A hearty welcome to our beautiful province!

There is no need to tell you why Fryslân was elected the most beautiful

province of the Netherlands last year. If you choose to explore this province

by water, the wealth and diversity in landscape and nature will become

obvious. It is all about Fryslân. I enjoy a regular sailing trip on our Frisian

lakes, it gives me the energy I need to work hard again.

The province does its utmost to allow you to enjoy Fryslân’s water even more.

Through the Frisian Lakes project, dredging waterways and the construction

of aqueducts and higher bridges, we are enlarging and improving the sailing

area. As of last year, you will find large red pompeblêden (lily leaves) at all

the border crossings with other provinces, so you can see exactly where

Fryslân ends and where you may have to turn around.

Of course, through the numerous activities on the water we have to take

each other and each other’s safety into account. This brochure includes

information that may come in handy. The information has been expanded

this year with details of larger water municipalities and the regional police

force. You will find the opening times of bridges and locks, important

telephone numbers and websites. This information can also be found on

the internet.

From research we performed last year, we found that you really appreciate

us providing you with this brochure. You also appreciate this booklet being

free, and that is why it will remain free.

The Wadden area: a uniquepiece of world heritage

If you visit the Dutch or German Wadden area, you will get to know a

unique nature reserve. As a holiday-maker, you can enjoy the peace, space

and magnificent nature of this area. In addition, this is the largest nature

reserve of Europe that is vital to all kinds of birds, fish and mammals. The

Wadden Sea’s unique character ensured its inclusion in the World Heritage

List in June 2009. In order to ensure the Wadden maintaining its special

nature, a Code of Honour was drawn up.

This Code of Honour applies to anyone that uses the Wadden, like persons

on board of ships, canoeists, Wadden waders and birdwatchers. This Code

of Honour lists rules of behaviour that should be observed, such as

maintaining a proper distance from seals and not leaving litter. It also lists

areas that are out of bounds.

The Code of Honour and the accompanying campaign can be found online.

This campaign points out personal responsibility to sailing holiday-makers

and tells them to treat nature respectfully.

Calm and clean boatingon the Frisian lakes

Electric boating is silent and clean. Sailing with an electric boat enables you

to experience the tranquility, space and freedom that the Frisian lakes

offer. Electric sailing also perfectly matches the ambition of the province of

Fryslân. We will be investing further in sustainability and clean lakes in the

next few years. This includes special sailing routes, which will only be

accessible to electric boats. The magnificent Frisian landscape is enjoyed

even better sailing through it electrically and silent as a whisper!

Network of charging pointsThe first charging points have already been installed, for smaller as well as

larger boats (high voltage current). There are already charging points with

high voltage current in Harlingen and Sneek. In the next few years, a

network of at least 200 charging points will be installed in Fryslân. And we

want to supply green energy. Charge at night, sail by day. It is already

possible!

Electric boats from FryslânIn 2015 we aim to have 3,000 electric boats on the water in Fryslân. The

Frisian yacht building industry is also responding to electric sailing. Several

businesses already supply boats with electric or hybrid propulsion. We are

also working on the certification of these businesses and a further quality

improvement of electric propulsion systems.

Grants for electric enginesIn addition to the aforementioned activities, the province of Fryslân also

supports electric sailing with a grant scheme. Subsidies are available for the

installation of hybrid or electric propulsion in new boats.

Ferjit it stjitkessen net!Don’t forget the fenders!

Replacing your combustion engine with an electric or hybrid propulsion

engine is eligible for subsidy. Private individuals and businesses can still

apply for grants until 13 August 2011. One of the conditions is that the

mooring place of the boat must be in Fryslân.

evening and then depart again the next

morning? Now you can! There are charging

points at several locations. In Sneek, for

instance, you can now find the first electric

charging points with high voltage current.

