Spring time means bike dates. Meet-

ing your beloved for dinner and an eve-

ning stroll is pass. Meeting on a bike

path and cycling into the sunset for a

picnic or patio dining is IN. The oppor-

tunity to engage each other in romantic

conversation while pedalling can add an

aphrodisiac nature far better than road-

raging your car through trafc and curs-

ing the guy out who just stole your spot.

Meandering through a park or wood-

ed trail offers your senses a chance to

freshen up. Your sight and hearing will

have a chance to shift out of the work-

day grind and the fresh air and steadybreathing will allow your palette to open

    for ne wine and foods.

Lets not forget dressing up. An ab-

solute must on a bike date. I remember

dressing up in a suit and tie for a bike

date with my wife last summer. I even

donned a top hat to add a little panache

and satisfy my extroverted ego a bit. As

we rode I got the looks and comments

I wanted and also the appropriate eye-

    rolling from my wife.

Its important not to break a sweat (at

least on the way to dinner) so we made

the reservations late and kept our pace

leisurely. Bike paths are by far the best

choice of route for safety and serenityso plan your destination and route with

    (almost) effortless pedalling the goal.

If your date is dressed fancier than you

an easy route will be much appreciated

and hopefully equalled in future reward.

Keep in mind the route home may be

after nightfall and that DUI rules apply

to cyclists. More destination choices areavailable if you ride one of the many

    electric or electric-assist bikes available

    these days! No sweat!

Planning a picnic along the sea wall,

Stanley Park or the many secret loca-

tions only cyclists know about can re-

kindle a ame or start an inferno. Dont

wait. Plan one for tonight and surpriseyour lover! Happy cycling!

Mayors Announce Regional Transportation Plan$131 MILLION FOR CYCLING

On June 12, the Mayors Council will

release their report entitled RegionalTransportation Investments, A Vision

    for Metro Vancouver which includes

    a 30 year vision and a 10-year invest-

    ment program. The 10-year pro-

    gram includes signicant investment

in transit, cycling, walking and roads

    throughout the region.

The Vision calls for funding for a

    2,700km network high quality bike-

ways including 300km of trafc-sep -arated routes to help make cycling a

    real transportation option for people

of all ages and abilities. The proposed

investment in the cycling network and

secure bicycle parking total $131 mil-

lion over ten years, reaching $16.5 mil-

lion per annum by Year 6. The $131

million consists of $96.7 million for

regional cycling routes that are not

    TransLink-owned and $34.4 million

    for TransLink-owned routes and

    parking at TransLink facilities.

In addition, the proposed new four

lane Pattullo Bridge will include high

    quality cycling and walking facilities

and funding from the Capital for Mi-

nor Major Road Network (MRN) Up-

grades program ($200 million over 10

years) can also be used for cycling and

    pedestrian projects.The investment program would

    provide funding for the completion

of the regions bikeway network envi-

sioned in the Regional Cycling Strat-

egy in around 20 years. In the rst 10

years, this program would add to the

existing bikeway network up to 300

    km of trafc-protected bikeways on

major streets in Urban Centres, such

as on-street cycle tracks with physicalseparation from trafc or off-street

paths; and 2,400 km of designated

bikeways, such as marked bike lanes or

    neighbourhood street bikeways with

    bicycle-permeable trafc calming.

    The Major Bikeway Network will

consist of high quality regionally sig-

    nicant routes separated from trafc

that parallel and connect to the rapid

    transit system and regional gateways.

Examples of possible projects to help

    build the Network, include upgrading

the BC Parkway and completing the

    Central Valley Greenway, North Shore

    Spirit Trail, Evergreen Bikeway, and

routes South of Fraser to parallel fu-

    ture rapid transit lines.

If we do nothing, walking, cycling

and transit will only account for 27%

of trips by 2045, far short of the targetof 50%. The Vision will get us to 36%.

