REPORTS TO:
Drinking Water Quality Coordinator
JOB PURPOSE
Assist the Drinking Water Quality Coordinator with the implementation of Council’s regulatory approved Drinking Water Quality
Management Plan's (DWQMP) strategic goals, to improve drinking water quality and protect public health. Maintain effective
water quality systems, including ongoing development of an effective verification monitoring plan, to ensure regulatory
compliance and protect public health. Identify key water quality improvement opportunities including maintenance of the Risk
Management Improvement Plan (RMIP). Assist with the facilitation of Hazard Analysis Critical Control Point (HACCP) principles
implementation.
EXTENT OF AUTHORITY
Works under direction from the Drinking Water Quality Coordinator to achieve key objectives, within defined guidelines, policies
and procedures observing Corporate Delegations of Authority, as established in Council’s Delegation of Authority Register.
Level 3: Graduates receive instructions on the broader aspects of the work and work under general supervision.
Level 4: Provides specialist advice and works under general direction.
Level 5: Exercises a degree of autonomy and controls projects and works under general direction.

Supervises staff both in permanent and temporary employment arrangement as assigned.

DRINKING WATER MANAGEMENT Provide support to the Drinking Water Quality Coordinator with the implementation and continuous improvement of Council's
regulatory approved DWQMP to meet changing health, regulatory and business requirements.
Assist with key process improvement projects defined in the DWQMP RMIP, by working with key internal stakeholders across
branches.
Contribute to incident management by following the water quality team's requirements to help protect public health and meet
regulatory compliance reporting requirements, working closely with the Incident Manager and internal & external stakeholders.
Support the incident investigations process, to help develop preventative actions, as part of continuous improvement of
business systems, communicating outcomes to senior management.
Assist with the development and implementation of the drinking water HACCP plan control systems across Logan Water,
including direct involvement with associated internal audits and risk assessments.
Assist in the ongoing maintenance of tasks in the drinking water RMIP, associated with outcomes from audits, risk assessments
and incidents.
Additional to the above:
Level 4
Assist with key process improvement projects defined in the DWQMP RMIP, by working with key internal stakeholders across
branches and external providers as required, to deliver project objectives.
Generate and submit Incident Investigation reports to the Regulator.
Implement HACCP control systems to ensure the quality of water to consumers, including development of associated water
quality operational procedures.
Level 5
Act as Incident Planning Coordinator for drinking water quality incidents, if required, by extended actions or staff absences.
Performance Criteria
- Drinking Water Quality Management Plan regulatory compliance and progress towards best practice water quality management (i.e.
delivery of timely: Incident Investigation reports, DWQMP 2 yearly review (Verification Sampling Plan) submission, DWQMP 4 yearly
external audit report submission). - Delivery of assigned RMIP projects & business system improvements. - Reduced drinking water incidents.
PERFORMANCE ANALYSIS & REPORTING Assist with the generation of regular Council, Seqwater’s and operational water quality reports, including key highlights.
Assist with the regulatory annual DWQMP & Summary report, providing necessary commentary and ensuring data accuracy
and timeliness to meet regulatory deadlines, including upload onto Council’s website.
Assist with the implementation of Council's drinking water verification monitoring plan working closely with laboratory team,
including sampling tap changes.

Identify and analyse present and emerging water quality and customer complaint trends across Logan City, developing
appropriate management and operational responses to improve water quality to the customer.
Maintain clear and factual records that can contribute to legally enforceable compliance outcomes.
Additional to the above:
Level 4 Generate water quality reports to Council, Seqwater, the Drinking Water Regulator and operational staff as required. Maintain the implementation of Council's drinking water verification monitoring plan working closely with laboratory team, including sampling tap changes. Additionally, assist with regulatory updates, based on operational, development & legislation changes, working closely with key stakeholders. Level 5 Maintain an effective drinking water information management system with links to other databases, to enable prompt alerts to health breaches and concerning aesthetic exceedances, including Seqwater's Operating Protocol alerts, to protect public health.
Performance Criteria
- Demonstrated ability to proactively identify emerging drinking water trends and improvement opportunities, providing timely advice for corrective actions and implement to effectively provide improved outcomes. - Meet verification monitoring sampling regulatory requirements. - Generation of timely Council and regulatory reports (i.e. Council Monthly report & DWQMP Annual report).
TECHNICAL EXPERTISE AND COLLABORATION Assist with process improvement projects including field work engaging with operational and laboratory staff, including external stakeholders as required.
Assist with the development and delivery of training material in drinking water principles to increase staff's awareness and skills associated with the importance of their role to provide safe drinking water to the community.
Establish effective relationships and develop strong collaboration with key internal and SEQ external stakeholders, including regulators and specialist service providers. Participate with stakeholder’s understanding and adoption of drinking water improvement initiatives to provide safe drinking water to the community.
Attend operational and technical meetings representing the water quality team by presenting water quality analysis and regulation requirements, reporting current trends in water quality management.
Model the behavioural traits of transparency, integrity and sound decision-making.
Additional to the above:
Level 4 Provide drinking water specialist advice regarding water quality and data trends that may indicate public health issues associated with regulations, standards and codes. Convey pertinent water quality information to all Logan Water Branches and managers to remain compliant, protect public health and improve existing systems and processes.
Provide professional and technical advice to address customer complaints and enquiries and assist with water quality and customer complaint investigations, including assistance with development of public awareness information.
Maintain comprehensive professional knowledge of changes in drinking water legislation, guidelines and best practice.