New sailing routes

In Fryslân, water is an important engine for economic developments. That is

why The Frisian Lakes project works on larger and even more beautiful

sailing areas. The construction of aqueducts and higher bridges has enabled

connection of the most important sailing areas with each other, without

annoying obstacles and bridge closures. Many continuous sailing routes

have been realised, including the historic Middelseerûte and the diverse

Lits-Lauwersmeer route, while some – including the Northern Elfsteden

(11-city) sailing route – are still under development.

Aqueduct route: make way for road and waterIn the southwestern lake area of Fryslân, no less than five new aqueducts

take care of open sailing connections between the water sports areas. This

means an end to annoying, busy bridges and being able to set sail without

interruption through this beautiful part of the province.

Standing Mast Route: the beauty of central FryslânA famous route runs from Dokkum on the Dokkumer Ie towards Lemmer. A

part of this heroic route of the Elfstedentocht (11-city skating race) has

been widened and deepened and can also now be navigated by ships with

a standing mast. The Frisian Lakes Project has provided a new sailing route

around Wergea and the aqueduct south of Leeuwarden. Three moveable

bridges have been placed between Leeuwarden and Grou.

Sailing through the woods,fields and heathlandsThe other Fryslân, with woods, peat

districts and heathlands. That is the

southeastern part of the province. From the Tsjûkemar and from Wolvega

and Heerenveen, the Turfroute leads you to western Drenthe and the north

of Overijssel. The Linthorst Homan lock is also operated at lunchtime during

the high season. The route offers ample opportunity to moor for a walk,

bicycle tour or to spend the night. A new overnight marina has been built

at Nijetrijne.

Sailing becomes a family outingThe Woudaap route is an exciting voyage of discovery for the whole family,

accessible to motorboats and sailing boats. In the heart of the Woudaap

route is the village of Terherne, where the world of the twins Hielke and

Sietse Klinkhamer and their famous boat, the Kameleon, is brought to life in

the village named after famous Dutch children’s books by the name of

‘Kameleon’. Go ashore in Langweer, Woudsend, Heeg, IJlst and Sneek, where

The Frisian Lakes Project has ensured comfortable mooring possibilities.

You can moor on the way at one of the numerous Marrekrite moorings.

The Frisian LakesProject

To preserve and further develop both tourism and the unique nature of

the Frisian lakes - that’s what the Frisian Lakes Project stands for.

Therefore, improvements to water sports and nature go hand in hand.

There have been many improvements in the last few years; we have built

aqueducts, raised the height of bridges and increased the depth of the

Frisian lakes. Now quality and sustainability of Frisian water sports is the

central point. Stimulating electric sailing, enlarging the lock at Stavoren

and improving facilities ashore contribute to this.

Sustainably economicWe also look for sustainability in economic opportunities; we want to

provide water sports tourism in Fryslân with a considerable boost. To be

able to offer water sports fans good accommodation, the so-called water

sports centres and gateways have to be set up as attractively as possible. A

number of municipalities are working on ‘masterplans’ together with the

province and The Frisian Lakes Project for their water sports centres,

intended to beautify the city centres and to ensure good connections to

the sailing routes.

Within the framework of the Frisian Lakes Project, the province of Fryslân

cooperates with the local councils, Wetterskip Fryslân, the Marrekrite

recreational organization and environmental organizations.

Mooring and berthing

Whether or not berthing is allowed depends on measures that were taken

to protect vulnerable embankments. Fortunately, Fryslân has many

beautiful, hospitable and safe places for berthing. But please remember the

following rules.

� Berthing is allowed at dedicated berthing areas. For these, see the bye-

law regulating the conditions for berthing, as issued by the relevant

municipality.

� Do not leave your vessel unattended in the countryside (summer and / or

winter storage). The right places to do so are the marinas and dedicated

jetties.

� An exemption for leaving your vessel unattended for summer and / or

winter storage can be granted by the municipal authority controlling the

area in question.

� Other than in marinas, the maximum stay in one and the same berthing

place is three days. The same goes for the berthing places of De Marrekrite.

