PlanIt Ohio Ohio Statewide Transportation Planning Newsletter The Ohio General Assembly recently enacted the Ohio Maritime Assistance Program (MAP), which is the first significant source of ODOT funding dedicated exclusively to water-based freight infrastructure in decades. This competitive grant program makes $23 million of funding available to eligible Ohio port authorities on Lake Erie, the Ohio River or a Lake Erie tributary. Eleven million is available in SFY 2020 and $12 million in SFY 2021. ODOT will be consolidating the funding into a single call for projects to simplify the application process and to allow for projects of a greater scale. The MAP requires a 50% match. A wide variety of projects are eligible to receive funding under the Ohio Maritime Assistance Program. Examples include the improvement or construction of maritime cargo facilities, improvements to shipping channels and the purchase of heavy equipment for cargo loading and unloading. Irishtown Bend Bank Stabilization ProjectThe Northeast Ohio Areawide Coordinating Agency (NOACA), in collaboration with the Port of Cleveland, was awarded $9 million for Irishtown Bend bulkhead stabilization from the US DOT Infrastructure for Rebuilding America (INFRA) program. This highly competitive grant is only awarded to about 10% of applicants and is based on four objectives: supporting economic vitality, leveraging of federal funding, innovation, and performance and accountability.

Irishtown Bend is a segment of the Cuyahoga River in the City of Cleveland where an eroding hillside is supported by underwater bulkheads. This infrastructure is decades old and at risk of catastrophic collapse; the hillside has a documented history of movement that has already resulted in a road closure and sewer line damage. As the federal navigable shipping channel, over 10 million tons of goods are shipped via the river each year, supporting 20,000 jobs and creating $3.5 billion in yearly economic activity. Benefits are widespread: from a steel mill on the river to manufacturers throughout the state to iron ore miners in Minnesota. This is truly a nationally significant project. Preventing the hillside from collapse is therefore NOACA’s top freight priority, so several

partners worked together to provide $16.5 million towards the project, which will replace 3,200 feet of dilapidated bulkheads.

Along with the economic benefits of river commerce, NOACA and partners are planning for further growth and quality of life improvements on the hillside itself. After stabilization, stakeholders will work together to create a 17 acre waterfront park that will be both a neighborhood amenity and regional attraction. NOACA has already contributed $80,000 to creating a plan for this hillside through its Transportation for Livable Communities Initiative. Located in an Opportunity Zone, the revitalization of this hillside will facilitate economic and community development to benefit residents of the neighborhood and throughout Northeast Ohio.

Study of the economic impact of the Ohio River has begun and will include determining the amount of steel, fertilizer, and coal that is delivered by barges that travel on the Ohio River. It also will look at the megawatt electric capacity generated by the coal. The study will prepare a final report of the findings with presentation materials to be presented to the Governor, the Speaker of the House of Representatives, and the President of the Senate by the end of 2019.

Phase II of the work will prepare documentation suitable for submission to the Army Corps of Engineers for the proposed creation of the Mid-Ohio Valley Statistical Port District. The petition document will demonstrate the need for bridging the statistical data collection gap along the Ohio River between the existing Port of Huntington Tri-State at Ohio River mile 256.8. and the Port of Pittsburgh at Ohio River mile 40. The proposed statistical area represents 216.8 river miles including major navigable tributaries of the Ohio River.

Nate Brugler is a Transportation Planner and MPO/RTPO Liaison. Nate is originally from Bellefontaine, OH but has lived in several different cities, most recently in Nashville, TN. He earned a degree in Finance from The Ohio State University, and a master’s in Urban and Regional Planning from Ball State University. He has worked nine years in the field of transportation planning and is excited to be back home working for ODOT! He and his wife live in Columbus and love trying new restaurants and spending time with friends and family.

The Youngstown SMART2 Network will connect Strategic & Sustainable, Medical & Manufacturing, Academic & Arts, Residential & Recreational, and Technology & Training centers in the heart of the Mahoning Valley region. This project will enhance mobility, improve safety, and integrate technology into a modern and efficient multi modal transportation system in Downtown Youngstown that is responsive to adapting to the needs of current and future users.

SMART2 will incorporate improved pedestrian and bicycle facilities, autonomous transit shuttles, transit waiting environments, green infrastructure, streetscaping, and wayfinding connecting major regional destinations that include Youngstown State University, Mercy Health, Youngstown Business Incubator, Eastern Gateway Community College, and WRTA Federal Station. The Youngstown SMART2 Network builds upon more than 10 years of planning and coalition building by the project partners, resulting in the transition of an Appalachian community’s economy to one reliant on high value-added services and advanced manufacturing.

Through an innovative partnership with DriveOhio, autonomous shuttle service will be provided that capitalizes on existing roadway capacity along

Eastgate BUILD Grantsthese arterials. Complete street elements will be applied to Fifth Avenue, Rayen Avenue, Front Street, Commerce Street, and Park Avenue to provide safe pedestrian and bicycle-friendly access for residents, workers, and visitors.

Reconstructing the roadways for complete streets will repair aging infrastructure and improve access for all modes of travel. Other improvements include replacing existing stormwater drainage, striping bike lanes, adding a median, restoring sidewalks, delineating bus stops and crosswalks, installing street lighting, and planting landscaping.

This project was awarded $10,853,192 by BUILD Grants and totals $26,274,332 for its completion.
