State Contract 00713 – Conveyance Maintenance and Repair Current Contract Information Contract overview State Contract 00713 is a two-tier contract designed by the Department of Enterprise Services (DES) to allow its users (state agencies, cities and counties and other political subdivisions) to hire contractors for maintenance and repair of elevators, escalators, moving walks and other conveyances, The first tier of the solicitation established the vendors authorized to compete in the second tier for work advertised by users OR for direct-buy selection by eligible customers (see note of Dec. 11, 2014, above). Awarded vendors are Kone Inc. and Otis Elevator statewide, and ELTEC Systems. Master Contract 00713 is the underlying authority for all second-tier activity. Note: State agencies or political subdivisions that do not have staff trained in procurement or authorized to conduct procurements can get help from DES through the contract coordinator listed above. The first tier of the solicitation established the vendors authorized to compete in the second tier for work advertised by users OR for direct-buy selection by eligible customers (see note of Dec. 11, 2014, above). Awarded vendors are Kone Inc. and Otis Elevator statewide, and ELTEC Systems.

Master Contract 00713 is the underlying authority for all second-tier activity.

User Guide

Customers in state agencies and political subdivisions can learn important information about conducting their second-tier solicitations in the User Guide for Contract 00713.

Note: State agencies or political subdivisions that do not have staff trained in procurement or authorized to conduct procurements can get help from DES through the contract coordinator listed above.

The contract has been amended to allow small conveyance-maintenance customers to make Direct Buy selection of a vendor. Customer agencies that can document annual spending on conveyance-maintenance services of less than $10,000 can select a contractor directly from the vendor pool established in Master Contract 00713 (by authority of RCW 39.26.125 (3) and Department of Enterprise Services policy DES-125-03).

To make a direct-buy selection, eligible customers must certify their conveyance-maintenance spending and indicate their choice of contractor on the form attached below.

Pricing

In a user’s second-tier solicitation, a competing bidder must bid a price that does not exceed the hourly rates for conveyance technicians in the table below. Contractors selected in a Direct Buy process also must not exceed the official pricing in a work agreement struck with a customer agency.