� Be considerate of your neighbours and do not cause any (noise) nuisance.

Never pollute the waters with any household rubbish, the contents of a

chemical toilet or paint and varnish

leftovers.

� Do not litter the embankments.

Opening times ofbridges and locks in FryslânA large number of bridges are remotely controlled or are prepared for

remote control in the next few years. At such remotely controlled bridges,

you will have to berth your boat in full view of the camera connected to the

control room In that way the bridge operator will be able to decide if a

sufficient amount of water traffic warrants the bridge to be raised.

In some cases you have been observed earlier, and the bridge operator gives

the red-green signal to announce that preparations are made to raise the

bridge. In other cases the bridge operator may want to wait for a scheduled

bus service to pass. In the event that the sign B.5 of the Inland Waterways

Police Regulations has been placed at a waiting area, you are obligated to

wait before this sign. Even if you do not want to sail through, you are

obliged to keep the passage clear.

Some more instructions� Sail as close as possible to the bridge or lock.

� In the event of busy road traffic, the water traffic will be clustered and will

have to wait for a while.

� Join the queue of waiting boats when approaching bridges and locks and

wait for your turn.

� You can sail towards the bridge when the lights are green and red, because

it will then soon be raised.

� Quickly proceed when the bridge is raised.

� At busy bridges, lower your sails and mast, if possible.

� Follow the traffic instructions given by the bridge operator.

2Regulations

Princess Margriet Canal

For the busy Princess Margriet Canal, some additional boating rules have

been drawn up.

Do’s and Don’ts� Boats sailing on the Princess Margriet Canal must have a motor.

� The (outboard) engine must always be stand-by. An electric engine is not

sufficient for fast manoeuvring.

� Your boat must be able to sail at a speed of at least 6 km/h with an engine.

� Maintaining starboard side is compulsory - with the front of the boat in

the right sailing direction. This also means that one should sail along the

quayside.

� You are not allowed to moor your boat.

� On the Kûferdermeer and the Grutte Brekken, please use the recreational

channel(s).

� Do not ply against the wind or make crisscross movements close to

bridges. Crossing the fairway is allowed, but only via the shortest and

safest route (in a straight line).

� Except at dedicated berthing areas, stopping (anchoring or mooring) is

not allowed along the entire waterway, unless you have obtained

permission from the waterway manager.

� All other water traffic rules (Inland Waterways Police Regulations and the

Friesland Waterways Regulations) remain in full force.

For your own safety� Commercial ships take much longer to come to a halt than

recreational vessels.

� An empty cargo ship has a large blind angle. If you are not

able to see the skipper in his wheel house, he cannot see

you either.

� Larger ships need more space, so stay away from the centre

lane of the waterway.

Generalwater traffic rules

Each year many tourists visit Fryslân to enjoy our superb water sports

district. But, especially during the busy high season, yachtsmen should

watch out for apply to yachtsmen sailing the waters, just like traffic rules

apply to road users.

� Do not suddenly change course.

� Make sure you have a good view all around and regularly check the

water traffic behind you.

� Use the correct navigation lights in time.

� Do not drop anchor near bridges, locks, anchored operational vessels or

in the middle of waterways.

� Do not ply against the wind on busy courses of navigation and keep the

middle clear for larger ships.

� Stay away from fishing nets. These are often marked with black or yellow

flags, or with a green/white diamond sign – the green side being the safe

side to pass.

� Do not disturb the tranquillity of natural and residential areas.

� Limit excess noise from radios and other hi-fi sets. Do not cause any

nuisance to your environment.

� Swimming in fairways or near bridges, locks and waiting areas is not

allowed.

� A boat licence is compulsory for operating fast motor boats, that is, boats

and vessels faster than 20 km/h and / or longer than 15 m.

� Don’t drink and boat. The legal limit for skippers is 0.05 percent. The

water police are out there to check and the fines are substantial!

