WM provides solid waste collection services to 22 million

residential, municipal, commercial and industrial customers in North America.

WM has 145 recycling facilities across North America,

recovering 8,000,000 tons per year of recyclable commodities. WM has nearly 100 landfill gas projects, producing 270

megawatts of electrical energy per hour (enough to power 240,000 homes) and replacing nearly 3.0 million barrels of oil each year.

WM owns and operates 17 waste-to-energy plants, which

have the capacity to process more than 23,800 tons of waste per day.

WM owns and operates 300 landfills.

Waste Management’s Environmental Policy

Waste Management of Canada Corporation (WMCC) as a responsible corporation, we are committed to protecting human health, natural resources and the environment through sound business practices and waste management operations. We will regularly communicate with and support the environmental needs of our neighbours in the communities in which we do business. Continuous Improvement We will routinely review all of our operations to identify potential impacts and our environmental programs to identify preferred management practices to ensure the company adheres to the principles of continuous improvement and pollution prevention. We will maintain a training program to ensure that environmental standards are observed and enforced at all times. Regulatory Compliance We will work closely with regulatory agencies and industry associations to develop sound environmental protection policies, procedures and legislation. We will implement new environmental protection initiatives and strive to maintain a standard that, as a minimum, assures compliance with our legal requirements and other requirements to which WMCC subscribes. Audit and Corrective Action We will conduct environmental audits of our operations and facilities and respond to any deficiencies we may find. We will take corrective action to ensure we meet the company’s policies and all legislative requirements. Monitoring and Review Our Board of Directors and executive management will regularly monitor the environmental management system to ensure adequate adherence to the principles of this policy across the country. Environmental goals and objectives will be established, reviewed and approved during management reviews.

The Ottawa Waste Management Facility

History

Environmental Monitoring Program Old-style Carp Landfill began in 1971

Purchased by Laidlaw Corporation in 1987. Steps initiated to modernize the facility

Purchased by WM in 1996. Significant steps taken to improve the facility and bring it up to the Company’s standards and commitments to environmental protection and stewardship

Improvements implemented by WM include:

Comprehensive environmental monitoring program Leachate collection and management Gas collection and management Odour control Litter collection and management Waste diversion initiatives Wildlife habitat enhancements

A detailed environmental monitoring program is in place at the WM Ottawa Waste Management Facility

The program has been conducted continuously over the past 18 years

The monitoring program includes: Groundwater Surface water Leachate Landfill gas

The program is approved by the Ontario Ministry of the Environment through WM’s Certificate of Approval

An annual report is prepared and submitted to the Ministry for review.

Environmental Management at the Ottawa Waste Management Facility

Leachate Collection and Management Leachate (fluids created as rainwater percolates through the waste) is collected through a series of 11 groundwater pumping wells located along the Carp Road boundary of the landfill site. The pumping system creates a hydraulic barrier effectively capturing the impacted water. The groundwater is monitored down-gradient from the purge wells to ensure an adequate pumping rate. The leachate is then pumped to the City of Ottawa sewer system.

A poplar tree forest consisting of 22,000 trees will be planted in April 2006. The trees will be irrigated with leachate. The trees will absorb and treat the leachate (a process called phytoremediation).

Landfill Gas Collection and Management Landfill gas is produced by the natural breakdown of waste in landfills. The gas, which would otherwise be wasted, can be converted into a reliable energy source used to generate electricity, fuel industries and heat buildings.

WM has an active landfill gas management program with a gas collection system throughout the site and an enclosed flare to burn off the gas.

WM plans to expand the gas collection system and construct a facility to capture the landfill gas and use it to generate 4 megawatts and eventually 13 megawatts of electricity, enough power to supply up to 13,000 homes every day.

Environmental Management at the Ottawa Waste Management Facility

Odour Control and Management The decomposition of waste can on occasion produce odours. Gas collection and destruction is an important component of odour control at the Ottawa Waste Management Facility.

WM has an active gas collection system throughout the site and an enclosed flare to burn off the gas. However, the system is running at near capacity.

