William Gray, is owned by the Grays, E-Racing,com, Janet Lyons et al and is trained by Brian Koriner.He has two wins in three starts, earnings of $135,900 and was making his first start since a fourth in the

August 1 Graduation Stakes. His only other win was a $32,000 maiden claimer at Golden Gate Fields in his June 12 debut.“I think the public was just looking at the Beyers (speed figures published in the Daily Racing Form) and said he just

doesn’t belong,” Koriner said of the long odds. “He ran a freaky race when he broke his maiden. When he ran (fourth inthe Graduation Stakes (August 1) at Del Mar we were a little upset, but he came out of the race with shins. That’s whyhe didn’t go on.

“We were upset because we paid pretty good money for the horse (after his maiden victory). My owners had me on the linefor overpaying—I think we gave $100,000— but we got it all back today. He’s been training great. I’ve been telling the owners we were going to win this. One of the owners wanted to run him in a starter allowance, but I told him he’s been out-working some pretty good older horses and it was worth a chance to run him here.”

He ran the seven furlongs in 1:23.54 and won by a neck over supplemental entry Fighting Husar, with Monumentthird.

Jockey Club Fees Increase

The California Thoroughbred Farm Managers Association(CTFMA) will hold a stallion tour on Saturday, January 26,2013. The cost of the tour is $30.

The tour bus will leave the San Luis Rey Downs TrainingCenter in Bonsall at 7:45 a.m. and make stops at VesselsStallion Farm, Ballena Vista Farm, Golden Eagle Farm, E.A. Ranches, Lovacres Ranch and Milky Way Farm.

The California Horse Racing Board (CHRB) will consider amending its rules regarding the administration of the anti-bleed-ing medication furosemide, commonly known as Lasix, to haveraceday shots given by state or track veterinarians, rather than pri-vate vets, according to a 45-day notice the racing board posted thisweek.

In addition, the rule would mandate that furosemide would be theonly bleeder medication that could be used for racing.

The proposed rule change is not scheduled to be heard until the racing board’s monthly meeting on February 21 at SantaAnita Park. But according to the proposed language in theamended rule, “furosemide shall be administered by the official

veterinarian, the racing veterinarian or his or her designee.”As proposed, the California rule sounds much like a rule

that was put into effect this year in Kentucky, where vetsassigned to the state racing commission now handle the administration of race-day Lasix. Mel Stute Remains Hospitalized, But Making Progress

A Federal Court in Australia ruled Wednesday that artificialinsemination could not be introduced into Thoroughbred breedingprograms.

Citing “potential international consequences,” Federal CourtJustice Alan Robertson dismissed a bid to make Australia the firstto allow artificial insemination for Thoroughbreds. The court triallasted four months making a ruling on Wednesday, December 19.

Bruce McHugh, the former chairman of a Sydney racing club,sued thoroughbred authorities to legalize the use of artificialinsemination, arguing the ban on the practice was an ‘illegal traderestraint’ as he sought to start a breeding business.

About 70 countries worldwide, including Australia, are signatories to racing agreements which state thoroughbreds can only be conceived using the standard “covering” method of breeding, not artificial insemination.—continued at www.paulickreport.com, By Paulick Report Staff

With workers’ compensation rates on the rise again in California, the Thoroughbred group overseeing the statewide pool for horsemenexpects to use about $1 million from the purse account to stem a projected funding gap in 2013.

The workers’ compensation program for racing statewide is expected to cost about $12 million next year. The California ThoroughbredBusiness League—comprised of representatives from racing associations,horsemen’s organizations, and fairs—oversees the program working withthe Finish Line Self Insurance Group, which has provided coverage sincelast year.

Lou Raffetto Jr., president of the Thoroughbred Owners of California(TOC), said state legislation that raised the takeout rate by a half-percenton exotic wagers (those besides win, place, and show) in 2004 for workers’ compensation will only provide about $6.5 million of theamount. Yearly TourOn December 18, 1994, Yearly Tour, a daughter of Half a Year, won the $50,000 Cecilia DeMille Harper Handicap for fillies and mares at

Bay Meadows Racecourse, with Lethal Leta second and Sunny Variety third in a field of seven. Yearly Tour was trained by Chuck Jenda and ridden by Tom Chapman. She ran the 1 1/16 miles in 1:44 3/5 and won by 2 1/2 lengths at odds of 4-5. Yearly Tour was the third of 14 foals out of the L’Emigrant mare Victorian Village, who also produced multiple graded stakes winner Victor Avenue and stakes placed Jekyll And Hyde. The Cecilia DeMille Harper was Yearly Tour’s seventh win in 12 starts. She won six other stakes, including the grade II San Gorgonio Handicap,placed in nine others, including three grade I’s, and finished her career with 10 wins in 24 starts and earnings of $573,848. 50% BONUS DEPRECIATION – Applies to new qualified depreciable property that is purchased and placed in service in 2012.

Example: An individual purchases five yearlings for $500,000 and a new tractor for $50,000 in 2012 and places the yearlings in training and uses the tractor in 2012. The purchaser can write off (depreciate) half of the cost of each on his or her 2012 tax return.$500,000 yearlings$50,000 new tractor

TOTAL qualified purchases = $550,000 x .50 bonus depreciation = $275,000 write-off

$125,000 EXPENSE ALLOWANCE – Applies to new or used qualified depreciable property that is purchased and placed in service in 2012 ($500,000 investment threshold applies).

Example A: An individual purchases a $100,000 broodmare and a $25,000 tractor in 2012 and places both in service in 2012. The purchaser makes no other qualifying purchases of horses or other business property during the year. The individual can expense (write off) the entire $125,000 cost of the broodmare and tractor in 2012.$100,000 broodmare$25,000 tractor

TOTAL qualified purchases = $125,000; minus $125,000 expense allowance = $0 balance

Example B: An individual purchases three broodmares for $500,000 and a $25,000 tractor in 2012 and places all of this property in service in 2012. The purchaser makes no other qualifying purchases of horses or other business property during the year. If purchases exceed the $500,000 investment threshold, the expense allowance is reduced by $1 for every dollar over $500,000 in qualifying property. In this case, purchases total $525,000 and the expense allowance drops to $100,000.$500,000 broodmares$25,000 tractor

TOTAL qualified purchases = $525,000; minus $500,000 threshold = $25,000 excessive investment; $125,000 expense allowance minus $25,000 excessive investment = $100,000 expense allowance permitted in Example B. The remaining balance ($525,000 in qualified purchases minus $100,000 expense allowance = $425,000) would be depreciated using normal depreciation rules.

50% BONUS DEPRECIATION & $125,000 EXPENSE ALLOWANCE USED TOGETHER – These two incentives are not mutually exclusive and may be used together in some cases.

Example: An individual purchases a yearling for $300,000 in 2012 and places it in service in 2012. The purchases can expense $125,000 and also take 50% bonus depreciation. The remaining balance would be depreciated using normal depreciation rules.$300,000 yearling

TOTAL qualified purchases = $300,000; minus $125,000 expense allowance = $175,000; minus 50% bonus depreciation ($175,000 x .50) = $87,500; total write-off = $212,500 ($125,000 expense allowance + $87,500 bonus depreciation). The remaining $87,500 balance ($300,000 yearling purchase minus $212,500 write-off) would be depreciated using regular depreciation rules.
