The armed forces have played a pivotal role in HamptonRoads, a nautical term meaning protected anchorage or safe

harbor, since the English set foot here in 1607. The soldierswho accompanied the first settlers are the predecessors of thethousands of men and women who have donned uniforms toprotect the United States.

The region is proud to house bases associated with eachbranch of the military, including: Joint Base Langley-Eustis,Fort Monroe, Coast Guard Station Portsmouth and numerousNavy bases – including Naval Station Norfolk, Naval Air StationOceana, Joint Expeditionary Base (JEB) Little Creek-Fort Story.

With so much presence in the area, the Navy is the heart of theregion. With more than 95,000 uniformed men and womencurrently stationed here, the Navy has had undeniable im-pact on the region’s history, economy and culture. More than300,000 residents are part of the Navy family, plus an over-whelming number of retired or separated Sailors who chooseto remain here.

Naval Station Norfolk is the world’s largest naval base. Morethan 60,000 military and 10,000 civilian personnel work onthe base, which homeports more than 80 Atlantic Fleet shipsand 16 squadrons.

The world’s largest amphibious base – formerly Naval Amphibi-ous Base Little Creek and now part of Joint Expeditionary BaseLittle Creek-Fort Story – is the homeport for 30 amphibiousships, including patrol aircraft and salvage ships. About 80tenant commands are based at JEB-Little Creek, including Na-val Special Warfare Group II, East Coast-based SEALs and theArmed Forces School of Music.

JEB-Fort Story is home to the 11th Transportation Battalion,which conducts amphibious operations. It is the Army’s onlysaltwater-purification training site. The site offers amphibioustraining for all branches, including explosive ordnance disposalSailors and Navy SEALs.

Naval Air Station Oceana is the most sophisticated andcritically important air station in the Navy, with collectivelyalmost 20 squadrons and almost 300 aircraft stationedthere. The base employs 10,500 military and 2,340 civil-ian personnel. Dam Neck Annex, also part of NAS Oceana,hosts the Fleet Combat Training Center, which trains morethan 1,000 students each month. Dam Neck employs an-other 2,412 military and 1,080 civilian personnel.

Naval Weapons Station Yorktown is the Navy’s premiereweapons facility. More than 3,000 military and civilian per-sonnel work on the 11,500-acre base, maintaining mis-siles and other ordnance for the Atlantic Fleet.

All After Hours Arrivals – Report to the Naval Station Nor-folk Quarterdeck located at Bldg. N-26, 1530 Gilbert St.,Suite 2000, Norfolk. The Quarterdeck can be reached at322-2866. Ensure your orders are stamped with the re-porting date and time prior to departing the Quarterdeck.

NORFOLK INTERNATIONAL AIRPORT:Norfolk International Airport provides an information boothfrom 8 a.m. to midnight seven days a week. Uniformedpersonnel have information about Hampton Roads bas-es, transportation and telephone numbers for duty offices,ombudsmen and emergency assistance. The booth maybe reached by calling 444-3040.

PERSONNEL SUPPORT ACTIVITY:The Personnel Support Activity located on Naval StationNorfolk provides one-stop service personnel reporting toor departing from commands in this area. Detachmentsare at every naval installation to assist with personnel,disbursing and educational matters. HOUSEHOLD GOODS:The Consolidated Personal Property Shipping Offices(CPPSO) in Norfolk and at Joint Base Langley-Eustishas a full range of services available including storageof household goods, baggage and vehicles. Contact theCPPSO upon arrival even if the delivery address is un-known.

Before signing delivery documents,note all known loss or damage sus-tained to the shipment. If any prop-erty was damaged or lost, contactthe CPPSO as soon as possible tofind out how to file a claim.

DEFENSE PERSONAL PROPERTY // MOVE.MILIn an effort to make moving a little bit easier for you, the US De-partment of Defense (DoD) United States Transportation Com-mand (USTRANSCOM) and the Military Surface Deploymentand Distribution Command (SDDC) developed the DefensePersonal Property Program, or DP3.

As part of the DP3 mission, an internet-based system to man-age DoD household goods moves was created. It’s called theDefense Personal Property System (DPS).