It is denitely a great start, but much

more will need to be done though to

meet regional targets. Lets get this plan

moving forward then work on meeting

    the 2045 targets.

In addition to being essential for the

economy and the environment of the

region, the Vision will reduce fatali-

ties. It states, With less trafc, fewerserious collisions and more opportu-

nities for active travel, this Vision will

save about 200 lives and prevent about

    4000 serious injuries every year.

    The Mayors preferred choice, was

for the Province to help fund the im-

provements through a portion of the

existing Carbon Tax collected in the

region then shifting to mobility pric-

ing at some point in the future. This

would increase the effectiveness of the

Carbon Tax by providing more people

    with more sustainable transportation

options. Now, the Carbon Tax revenue

was used to cut taxes so essentially this

funding would have come out of gen-

eral revenue. The Province is project-

ing surpluses of hundreds of millions

of dollars in the coming years. There

is a strong case to use some of this tohelp improve transit, cycling and walk-

    ing. Ontario Premier Kathleen Wynne,

who just scored a dramatic election

win, is doing exactly that by investing

$15 billion in transit around the the

Toronto area in the next ten years.

    Unfortunately, the Province quickly

reject using the revenue from the exist-

ing Carbon Tax but left the door open

to an additional Carbon Tax which, according to Premier Clarks election

platform, would have to be approved

by the public in a referendum. Mobilty

Pricing is also an option at some point

    in the future.

    Please contact Premier Clark, pre-

    [email protected], encouraging the

Province to provide more funding for

transit, cycling and walking in Met-

ro Vancouver. A good idea to copy

What winery would feature a mer-

maid sporting red rubber boots on

their wine bottles? It has to be a

place with enough rain and that

would be the northwest coast and

    Saltspring Island off the southern

    coast of British Columbia. However

from June to September, usually the

sun shines overhead during your cy-cling trip there.

Every year we make at least one

ferry-bike ride trip over to Saltspring

Island where we cycle to its ever

    popular Saturday Market a week-

end farmers and art market that

runs from May to October each year.

Its a low cost cycling trip from Van-

    couver or Victoria.

Its a trip that combines great

    coastal mountain and island views

    while cruising through narrow sea

channels on a BC Ferry and cycling

    along urban and rural countryside.

The Gulf Islands offer a taste of a

laid-back, artsy, and more rural life-

style while you are often in sight of

    mountains.

Saltspring Island has a good mix

of bed and breakfast places as well

    as small resort accommodations,

    shops and activities for cyclists

wanting one or several days of re-

laxation in a rural environment in

the villages of Ganges, Fulford Har-

    bour and Vesuvius.

    CYCLING AND SIGHTS ON

    SALTSPRING ISLAND:Once you

climb up the hill on bike from thedock, you are immediately in rural

    countryside on the road heading

    straight ahead to Ganges Harbour

where the Saturday Market is lo-

    cated only 15kms away. However

there are 2 wineries along the road

    and artists studios tucked down

adjacent roads. The island does of-

fer a self-guided tour of art studios.

If there is an artist you truly want tovisit, just make sure to phone in ad-

vance to check on business hours. We always drop by Saltspring Is-

land Winery to get the mermaid

wine, which is really their brand

logo that features a mermaid in rub-

ber boots. They offer a blackberry

wine, which is a berry common to

    the Northwest Coast.

There is camping on Ruckle Park

    which does offer some beautiful

views. It is strongly recommendedthat you book a camp spot months

    in advance.

In addition to the market, Ganges

    Harbour offers many cafes, restau-

rants and shops or you can simply

    lounge by the ocean harbour.

    Saltspring Island, like several

    other Canadian Gulf Islands, were

    known for hippie alternative life-

style folks who wanted to abandon

    the consumer-oriented, fast-paced

    urban life. Nowadays, they live

    alongside with wealthier folks who

    may have resort homes.

