It was my personal honor to presentto your USO earlier this month at the CountryMusic Hall of Fame in Nashville, Tennessee the2012 TellUSO Survey award for the top largecenter in the Pacific Region. USO presented theawards to the centers that received the highestscores on USO’s annual survey in satisfaction,value, staff helpfulness, friendliness and knowledgein their category. There was energy and excite-

ment in the room as we publicly recognized thetop centers, which were chosen by our owntroops and their families. What an honor it was toannounce the name of our Guam USO as one ofthe leading centers worldwide!

For this accomplishment, we owe each one ofyou our deepest gratitude. Our Guam USO Advi-sory Council members, sponsors and volunteershave made the USO on this special island a pow-erful and vital resource recognized throughoutthe world.

On 24 December 2012 Petty OfficerPadilla was assigned as a RescueSwimmer at HSC-25. When the

Squadron received an immediate request tolaunch and execute a Search and Rescue,he was dispatched with the crew ofKNIGHT RIDER 09 (KR09) Rescue Helicop-ter to search for a distressed individual inthe vicinity of Pagat Cave, an area notoriousfor rough seas and dangerous rocks.

Upon arriving on scene, Rescue HelicopterKR09 began an immediate search of thearea until signaled by personnel on shore toa hole in the cliff along the shoreline. Utiliz-ing exceptional crew resource management,Petty Officer Padilla overcame limited radioand visual contact with the flight crew byestablishing non-verbal methods to commu-nicate with the aircraft in order to safely

execute the rescue. Entering the waterthrough a narrow hole on the cliff, PettyOfficer Padilla remained attached to thehoist and conducted a search.

During the subsequent search attempt, theCrew Chief noticed a person inside anothercave 30 yards south of Pagat Cave. TheRescue Helicopter was re-positioned overthe cave where Petty Officer Padilla was re-deployed via the rescue hoist. As soon asPetty Officer Padilla re-entered the water,he was pulled into the cave by the strongsurge and commenced searching for thesurvivor. While searching, he was continu-ously being pulled under water and forciblypushed into the rocks by the ‘washing ma-chine’ effect of giant swells crashing ontothe rock cliffs. Despite receiving severallarge cuts and scrapes to his lower legs, hecontinued searching for another five min-utes until locating the unconscious Sailor.

Petty Officer Padilla placed the quick strapon the Sailor and attempted to extract himby swimming out of the cave. Upon surfac-ing, approximately 20 yards behind the Res-cue Helicopter, Petty Officer Padilla wasable to give the hoist signal and was ex-tracted away from the rocks and up intothe helicopter.

In the performance of this extremely dan-gerous rescue mission, Petty Officer Padillaimpressively demonstrated his RescueSwimmer abilities and acted heroically inthe recovery of a Sailor. Through his un-selfish actions Petty Officer Padilla trulyepitomized the Search and Rescue motto“So Others May Live!”

In Jan 2012, Staff Sergeant Joshua Hanna de-ployed to Forward Operating Base (FOB)Mushan, Afghanistan, as an Explosive Ord-

nance Disposal (EOD) team member whereduring his 6-month deployment he cameunder direct and indirect enemy fire on 23occasions, including 12 rocket attacks.

While stationed in the extremely volatile dis-trict of Panjawa’I, Afghanistan, at FOB Mushan,SSgt Hanna seamlessly meshed with QuickReaction Force response teams on 47 occa-sions. During these missions outside the wire,he rendered-safe 20 improvised explosive de-vices (IEDs), and performed site exploitationand battlefield forensics on 17 blast sites. Hepersonally recovered 175 evidence items thatproduced 59 insurgent prints and 10 DNAmatches to enable precise targeting of multi-ple terrorist and insurgent leaders.

On February 15, 2012, a 107mm rocket im-

pacted the FOB within 15 feet of the AfghanImprovised Explosive Device Defeat (IEDD)Headquarters. As a result of the detonation,more than half of the FOB was engulfed inflames. SSgt Hanna’s team rushed to thescene and performed a post blast analysis ofthe impact site. They quickly realized themost badly damaged portion of the facilitywas the area designated for their Afghancounterpar ts and the majority of the FOBdamage was in the Afghan’s area. The teamimmediately rushed into the burning buildingto ensure the safety of their Afghan par tners,salvage equipment, and remove all stored ord-nance. After safely removing all personneland equipment from the facility, the teamturned their attention to the Munitions Stor-age Area (MSA).

When the team arrived at the MSA, flameshad completely encompassed the building andseveral crates of small arms ammunitions hadbegun to detonate. Without concern for hisown personal safety, SSgt Hanna charged intothe facility and retrieved the most volatile mu-nitions that were moments away from beingengulfed in flames and exploding. SSgt Hannaand his team removed 38 crates of mortars,rocket propelled grenades, and small armsthat would have devastated the entire FOB.