Through DPS and the DP3 initiative, you will have the abilityto self-counsel and submit your application online, track yourshipment through DPS or Interactive Voice Response (IVR),have the option to file a claim online, and to settle directlywith your moving company as well as Full Replacement Value(FRV) of lost and damaged goods.

FLEET AND FAMILY SUPPORT CENTERSFleet and Family Support Centers (FFSC) of Hampton Roadsare a valuable resource, available 24 hours a day. The sevenfull-service FFSC’s in Hampton Roads are staffed with highly-trained specialists who understand the unique demands ofmilitary life.

RELOCATION ASSISTANCE:FFSC offers one-on-one consultation from experienced reloca-tion counselors – including extensive information and referralservices. For those with household goods in transit, the FFSC LendingLocker offers short-term loans of basic furniture and kitchenitems, such as foldout mattresses, cribs, car seats, strollers,kitchen utensils, folding tables and chairs.

FFSC offers a variety of workshops, including Welcome to Hamp-ton Roads. FFSC can also help foreign-born spouses acclimateto the area and provide audio and video language tapes. EMPLOYMENT AND CAREER RESOURCES:Each FFSC has a one-stop Career Development Resource Center(CDRC) open to military personnel and family members. TheCDRC offers employment assistance, job leads, computer jobsearch resources and employment workshops.

PERSONAL FINANCIAL MANAGEMENT:Sign up for financial education workshops like The Art of Mon-ey Management, Car Buying Strategies, Savings and Invest-ments and many others. FFSC provides one-on-one financialcounseling to help manage debt, create a budget or addressspecific concerns.

CLINICAL COUNSELING:FFSC offers short-term counseling and crisis intervention foractive duty individuals and military couples. Family membersare referred to appropriate mental health providers in the com-munity for individual and family counseling. FFSC also offers avariety of therapeutic and educational groups.

STRESS MANAGEMENT WORKSHOPS:FFSC offers stress management workshops for active dutyor family members, as well as programs to help reduce thestress of deployments and parenting.

PARENTING WORKSHOPS:Learn and grow with strategies from today’s leading ex-perts in childrearing. The centers’ parenting workshopsmake expert advice easily available. Parenting workshopsinclude Parenting in a Military Family, Dads and Disci-pline, Enhancing Stepfamilies, Single Parenting in the Mili-tary and others.

TRANSITION ASSISTANCE PROGRAM:The Transition Assistance Program is a four-day course thatcovers resume writing, interviewing skills, salary negotia-tions, military benefits and many other topics to help smooththe transition from military to civilian life.

Command career counselors can set up a quota. The CDRCis available for individual services. For service members whoare still unsure about separation or retirement, FFSC offersCareer Options Navy Skills and Evaluation Program (CON-SEP).

EXCEPTIONAL FAMILY MEMBER PROGRAM:Identifying resources to meet the special needs of fam-ily members can be overwhelming while moving. Specialneeds consist of ongoing requirements for medical treatment,psychological services or special education. FFSC can as-sist families with the Exceptional Family Member Program(EFMP) enrollment process and find suitable resources forcare and information.

SPONSOR TRAINING:This single-session training teaches command personnelto serve as sponsors. Topics include ways to be an ef-fective sponsor, duties and responsibilities, military andcommunity sources and FFSC relocation assistance. Thetraining is available by request at Dam Neck Annex, LittleCreek, Norfolk, Northwest Annex, Oceana and Yorktown.

NAVY LODGES:Hampton Roads offers three convenient Navy Lodge loca-tions at Naval Station Norfolk, JEB Little Creek and FleetCombat Training Center Atlantic, Dam Neck. The NorfolkLodge provides 292 rooms, including eight suites; LittleCreek offers 100 rooms and Dam Neck offers 50 rooms.

These modern, comfortable rooms provide more con-veniences to their guests than one might expect from acommercial chain of hotels. Cribs are available upon re-quest, as well as irons and ironing boards.