Try cycling to a different l ife pace

while on Saltspring Island and other

Gulf Islands. Just make sure you are

in cycling shape. Most of these rural

    islands sometimes have some chal-

lenging hills that take you to more

panoramic views of the Pacific coast

    and coastal mountains.

    GETTING THERE: During spring

and summer there are several BC fer-

ries running to and from Saltspring

between the ports of Swartz Bay (34

km north of Victoria) on Vancouver

Island or Tsawwassen (34 km south

of downtown Vancouver). Distancesare based on cycling routes, not car

    routes where travel shortcuts are

    used on high speed highways.

    Cycling from downtown Van-

couver bike routes: The most direct

route is to get on the Ontario Street

bikeway, to 63rd Ave., then south on

Cambie St., then onto Canada Line

bike deck over the Fraser River (with

log booms underneath) into theCity of Richmond. From there, cycle

along River Rd. to Shell Rd. and itsbike path, through a park, back onto

Shell Rd., over to Number 5 Rd, and

then on Rice Mill Road to get to the

    Ministry of Transportations bike

    shuttle stop.

    BIKE SHUTTLE FOR THE GEORGE

    MASSEY HIG HWAY TUNNEL:

Bikes are illegal on this high-

speed tunnel road. Cyclists can takethe free 10 min. bike shuttle ride.

You get off at the Shell station and

then bike on Highway 17 for a flat,

14 km cycle to the Tsawwassen

ferry stop to catch the BC Ferries

    bound for either Vancouver Island,

    Saltspring Island or other south-

ern Gulf Islands. For shuttle times:

    http://www.th.gov.bc.ca/popular-

    topics/driver_info/route- info/massey/massey.htm. Alternatively,

bikes can be taken on TransLink

buses with bike racks through the

    tunnel (2 bikes per bus).

BC FERRIES: A one-way, hour and

a half scenic ferry ride to Vancou-

ver Island costing a cyclist with bike

under $15 to Vancouver Island. This

ride sure beats any luxury cruise

liner. On the main ferry car deck lev-

el, there is parking for bikes. Bring

along bungee cords to fasten your

bike securely to the rail. On newer,

large ferries Wi-Fi is available for

laptop users for workaholics or for

    downloading digital photos.

    FROM SWARTZ BAY VICTO

    RIA, VANCOUVER ISLAND TO

SALTSPRING ISLAND: The Gallop-ing Goose and Lochside Bike Route

to Swartz Bay ferry docks includes a

blend of bike lanes, separated paths

    and small pedestrian-bike bridges.

Its a pleasant ride getting there.

    From Tsawwassen (Vancouver)

to Saltspring Island: With the ferry

schedules, it is easier for visitors to

take a BC Ferry from Tsawwassen to

Swartz Bay, Vancouver Island andthen transfer to a ferry that takes

    you to Fulford Harbour, Saltspring

Island. There is a direct sailing but

the timing is not as ideal for day

    trips.

    BC TRANSIT WITH BIKE RACKS

FOR 2 BIKES:In case you are with

    someone who does not normally

cycle far, or if the weather becomes

very wet, there is a BC Transit bus

    that runs between Fulford Harbour

and the Market. There are also BC

    Transit buses that run between

Swartz Bay ferry terminal and down-

    town Victoria.

    TRAVEL BY SEAPLANE: You can

also fly by seaplane to the island

    directly from downtown Vancouver.

Seaplanes fly from the docks near

Canada Place and the ConventionCentre. There are even bike racks

    just outside the seaplane compa-

nies front door. Bike rental is avail-

    able. Hows that for multi-modal

travel? By the way, there are some

    frequent business travelers between

    the Gulf Islands, Vancouver Island

    and downtown Vancouver. Note:

Seaplanes are very small, they can-

not accommodate a full bike. Pleasecheck with Harbour Air or Westcoast

Air for their policy on baggage, tick-

ets and schedules. There are strict

weight limits for these tiny planes.

