Volunteer Firefighter Recruitment and Retention Coordinator Salary Range $55,000 - $61,000 over 4 years
Washington County Volunteer Fire and Rescue Association (WCVFRA) is seeking a talented individual
who will be responsible for the development and management of a volunteer recruitment and retention
program for firefighters and Emergency Medical Service Volunteers for our member Volunteer Fire and
EMS Companies to provide emergency services to Washington County residents. This position is
responsible for planning, coordination, and implementation of a comprehensive recruitment and retention
program and will also assist with special and volunteer projects.
This position is a contractual limited duration position (4 years) funded by a Federal SAFER Grant
(Staffing Adequate Fire Emergency Response), an assistance program created to provide funding directly
to fire departments and volunteer firefighter interest organizations to help them increase the number of
trained, "front line" firefighters available in their communities, reporting to the President of WCVFRA.

Minimum Qualifications: Must be able to read, speak and write in English
Must be at least 21 years of age
Valid driver's license and personal vehicle available for in county travel –
Graduation from high school or equivalent GED
Pass the Washington County Volunteer Fire and Rescue Association’s pre-employment back ground
checks
Preferred Qualification
Experience as a volunteer coordinator through a grant program.
Bachelors Degree in Marketing or related field.
Has Comparable Volunteer Experience as a firefighter, EMT or other fire service volunteer.
Essential Duties of the Position

1. Organizes, coordinates and manages the recruitment of volunteers for the, various Fire and EMS
Companies in Washington County in cooperation with the WCVFRA Recruitment and Retention
Committee.
2. Works with social, civic and local organizations to develop partnerships, where appropriate, to
develop and/or utilize volunteers.
3. Develops and implements training programs for all volunteers. in cooperation with the WCVFRA
Recruitment and Retention Committee.
4. Reviews and updates records on all volunteers maintained by Association software.
5. Reports to The WCVFRA Executive committee on volunteer activities as needed.
6. Recommends and develops ongoing volunteer utilization in cooperation with the WCVFRA
Recruitment and Retention Committee and WCVFRA Chiefs Committee.
7. Develops and implements a volunteer recognition program in cooperation with the WCVFRA
Recruitment and Retention Committee.
8. Represent the Fire Department and themselves professionally and ethically when dealing with
other agencies, fire departments, and organizations.
9. Provides follow-up and coordination for each new recruit and the mentoring processes at each
company.
10. Ability to effectively communicate orally and in writing with people of all ages and
socioeconomic groups and easily relate to the prospective new volunteers.
11. Ability to prepare reports, assignments, instructional guides, and other written directives and
documents.
12. Ability to manage time, projects, and deadlines independent of direct supervision.
13. Deal effectively with people while promoting community and department interactions.
14. Practical familiarity of general computer operations; have basic proficiencies with Microsoft
Office Suite products: Word, Excel, PowerPoint, Publisher, and database software applications.
15. Ability to be imaginative, independent, and articulate.
16. Programs, goals and purpose of the assigned department.
17. Methods of preparing and processing various records, reports, forms and other documents
peculiar to the assigned department or program.
18. Business letter writing, report preparation and the standard format for typed materials.
19. Other duties as may be assigned consistant with the SAFER Grant.
Supervisory Responsibility
This position has no direct staff supervisory responsibilities.
Work Environment
This job operates in a professional office environment, Member Company Fire/EMS
Stations, County and community buildings, off site venues and outside event areas in various
weather conditions. This role routinely uses standard office equipment such as computers,
phones, cell phones and data devices, photocopiers, filing cabinets and fax machines.
Physical Demands
The physical demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of this job.
While performing the duties of this job, the employee is regularly required to talk or hear.
The employee frequently is required to stand; walk; use hands to finger, handle or feel; and
reach with hands and arms. The employee must frequently lift and/or move objects up to 10
pounds and occasionally lift and/or move objects up to 25 pounds.
Position Type and Expected Hours of Work
This is a full-time position of 40 hrs per week. Days and hours of work are flexible due to the
nature of the volunteer system and the necessity of engaging the business and educational
community along with the volunteers. Evening and weekend work may frequently be
required as many volunteer company officers or the volunteers themselves may only be
available during those hours.
Travel
Travel is primarily local during the business day, although some out-of-the-area and
overnight travel may be expected. Mileage re-imbursement will be provided for approved
employment related travel. There shall be no relocation nor commuting funds provided.
Volunteer Restrictions The Washington County Volunteer Fire and Rescue Association encourages volunteer
participation as a fundamental tenant of community, however, in order to assure equal
service delivery, free of the appearance of special treatment or unfair access among our
member volunteer companies, this employee is prohibited from providing any Fire/EMS or
social/Administrative volunteer service with any WCVFRA member company or WCVFRA
committee in Washington County, Maryland during his or her term of employment. Such
activity shall be grounds for termination. This is not to be construed in any way to reduce or
prohibit any approved activity as an employee of the WCVFRA.
