PURPOSE & DESIRED OUTCOME: Provide a brief description of the County Fee Schedule. Discuss the different types of fees and how they are determined either by recovery of cost, Oregon Revised Statue (ORS) & Oregon Administrative Rule (OAR), County Municipal Code/ Rule, and set by market rate around the metro area. Receive direction from Board to bring back on June 18, 2019 for adoption.

SUMMARY OF TOPIC: Finance requested departments submit their fees for FY 2019-20 and those fees were reviewed by Finance staff. Some were moved into the All Departments section for more consistency with the fees charged. There were new fees added and some obsolete fees deleted. These changes are noted in the “status” column on the Fee Schedule.

PURPOSE: The purpose is to review with the Board the slate of candidates that A&T is recommending for appointment to the Farm Board. The Farm Board of Review is provided for in ORS 308A.095.

SUMMARY OF TOPIC: Description: The Farm Board of Review is an advisory panel to the County assessor. The Board meets every other year to inform the Assessor regarding farm land rents and other information pertaining to the valuation of farmland for property taxation as provided by Oregon law. Member Description: Five members with a knowledge of agricultural land rents and current farming practices who are residents of the county. Two members are appointed by the Board of Commissioners, and two members are appointed by the County Assessor. The other member is appointed by these four members. Term: 2 years Contact: Joe Nelson, (503) 846-3947 The county has conducted a vacancy announcement and recruitment for the term expiring June 30, 2019. This item was reviewed by BOC agenda on March 19th. There was a six-week recruitment period which started on Tuesday, March 19, and ended on Tuesday, April 30, 2019. Additionally, a Media Release was also handled by the county.

One application was received.

DESIRED OUTCOME: A&T is recommending the appointment of the candidate listed on the Matrix at the June 18, 2019 board meeting.

Farm Board of Review

Description: The Farm Board of Review is an advisory panel to the County Assessor, providing farmland rents and other information pertaining to the valuation of farmland for property taxation as provided by Oregon law. At the discretion of the Assessor, the Board meets every other year or sooner.

Member Description:

Five members with knowledge of agricultural land rents and current farming practices who are residents of the county. Two members are appointed by the Board of Commissioners, two members are appointed by the County Assessor, and one by the other four Farm Board Members themselves.

PURPOSE: The purpose is provide an overview of the county’s process in cancelling property taxes that are deemed “wholly uncollectible,” under ORS 311.790.

SUMMARY OF TOPIC: ORS 311.790 provides that the Tax Collector and County Counsel may request that your Board cancel property taxes that are delinquent and deemed “wholly uncollectible.” “Exhibit A” includes personal property taxes that have been determined to be uncollectible due to bankruptcy, liquidation, small balance due or the property could not be located. The total amount of personal property taxes requested to be canceled is $101,768.59. This request reflects the following types of accounts: bankruptcy (37%), unable to locate property or owner (57%), corporation dissolved/liquidated (6%).

DESIRED OUTCOME: Provide overview information about ORS 311.790 – Cancel “Wholly Uncollectible” Personal Property Taxes in preparation for a request for Board Approval of a Resolution and Order cancelling taxes on June 18, 2019.

PURPOSE & DESIRED OUTCOME: To provide the board an overview of the certificate transfer request from Aloha Garbage Company seeking to transfer to Waste Management of Oregon, Inc.

Desired Outcome: For the board to authorize an action item for its June 25, 2019, meeting to consider approval of the sanitary certificate transfer from Aloha Garbage Company to Waste Management of Oregon, Inc. POLICY QUESTIONS FOR THE BOARD TO CONSIDER: Washington County Code Chapter 8.04 provides that a sanitary service certificate holder may transfer the certificate to other certificate holders after notifying your board. The code states that the board shall approve the transfer if it finds that the transferee meets requirements of the previous certificate holder. The code also states that your board shall take action within 60 days, unless your board finds there is a substantial issue in regard to the public’s health and safety and the matter requires more time for an investigation and decision.