    Jack Becker, Tourism Chair,

    British Columbia Cycling Coalition

Touring with a bicycle is growing

quickly globally, yet British Columbia is

not sharing in this growth. Even with

    its unmatched, majestic and natural

    splendour, our highways and byways

are not lled with cyclists experiencing

the spectacular scenery of this prov-

ince. The benets emanating from cy-

clotouring are not being experienced by

local B.C. businesses in towns and citiesthat cyclotourists pass through. While

    other provinces, states, and countries

are putting forth programs to attract cy-

clotourists and to grow the cyclotouring

market, British Columbia is not. Some

of the provinces in Canada are coming

    forth with provincial cycling touring

    strategies. Unfortunately, this province

    has not yet.

    The British Columbia Cycling Coali-

tion (BCCC) has been active in promot-

ing such a network in this province for a

number of years. In 2012, the Coalition

launched its latest endeavour, the Cyclo-

    TouringBC Sector Initiative. With this

    initiative, CycloTouringBC Workshops

were held in 2012 and 2013 along with

the BCCCs annual conferences. A blog

was started up in 2013 for attracting po-tential cyclists to come tour here from

around the world and our province.

Articles have been posted on touring

in the province and cycling to it from

    neighbouring provinces and states.

During this year, cycling touring routes

will start to be posted for day trippers,

    weekend wanderers and CycloRovers.

    The objective of this CycloTouring-

BC Sector Initiative is to substantially

increase cycling tourism in this prov-

    ince. A comprehensive CycloTour-

ingBC Sector offering will evolve with

time. With an increase in visitors, cy-

    clotouring provides economic benets

to local villages, towns, and cities that

these touring cyclists pass through, es-

    pecially to local accommodation, hos-

    pitality, attractions, food, cycling and

    other retailing economy.

A Concept of a CycloTouring Net-

work for BC a 10,000 km NetworkNow, this vision for the province

could result in a 10,000 kilometres net-

work of cycleable highways, low trafc

local roads, rail-trail bike routes, and off-

road bike paths. This network would be

supported by all forms of public trans-

    portation including transit, ferries and

    inter-city buses accessible to bicycles,

families with young children, and more

    senior, trepid touring cyclists.

    The BCCC and its CycloTouringBC

Sector Initiative is setting up a program

for identifying the routes that tourists

want to cycle to along with supportive

    programs for cyclotourists planning a

trip or on the road. The program will

    also promote this cyclotouring network

and provide marketing support in con-

junction with local groups and business

    interests.

The BCCC has a vision where Cy-

cloTouringBC would be the GO-TOorganization for cycling tourism in Brit-

ish Columbia for local to global cyclists

and potential cyclists that want to tour

on their bicycles; the media and travel

    writers; businesses especially accommo-

    dation, hospitality, marketing, and bike

    trade; travel-oriented and other organi-

zations; local to provincial and national

    governments; planning, engineering,

    marketing and other consultants; cy-

    cling advocates; and others.

Now, if this initiative interests you,

then get involved and volunteer. People

of many skills are needed to make this

    initiative a success including storytellers,

    mappers, marketers, and project leaders.

    Help make it happen.

    Jack Becker

Back in the later part of the 1980s

while living in Toronto, the workers of

the local transit company, the TTC, went

    on strike. I had a pleasant 30-minute

commute by car against the trafc from

my downtown home to my suburban

place of work or an hour by subway and

bus. By this time, I had moved away from

car commute to transit. Now the deci-sion was to return to driving for the strike

duration or to cycle the 15 kilometres in-

stead. Fortunately, I lived a couple of

blocks from a ravine bike path that would

connect me to the Don River Valley bike

path and on-street bike routes to within

a kilometre of work. Yes, the workplace

did have a shower and a fence to tie my

1974 bicycle to it. Cycling was my deci-

sion and after a few days I wondered if

I should not continue cycling there afterthe strike, if only because I would not

have to get up earlier in the day.

