That’s how long Louisiana Department of Agriculture and Forestry Commissioner Mike Strain, D.V.M., says mankind has been farming. Earlier this month, three distinguished individuals, one posthumously, were inducted into the Louisiana Agriculture Hall of Distinction in Baton Rouge, La. “Tonight, we are here to honor three men of distinc- tion, to reflect on their lives and accomplishments. These are men who are committed to their families, their communities and to agriculture,” said Strain. For 97 year old Lucien Laborde of Hamburg, La., this isn’t the first time he has been recognized for farming. He was first honored in 1933 as Outstanding Future Farmer of Louisiana. Laborde, however, has served his country in many ways. While in the U.S. Army during World War II, he landed on Omaha Beach on D-Day and earned a Bronze Star and French Rois De Guerre citation for his brave service. He com- pleted his Army service as Lieutenant Colonel and served in the National Guard after returning to Louisiana, as well as continuing his work as an agri- culture producer. “It’s been my privilege to take part in this over the years and I’ve tried to instill this in my family,” Laborde tearfully said when he received his award at the Hall of Distinction banquet. Laborde is committed to soil, water and wildlife conservation. The cattle and seed farmer is also a sup- porter of higher education, having served as director of the LSU Foundation and as the first president of the LSU-Alexandria Foundation. Another inductee, longtime rice grower Jimmy Hoppe of Iowa, La. told those in attendance, “The best part of agriculture is working side by side with others in agriculture and being able to provide for the con- sumer.” Upon receiving his award, Hoppe also said, “We’re always out there fighting every day for the best production we can do and only God can help that.” Hoppe is a third-generation grower who retired in 2012, although he still runs his specialty rice-packag- ing business. He learned the value of service and lead- ership as a state officer in the Future Farmers of America organization in high school. Hoppe is known for his advocacy of sustainable environmental practices and efficient use of resources. He was named U.S. Rice Farmer of the Year in 1999 and a 2007 International Rice Festival honoree, he is also known for his contributions in cutting-edge agri- cultural research and working with the LSU AgCenter Rice Research Station. He was 54. For 97 year old Lucien Laborde of Hamburg, La.,this isn’t the first time he has been recognized forfarming. He was first honored in 1933 as OutstandingFuture Farmer of Louisiana. Laborde, however, hasserved his country in many ways. A Dry Prong man is accused ofburning a debris pile and inten-tionally allowing the fire tospread to adjacent lands where aresidence was burned. The inci-dent happened Feb. 14, 2015 onGator Hole Road in Dry Prong.

Investigators with theLouisiana Department ofAgriculture and Forestry (LDAF)arrested 50-year-old Ronald

Bonicard on Feb. 27 and chargedhim with simple arson.

“A pilot in our forestry divisionwas patrolling the area and wit-nessed someone setting the fire.Our pilots patrol the state dailylooking for suspicious activity.Using the information providedby the pilot, the State FireMarshal’s Office assisted us inidentifying Bonicard,” said

Bonicard was booked into theGrant Parish Jail and wasreleased on $7,500 bond.Investigators say while Bonicardwas in custody, he admitted start-ing the fire and watching withouttaking any action as the firespread and consumed a nearbyresidence. No word yet on the

estimated cost of the damage tothe home.

According to LA.R.S. 14:52 B,whoever commits the crime ofsimple arson, where the damagedone amounts to five hundreddollars or more, shall be finednot more than fifteen thousanddollars and imprisoned at hardlabor for not less than two yearsnor more than fifteen years.

JEANERETTE, La. – Cattle producersattending the Acadiana Beef CattleProducers Field Day at the LSU AgCenterIberia Research Station on March 7 heardabout practices that could result in health-ier and more profitable herds.

Jacques Fuselier, LSU School ofVeterinary Medicine professor, saidadministering certain vaccines to a calfcan be done too soon. He said the mini-mum age is 4 months, and boosters willbe needed after at least 21 days. The pro-ducer’s herd veterinarian will be able todesign a protocol that best fits a specificherd, he said.

Fuselier also said needles should bechanged for each animal.

Parasites are becoming resistant todewormers, he said, and giving cattledewormers too often or at the wrong timeof the year will only increase resistance.

Guillermo Scaglia, LSU AgCenter beefcattle researcher, said overfeeding bullscan decrease their semen production.

Scaglia said bulls can gain 1-1.5 poundsper day on good hay and 2-2.5 pounds perday on winter annual grass. However,700- to 900-pound bulls will need to besupplemented if grazing summer perenni-al grasses.

Mineral needs should not be over-looked, he said.

“You can’t be cheap when feeding min-erals to bulls. There are too many thingsthat can go wrong if they have any miner-al deficiency,” he said.

He said that the 60-day period beforebreeding season is the most importanttime. Bulls at this time should get welladapted to the environment. “If they wereon a high concentrate diet – gaining 3-4pounds per day – make sure you switchtheir diet gradually, tapering their corn-based feed by 20 percent each week, sothey ‘harden up’ for breeding,” he said.