Personnel can make reservations anytime in advance.Orders must be presented at check-in along with avalid military identification. Reservations are held upto 6 p.m. without deposit. Check-in time is 3 p.m.,however, early arrivals will be accommodated accord-ing to room availability. Due to base restrictions, notall Navy Lodges are “Pet Friendly.” For guidelines andrestrictions, contact the Navy Lodge Central Reserva-tion Center at 1-800-628-9466.

NAVY HOUSING SERVICES:All DoD personnel, married and single, assigned to a commandin Hampton Roads can receive housing information from theNavy Housing Welcome Center located at 7924 14th St., Bldg.SDA-337 in Norfolk. For services, call 445-2832 or (800) 628-7510.

For Public Private Venture (PPV) housing, Navy Housing coun-selors qualify members for PPV Housing. Housing counselorswill process housing applications for referral to PPV housing.Lincoln Military Housing is the housing partner who managersthe PPV homes. Members are also counseled on lease agree-ments, sales contracts, tenant and landlord issues and otherhousing concerns.

Service members can rent apartments, condominiums, townhomes and houses through the Rental Partnership Program(RPP). Properties extend from Virginia Beach to Williamsburg.The RPP provides affordable housing at a discounted rate. Mili-tary members agree to a one-year lease and pay rent by allot-ment. Other savings for civilian property managers and ownersinclude reduced turnovers, operations and maintenance costs.Details are available at the Navy Housing Welcome Center.

The Navy Housing Welcome Center maintains a large data baseof community rental and sales listings to suit every need. Ser-vices are customized to assist in locating living accommoda-tions and to familiarize customers with the Hampton Roads area.

The Navy Housing Welcome Center provides home buying,selling and property management workshops each month.The instructors are Realty specialists who provide informationabout the home buying process, how to determine the salesprice, selecting a real estate agent and real estate closing de-tails.

Housing information for outbound families is available in thedeparture library. Plan for your new duty station by visiting theNavy Housing Welcome Center where you can access infor-mation on all military bases worldwide.

Other services include command presentations, briefings andtraining; showing services for personnel without transportationand counseling for special needs. Maps, telephones, copiers,fax machines and more are available.

VEHICLE DECALS:Decals are required for all vehicles and must be obtained fromthe pass office. Decals are valid for three years or until end ofenlistment. Applications include proper DoD identification, reg-istration, a valid driver’s license and evidence of insurance andstate inspection. Vehicles must display the inspection stickerfrom state of registration.

Virginia law requires $25,000 (injury or death to one per-son), $50,000 (injury or death to two or more persons) and$20,000 (property damage). Lesser amounts of insuranceare acceptable if they meet the minimum requirements for thestate the vehicle is registered in.

NAVY EXCHANGE MILITARY MOVING CENTERThe Navy Exchange Military Moving Center offers free and easyon-line access to connect essential services at a new home.The service can be used before arriving in the area, providedthe new address has been established. With this service, utili-ties can be selected and purchased, billing and payment meth-ods can be chosen and utilities can be disconnected amongmany other services. The referral feature can connect membersto a variety of services like self-storage facilities, local movers

NAVY EXCHANGES:The Navy Exchange (NEX) carries a wide variety of prod-ucts from clothing, luggage to health and beauty aids tohouse wares, electronics, giftware, toys and office supplies.On average, customers save 15.8 percent on the merchan-dise they purchase, not including the savings from no salestax. NEX also offers a wide variety of services throughoutthe area, including barber shops, beauty salons, dry clean-ers, laundries, tailor shops, watch repair, flower shops andphoto processing. Most exchanges also feature retail mer-chandise stores, cafeterias, garages and gas stations.

CHILD CARE For Military Families

Quality, Accessibleand AffordableChild Care

Hampton Roads offers a number of excellent child care op-tions, including the Navy Child Development Centers and

Navy-sponsored Child Development Home program.

NAVAL MEDICAL CENTER PORTSMOUTH (NMCP)provides free child care for children 6 weeks to 5 years old whenactive duty and/or family members have medical appointmentsat NMCP. You will need the child’s current immunization record.For reservations or more information, call 953-6873.