In 1990, I made the decision to leave

the car behind and use cycling comple-

mented by transit as my way of getting

about the city. In 1992, I ventured out

further with day trips to other municipali-

ties combined with GO commuter trains,

on weekend trips also used VIA trains,

and then my rst cyclorovering trip into

Vermont for a week.Since then, I have toured on bicycles

over 150,000 kilometres with trips as

long as ten and a half months. Now I

spend two to four months each year on

my bicycle. My trips have taken me onto

a few continents and opportunities to

    experience provincial and state cycling

    touring networks. My personal favourite

is La Route Verte network in the Prov-

    ince of Qubec.

    ...every day!

A recent decision of the British Co-

lumbia Court of Appeal may interest

cyclists because it says that waivers lim-

iting liability for loss caused by motorvehicles are unenforceable.

The Plaintiff had participated in a

    zip line experience. Nothing happened

while zip lining but while returning

home in a bus operated by the Defen-

dant the Plaintiff was injured when it

went off the road. The Defendant re-

lied on the waiver signed by the Plain-

tiff prior to her involvement in the zip

line experience. Naturally, the waiverexcluded liability for every conceivable

act of negligence committed by the zip

line company. On the face of it, it ex-

cluded liability for the negligence of its

    bus operator.

At trial the zip line operator won.

The trial judge held that the waiver did

    indeed apply and rejected arguments

that the waiver was contrary to public

    policy.

However, on Appeal, the majority of

the Court of Appeal held that it is con-

trary to public policy to permit an own-

er or an operator of a motor vehicle in

British Columbia to contract out of li-

ability for damages for personal injuries

caused by a motor vehicle accident.

The court reached back to the his-

tory of the Automobile InsuranceScheme in British Columbia and em-

    phasized the collective good achieved

    through universality. It quoted from

    the Royal Commission: Through the

principle of insurance it would fairly al-

locate a selected share of accident costs

as a cost of motoring. In consequence,

such cost could neither be forced onto

    those motorists already paying their

fair share nor shift it through a wel-

fare agency to society at large. Were

the basic policy not made mandatory,

it is likely that the spouse injured while

a pedestrian, the child hurt while a bi-

cyclist (my emphasis), or a neighbourmaimed while a passenger, would even-

tually look to general welfare sources or

else some type of funds supported by

    nancially responsible drivers who are

already bearing their fair share of mo-

    toring accident costs.

Having reviewed the purpose of uni-

versal insurance coverage, in its context

as a social contract, the court went on

to nd that excluding liability undersuch a scheme for motor vehicle acci-

dents by use of a waiver would amount

to a contravention to public policy. In

short, the court found that public pol-

    icy outweighed freedom of contract.

Madam Justice Garson, writing for the

    majority, stated: permitting individuals

to contract out of the scheme through

a release of liability clause would un-

dermine the social contract that the

government has made for those who

    use its roads.could sporting orga-

    nizations transporting their members

escape liability in the case of the negli-

gent driver by asking passengers to sign

a release prior to boarding? Could a

taxi driver? . The ICBC regime is in-

tended as a benet for the public inter-

est just as is human rights legislation. Itwould be contrary to public policy and

    to a harmonious contextual interpreta-

tion of the legislation to allow private

parties to contract out of this regime.

Only a little imagination is required

to see the harm which might arise had

the court allowed the release to stand.

First, the seriously injured zip line par-

    ticipant would have recovered nothing.

Secondly, in terms of a precedent, a

simple inclusion of a reference to mo-

tor vehicles in release language wouldexclude a whole range of harm caused

by motor vehicles outside the contem-

plation of the release signing partici-

    pant. Generally speaking, when people

sign releases they have the hazards of

the activity in mind, not the secondary

    hazards associated with the facilitation

    of the activity.

