Overview

Thepurposeofthisbookistoprovideyou,thecommunityofOldCrow,withtheresultsoftheFoodSecurityOptionsProjectthatAHRN-YTincollaborationwithVuntutGwitchinFirstNation,didoverthesummerof2009.

Thisprojectwasthesecondphaseofathree-partproject,whichAHRN-YTwiththecommunityofOldCrowhasbeenworkingonsince2007.Inthisbookyouwillfindsomebackgroundinformationonhowandwhytheprojectwasstarted,howwedidtheprojectin2009(themethods),theresults,andwhatthenextsteps(Phase3)oftheprojectare.

Background:HowItAllStartedEldersofOldCrowhavebeenadvisingthecommunityformanyyearsthathardtimesarecomingandthatitistimetostartplanningforlong-termchangesrelatedtofoodsecurity.Since2007,InternationalPolarYear(IPY)researchershavebeenstudyingtheeffectsofclimatechangeonVuntutGwitchinlands.OurprojecthasbeenbasedontheElder’sadviceandtheoutcomesofIPY-relatedactivities.

CrowFlats,thetraditionalterritoryoftheVuntutGwitchin,hasbeenconsidereda‘bank’fortraditionalfoodsformanygenerations.Now,thepermafrostunderthetundraismeltingaway,andhugelakes,likeZelmaLakethatwereanimportantsourceoffreshwaterfish,muskratsandbeavers,andwerealsohometomanyspeciesofmigratorybirds,havedrained.Withthislakedrainagetheanimals,fishandbirdsthathavebeenthestapledietofthecommunityofOldCrowsincetimeimmemorialhavebeendisappearing.

Salmon,akeysourceoffoodforthecommunityforgenerations,dwindleddowntosuchapointthatthecommunityhasbeenlimitedinhowmanyfishthatcanbecaught.Weallrememberin2008whenonlysevenfishwereharvestedbecausetherewerenotverymanythatcameupthePorcupineRiver.

BecauseofallthechangestotraditionalfoodsinOldCrow,bothindividualandcommunityhealthareinjeopardy.Wearestartingtoseeincreasesinchronicdiseasessuchasdiabetes,cancer,heartdisease,andothersicknessessuchasH.pyloriinfectionsinthecommunity.

ThefirstphaseofAHRN-YT’sprojectin2008-2009,trainedVuntutGwitchinyouthonhowtosearchforinformationaboutclimatechange,health,andfoodsecurityusingtheInternet.Asyouremember,therewasalargegatheringinJanuary2009wheretheyouthactivelyparticipatedwiththecommunityinvariousclimatechangeworkshopswithIPYresearchers.Atthismeeting,ElderssharedvaluableTraditionalKnowledgewiththeyouth,andmanypeoplesharedthoughtfulwisdomandadvicewiththemaswell.Theimportanceoftraditionalfoodsforthephysical,emotional,culturalandmentalwell-beingofVuntutGwitchinpeople,andthedrasticchangestothelandreportedbyIPYresearchersthatareimpactingtheavailabilityofourtraditionalfoods,wereverystrongandimportantmessages.Followingthisgathering,boththeyouthandtherestofthecommunityrecommendedthattheresearchworkcontinue,andsoAHRN-YTdevelopedaproposalforHealthCanadaandreceivedfundingtodoPhaseTwo.PhaseTworesearchfocusedonlearningwhatfoodsecurityactivitiesthecommunityhasbeendoingandwhattheycoulddointhefuturetohelpcopewithclimatechange.TheprojectwasbuiltontherecommendationsoftheVuntutGwitchinpeopleofOldCrow.

Methods:WhatWeDidTogetherTherewerethreemainpartstothisproject.o Youthtrainingtodoresearchonidentifyingfoodsecurityoptions,in

Sevenyouthwerechosentobefilmandresearchertraineesbasedontheirparticipationandinterestinthepreviousclimatechangeworkshopandtrainingheldin2008/2009.DustinCharlie,ChelseaCharlieandDanielFrostweretheyouthresearcherswhoworkedwithNormaKassiandcommunity-basedresearcherKatelynFriendship.RhianaKaye,AprilKassi,YudiiMercredi,andCliftonNukonworkedwithfilmproducer,TookieMercredi,onfilmtrainingthroughoutthesummer.

(ChelseaCharlie,DustinCharlie,DanielFrost,YudiiMercredi,AprilKassi,CliftonNukon,andRhianaKaye)Itshouldbenotedthatbecauseoftheproject,somestudentshavenowtakenakeyinterestinapplyingwhattheylearnedoverthesummerof2009tocontributetoongoingclimatechangeworkintheNorth.ChelseaCharlie,forexample,wasaparticipantintheYoungLeaders’SummitonNorthernClimateChangeinInuvikinAugust2009,andwasapartoftheCanadianYouthDelegationattheUNClimateChangeSummitinCopenhageninDecember2009.InJune2009,weheldatwo-daytrainingorientationwiththeyouthinWhitehorse,beforewewenttoOldCrow.There,theylearnedcommunicationskills,personaldevelopmentskills,assertivenesstraining,andresearchtechniques.