Scaglia also discussed the use of EPD(Expected Progeny Difference), which isthe expected difference in the perform-ance of the calves from a bull comparedto another bull's calves. It is a tool to aidin bull selection.

“It is OK to visually select your bulls,but EPDs will help you make an even bet-ter decision,” he said.

Scaglia is conducting a research projectcomparing two purebred Brangus herds –one with a low input cost with a stockingrate at 0.5 cows per acre (breeding seasonof 90 days) and another with a higherinput expense at a greater stocking rate of0.75 cows per acre (breeding season of 60days). However, all of the animals areunder the same health protocol receivingthe same vaccines and deworming treat-ments, he said.

The expense of the high-input group is$346 per cow, compared to $307 for thelow-input group, he said. But so far, thehigh-input group is providing anincreased return on the investment. Hesaid the study, in its first year, will becontinued for several years.

LSU AgCenter county agents StanDutile and Andrew Granger demonstratedcattle handling techniques that emphasizea calm, gentle manner. An electric cattleprod should be avoided as much as possi-ble, Dutile said. “We should always avoidhandling cattle when we are in a rush.”

Moving cattle into a pen is easier if agate is located in a corner, he said.

Pushing cattle from behind is more dif-ficult because the animals want to turnand see what is approaching them. “Youneed to stay out to the side where theycan see you,” he said.

Dutile demonstrated using a four-wheeler to move cattle by driving thevehicle side to side in sweeping passes topush a herd.

Granger said the four-wheeler mimicsthe action of a predator, and moving tothe outside of the herd allows the animalsto get a view of what is approachingthem.

Ed Twidwell, LSU AgCenter foragespecialist, showed the results of a test of35 ryegrass varieties. He said varietieswith twice the amount of chromosomes,called tetraploids, are being advertised ashaving potentially higher yields than nor-mal diploid varieties. But research resultsfrom several states have shown onlyminor yield differences between the twotypes. Producers should evaluate ryegrassvarieties on yield performance, diseaseresistance and maturity.

He also said spray tips should becleaned or changed regularly.

Phil Elzer, LSU AgCenter associatevice chancellor for animal programs, saidthis year’s state budget problems facingthe LSU AgCenter are daunting.

“This is the scariest I’ve seen,” he said,adding that legislators should beinformed of the potential effects the pro-posed cuts could have. “This is yourAgCenter. Do not let the budget take itaway.”

Elzer said the LSU AgCenter MasterCattleman Program has been updated,expanded and strengthened and will beoffered in places across the state wherethe classes have not been held previously.

Granger said a new Master Cattlemancourse will be held this summer for theAcadiana area at a cost of $120 per per-son.

Donna Morgan of the Louisiana MasterFarmer Program said a new MasterFarmer class will be offered in southwestLouisiana in late June. She also said aMaster Farmer University for the firsttwo phases of the program will be offeredin July in conjunction with the SugarcaneField Day on July 15 at the LSUAgCenter Sugar Research Station near St.Gabriel.

ARC/PLC deadline approaching

U.S. Department of Agriculture(USDA) Louisiana Farm Service Agency(FSA) State Executive Director, Craig A.McCain, reminds producers that thedeadline to update yields and reallocatebase acres and choosing between ARCand PLC is fast approaching.

“This is an important decision for pro-ducers, because these programs providefinancial protection against unexpectedchanges in the marketplace. Producersare working to make the best decisionthey can. And we're working to ensurethat they've got the time, the informa-tion, and the opportunities to have thosefinal conversations, review their data,

and to visit the Farm Service Agency tomake those decisions,” said McCain.

If no changes are made to yield historyor base acres by March 31, 2015, thefarm's current yield and base will beused. A program choice of ARC or PLCcoverage also must be made by March31, 2015, or there will be no 2014 pay-ments for the farm and the farm willdefault to PLC coverage through the2018 crop year.

Speaking on behalf of the lateEdwards Barham of Oak Ridge,La. was his brother, Robert, whocurrently serves as Secretary ofthe Louisiana Department ofWildlife and Fisheries. “Edwardswas a fantastic big brother. Hisfamily was always his motiva-tion,” said Robert Barham.

Barham was honored posthu-mously for his contributions tocotton, rice, corn and soybeanfarming, as well as agriculturalaviation and higher education.

As a farmer, Barham was a cer-tified flight instructor with avision of improving crop dusting.He formed an agricultural aerialapplication business that used avariety of aircraft for pest man-agement. Working with NASA

and the U.S. Department ofAgriculture, Barham helpeddevelop and deliver the first pre-scription pesticide applied by air-craft in the United States. He alsoplayed a key role in research thatled to eradicating the boll weevilin Louisiana cotton farming.

“He endeavoured to live aworthwhile life,” said Barham’sson, Erle West.

Barham founded Flying TigerAviation, one of the country’s topagricultural flying schools thattrain’s pilots in safety protocolsand proper pesticide applicationprocedures.

