regulacyjno-planistycznych na skalê

w dziejach rozwoju przestrzenne-

dziewiêtnastego, otoczonego niezurbani-

zowanymi terenami wiejskimi i bardzo s³abo

wykszta³conymi przedmieœciami, powsta³a aglo-

meracja o obszarze czterokrotnie wiêkszym, której

tworz¹ca siê w okresie miêdzywojennym struktura prze-

strzenna zdeterminowa³a dzisiejszy kszta³t. Na rozleg³ych

De wederopbouw van Warschau

In de Tweede Wereldoorlog was Warschau bijna volledig vernietigd. In 1945 werd het Bu-reau voor de Wederopbouw van de Hoofdstad (BOS) opgericht. De stedebouwkundige afdeling stond onder leiding van vooraanstaande planners zoals Szymon Syrkus, Zygmunt Skibniewski en Jan Chmielewski. Voor de oorlog behoorden deze architecten tot de meest actieve vleugel van de CIAM.

In de eerste wederopbouwplannen voor Warschau grepen zij terug op de vooruitstrev-ende plannen die zij voor de oorlog voor het toekomstige Warschau gemaakt hadden. Een belangrijke inspiratiebron was het in 1934 door Chmielewski en Syrkus ontworpen plan ‘Warszawy funkcjonalna’ (Functioneel Warschau), een abstract bandstadmodel met lineaire bundels van infrastructuur, knooppunten voor de toekomstige subcentra en een radicale scheiding van functies.

In 1947 moest de Poolse regering onder ogen zien dat Stalin niet de beloofde helft van de wederopbouwkosten wilde dragen. Onder deze omstandigheden was een drastische vernieuwing van de stad niet te rechtvaardigen. In 1948 werd een nieuw plan gemaakt door de architecten Jankowski, Ostrowsko, Diewulski en Skibniewski, dat vooral het ver-keer benadrukte en in vergelijking met de eerdere wederopbouwplannen compacter was.

Dit plan voor Groot Warschau was een poging van de Warschauer architecten om hun droom van de moderne functionele stad te realiseren en gelijktijdig om aan de eis van de Poolse Arbeiders Partij tegemoet te komen om van Warschau een industriecentrum te maken, een arbeidersstad.

In 1949 nam de op Moskou georiënteerde Poolse Arbeiderspartij de macht over. Het Bureau voor de Wederopbouw werd opgeheven. In het in 1949 door de Partij gepub-liceerde ‘Zesjarenplan voor de reconstructie van Warschau’, een plan voor de binnens-tad, dienden de straten en pleinen in de binnenstad als omlijsting voor grote volksbijeenk-omsten en massademonstraties om het machtsmonopolie van de partij te vestigen.

De plannen voor Warschau uit de jaren 1948-1949 werden uiteindelijk niet goedgekeurd. In de jaren vijftig bestond er praktisch geen geldig bestemmingsplan. Plannen voor kleine gebieden werden op locatiegoedgekeurd en gerealiseerd. De binnenstad werd in de stijl van het socialistisch realisme gebouwd.

Het middeleeuwse centrum, de Stare Miasto, werd steen voor steen gereconstrueerd.

In the crack between the buildings on 22 Chłodna St. and 74 Żelazna St., Jakub Szczęsny designed an art installation entitled Ermitage, which shall become the narrowest house in Warsaw, since its interior will come to 133 centimeters in the widest spot.

Ermitage will be a workplace, a hermitage created for an outstanding Isreali writer, Etgar Keret. Besides, it will also fulfill a function of a studio for invited guests – young creators and intellectualists from all over the world. The residential program, conducted in the heart of Wola, is supposed to produce creative work conditions and become a significant plat-form for world intellectual exchange.