YouthFoodSecurityResearchers(Dustin,ChelseaandDaniel)OncewegottoOldCrowonJuly1st,theyouthresearchersbeganlearninghowtoconductinterviewsandstudiedmoreaboutcommunicatingsothattheywereabletointroducetheprojectonthephoneandwereresponsibleforcallingandsettingupinterviews.Inthebeginning,Katelynwentwiththeyouthresearcherstohelpwiththeinterviews.Theyouthhowever,wereresponsiblefordoingtheinterviews.Thisincludedintroducingtheproject,signingofthereleaseforms,recordingtheinterview,askingthequestions,andtakingnotes.Theyaskedquestionsaboutdifferentfoodsecurityoptionssuchashowmanyfamilieswouldbewillingtobuildagreenhouseoragardentogrowtheirownfoodandthepossibilityofsmall-scaleanimalfarming.Theyoungresearchersalsoaskedpeopleaboutlong-termstorageoptions,traditionalwaysofpreservingfood,tradingandsharingamongtheGwitchinnations,TraditionalKnowledgeandland-basedskillsforyouth,andtraditionalrolesandvaluesofVuntutGwitchinpeople.Itwasn’tlongbeforetheyoungresearcherswerecomfortableandconfidenttodotheinterviewingcompletelyontheirown.Whenalltheinterviewsweredone,wethenhadtotranscribe-ortypeuptheinterviewsandthenotes.TheyouthresearchersalsohelpedKatelyntodothis.

Whentheyouthwerenotworkinghardwithinterviews,theywerebusydoingresearchontheInternet.DustinandDanielwroteashortpaperonclimatechangeandsalmonanditsimportanceasatraditionalfood.ChelseawroteapaperonclimatechangeandtheimportanceofcariboufortheVuntutGwitchin.Aswell,theyouthtookpartinallcommunityeventsandactivities(CanadaDayfestivities,GwitchinDays)throughoutthesummer.TheresearchersdecidedthattheywantedtolearnmoreaboutfoodsecuritytohelptoaddressfoodsecurityissuesinOldCrow.Duringthesummertheypromotedphysicalactivityinthecommunity(floorhockey,baseball),wentberrypicking,andfishingwithotheryouth.

InAugust,NormaKassiandtheyouthpresentedtheirpreliminaryfindingsattheAnnualGeneralAssembly.Thiswasanimportantmeeting,whichspurredalotofcommunityconversationaboutfoodsecurityissues.Itwasanemotionalpresentationforboththeyouthresearchersaswellasmembersofthecommunity(particularlywomen)whentheydiscussedtheirfindingsonthetraditionalrolesofGwitchinmenandwomen,inrelationtofoodsecurityandthevaluesofsharing.Thecommunitywasveryhappywiththeyouth’sworkandcommentedonhowexcellentitwastoseetheirownyouthdoingtheresearchinthecommunity.

Oncealltheinterviewsweretypedup,AHRN-YTlookedcarefullyatthedata(analysis)andfromthatidentifiedthekeythemes,andvalidatedtheresults(October2009andFebruary2010).Thiswasdonewiththecommunitybycomingtotalkwiththemandmakingsurethateveryoneagreedwiththefindings.Thishasledtothedevelopmentofrecommendationsforthecommunityregardinglong-termfoodsecuritystrategies.

FilmTrainees(April,Yudii,Clifton,andRhiana)Throughoutthesummerof2009,youmayhavenoticedfouryouthfilmingdifferenteventsandpeople.TookieMercreditrainedtheyouthinproducingavideodocumentaryanddeveloping2-minutetrailersonfoodsecurityandclimatechangeissues.TheydidthisintheOldCroweditsuiteoveraperiodofthreeweeks.Thefilmtraineesalsoreceivedtraininginsoundandlighting.AttheAnnualGeneralAssembly,theyouthworkingwiththefilmwereabletoshowcasethetrailersthattheyhadmade.Thecommunitywasveryproudofalloftheirhardwork.Tookie has also been busy producing a 45 minute video documentary called OurChanging Homelands, Our Changing Lives, which spans 15 years of footagedocumentingtheimpactsthatclimatechangeishavingonVuntutGwitchinpeople’sfood security and livelihoods. The film captures Traditional Knowledge practices inrelation to healthy living and traditional food options as described by Elders andcommunitymembers.Thisfilmwillbeveryimportantforinformingtheworldaboutthechallengesthatthecommunityisfacingbecauseofclimatechange.