Level 5 Development and delivery of training material in drinking water principles to increase staff's awareness and skills associated with the importance of their role to provide safe drinking water to the community.
Facilitate work with contractors, developing staff, students and graduates within the drinking water quality team as directed.
Performance Criteria
- Development and implementation of best practice drinking water processes in a collaborative approach to meet RMIP objectives. - Reduced drinking water customer complaints. - Positive and professional interpersonal relationships developed and maintained with Council staff and key external stakeholders,

GENERAL
The Council Leadership and Performance Capability Framework is used for managing and supporting performance and
development.
The appointed officer may have to undertake any other duties that are reasonably within scope of their skills, competence and
training.

KNOWLEDGE, SKILLS AND QUALIFICATIONS
Qualifications - Diploma (or higher) qualifications in Science, Engineering or equivalent.
Knowledge
Good understanding of Queensland Water Supply (Safety & Reliability) Act 2008, the latest Australian Drinking Water
Guidelines, related drinking water regulation requirements, relevant SEQ codes, quality management systems and HACCP
principles.
Understanding of drinking water treatment and network supply systems for effective water quality and customer service
expectations.
Knowledge of drinking water best practice principles and emerging trends facing the water industry.
Skill
Possess or develop experience in:
Detailed data analysis, including customer feedback, identify emerging trends and deviations, contributing to process
improvement initiatives, in a collaborative approach working with diverse stakeholders.
Development and implementation of drinking water improvement initiatives, including HACCP principles, customer &
incident investigations, auditing and risk assessments, contributing to process improvement initiatives.
Developing and/or assisting in the delivery of training.
Effective engagement with consultants & contractors, working towards agreed scope, timelines and budget.
Identification and making changes to priorities when competing work demands exist.
Communicating and dealing with people at all levels and to make prompt reliable decision within the bounds of allocated responsibilities.
Delivering quality customer service as a technical adviser who can translate complex information into simple concepts to facilitate customer understanding and manage expectations.
Apply conceptual, analytical and problem-solving skills in a technical environment.
Applying interpersonal skills and stakeholder engagement, including working in a positive collaborative approach at all levels
with internal and external stakeholders, including regulatory authorities.
Well developed oral, written communication and the ability to generate timely and accurate technical reports.
Relevant computer skills, developing monitoring programs and managing databases (eg. Excel, LIMS, SCADA)
Water treatment operational experience is desirable.

To succeed in this role you need to possess or develop the following abilities:
Apply best practice principles and legislative requirements to the investigation and effective resolution of drinking water challenges, to ensure water quality and public health are not compromised, committing to continuous improvement of business systems, maintaining the high standards expected by Council and Regulatory authorities.
Consistently meet Council and Regulatory drinking water compliance requirements including concise and effective reporting requirements.
Ability to increase staff’s awareness of the importance of their role to protect public health and improve drinking water quality through the implementation of the DWQMP, understanding of HACCP principles and assisting in the delivery of effective training.
Ability to effectively work well with contractors as assigned within scope, budget and timeframes to deliver their services to achieve key objectives.
Interpersonal skills to communicate complex concepts in plain language to customers and exhibit Council’s commitment to provide safe drinking water to the community.
Ability to build and maintain collaborative partnerships with internal and external stakeholders, contributing to continuous improvement; and providing ethical and professional representation of Council at industry forums.

REQUIREMENTS
Progression or Appointment to Level 4 is subject to;
12 months satisfactory service at level 3.3;

POSITION SPECIFIC CONDITIONS To be employed in this position, applicants must; Possession of valid “C” class driver’s licence for Queensland. Possession of a valid and current 30215 Queensland General Safety Induction Card (Construction Industry) or obtain such in the first 21 days of employment. Possession of a valid and current Queensland Water Safety card (Aquacard) or Council’s Hy5 training certificate or similar otherwise obtain within the first 28 working days of employment. Undergo an employment-related background check/s and be assessed as suitable, to be able to ethically perform the inherent requirements of this position. The successful candidate will need to be appointed as an ‘authorised person’ and pass a ‘powers of entry’ test for the relevant legislation.