Finding quality accessible and affordable child care is possiblefor every military family. National Military Family Association,Military OneSource, the Child Care Aware Hotline (800) 424-2246 and Military Homefront all provide information aboutchild care resources.

For additional choices in the Hampton Roads community,contact The Planning Council’s Childcare Resource and Refer-ral Service. The Planning Council, contracted by the VirginiaDepartment of Social Services, trains child care providers andhelps parents locate quality child care. Parents are urged to research each child care facility thorough-ly before settling on a particular one. Ask when the center orhome facility will be open. CHESAPEAKE Virginia

Chesapeake was formed in 1963 by a politi-cal consolidation of the City of South Norfolk with the

former Norfolk County, which dated to 1691. The new cityjoined the ranks of the current Seven Cities of HamptonRoads which are linked by the circumferential HamptonRoads Beltway. And just like much of Hampton Roads,the area boasts an impressive history.

Chesapeake’s history goes far back into Virginia’s colonialroots. On the Atlantic Intracoastal Waterway, which pass-es through Chesapeake, lays the site of the Battle of GreatBridge. On Dec. 9, 1775, the red coats and colonistsclashed in the Battle of Great Bridge when the Americanrebels defeated the British and drove them from nearbyNorfolk. Today, the municipal center complex rests a fewhundred yards from that historic spot.

Until the late 1980s and early 1990s, much of Chesa-

peake was either suburban or rural, serving as a bedroomcommunity for the cities of Norfolk and Virginia Beach withresidents commuting to these locations. Beginning in the late1980s and accelerating in the 1990s, however, Chesapeakesaw significant growth, attracting numerous industries andbusinesses of its own.

HAMPTON Virginia

Hampton is one of America’s oldest cities andwith a proud and rich history and is one of the

fastest growing cities in the region. Hampton is themost populous settlement with the name and is thesixth most populous city in Virginia.

Hampton’s history is traced to April 30, 1607 whenCaptain John Smith and company landed at Ke-coughtan. They declared the land brought them“great comfort,” before continuing upriver to establishJamestown. On October 1, 1609, Fort Algernourne,one of America’s first forts, was constructed at PointComfort – the site several fortifications would occupy.

NEWPORT NEWS Virginia

THE CITY OF NEWPORT NEWS was formally orga-nized and became independent of Warwick County in

1896 by an act of the Virginia General Assembly. It wasone of only a few cities in Virginia to be newly establishedwithout earlier incorporation as a town. Newport Newsis currently ranked as Virginia’s fifth largest incorporatedcity by population and is located at the southwestern endof the Virginia Peninsula on the north shore of the JamesRiver, thus playing a huge role in the maritime industry.

The City of Newport News was essentially founded byCollis P. Huntington. Huntington, a Northern railroad ty-coon from Connecticut, brought two magnet industries toNewport News: the Chesapeake and Ohio Railroad andNewport News Shipbuilding and Dry Dock Company.

Now known as Northrop Grumman Newport News, theshipyard, chartered in 1886, has built aircraft carriersfor the Navy since the 1930s, including the first nuclear-

powered aircraft carrier USS Enterprise and is today the solebuilder of the Navy’s carriers.

The first vessel built by the yard was the tugboat Dorothy. New-port News is also home to the Army’s Fort Eustis, home of theU.S. Army Transportation Corps and to the U.S. Army Transpor-tation Museum, featuring traditional and experimental deviceslike the Avro-Car which resembles a flying saucer.

The city provides residents and visitors with plenty to do. His-tory buffs can stroll through Civil War battlefields and 1862Peninsula Campaign sites or peruse the exhibits at The Mari-ner’s Museum, which records 3,000 years of maritime history.

Children of all ages love the Virginia Living Museum whereexhibits depict Virginia’s natural heritage from the mountainsto the sea and introduces visitors to more than 250 living spe-cies native to Virginia through discovery centers and interactivehands-on exhibits.

Newport News is also home to 32 city parks, including oneof the largest municipal parks in the country. Newport NewsPark is a magnificent 8,000 acre-oasis home to an incred-ible variety of native wildlife — deer, foxes, otter, raccoon andbeaver, to name a few — all found in a natural setting of lushwoodlands, flowering meadows and shimmering lakes.