SUMMARY OF TOPIC: Aloha Garbage Company provided written notice on April 19, 2019, that it desires to transfer its certificate to Waste Management of Oregon, Inc. as part of the sale of all its commercial and residential solid waste collection assets and business. Waste Management subsequently submitted a completed Sanitary Certificate Transfer application on May 3, 2019.

The acquisition of Aloha’s collection service area by Waste Management will create the largest certificated service area in unincorporated Washington County, serving approximately 33,000 urban residential accounts, 1,670 rural residential accounts, and approximately 500 commercial accounts, all of which are outside city limits.

The operations personnel of Aloha Garbage Company, Inc. will be invited to apply for employment with Waste Management. The Aloha yard location at 20525 SW Blanton St. will be leased by Waste Management and remain a base of operation to serve the Aloha-area customer base.

If approved by your board, Waste Management will begin serving customers in July 2019. Customers will continue to receive county-approved service levels and be charged county-approved rates, just as they have been by Aloha Garbage Company.

PURPOSE & DESIRED OUTCOME: To provide the board an overview of the Urban Reserves Transportation Study (URTS). Work on URTS is just beginning and is expected to end in December 2020, with potential Transportation System Plan amendments for consideration during Ordinance season 2021.

The desired outcome is for the board to be aware of the study in order to facilitate communication with citizens and city partners as staff conduct public outreach.

POLICY QUESTIONS FOR THE BOARD TO CONSIDER: None at this time.

SUMMARY OF TOPIC: The objective of the study is to better understand the cumulative impacts of future urban reserve development on the Washington County transportation network. This work is funded by a Metro 2040 Planning and Development Grant. Outcomes from the study will inform concept and comprehensive planning for the urban reserve areas and help ensure the county has adequate multi-modal mobility and capacity on area roadways. The process will include close coordination with city and agency partners, stakeholders, and community groups to reach consensus on future land use and transportation assumptions, goals and evaluation criteria, and performance measures. The project team will also:

• Conduct travel demand modeling and feasibility analysis of proposed improvements;• Develop an alternatives analysis and prioritized project list, assess future right-of-way

and long-term jurisdiction needs; and• Create an infrastructure finance plan template in accordance with Metro Title 11

requirements for cities to use during concept planning.

Urban Reserves Transportation Study

How will future development in Washington County’s Urban Reserve areas affect our transportation network?

Which area roadways will need to be widened in the future to accommodate additional traffic generated by new development?

How can Washington County best help local cities plan for future growth and transportation impacts?

These are among the questions the Urban Reserves Transportation Study (URTS) will work to answer. The URTS project team will work closely with city partners, agencies, and other stakeholders to analyze the cumulative effects of future growth in the urban reserve areas on the county transportation system. The results of the study will inform the more in-depth planning work the cities will do for the urban reserve areas by identifying future priority transportation improvements and right-of-way needs.

PURPOSE & DESIRED OUTCOME: The purpose of this work session topic is to present an overview and initiate discussion of the County Strategic Plan. The desired outcome is to receive input from the Board including questions and additional information necessary to have a follow-up discussion on June 25, 2019.

POLICY QUESTIONS FOR THE BOARD TO CONSIDER: The County Strategic Plan is based on certain fundamental principles regarding how the County funds and provides services within incorporated cities, in the urban unincorporated area, and in the rural parts of the County. The policy question going forward is whether the current Board agrees with these fundamental principles first adopted in 1986. Specifically, how do you see this Strategic Plan relevant to our current timeframe (2019-2020 and beyond)?

SUMMARY OF TOPIC: The Board of County Commissioners adopted the original County Strategic Plan in 1986. The Plan identified the County’s fundamental approaches to its service delivery roles, principles and priorities, and was designed to be a blueprint for the development and implementation of County policies, programs, and operations. The Plan was updated in 1990 and 1993 and was redrafted as the 2020 Plan in 2006. These updates substantively reinforced the original document with refinements based on emerging issues and service priorities.
