The Urban Unit, Punjab • The Urban Unit, established in 2006 is a multi-disciplinary

organization centered upon systematic development of urban areas through shared data repository, international and local collaboration with research centers and international donor agencies.

• We are currently providing consulting services in the field of Urban Planning, Asset Management, Geographical Information System (GIS), Solid Waste Management, Institutional Development, Capacity Development, Water supply and Sanitation, Transportation and IT Based solutions

1. City Introduction

General

• Sahiwal is city centrally located at a distance of 180 Km from Provincial Capital, Lahore.

• Population of approximately 0.3 million people

• 12.82 Sq Km Area.

• Agrarian Economy, Regional Hub, Famous for Dairy products Nationally an Internationally

• City is being administered by Tehsil Municipal Administration Sahiwal, which is likely to become Sahiwal Municipal Corporation in future.

Challenges

• The City has variety of problems including poor water supply, sewerage, lack of transportation facilities, congestion, poor encroachment and environmental degradation

2. Infrastructure Project Overview Back Ground

• Sahiwal Sewerage system covers 90% of city area however only 37% of urban households have access to sewerage facility.

• Currently wastewater reaching the disposal stations is pumped without treatment either to canals, agricultural fields or to a scarp drain in one case. This is an unacceptable situation regarding water quality in the water bodies in Sahiwal a well as a health hazard for agricultural works and consumers of crops irrigated with untreated wastewater. The EPA has already filed a case against the Sahiwal TMA for discharging untreated wastewater from “Manzoor Colony Disposal Station” to the L-9 canal.

• An urgent priority for Sahiwal is to provide treatment to the wastewater in accordance with Pakistan effluent discharge standards prior to discharging to the water bodies.

• Under the Punjab Intermediate Cities Improvement Investment Program (PICIIP) funded by the ADB, the project is considered as top priority on the request of city and government.

Objectives

• The project will improve the environmental condition of the Sahiwal city by properly treating the sewerage before disposing into the water bodies. This will also help in improving the health of citizens and contributes toward improving the underground water quality in the area.

Policy Context

• Project is inline with the Vision 2025, Punjab Growth Strategy.

• Punjab Environment Protection Act 1997 makes it binding to the Government and Cities that water should be treated before final disposal. The Draft Punjab Environmental Policy 2015 has suggested the actions including restriction of open disposal of waste water and make installation of waste water treatment plants an integral part of all sewerage schemes

3. Technical Description

• The proposed project will include Primary Secondary and Tertiary treatment of sewerage before its final disposal into the Canal.

• The Capital cost of the project is approximately 15.8 Million $ with O&M cost of 7.5 Million $ for next 5 years.

• 20 MGD Capacity which will increase to 27 MGD in 2035

• 4 hectares of land is required

• UASB-Trickling Filter Process will be adopted

• Treated Water will be supplied to famers and some industries to collect revenues

• The detailed design, mechanism will be finalized in the feasibility and PPTA stage.

4. Anticipated Socio-Economic Impacts (Positive & Negative)

Social & Poverty Impacts:

• The project will improve the social and poverty conditions of the entire city population especially those living around the canal.

• Improvement in Living Conditions

• Reduced Stress on Underground water as treated water will be available for use secondary uses

Economic Impact:

• The project will result in improved agricultural productivity of the surrounding areas.

• Increase Employment

• Reduced health burden on local economy

5. Anticipated Environmental and Climate [Resilience] Impact (Positive & Negative)

• Improving the health of people,

• Reduction of water borne diseases,

• Reduction in pollution in L-9 Canal,

• Improving the aesthetic condition of area.

• Little pressure on Under Ground Water Usage

6. Next Steps

1. Model City with 100% water supply, sewerage, drainage, transport, solid waste management coverage in next 10 years

2. Densify the inner city areas through urban renewal process that will result in horizontal expansion of cities

3. Strong linkages with other part of the country through rail network and to the world through CPEC (China Pak Economic Corridor)

4. Create employment opportunities by constructing industries in special economic zones along CPEC