NORFOLK Virginia

NORFOLK is named for the large natural harbor of thesame name located at the mouth of Chesapeake Bay.

The city is bordered to the west by the Elizabeth River andto the north by the Chesapeake Bay. One of the oldest ofthe Hampton Roads cities, Norfolk is considered to be thehistoric, urban, financial and cultural center of the region.

Established in 1624, the city was the colony’s mostprosperous town by 1775. It was an important port forexporting goods to the British Isles and beyond. But onNew Year’s Day 1776, during the three-day siege of theRevolutionary War, most of Norfolk’s early structures weredestroyed. In the spring of 1862, the Battle of Hamp-ton Roads took place off the northwest shore of the city’sSewell’s Point Peninsula, marking the first fight betweentwo ironclads, USS Monitor and CSS Virginia.

1907 brought both the Virginian Railway and the James-town Exposition to Sewell’s Point. The large naval Review

at the exposition, demonstrated the Peninsula’s favorable lo-cation and laid the groundwork for the world’s largest Navalbase. By 1917, as the United States built up to enter WorldWar I, Naval Air Station Hampton Roads had been construct-ed. Now home to Naval Station Norfolk, the largest Navy basein the world, it is impossible to miss the imprint of the Navy atwork and at play.

Norfolk has a long history as a strategic military and trans-portation point. The North Atlantic Treaty Organization (NATO)has its defense headquarters here. It also has the corporateheadquarters of Norfolk Southern Railway, one of North Ameri-ca’s principal Class I railroads and Maersk, the world’s largestshipping company.

Norfolk’s easily-walked downtown waterfront boasts attrac-tions such as the battleship USS Wisconsin and Nauticus, TheNational Maritime Center, an interactive science and technol-ogy. Tugboats and visiting cruise ships share the waters withsailboats and merchant ships. Other treasures include TheChrysler Museum, Norfolk Botanical Gardens and the VirginiaZoological Park.

Norfolk serves as home to the two highest level professionalfranchises in the state of Virginia, the Norfolk Tides baseballteam and the Norfolk Admirals hockey team. See page 40 formore information on those and other local sports teams!

PORTSMOUTH WAS FOUNDED IN 1752

PORTSMOUTH, named for Portsmouth, England, is thesmallest in Hampton Roads. It was founded in 1752 by an

act of the Virginia General Assembly on behalf of Col. WilliamCrawford, a wealthy merchant and ship owner, who dedicatedthe four corners of High and Court Streets for a church, a mar-ket, a courthouse and a jail.

Directly opposite of Norfolk, the city of Portsmouth has miles ofwaterfront on the Elizabeth River as part of the harbor of Hamp-ton Roads and is another Hampton Roads community thatboasts a lot of waterfront shorelines. Portsmouth is connectedto the rest of Hampton Roads by two underwater tunnels – theMidtown and Downtown tunnels.

Portsmouth is also home to Naval Medical Center Portsmouth.

PORTSMOUTH Virginia

Established in the 1830s, the facility is the Navy’s oldestcontinuously operating medical hospital. The Norfolk Na-val Shipyard, the oldest shipyard in the country – actuallylocated in Portsmouth despite the name – is a historicand active U.S. Navy facility that builds, remodels and re-pairs all classes of Navy ships. Portsmouth is also head-quarters to the Coast Guard’s Fifth District and the CoastGuard’s Integrated Support Command.

Many of Portsmouth’s attractions are clustered within easywalking distance of each other, making it the perfect placeto spend a day. And with its central location, it’s easy toget to – just a quick ferry ride from downtown Norfolk,a 20-minute drive from Virginia Beach and less than anhour from Colonial Williamsburg. CONT. 22

SUFFOLK Of all the Hampton Roads communities, Suf-folk offers the greatest opportunity for a little extra acreage

for real country living. Geographically, Suffolk is the largestindependent city in land area in the entire Commonwealth.Though it is the largest of the cities in Hampton Roads, it hasthe smallest population.