After the ammunition was removed from theMSA, two water trucks arrived to battle thefire. SSgt Hanna remained calm and collectedamidst the chaos; directing firefighting effor tsto ensure the most critical areas and struc-tures were extinguished first. His actions pre-vented fur ther damage to the FOB whilesafeguarding critical Intelligence, Surveillance,and Reconnaissance assets. In addition, thebonds between U.S. EOD and Afghan IEDDtechnicians were strengthened, and the com-bined effor ts of these teams united as one re-sulted in saving the lives of 400 military andcivilian Coalition Forces personnel. For hiscourageous and selfless effor ts, SergeantHanna was awarded the Army Commenda-tion Medal and the Air Force Combat ActionBadge.

Sergeant Estrada Edeyaoch, a native ofPalau, joined the United States MarineCorps May 1, 2006. Since then, he has

deployed in support of Operation Iraqi Free-dom and to Afghanistan in support of Opera-tion Enduring Freedom and was meritoriouslypromoted to Sergeant.

He currently works with local law enforce-ment agencies on Guam, assisting and par tici-pating in multiple Active Shooter TrainingEvolutions and sharing techniques from theMarine Corps Martial Arts Program and theMarine Operations in Urban Terrain doctrine.

In addi-tion, Ser-geantEstradaspendsextra

time outside of the mandatory recruitingfunctions to help the new recruits trains,physically and mentally, thereby helping themprepare for the rigorous challenges of MarineCorps Recruit Training.

Edeyaoch’s current duties require him toserve in outlying areas such as Pohnpei andPalau to provide information on recruiting op-portunities and meet with local residents toshare his experiences. He also earned per-sonal recognition for his individual effor ts, re-ceiving a Marine Corps Meritorious Mast inFebruary of 2012 and station awards for ex-ceeding his recruiting mission in May and July2012. While successfully conducting his dailyroutines as a recruiter, he also actively par tici-pates in youth and community activitiesthrough volunteer work to support and assistlocal organizations.

Sergeant Edeyaoch consistently overcame un-usual challenges in performing his duty as arecruiter, such as logistical problems with re-cruits living in the outer islands of the Mari-anas and limited resources while conductingrecruiting activities on nearby islands. In anextreme case, he had to resort to his knowl-edge of the local area and the people tomake testing and processing possible while ona recruiting trip to another island after a Cat-egory 5 typhoon had hit the Marianas andGuam.

According to his military commanders, Ser-geant Edeyaoch is an outstanding representa-tive of the Marie Corps in the community heserves. responsible for maintaining accurate andup to date char ts critical to the safe opera-tion of all boating activity in the vicinity.Her attention to detail and meticulous re-view of electronic waypoints on char tplotters allows the Coast Guard to providethe safest recommended navigation routesto area boaters.

In addition to her regular duties, Petty Offi-cer Midgett requested and was selected tobe a Command Drug and Alcohol Repre-sentative, Sexual Assault Victims Advocate,and Critical Stress Incident ManagementPeer for US Coast Guard Sector Guam.Each of these roles is critical in providingsupport and advice to those in need, as

well as providing recommendations toCommand elements. She is also one of theprimary instructors selected to train otherservices in Navigation and Seamanship.

Petty Officer Midgett also consistently vol-unteers her time to the community ofGuam. During the 2012 Relay for LifeCancer Walk/Run, Petty Officer Midgettcreated the first Coast Guard team, the“Guardians for Hope” and helped raised$3,500.00 for the event. She also co-chaired the Angel Tree project deliveringChristmas presents to children in need andplanned and coordinated several beachcleanups.

Hurricanes Irene and Sandy hit Petty Offi-cer Midgett’s hometown of Outer Banks,North Carolina while she was visiting onleave in 2011 and 2012 respectively. To aidher grassroots community and the peopleadversely impacted by the devastation,Petty Officer Midgett took charge and as-sisted in coordinating critical relief effor ts.She was instrumental in reestablishing sup-ply lines and transportation for the townof Outer Banks to bring emergency assis-tance to thousands of North Carolinianssuffering from loss due to the storms.

On November 6, 2011 Billie Petersonwalked into the Guam USO as a newvolunteer and committed herself to lift-

ing the spirits of our troops and families. Whilecompleting her Bachelor’s Degree with a doublemajor in child development and educationthrough Ashford University and supporting herhusband’s Air Force career, she sought a way togive back to the Guam community.

Born a military child in North Dakota and raisedon Air Force bases throughout the world, Billieended up in Fort Leonardwood, Missouri, whereshe met her high school sweethear t and futurehusband, Eric. Their marriage eventually ledthem to Andersen Air Force Base, where Ericcurrently serves as the Non-Commissioned Of-ficer In Charge of the Public Health Departmentat Andersen Medical Clinic. While at a new-comer’s briefing welcoming the couple to the is-land, Billie heard about the need for volunteersat the USO abd began her service on Thanksgiv-ing Day, 2011, to help welcome more than 500troops and families for turkey with all the fix-ings to help ease the pain of being separatefrom loved ones during the holidays.

Billie’s sweet smile, kind demeanor, and keen or-ganizational skills rapidly made her an indispen-sable asset in the management of the USO. Sheis a “go-getter” capable of taking charge of aprogram and delivering it with the highest ofUSO standards from star t to finish. In additionto the more than 500 hours she donated to thecenter in 2012, Billie spearheaded a USO UnitedThrough Reading program at the “Hearts Apart”event at Andersen’s Airman and Family Readi-ness center to record children of deployed serv-ice members reading books to their parentsserving down range in Iraq and Afghanistan.