Results:WhatPeopleSaidOverthecourseofthesummer,theyouthresearchersinterviewed35VuntutGwitchincitizens.Manyinthecommunityexpressedthatthisresearchwasaneyeopenertothemastheywereabletoseewhatwashappeningonaglobal-scalewithrespecttoclimatechangeandfoodsecurity,aswellasunderstandandconnectthechangesandimpactsbeingfeltlocally.Ourfindingssuggestthattherearealreadysomefoodsecurityactivitiesunderwayinthecommunity.Afewfamilies,forexample,havegardensandtwoarefarmingchickensandturkey.

Therewereseveralkeyissuesthatcamefromourresults.o RecommendationforVGFNgovernmenttodevelopalong-termstoragefacilityfordrygoodsandemergencysuppliesandtools.Peoplefeltthatthiswasaveryimportantissuethathadtobecarefullyplanned.Forexample,decisionsonwhethertobuildsomethingnewortouseanabandonedbuilding,andtohavethebuilding“green”andenergyefficient,wereconsideredimportantplanningdiscussions.

o Acommunityfreezerwasthoughttobeagoodwaytostoreanemergencysupply offood.Thestructurewouldhavetobecarefullyplanned.Afreezer,whichusedelectricity,wouldnotbesustainableandsothecommunitywouldneedtolookattraditionalwaysofstoringmeatsandlookatthepossibilityofbuildingatraditionalpermafrostcellar,usinghighcaches,oradifferent“green”waytostorefood. o Peoplewereinterestedingardeningprojectsbutmanyfeltthattheyneededto learnmoreabouthowtogarden.Itwasthoughtbysomethatacommunitygardenwouldbeagoodwayforpeopletolearnhowtogardenandthenitmaybeeasierforthemtohavetheirown.

o MostparticipantsfeltthatanimalfarmingwasapossibilityforOldCrow.Poultryfarming,pigfarming,andrabbitfarmingwerethoughttobepossibilities.Aswell,farmingandstockinglocallakeswithlocalspeciesoffishwasalsosuggestedasapossibility.

o Recommendationforagreatereffortintrainingonland-basedskillsandGwitchin traditionalcultureforyouthandyoungparents.Empoweringandteachingyouthleadershipskillswerethoughttobeveryimportant.ThiscouldhappenbygoingoutonthelandwhereyouthcouldlearnfromexperiencewithElders,andwiththeirparentsandotherswhoareknowledgeableabouttheland.Thishands-onexperiencewillhelpthemtohavethenecessarysurvivalskillsforlivinginhardtimes.Itwasthoughtthatpeople,andespeciallytheyouthneedtobephysicallyfitsothattheyareinshapeforbeingontheland.Itwasalsosuggestedthatculturalcampsbeextendedandhappenmoreoften(seasonally)withseparatetrainingformalesandfemalesontraditionalGwitchinroles.

Wealwaystalkabouttheyouth,weneedtopaymoreattentiontothem,givethempositivefeedbackandalotofcreditforthingslikehuntingandbringingbackcaribouandsharing-youthneedtobeencouraged.

Overall,fromtheinterviews,peopleinthecommunityfeltthatitistheresponsibilityoftheindividual,parents,family,theVGFNgovernment,andthecommunityasawholetoensurethatthepeopleofOldCrowarefoodsecure.

NextStepso PlansforActionAHRN-YTwillworkwiththecommunityaswellaswithotherresearcherstosupportandhelpdeveloptherecommendationsfromthecommunityaboutfoodsecurity,intoprogramsandpoliciestobenefitVuntutGwitchincitizensbothnowandinthefuture.Todothis,AHRN-YTwiththecollaborationofVGFNproposedtoHealthCanadatodomoreresearchontherecommendationsofpriorityduringthesummerof2010.NormaandKatelynwithseveralyouthwillholdfocusgroupsinOldCrowtolookatthekeyissuesindetailandtodevelopfeasibleplansofaction.Asapartofthis,AHRN-YTwillcontinuetotraintheyouthanddeveloptheirskillsinresearchandclimatechangeandhealthissues.o ClimateChangecurriculum

AHRN-YTwillhelptosupportthedevelopmentofaland-basedcurriculumthatisbeingdevelopedbyVuntutGwitchinGovernment.Thecurriculumwillincludeland-basedskillsandculturaltrainingrelatedtothetraditionalmethodsoffoodsecurityandsustainablefoodpractices.o OurChangingHomelandsOurChangingLivesfilmrelease

ThevideowillbeshownworldwidetoeducateothersabouttheimportanceofpreservingtheVuntutGwitchin’swayoflife.ItwillbeanimportanttooltobeusedforeducationalpurposesinschoolsandUniversitiestobringthemuch-neededawarenesstohowfasttheArcticanditsIndigenouspeoplesarebeingimpactedbythechangingclimate.

ResourcesDevelopedThefollowingisalistofresourcesthathavebeendevelopedthroughoutthecourseoftheproject.AHRN-YThasgivenallofthesetotheVGFNHeritageDepartmentwheretheyarefreeforthecommunitytouse.
