CHAPTER 1
BACKGROUND OF THE STUDY
The pesent study focuses on the quality of learning agreement and evaluation process on
teachers' teaching in Baguio Central Universities, Senior High School for the purpose of
improving the standard of educational system and goal it to be included in the top high schools
in the Philippines.
Some students view the performance of the school based on good facilities, the volume of the
students who enrolled and the group of teachers or faculty. These are the things which play an
important role to an institution which aims to have a good quality of education thus, preparing or
equipping every student towards their academic excellence and to further on to their future
career or good life.
However, obtaining things above is not sufficient. How are we going to know if a certain
institution performing well during the whole semester or year? They say that words spread out
quickly and its like a fire that can lit around us so, it's the same with advertising it through the
mouth of the students who enrolled and studied in the institution.
The evaluation of the students in teachers' teaching and behavior toward their students will give
a huge impact, this is the process of collecting, analyzing and interpreting information about
teaching and learning in order to make informed decision that enhance student achievement
and the success of educational programs.
Assessment of teachers through student opinions has been the most used method to define the
characteristics of teaching quality thus, like all professionals, teachers want, need and deserve
evaluation process that accurately identify their strengths as well as areas in which they need to
improve.
VIII
Through this study, it will be pointed out whether the students learned throughout the semester
or whether to show or not the learning has been successful.
STATEMENT OF THE PROBLEM
-The study of this evaluation breaks into a components;
1.) Should BCU Grade 11&12 students evaluate their teachers every semester?
2.) Why is there a need for students to evaluate their teachers/mentors?
3.) What are the implications of rating a teacher?
4.) What are the advantages and disadvantages of having the students rate their teachers?