Barham also served on the StateBoard of Regents, the board ofsupervisors for the University ofLouisiana System, the board ofsupervisors for the LouisianaCommunity and TechnicalCollege System, and he served asa state senator.

Barham passed away inOctober 2014, but his legacy liveson with the establishment of theLouisiana Aerial ApplicationCenter of Excellence that willcontinue providing outstandingtraining with manned andunmanned application systems.

Reflecting on the achievementsof these individuals,Commissioner Strain said,“Before any nation can be great,we must be great in agriculture.However, the future of agricul-ture is at risk and therefore, wemust care for the Earth, plantscrops, animals and livestock.”

Strain added that it’s farmerslike Lucien Laborde, JimmyHoppe and Edwards Barham whoare passing their skills down tothe younger generation of farm-ers. Farming is an important com-mitment to both feed the worldand protect the environment.

Although he never smoked, Mike was diagnosedwith esophageal cancer in June of 2012, followed bya leukemia diagnosis in May 2014. Danna continuedto work through much of his illness, traveling toCosta Rica, Colombia and Panama in early 2014 tocover the LSU AgCenter’s AgLeadershipDevelopment Program’s international tour there. InJanuary of 2015 Mike and the TWILA Team ofreporters kicked off the TV program’s new season bybroadcasting from the San Diego Zoo. San Diego wasthe site of the most recent annual meeting of theAmerican Farm Bureau Federation.

Born May 26, 1960, Mike was raised in Baker andwas a 1978 graduate of Baker High. During his col-lege years he wrote for his hometown newspaper,“The Observer,” as well as the LSU student newspa-per, “The Daily Reveille.” He also free-lanced for“The Advocate.”

In 1983 he graduated from LSU’s Manship Schoolof Mass Communication and was hired by Gannett asa governmental reporter and political writer for “TheNews-Star-World” in Monroe. In June 1985 he leftthe newspaper to become the editor of “The LouisianaFarm Bureau News,” the official publication of theLouisiana Farm Bureau Federation in Baton Rouge.

It was there Mike was introduced to the organiza-tion’s long-running TV program “This Week inLouisiana Agriculture,” or TWILA as it was known,created by Regnal Wallace. Mike would report for theshow for the next 12 years, after which he was namedPR director for the Farm Bureau and anchor ofTWILA following Wallace’s retirement in 1997.

During Mike’s tenure the TWILA Team of reporterswould cover agricultural news from 15 countries onfour continents and broadcast or report farm news sto-ries from 27 U.S. states. TWILA is watched eachweek by more than 400,000 viewers on 19 affiliatestations across Louisiana. It is seen across the nationvia satellite on the farm news network “RFD-TV” inNashville.

Over his career Mike and the TWILA Team wouldgarner six Telly Awards for excellence in television

reporting. Mike was particularly proud of the October2011 show produced over 10 days from Turkey, andof TWILA’s coverage of the devastation wrought byHurricanes Katrina and Rita on Louisiana’s farmersand ranchers in 2005. In 2010 Mike’s report,“Katrina: Five Years Later,” won him a Telly Awardfor best news reporting by an independent televisionprogram.

In addition to his television reporting, Mike was acontributing writer to numerous news and farm pub-lications, including The Advocate, Mid-South Farmerand Progressive Farmer magazines. In 2001 the BatonRouge Advertising Federation named Mike“Communications Manager of the Year.” In 2008, hewas named “Marketer of the Year” by the BatonRouge chapter of Sales and Marketing ExecutivesInternational. In 2011, the Public RelationsAssociation of Louisiana named Danna“Communicator of the Year.” Mike will be inductedinto the LSU Manship School of MassCommunications Hall of Fame this fall. Mike is a2004 graduate of the LSU AgCenter’s “AgriculturalLeadership Development Program.”

Mike and the entire Danna family would like tothank Dr. Gerald Miletello and the physicians andstaff of the Hematology/Oncology Clinic for theirlove, care and compassion over the last two-and-a-half years. Thanks also to the physicians and staff ofthe Pennington Cancer Center.

We are also enforcingall Louisiana Board of AnimalHealth entry regulations.”

Louisiana is taking precau-tionary measures following therecent confirmed presence ofthe highly pathogenic H5N2avian influenza (AI) in com-mercial turkey flocks inthese six states: Idaho,M i n n e s o t a ,Missouri, Oregon,Washington andmost recentlyArkansas.

No live poul-try or poultryproducts may enterLouisiana from anarea designated as aHighly Pathogenic AvianInfluenza (HPAI) infected zoneuntil the official quarantine hasbeen released.

Poultry includes chickens,turkeys, quail, pheasants,peafowl, guineas, chukars andother partridge, grouse, ratitesand domestic ducks.

Poultry products includehatching eggs, chicks, poults,table eggs, litter, and offal, butdo not include processed poul-try meat for human consump-tion.

All poultry enteringLouisiana must originate froma National PoultryImprovement Plan (NPIP) AIclean flock or must be testednegative for AI within 7 days ofentry (by antibody or antigencapture methodologies recog-nized by NPIP).
