Introduction • Although Basic Education has not been identified as one of the six
priority areas for job creation, the following programs and projects in the Department of Basic Education (DBE) contribute to employment creation both directly, through the appointment of people to execute the duties and responsibilities attached to the projects and indirectly by the appointment of SMMEs in some of the projects. This report gives an account in the following areas:

1. National School Nutrition Program (NSNP)
• The National School Nutrition Programme (NSNP) is a government intervention programme intended to enhance learning capacity and ensure that learners participate optimally in school activities. It targets learners in quintile 1 - 3 primary and secondary as well as identified special schools by providing nutritious meals on all school days.
Performance • The NSNP programme reached a total of 21 236 schools.
Jobs Created• The NSNP has created 56 109 jobs for volunteer food
handlers across all provinces who are responsible for preparing and serving meals to learners in schools.
• The NSNP has also contracted 5113 community based SMMEs, thus bringing the total number to 61 222.
Addressing Poverty Background of National School Nutrition Programme
• NSNP a key government programme to enhance learning capacity and
promote attention & retention of learners
• Household poverty General Household survey (GHS) – high levels of poverty despite a
decrease (23.9% in 2010 to 23.1% in 2013) – NSNP seeks to address poverty (short term hunger);
• Beneficiaries (increasing trend)
No-fee schools > high expectations to extend NSNP in these schools > pressure on the budget

• 580 LWCs currently supplying food to schools using both the centralized and decentralized model of procurement.

2. Accelerated Schools Infrastructure Delivery Initiative (ASIDI)
The overall ASIDI objective over the MTEF is to address the 2 646 schools that need to be brought to basic safety functionality levels by 2016 and to replace all mud and other inappropriate schools structures by 2016. ASIDI forms part of a broader infrastructure program aimed at fast-tracking the provision of basic infrastructure, with emphasis on the improvement of existing schools infrastructure, rather than the building of new schools.
• The process of strengthening Infrastructure delivery capacity in the Provincial Education Infrastructure units has been ongoing, with the key objective of recruiting and appointing of built environment and finance personnel for improving school infrastructure delivery in our provinces.

A total of 23 089 Job Opportunities have been created since the inception of the programme to date.

Due to the nature of the programme being of “accelerated delivery”, in pursuit of eradicating the schools backlog speedily, ASIDI was initially not benchmarked for SME development. However, once the systems were running this element was incorporated as far as possible.

Kha Ri Gude Mass Literacy
• Monitors and coordinators have been recruiting supervisors and volunteers.
• Existing monitors and coordinators were also scrutinized.
• Contracts for the following were not renewed; Volunteers over 65, Volunteers who are employed by the State, Volunteers who were involved with fraud. These volunteers will be replaced with unemployed graduate youth.
• The campaign plays a significant role in alleviating poverty by providing volunteers in the poorest communities with a small income. These volunteers are central to the campaign and contribute, not only to the teaching and learning process, but also to ensuring advocacy, recruitment, monitoring, as well as ensuring that the campaign is a vibrant part of disadvantaged communities