Some give-way rules� Smaller ships (shorter than 20 m) must give way to larger ships, passenger

ships, ferries and tugboats.

� When leaving a mooring place, a small boat may require and demand the

help of another small boat.

� Ships entering the main channel from outside a buoyed channel or from

a secondary waterway must give way to any ships sailing on the main

waterway on starboard.

Slow downOutside the designated speed boating areas, speeding is a nuisance to

other water sports enthusiasts. A speed limit of 6 or 9 km/h is in force on

most of Fryslân’s waterways. In ports and built-up areas the speed limit is 6

km/h. The only exceptions are the Van Harinxma Canal and the Princess

Margriet Canal; the speed limit on these canals is 12.5 km/h.

Age requirements for operating a boat� Minimum age for skippers:

- fast motorboats: 18 years old;

- motorboats, large ships and sailing boats longer than 7 m: 16 years old;

- open motor boats, not able to run faster than 13 km/h and shorter than

7 m: 12 years old;

- small sailing boats shorter than 7 m and small rowing boats:

no minimum age.

Fast motorboats

Need for speed (faster than 20 km/h) or fancy water skiing? Not a problem.

But please stick to the designated areas marked with yellow buoys. Refer

to the water maps for these areas. And remember: from 30 April to 30

September, speed boating in the designated areas is allowed only during

daylight hours. Other vessels are not allowed to lay idle in these areas.

Rules� A fast motorboat or speedboat is defined as any small (less than 20 m long)

vessel able to run at a speed of 20 km/h or faster (water scooters and jet-skis included).

� Operators must be able to show a registration certificate. In theNetherlands, this certificate is available from RDW (www.rdw.nl) or thelarger post offices. A registration certificate issued by a competentauthority in Germany, Belgium or the United Kingdom is also valid. Everyboat must have a clearly visible registration number.

� Operators of fast motorboats must be 18 years of age or older.� On the Snitser Mar, the Hegemer Mar, the Fluezen, the Sleattemer Mar and

the Tsjûkemar, speed boating is allowed only within the designated areas,and provided the water displaced by the boat does not exceed 1.5 m3.Anchoring and swimming is not permitted within these areas.

� Throughout the year, speed boating on the IJsselmeer and the Wadden Sea isallowed during daylight hours outside the 250-metre zone off the coastline.

� On the Hegemer Mar, operating water scooters and jet skis at high speedsis allowed from 30 April to 30 September, provided within the dedicatedarea and during the day.

� Fast motorboats with open controls must be fitted with a properly workingkill switch, and the operator must always wear the kill switch lanyardduring every trip.

� For every person on board a life jacket must be available within easy reach.� A properly working fire extinguisher must be on board.� Fast motorboats must be equipped with a properly working, effective and

silencing exhaust.

Meaning of traffic signs

The various, earlier mentioned rules must ensure the safety of water users.

Digital matrix signs, sometimes along with traffic signs, have been installed

at some bridges and along waterways displaying important information or

rules. Below is a list of the most frequently used signs.

Working together on safety onand by the waterSummer is a very busy season in the Frisian water sports areas. That’s why

everybody should give heed to each other and to their surroundings.

Within the scope of Summer Water Surveillance, the Province of Fryslân,

the Fryslân District Water Board, the Fryslân Police Department, the

National Police Services Agency (KLPD) and the municipal authorities work

together in monitoring both the safety on and by the water as well as the

compliance with the rules.

Noise nuisance? Report it!On the one hand, there are tourists who behave in an

exemplary fashion and on the other hand there are

tourists who, especially during large events, go onto

the water to party. The latter often cause public

disorder. If you are bothered by this or if you notice this, please report this

to the harbour master or the police through 0900-8844. In case of

persistent (noise) disturbance and after warning, the perpetrators will be

sent from the marina and any sound equipment will be confiscated. The

police, boat rental firms and harbour master know which boats and

persons have been sent away, to prevent the same problem from occurring

again at the next marina.