WM is planning to expand the gas management system in 2006 and construct a facility to capture this gas and use it to generate 4 MW and up to 13 MW of electricity or the equivalent of providing enough power to supply nearly 13,000 homes with electricity per year.

During daily operations, exposed waste is kept to a minimum and covered with more than 6 inches of soil on a daily basis. A high pressure misting system is also used for additional odour control in the non-winter months.

Litter Collection and Management

WM has an active litter management program at the Waste Management Facility

Portable litter barriers are used around the active landfill site.

There is also a permanent 4 metre tall fence surrounding the active landfill and a 2.5 metre high fence surrounding the entire site.

Occasionally if litter gets past the containment system, crews are dispatched to clean up any refuse that has blown off-site.

On very windy days, WM commits to a two-day standard for cleaning up any litter that escapes the site.

Environmental Management at the Ottawa Waste Management Facility

Waste Diversion Initiatives WM takes every opportunity to divert waste from landfilling by recycling various products.

Residential customers can divert recyclable materials such as cardboard, paper, plastics, white goods, glass and cans by accessing the Recycling Depot located at site entrance.

Rubble, concrete and asphalt are diverted upon receipt at the landfill and directed to a separate location for sorting and reuse.

Wood is diverted where possible, chipped and used in compost.

Hydrocarbon impacted soil is processed and reused as a daily cover for the landfill, avoiding use of clean off site soils.

WM established the “Last Chance Harvest Program” that has diverted over 40 per cent of the waste collected into usable material to support our on-site construction.

Wildlife Habitat Enhancements

Wildlife habitat enhancements undertaken on site include: Enhancing the front berm with native plantings; Enhancing the south pond with invasive species management Construct Mallard nesting tubes; Planting native riparian vegetation around surface water ponds; Installation of raptor perches.

WM has been a partner with a number of local environmental and conservation organizations including the Friends of the Carp River and the Mississippi Valley Conservation Authority.

at the Ottawa landfill site with the Wildlife Habitat Council

The Environmental Assessment Process

What is an Environmental Assessment (EA)? “Environmental assessment is a decision-making process used to promote good environmental planning by assessing the potential effects of certain activities on the natural and human environment”.

“The Ontario Environmental Assessment Act ensures that environmental problems or opportunities are considered and their effects are planned for before development or building takes place”1.

Involves the consideration of alternatives, identifying a preferred alternative considering the advantages and disadvantages to the environment (e.g. natural, social, economic).

Involves consultation with the public and agencies.

What is the Environmental Assessment Process

The EA process evaluates the possible environmental impacts of a project through the preparation of a Terms of Reference and an EA document.

The Terms of Reference describe the plan for completing the EA and for preparing the EA document.

The EA document will include:

a description of purpose of the project; the alternatives the environmental effects that may be caused by the project the methods that can be used to prevent, change or reduce the effects of the project the advantages and disadvantages of the project to the environment.

The Environmental Assessment Process

Impact Assessment of the Preferred Alternative Will be completed based on the net effects to the environment (those that remain following application of any measures/actions necessary to reduce or eliminate impacts) and include appropriate monitoring, contingency and impact management plans.

The draft Terms of Reference include the criteria proposed to be used to assess the preferred alternative, covering aspects such as public health and safety, natural environment and resources, social and cultural and economic.

Potential effects are proposed to be considered in terms of three study areas:

On-site and in the site vicinity Along the haul roads In the community

The detailed assessment will include a number of impact assessment studies. The draft Terms of Reference describe these proposed studies.

How to Get Involved

Consultation Plan The objective is to promote and obtain public and government agency input into the decision-making process and to demonstrate how this input was incorporated.

Will provide notice and consult with the public, City of Ottawa, Province of Ontario and other agencies at the following key milestones:

Preparation of the draft Terms of Reference (today’s Open House); Preparation of a draft report/study on the rationale, the “alternatives to” and the recommended alternative; Preparation of the draft report/study on the alternative methods of carrying out the project, including the description of the baseline environmental conditions, and Preparation of the draft report/study on potential impacts and proposed mitigation, monitoring and impact management measures.