Workbooks and Textbooks project
The Department of Basic Education has committed to improve literacy, numeracy, language, Mathematics and Technological skills of learners. To achieve this, the Department has produced a series of workbooks, textbooks to assist learners in Grade R-12. All workbooks and textbooks comply with the latest Curriculum Assessment Policy Statement (CAPS).
Performance• For 2014 school year, delivery of workbooks has been
made to 10 563 900 (99.7%) of the 10592 865 learners for Grades R to 9. The DBE has printed 25 000 000 grade 1-9 volume 1 workbooks for 2015 academic year
Workbook and Textbook Project
Jobs created• A tender for approximately R850 million for the
development and distribution of workbooks ensures that the company that has been awarded the tender is able to appoint 73 permanent workers, including 3 Directors and 3000 casual workers. 8 LTSM coordinators have been appointed at a Deputy Director level for each province.
• Textbooks distribution in provinces provides SMMEs with an opportunity to be subcontracted and thereby creating jobs.
• The workbooks project provides employment for 5600 people
The Integrated Quality Management System (IQMS)
• The Integrated Quality Management System (IQMS) is a system which is aimed at enhancing and monitoring performance of the education system.
• Performance for the period April to September 2014, external moderators visited 6 858 schools to monitor and quality assure the implementation of the IQMS.
• During the visits, moderators were able to provide support on the IQMS implementation in particular and a report was prepared on the moderator’s findings and observations In addition, moderators profiled a total of 13 255 schools across 55 districts as part of the Education Collaboration Framework (ECF) initiative which is a response to the National Development Plan.
• The number of schools profiled has subsequently increased to 29277 across 75 Districts.Jobs Created
• The DBE employs 70 individuals as IQMS moderators. Most of these individuals were unemployed.
Internships and Learnerships
Jobs CreatedInterns• The Department of Basic Education has placed 39
interns for the 2014/15 financial year. Learnership • The DBE has entered into a partnership with ISASA to
deliver a teacher training model called the DBE-ISASA Internship Programme. The Teacher Internship Programme is a response to the challenge of recruiting and training more Mathematics and Science teachers. 50 students are part of the Programme for 2014 academic year. For the 2015 academic year 60 students have been identified for this programme.
Universal access to Grade R
Performance• The number of Grade R learners in schools
around the country increased from 300 000 in 2003 to 779 370 in 2013. The percentage of Grade 1 learners who have received formal Grade R is at 93.9% (2012 GHS). A total of 16 909 of the 18 475 public primary schools now have Grade R classes.
Jobs Created• Assuming an average learner educator ratio of
1:32 and that each class has one teacher, the number of teachers in Grade R increased from 21 951 to 22 995.
ExaminationsPerformance• The Department successfully conducted Annual National
Assessment and National Senior Certificate examinations. This process necessitated the appointment of SBA moderators and part time monitors to augment the DBE officials to monitor the writing of the examination after extensive training and orientation.
Jobs Created• The Department appoints 30 provincial based monitors every
year on part-time basis to complement existing staff capacity in the DBE in monitoring critical activities in the implementation of the Annual National Assessment (ANA), National Senior Certificate (NSC) and the Senior Certificate (SC) in the provinces.
• The Chief Directorate further appointed in:– 2013 - 80– 2014 - 93 – 2015 -120 School Based Assessment (SBA) moderators on
short-term contracts.

SMMEs BELOW R500 000
Legislation:• According to paragraph 5 of Practice Note No. 8 of 2007/2008:
“Accounting Officer/ Authority should compile a list of prospective suppliers to be used for procurement of goods and services. The list should also be used effectively to promote Black Economic Empowerment through participation of Black owned enterprises. Black empowered enterprises, black women-owned enterprises as well as the promotion of businesses owned by other Historically Disadvantaged Individuals (HDIs)”.

IQUAL- NET SYSTEM
Description of the system: • Iqual-Net is an electronic system that is utilised to register
prospective suppliers on the DBE database.
Number of suppliers on the database:• There are currently ±1500 prospective suppliers on the system.
Aim and objective of the system:• To give SMMEs an equal opportunity to engage in business with the
State through rotation.

HOW PROSPECTIVE SUPPLIERS REGISTER ON DATABASE – LESS THAN R500 000
Advertisement to register:• Advertisements are placed through the Media (newspapers) and the
DBE website, where registration forms can be downloaded or collected from the DBE’s reception.
• The advertisements are done every financial year to allow new suppliers the opportunity to register.
HOW PROSPECTIVE SUPPLIERS ARE UTILISED ON THE SYSTEM AND THEIR NUMBER ON THE DATABASE – LESS THAN R500 000
Rotation of suppliers:• Suppliers are rotated based on the commodity required.• Quotations required from these suppliers are those below R500 000.• Suppliers are advised to submit their B-BBEE certificates where they
can claim points which are considered during evaluation to add on points scored for price.

ASIDI FRAMEWORK
• The Framework Agreement has been established through open advertisements in newspapers for service/s required.
• It consists of contractors including SMMEs who are registered and will be contracted per province/ locally when a need arises.
ICT PROCUREMENT• The procurement of ICT Goods and Services is regulated by the SITA
Act and Regulations • Transversal Tenders are in place and departments must procure from it.• The transversal tenders provide for SMMEs and the procurement of
goods and services from SMMEs is done on a rotational basis.• Goods procured from SMMEs by the DBE are predominantly desktop
devices, laptops, printers and other peripherals. • Large ICT projects are done through SITA. SITA tenders provide for
SMME appointments.

ADVERTISEMENT OF BIDS – MORE THAN R500 000• In our bid Specifications/ Terms of Reference SMMEs are
encouraged to form Consortiums/Joint Ventures and can be Subcontracted by non SMMEs.
• Some tenders e.g. on printing are sometimes advertised/required per province whereby storage and distribution is required locally. In these instances SMMEs are sub-contracted to provide the required service.
