•What:
•ESF is an annex to the CEMP that is a mechanism for grouping functions most frequently used to provide state support for disasters and emergencies (Stafford Act).
•ESF 11 is the State Animal Response Plan that provides guidelines for rapid response to “animal health events” affecting the health, safety, and welfare of human beings and animals.

•Animal health events are caused by disease, toxic
substances, terrorism, natural or technical disasters to
include disposal of dead animals
•Veterinary medicine and animal care activities in the
mitigation, preparedness, response, and recovery activity
phases of emergency management of natural or
technological disasters, include, but not limited to small
and large animal care, facility usage, and displaced
pet/livestock, wildlife, and exotic animal assistance
“We are woefully ill-prepared to be able to
respond to the animal needs in a large-scale
event impacting large numbers of animals – we
simply don’t have the resources….. And in
those parts of the country where we are rich in
resources, we don’t have the necessary
capabilities to effectively carry out a large-
scale, complex operation.”
2015 ASPCA Capabilities Project
•Develop a survey to determine local, state, and
national resources and capabilities
• Develop a Community Assessment Tool for
determining level of readiness
• In priority communities, perform a Needs Assessment
• Facilitate a 1-2 year Improvement Plan
• Phase 1: States and DC
• Launched September, 2015
• Distributed by email to state emergency directors
• 49 states completed (98%)
• Phase 2: Counties – November, 2015
• Over 1M - 33 counties (67%)
• Sample of 25% of remaining counties – 565 (74%)

WSCARE Process
•Joint effort between Washington State Department of
Agriculture (WSDA) and the American Society for the
Prevention of Cruelty to Animals (ASPCA)
•Purpose was to determine animal response capabilities in
the 39 counties and to validate NCARE
• Mailed to every Emergency Manager or known AHJ on
Feb. 1, 2019
• As of July 1, 29 responses (74.4%)