    The decision reects the Courts

view that motor vehicles are dangerousand there is a signicant public policy

interest at stake when motor vehicleaccidents are at issue. In the face of

the danger posed by cars values which

underpin freedom to contract are sec-

ondary to those which stand to protect

    victims of vehicular negligence.

The rst annual Bike Day in Canada,

organized by Canada Bikes and John

Weston, MP for West Vancouver - Sea

to Sky - Sunshine Coast in partnership

    with cycling leaders, organizations and

    government representatives, was held

    yesterday in different locations across

the country to great success. Variable,

but mostly sunny, weather all across

    Canada accompanied events attended

by mayors, councillors and the public,

in the City of North Vancouver, Parks-ville-Qualicum Beach, and Burnaby,

    BC, Winnipeg, MB, Saugeen Shores,

ON, and St Johns, NL. Canada Bikes

was also represented at the 25th An-

niversary of Bike to Work Day in To-

    ronto, ON.

The headline ride in Ottawa, Bike

Day on the Hill, has attracted cyclists,

    cycling advocates and Federal legisla-

tors since 2012. This year it was attend-

ed by 9 legislators including 8 MPs, 1

    Councillor, and other enthusiastic Ca-

    nadians.

    By working together to improve

the conditions for cycling, we can make

Canada the Fittest Nation on Earth.

    according to John Weston. Canada

    Bikes Board Member Thomas Hasan

    agreed, With Canadian kids scoring

very poorly in the rst global report

    card to measure childhood physical

activity released last week by Active

Healthy Kids Canada, its critical thatmore is done to encourage cycling not

just for children and families but for all

    ages and abilities.

Bike Day in Canada is about bring-

ing together the public, cycling organi-

zations and members of all three levels

of government across Canada, to ride

on the same day. The day is dedicated

to highlighting the importance of cy-

cling in Canada as a healthy, affordable

    and environmentally friendly form of

    physical activity, transportation and

    tourism.

Legislators join other Canadians to put cycling on the national agenda including (L-R) MPs

Paul Dewar, Joan Crockatt, Radika Sitsabaiesan, Peter Stoffer, John Weston, Rob McClure

(Ottawa Bike Club), Mathieu Fleury (City of Ottawa), Mike Wallace, Barry Devolin (not

shown), Laurette Jones (RCMP), Declan McClure is in the foreground and Arne Elias

Weve come a long way-and parkeda lot of bikes since The Bicycle Valet

started in 2006. Gone are the days when

passers by scratched their heads in con-

fusion or gave us strange looks - now

we get cheers and smiles of recogni-

tion. Oh look, its The Bicycle Valet!

is a comment we hear a lot, and we of-

ten see bikes around Metro Vancouver

and Squamish still wearing the familiar

green tags they picked up from pastevents. One of our personal favourite

occurrences is when a patron arrives

with a used tag on their bike and we

nd out they just rode over from one of

    our Valets at another event!

So, whats your point? Well, weve

parked a LOT of bikes. Seriously, a lot.

In fact, weve parked 82,000. EIGHTY

    TWO THOUSAND bikes! Which

means were going to reach the mile-

stone of 100,000 this year! And were

going to celebrate, of course. As in,

were going to pull out the red carpet

and give away some pretty awesome

stuff to the lucky 100,000th rider!

Right now, its looking like were

    going to accomplish this landmark

achievement at the end of August or

early September, but we need your help

to get there! So, heres what you can do:

Ride your bike to one of our events

and use our service. We count ev-

ery bike we park, and every single one

makes a difference.Take a photo of yourself at The Bi-

cycle Valet and use #100Kbikevalet and

youll be entered to win amazing prizes,

    all summer long!

Spread the word! Let everyone know

were trying to hit 100,000 bikes suc-

    cessfully Valeted. Find @TheBicycl-

eValet on Twitter and Instagram, and

    Better Environmentally Sound Trans-

portation on Facebook.Dont forget to keep an eye on our

progress by checking our regularly up-

dated bike counter! Thanks for riding!