She is a member of the Guam USO VolunteerManagement Team to independently handles allUSO in-processing briefings for Helicopter SeaCombat Squadron 25, and all deployment brief-ings to distribute USO care package for troopsand “With You All The Way” Cuzzy Bear gifts forchildren with deploying parents. She also han-dles USO’s newcomer briefings to help militaryspouses transition into life on Guam, and spear-heads support of USO’s Six Star Salute, MoviesIn the Park, the USO/Matson “Run For Our He-roes” 5K, and holiday events each year. Her hus-band, Technical Sergeant Eric Peterson, is also asteadfast volunteer, and as a team they managemonthly cleanings of the USO and employ theirinterior design expertise to beautify the center.In recognition of her accomplishments, the USOPacific Management team voted Billie the Volun-teer of the Quarter for all of Korea, Japan, Oki-nawa, Hawaii and Guam in 2012.

Earlier last year Billie also began preparingprayerfully, financially and physically for a churchmission trip to Cambodia this year where forseveral weeks she built security fences, mixedconcrete and mortar by hand, repaired trellises,improved drainage ditches, and “loved on a lotof kids” at orphanages throughout the country.She and Eric serve as foster parents with specialneeds, and hope to soon adopt children of theirown.

Specialist April Schacher was selected torepresent the 721st Signal Company ofthe Guam Army National Guard at the

Region 7 Soldier of the Year competitionheld at Fort Carson, Colorado in April,2013. This regional event includes the bestNCO and Soldier for Guam, Hawaii, Califor-nia, New Mexico, Colorado, Utah, Arizonaand Nevada. The competition tests en-durance, mental toughness and resolve, andthe events are kept undisclosed until thenon-commissioned officers and soldiersbegin the competition.

Specialist Schacher was the only female sol-dier in the competition and impressed thehost state’s cadre in the Unknown DistanceRuck March Event and the Mystery Event

through her sheer determination and will tocomplete the events despite the obstaclesshe encountered. She distinguished herselfamong peers by beating many of her malecounterpar ts during the weapons systemsfamiliarity competition.

The competition included many physicallygrueling events such as the Army PhysicalFitness Test, six mile road march, day andnight land navigation, a written exam andthe Sergeants Major Board that tests thesoldier on military matters and currentevents. Specialist Schacher performed ex-ceptionally well in each event and was se-lected as the Soldier of the Year for theGuam Army National Guard.

In her duties with the 721st Signal Company,Specialist Schacher’s ability to quickly graspthe intricacies of the High Capacity Line ofSight (HCLOS) and Satellite TransportableTerminal (STT) equipment enabled her tobecome one of the Subject Matter Expertson new communication equipment to herunit. She was also a driving force in the suc-cess of the “Guam National Guard ArmyDrive Clean Up”, the “Adopt a Par Pro-gram”, the “Guam Coastal Cleanup”, and the“Cancer Relay for Life”.

Specialist Schacher’s professionalism, workethic, and commitment to excellence exem-plify her as the total Soldier. She is techni-cally and tactically proficient in her skillswhich contributed to her achievements ofbeing selected as the Guam Army NationalGuard’s Soldier of the Year. She is ARMYStrong!

Henry Kapono Ka'aihue is an award win-ning and Grammy nominatedsinger/songwriter. He has taken home

numerous Na Hoku Hano Hano Awards(Hawaii's equivalent of the Grammy's) includingMale Vocalist of the Year, Song of the Year, Singleof the Year, and Album of the Year. He is also theauthor of the award winning children's book, ABeautiful Hawaiian Day, and appeared in the filmsDamien and Waterworld. Known as "Kapono",the Hawaiian word for righteous, he is a pureHawaiian born and raised in Kapahulu, a smalltown located just outside Waikiki, Hawaii.

His islander roots extend to Guam – abeloved place he refers to as his “ninth is-land” home outside of Hawaii’s shores.As part of the dynamic duo known as“Cecelio and Kapono” has performed tosold-out crowds on Guam for decades-- their songs are a part of the very fab-ric of Guam’s history.

Tonight, however, he returns with a story

seldom told about the mission he undertook toentertain the troops in Vietnam and the ensuingsaga of being stranded in the war zone for morethan a year. The experience turned out to be apersonal and professional odyssey that pro-foundly affected his music, his appreciation of lifeand his love of all people.

That love includes a very strong embrace ofAmerica’s Armed Forces – for whom heoften performs asking nothing in return.In February of this year, Henry gra-ciously accepted a request to per-form at the grand-reopening of theUSO at the Honolulu InternationalAirport and garnered a standingroom only crowd with his pres-ence. The experience led himto donate more than 500 tick-ets to USO for service mem-bers to attend a recentconcert in Honolulu, and tovoyage with his family toGuam for this evening’s salute.

In honor of Guam’s deployed,wounded and fallen heroes,

tonight he sings “I’mComing Home” – a trib-ute to the heart of everywarrior and those whoawait their return.