Suffolk was founded by English colonists in 1742 as a porttown on the Nansemond River as part of the Virginia Colony.Before European contact, indigenous tribes lived in the regionfor thousands of years. At the time of English settlement, theNansemond Indians lived along the river. In the early colonialyears, the English cultivated tobacco as a commodity crop,but later turned to mixed farming.

Burned by the British in 1779 and damaged by other firesthroughout the next century, Suffolk survived to become a cityin 1910. In 1974, it became the present City of Suffolk, con-solidating with the towns of Holland and Whaleyville and theCounty of Nansemond. The end result was a new municipal-ity encompassing a total of 430 square miles, making it thelargest city in land area in Virginia and the 11th largest in thecountry.

Peanuts grown in the surrounding areas became a major in-dustry for Suffolk and the area is known as the heart of peanutproduction. Suffolk is also the birthplace of Mr. Peanut, themascot of Planters’ Peanuts. In 1912, an Italian immigrantnamed Amedeo Obici moved from Pennsylvania to Suffolk andopened Planters Nut and Chocolate Company. Each year inthe fall, the City of Suffolk hosts Suffolk Festivals Incorporated’sannual Peanut Fest, hosting close to 200,000 visitors overfour days.

The charisma of Suffolk is clear and its population is expectedto more than double in the next 20 years. But the city is carefulabout development and preserving the landscape while creat-

ing communities for new residents. The revitalized down-town features historical attractions as well as shoppingand dining. Newer developments offer residents the optionof suburban-style living.

Country living provides outdoors-types with plenty to doas well. From free-fall skydiving with U.S. Parachute As-sociation to fishing along the city’s 8,000 acres of water-ways – the city is certain to keep you adrenaline flowing.The Great Dismal Swamp National Wildlife Refuge offers anice getaway to bicycle, hike, bird watch or just to enjoya family picnic.

VIRGINIA BEACH The most populous city in Virginia, it be-gan as a small resort area in Princess Anne County after the

1888 arrival of rail service and electricity and the opening ofthe original Princess Anne Hotel at the oceanfront near the tinycommunity of Seatack.

The growing resort of Virginia Beach became an incorporatedtown in 1906 and an incorporated city in 1952. Although theresort was initially dependent upon railroad and electric trolleyservice, the completion of Virginia Beach Boulevard in 1922,which extended from Norfolk to the oceanfront, opened the wayfor automobiles, buses, trucks and passenger rail service, thelatter of which was eventually discontinued.

Virginia Beach is a resort city with miles of beaches and hun-dreds of hotels, motels and restaurants along its oceanfront. Ev-ery year the city hosts the East Coast Surfing Championship aswell as the North American Sand Soccer Championship. The cityfeatures 79 miles of scenic waterway, 60 miles of bike paths,

38 miles of shoreline and 28 miles of public beach. In fact, the city islisted in the Guinness Book of Records as having the longest pleasurebeach in the world, which is located near the longest bridge-tunnelcomplex in the world – the Chesapeake Bay Bridge-Tunnel.

The beaches contribute substantially to the tourism that produces alarge share of Virginia Beach’s economy and welcomes approximate-ly 2.75 million visitors annually.

Although Virginia Beach is best known for its tourism, the military andagribusiness sectors contribute considerably to the city’s economy.Virginia Beach is home to three military installations – Naval Air Sta-tion Oceana, NAS Oceana Dam Neck Annex and Joint ExpeditionaryBase Little Creek-Fort Story. The “sound of freedom” fills the sky everyday as Navy jets swoop through the air on training missions.

The Contemporary Art Museum of Virginia features internationally re-nowned artists, as well as regional and local favorites. Animal loversshould not miss the Virginia Aquarium. With interactive exhibits spot-lighting aquatic animals and marine science, this attraction is rankedas one of the top 10 marine science facilities in the country. For thosewho want to discover sea life on their own, Virginia Beach features 18marinas with public access.

The American Music Festival, the Virginia Beach Neptune FestivalBoardwalk Weekend, and the NAS Oceana Air Show are just a few ofthe city’s festivals and events not to be missed.