SCOPE AND DELIMITATION
The study is delimited in looking on how BCU Senior High Students evaluate their teachers on
their teaching.
The respondents included in the research are Senior High School Students of Baguio Central
University by sampling with the questionnaire and interviews with teachers and students as the
main gathering tools.
This study will be conducted during the months between March until May 2018.
DEFINITION OF TERMS
Assessment- refers to the most variety of methods or tools that educators use to
evaluate, measure, and document the academic readiness, learning progress, skill
aquisition, or education needs of students.
Educational Institution - Any public or private pre-school, elementary, or secondary
school, or any institution of vocational, professional, or higher education, except that in
the case of an educational institution composed of more than one school, college, or
department.
Enroll - officially registered as a member of an institution or a student on a course.
Evaluate - to judge or calculate the quality, importance, amount, or value of something.
Facilities - a place, amenity, or piece of equipment provided for a particular purpose.
Faculty - the teaching state of a university of college, or of one of its departments or
divisions viewed as a body.
Performance - the action or process or carrying out or accomplishing an action, tasks, or
function.
XI
Rate - a measure, quantity, or frequency, typically one measured against some other
quantity or measure.
Semester - a half-year term in a school or college, typically lasting fifteen or eighteen
weeks.
Teaching - the occupation, profession, or work of a teacher.
SIGNIFICANCE OF THE STUDY
The purpose of the study is to encourage students in the Baguio Central University
Senior High School in evaluating their teachers so that the faculty will know what to do
about the evaluations on the teachers. This study will be important in helping teachers
improve their performance on their teaching especially if the criteria is to be based from
the students' wishes to be in a comfortable social-interactive class.
The study aimed to provide idea or knowledge about the evaluation of teachers in every
school. It also aimed to add to the existing knowledge of other studies related to the
evaluation of teachers based on the students' perspectives.
The result of this study will benifit all teachers being evaluated, the students, the school,
and other instructors as well. For the teachers, this study would benefit them in terms of
the results of their evaluation by their students. This will improve their approach towards
the students and in term the performance of the students themselves. For the school, its
performance is dependent on their teachers. Thus, if the performance of the teachers
are known and recognized, then the school will be known for those recognitions. Other
instructors will benefit too by basing on the teachers' evaluation.
XII
CHAPTER 2
REVIEW OF RELATED LITERATURE
Research has shown that students who like school have higher academic achievement and a
lower incidence of disciplinary problems, absenteeism, truancy, and dropping out of school than
to those who dislike school. So one way to improve academic outcomes is to increase students'
attraction to school. The unique role of teachers relative to the students and the different
experiences that teachers create for students suggest that teachers may exert a powerful
influence on whether students like school. Since attachment to school has been shown to affect
students' academic performance, identifying the positive characteristics of teachers with a
positive effect on students' feelings about school is one way to increase students' academic
achievement. The study found that students who percieve that their teachers care about them,
respect them, and praise them are more to like school than are those who do not, but that
teachers' expectations for students' achievement have a negligible effect on whether students
like school.
The performance of all students are dependent on their attachment to school and their views
towards it. The influences of a teacher/s greatly affects this school-attachment attitude of
students. The study shown that if teachers expect the students to do well in all subjects, the
pressure well affects the students' liking of the whole school in general. All in all, the
performance of students are dependent to the performance of teachers.
Often, this is unnoticed. The problem is that supervisors only evaluate what did they observed
when he or she was present in a class where the said teacher is teaching. At times also, the
problem is that the general mission of any school being that the instructors must train and
develop the students is strictly applied, leading to teachers expecting too much of students.
XIII
Abstract the purpose of this monograph are to provide an overview of findings and of research
methodology used to study students evaluations of teaching effectiveness, and to examine
implication and directions for future research. The focus of the investigation is on the author's
own research that has lead to the development of the students Evaluation of Educational
Quality instrument, but it also incorporates a wide range of other research.
Evaluating teachers' own teaching is a way to identify the strong aspects of their practice, as
well as their weaknesses which may need to be changed and improved. Teachers should take
initiatives and responsibility to evaluate their teaching and make improvements over time. It is
important to understand that evaluating your teaching does not mean you are a bad teacher, in
fact, it means quite the opposite.
In some districts, student surveys, could become part of how teachers are assessed. In
understanding a student's true potential, educators only scratch the surface through
standardized testing. It's somewhat understandable why students are graded in this fashion, but
how should teachers be graded?
While the method of student assessment is still an important debate, something that deserves a
bit more attention is the assessment of teachers. However, just as standardized test scores are
an inaccurate representation of a student's knowledge, these evaluation methods are usually
inaccurate of how well a teacher performs in class.
The increasing number of institutions using "Student Evaluation of Teaching"(SET) has caused
a growing controversy in the literature. Studies on the use of students' ratings for evaluating
teacher effectiveness have mostly questioned students as valid judges of teaching
effectiveness, revealing posititve and negative effects of SET. Based on the literature indicating
that student ratings should be combined with data collected from different sources, the purpose
of this study is to identify the relationship, if any, between the evaluation ratings of the students
XIV
and coordinators. The study also aims to investigate the consistency of the ratings of the two
groups over a two-year period.
The study suggests that data collected from students is a valid evaluation tool in evaluation of
the teachers.
Value added measures of teacher effectiveness are the centerpiece of a national movement to
evaluate promote compensate and dismiss teachers based in part on their students' test result.
Federal, state, and local policy makers have adopted these methods en masse in recent years
in an attempt to objectively quantify teaching effectiveness and promote and retain teachers
with a demonstrated record of success. Attention to the quality of the teaching force makes a
great deal of sense. No other school resource is so directly and intensely focused on student
learning and research has found that teachers can and do vary widely in their
effectiveness(e.g..,RIVKIN, HANUSHEK and KAIN 2005,nye, konstantopoulos and HAZLGES
2004;KANE, ROCKOFF, LOEB and WYEKOFF 2002; BOYD et al. 2008).But questions remain
as to whether value added measures are valid and appropriate tool for identifying and
enhancing teacher effectiveness. In this report, the author aims to provide an accessible
introduction to these new measures of teaching quality and puts them into the broader context
of concerns over school quality and achievement gaps. Using New York City's Teacher Data
Initiative and Houston's Aspire(Accelerating Student Progress, Increasing Result and
Expectations) program as case studies, the author assesses the potential for this measures.

CHAPTER 3
RESEARCH DESIGN
The study aimed to determine the reasons why should BCU(Baguio Central University)
Senior High School students evaluate their teachers on their teaching and to encourage
the students to evaluate or rate the senior high teachers. The researchers will make use
of the survey questionnaire and in-depth interview as the research tools to gather the
needed data for this study. The research design used in this study is the descriptive
method. The descriptive method involves the description, recording, analysis, and
interpretation of the results of the data gathered.
LOCALE AND POPULATION OF THE STUDY
The respondents of the study were Grade 11 & Grade 12 students of Baguio Central
University. Purposeful random sampling were used where there are 11 sections of
Grade 11 & 7 sections of Grade 12. The researchers randomly selected respondents
leading it to 33 respondents for questionnaire.
DATA GATHERING TOOL
The gathering tools used in the study were the questionnaire and the in-depth interview
as the main instruments. A questionnaire is a list of planned, written questions related to
particular topic, with space provided for the responses to each questions. In which the
respondents should have a knowledge to the topic for them to have a response on the
certain questions.
XVI
The questionnaire prepared for Grade 11 & 12 are the same. The is the same with all
sections.
DATA GATHERING PROCEDURE
After editing and revising the questionnaire and before it will be floated to the
respondents, the letter to administer was approved first by the researchers' adviser.
Then the letter for the respondents to ask permission was signed by researchers adviser
and the researchers personally distributed the questionnaires to the respondents, to give
clarifications and for the respondents to fully understand and answer the questions.