Hâld de midden frijKeep the middle clear

Prevent theft of your boat or outboard engineAs a boat owner you can do a lot yourself to prevent the theft of your

outboard engine or your boat. The police advise you to secure your

outboard engine with an outboard engine lock. In addition, you can also

install an electronic alert system. More theft prevention tips can be found

online. Marking and registering makes the retrieval of stolen goods easier.

In case of theft, always file a report with as many characteristics as possible.

The police request you to call 1-1-2 as soon as you see anything suspicious.

With a description of the crime, the perpetrator and the direction of flight,

the police can spring into action to catch the perpetrator(s)!

Civilian Watch on the WaterPeople who work on or around the water participate in “Burgernet op het

Water” (Civilian Watch on the Water). Think of supervisors, harbour

masters, criminal investigators and bridgemasters. After a report of a

missing child or theft of a vessel, the operator at the police incident room

starts up a Burgernet call. All participants receive a message through their

(mobile) telephones with the request to be on the lookout for a clearly

described person or vessel. In practice, we see that the chance of

apprehension of suspects and retrieving missing persons increases considerably.

Do not drink and boatIt is holiday. That deserves a drink, but if you are sailing you just don’t

drink. You wouldn’t even consider driving your car after a drink, would

you? The permitted blood alcohol level for skippers is 0.05 percent, the

same as drivers on the road. This measure applies to professional skippers

as well as recreational sailors, including sailors and those driving fast

motorboats. The police regularly performs alcohol checks on the Frisian

waters during the summer season.

Angling in the Princess Margriet CanalThe regulations on the Prinses Margrietkanaal also apply to anglers. For

instance, when you bring in your catch, the boat may drift off toward the

centre of the canal or become adrift. Neither is allowed and could cause

hazardous situations. Reversing may also prove confusing to other

waterway users, especially related to professional shipping. Advice:

always stay alert to the other shipping traffic. If the canal becomes too

busy, please consider casting your fishing rod in a more calm stretch of

water.

Fishing in Fryslân:“Elts mei graach ris fiskje”“Everybody likes fishing occasionally”

Fryslân is the most ideal province for angling. Whether you are a purposeful

specialist, a competitive angler or an offshore angler, or have angling

purely as a hobby - with over 17,000 hectares of fishing water, Fryslân

offers ample space for every angling discipline. Naturally, angling is also

bound by rules. A permit is at all times required. If you already possess a

VISpas (fishing pass) or, for the young ones, a Jeugd-Vispas (junior fishing

pass), you meet the requirements on most waters. Should you only want to

go fishing for a short period, for instance because you are enjoying your

well-earned holiday in Fryslân, then you can purchase a weekly permit. These

weekly permits can be purchased from branches of the local tourist office

and angling shops in Fryslân. The costs are around 10 euros. More than

27,000 Frisian anglers are members of Sportvisserij Fryslân. For more

Safe swimming in open water

In the summertime, many people like to take a swim

in the Frisian waters. We would all like to swim in

safe and clean waters. Some areas are better suitable

than others. The provincial authorities ensure that

you know where you can swim safely. Page 24

provides a summary of suitable places for swimming

in Fryslân together with the available facilities.

Quality of the swimming waterThe province regularly checks the water quality, hygiene and safety of

swimming places. For that reason, water samples are taken every two

weeks from May through to September. The samples are checked by

provincial staff for bacteria that might cause illnesses. The water clarity,

acidity and temperature are also recorded. In most cases the quality of the

Frisian swimming water is good. However, should it be no longer safe to

swim in certain areas, you will be alerted to that by warning signs on site.

Alternatively, you can also check the swimming water map on the website

Safety and swimmingFrom the embankment there is no way of saying one can swim safely. The

bottom may be littered with broken glass or debris and other matters.

Currents and the wake of passing ships may also cause a hazard. For that

reason one should always swim in the company of others and within the

floating lines – and heed the warning signs. Troubled waters may well

comply with bacteriological standards, but you will not be able to assess

the depth. Diving into troubled waters is therefore highly dangerous.

