    Introduction

    Vectec was established in 1994 by Simon Fowler with the goal of raising the environmental and safety standards in the commercial refuelling sector.

    Vectec specialises in the design, specification, supply, installation and maintenance of refuelling and fuel storage facilities.

    Background

    Ocado is the world’s largest dedicated online supermarket.

    Prior to a devastating fire in February 2019, the Andover Central Fulfilment Centre (CFC) provided about 10% of Ocado total capacity and processed over 30,000 orders per week.

    During the redesign process, Ocado decided to use Andover as a petrol test site.

    The petrol fuel islands were designed to fuel a forthcoming petrol hybrid fleet of vans that would, in time, completely replace the existing diesel van fleet.

    The aim was to grow its fleet but also reduce carbon footprint and move ahead of the UK government’s 2030 ban on non-hybrid.

    Vectec was approached in September 2019 by MBA Consulting Engineers for advice

    Client opted to go below ground to maximise the available yard space.

    Then decided to make the new facility diesel and petrol

    The size of the required petrol storage raised the question of Stage 1B and Stage 2 Vapour Recovery

    Environmental compliance

    Permits for Vapour Recovery are issued by a local authority’s department for control of pollution under DEFRA guidelines. DEFRA stated in December 2013 (Process Guidance Note 1/14(13)) that any new service station with a planned petrol throughput greater than 500m3 in any 12 month requires Stage 2 controls.

    Alongside the requirement to be compliant with UK environmental legislation, the biggest driver behind employing VR2 on a commercial petrol forecourt is safety.

    The client decided to put in VR from the get-go in preparation for hybrid switch

    DesignRole of the petroleum licensing authority

    Licenses granted either by a local authority’s trading standards department or by the local Fire and Rescue service.

    A petroleum officer would usually expect to be present to oversee the offload of a below ground petrol tank, as well as to oversee the pipework pressure testing and finally to oversee the facility commissioning.

    The submission must include as installed drawings of fuel pipework, tank in ground and drainage; with full technical specifications and DSEAR risk assessment/method statement

    The facilityEquipment installed

    Double skinned cylindrical steel fuel tank pre-strapped to a mounting cradle and A252 steel mesh base frame.

    Class 1 leak detection system to monitor the interstitial space between the tank skins as per Blue Book 4th Edition 2018 (section 5.1.1).

    All suction and offset fill lines in secondary containment fusion weld fuel pipework. The vent and VR2 lines in primary containment only.

    C-Series twin product pumps with VR2 proportional nozzles.