RESULTS AND DISCUSSIONS
This chapter contains the tabular presentation of the data gathered as well as their
corresponding analysis and interpretation. These were presented according to the specific
questions presented in Chapter 1.
*SHOULD PARTAKE IN THE TEACHERS EVALUATION.
This table shows the agreement of Senior High School Students of BCU for the implementation
of teachers evaluation in their school. As the result, about 91% of the students of Senior High
School department agreed that there should be a teacher evaluation in their school.
The 91% of the students agreed for the reason that, teachers will know all the limitations, the
mistakes, and the adjustments so that their students will be entertained and at the same time
they want to learn more since the teachers know how to teach well. In addition to that, as for the
teachers will know how to improve themselves in the way of communicating and the way of
teaching. And for the students, they are now more comfortable.

And for about 6% & 3% remaining who disagrees and undecided to have the implementation of
teachers thought that, there's no need for any evaluation paper for them to know their mistakes
and adjustments for the reason that, it is essential for teachers to teach their students in a nice,
easy, not confusing, and at the same time to be entertained and learned.
*SCHEDULE OF TEACHERS EVALUATION
In this table shows the analysis wherein students should take their teachers evaluation or the
scheduled teachers evaluation. And for the result, about 3% says that teachers evaluation
should be done every month, 48% says teachers evaluation should be done every semester,
39% says teachers evaluation should be done every grading, and around 7% is undecided.
The highest rate viewed on the table about 48% of the Senior High Students department would
like to have the teachers evaluation or should be done every semester. For the reason that, they
will have an enough time for them to observe the teachers teaching strategies which they can
adopt easily. And aside from that, they can easily rate them(teachers) and indicate the common
problem which may cause the uncomfortable learning of their students.

*TEACHING STRATEGIES WILL IMPROVE
In this table indicates the students thoughts if there will be an improvement of the teachers
teaching strategy if the teachers evaluation is being implemented. There were about 97% of
Senior High Students think that if this teacher evaluation is implemented there is a higher
possibility that the teachers may gain more knowledge on how to manage a class neatly.
According to some students, it is more applicable to have some teacher evaluation in school for
the reason that, it can be a benefit to every teachers to seek more opinions coming from other
students for them to have some orientation when it comes to students expectations to their
teachers. Aside from that, as for what was said before it can give more different styles of
teaching wherein it is not confusing and for the students to listen/ learn more attentively and
actively.
The remaining 3% is undecided, for the reason that, it is more applicable for the students to
learn more if they will approach their teachers face to face for them to clarify or give their

*STUDENTS SHOULD EVALUATE THEIR TEACHERS.
This
table shows that every student thoughts
about rating or evaluating their teachers. About 94% of the Senior High department agrees that
students should partake and evaluate their teachers, and 6% of the population disagrees on the
implemented study.
For about 33 respondents in total, 31 of them agrees for the implementation and partake on the
evaluation of their teachers as for what was shown in the second chart that indicates that the
evaluation occurs/done every semester or every after 5 months in a year.
As for observing the graph there is still about 6% of the population disagrees for the
implementation and partaking in evaluating their teachers. Because they believe that there is no

CHAPTER 5
CONCLUSIONS AND RECOMMENDATIONS
It was determined that most students agrees that BCU Grade 11 & 12 students should
evaluate their teachers and the evaluation should be done every semester. The
respondents also believe that when students do these teacher evaluations the teacher's
teaching strategies will improve mainly because the teachers will appeal more to the
students through their teaching.
It was also found out that there is a need for students to evaluate their teachers/mentors,
since most students approve with this system of evaluation. The main reason behind the
need was determined to be the desire of the students to be more comfortable learning?
On the outside viewpoint, teaching strategies may affect the student's academic
performance.
*The advantages of having their students rate their teachers are concluded to be:
1. Development of student-teacher relationship.
2. Improvement of teaching strategies.
3. Students will be motivated to go to school.
*However, there is also a disadvantage of having the students rate their teachers:
1. The students control and influence the position or teaching of the teachers.
RECOMMENDATIONS
Based on the foregoing findings and conclusions, recommendations were
forwarded:
1. For the sake of the performance of the school in general, the school principal
must adopt the implementation of teacher evaluation through students to
innovate the teaching strategies of the teachers of BCU Senior High School.
XXV
2. The school staff, faculties, and other parts of the institution must be
familiarized with the needs of the students and provide them the most
comfortable environment they could facilitate.
3. Based from the findings of this research, other schools and educational
institutions must not always adopt the system of teacher evaluation by
students. They must first investigate if it will also negatively affect their
performance as a whole when the policy will be implemented.