Generally speaking, seawater is rather clean. The risks of swimming in the

sea are mainly associated with strong currents, winds blowing from the

land and the effects of the tides. These risks are even greater near wave

breakers, harbours and piers. For that reason we would definitely advise

against swimming in such areas.

Access rulesMany swimming places in Fryslân are freely accessible to the public.

Sometimes there is a small charge for using the facilities, such as for parking,

taking a shower and / or access to a natural reserve. In some cases the

swimming place is part of a camping site or recreation park, and therefore

reserved to guests only. And in other cases swimming is not permitted

because the water has been leased for fishing or is part of a protected fish

area. In other words, make sure you know about the access rules.

BotulismBotulism bacteria may surface if the temperature of the water is rising,

causing water birds and fish to die. In most cases these bacteria are harmless

to humans, but be careful when swimming or surfing in waters where dead

animals are floating around. In order to prevent the disease from spreading

further, the dead animals should be removed without delay. Do not touch

them yourself! When you see any dead water birds or fish, please call the

conservation emergency number (“milieualarmnummer”) on 058 2122422.

Extra tips for swimmers� Do not swim if you are not sure about the quality of the water.

� Do not swim if you are unwell or have a low resistance to illnesses.

� Try not to swallow any water while swimming.

� Do not swim in floating layers of algae (green layers floating on the water).

� Do not throw any food leftovers or packaging into the water during your

stay. This may stimulate the growth of bacteria.

� Stick to the rules and observe the warning signs.

Dredging in Fryslân

In 2011 we will continue working hard to create the right depths of our

waterways in Fryslân. The goal is to improve accessibility and safety on the

water.

What are dredgings?Dredgings (‘bagger’ in Dutch) is the deposit of dust, sand, leaves and green,

that ends up at the bottom of the water. It looks dirty, but it is often very

useful for raising quays and banks, creating islands and fertilising fields.

Sedimentation of dredgings is a natural process. By dredging once every

ten years on average, we can control the sludge. If we do not do this, the

Frisian waterways will be completely silted up by 2020. So dredging is of

vital importance to maintain negotiability of our waterways.

Creating the right depth of waterwaysVarious parties are responsible for creating and maintaining the right

depth of the recreational waterways in Fryslân. The province of Fryslân,

Frisian municipalities, marina owners/managers and Recreatieschap De

Marrekrite must create the right depths of the channels and provide for

good accessibility of mooring facilities and marinas. Furthermore, they also

ensure that parts of the lakes are better and safer to sail on.

Most of the dredging works are carried out

before or after the water sports season. Should

certain dredging works hinder shipping traffic,

you will be informed of this through internet.

Clean water for allwater sports enthusiasts

Boating or sailing on the Frisian waters, enjoying the scenery or taking a

refreshing dip on a hot summer day - if we want to keep on doing these

pleasant things in the future, all of us are responsible for ensuring that our

surface water remains clean.

Ban on discharge of toilet water from pleasure vesselsAs a water sports enthusiast, you can contribute to a better water quality

yourself by simply collecting your toilet water instead of discharging it.

Since 1 January 2009 a ban on the discharge of toilet water from pleasure

vessels has been in place. The Fryslân District Water Board (Wetterskip Fryslân)

sees to the compliance with this ban.

Sewage collection pointsMarinas with more than fifty cabin-boat berths provide a sewage collection

system. You can choose to either install a device for the collection of toilet

water, such as a sewage holding tank or a chemical toilet or you can, of

course, use harbour toilet facilities.

Innovative sewage systems With a subsidy of

over one thousand euro, the Province of Fryslân

has contributed to the further development of a

individual sewage system that can be installed at

every berth in a marina. The system is suitable

for all pleasure vessels that have a sewage

holding tank. At several places in Fryslân,

sustainable and innovative sewage systems are

being installed.
