A locavore is a term used to describe a person inter-ested in eating food that is grown locally and not trans-ported long distances to markets.

For the month of June, Eat Local Challenge partici-pants pledge to eat only foods that come from within a200-mile radius of New Orleans.

Strain elicited cheers of delight when he held up aripe Creole tomato for the crowd.

My Dear Friends, Of late, there has been a great deal

of discussion in reference to thebudget of the state. Accordingly, anumber of different viewpoints havebeen expressed. I write to you todayto ask for support as we move for-ward and face difficult times.

As a former legislator, and currentCommissioner of Agriculture andForestry, I have had the honor toserve our state in both good timesand bad. As state officials, we have afundamental duty to govern. We arecharged with the health, safety, edu-cation and protection of our citizensas well as the orderly facilitation ofcommerce.

Throughout the debate, com-pelling arguments have been madefor budget stabilization, for andagainst use of one time monies, use

of the rainy day fund, use of fundbalances, etc. Each of us, from legis-lators to state wide officials repre-sent distinct constituencies and havediffering challenges and needs.

The people do not send us here toblindly agree, but rather to vigorous-ly debate and challenge the issuesand to find the most feasible solutionagreed upon by the majority, withoutharming, ignoring, or violating therights of the minority.

Once passed, the measurebecomes the collective conscious-ness of the body until it is revisitedin a later session.

The House and Senate aredesigned to be a reflection of the cit-izen populace, and are specificallycharged with putting into place theparameters by which the executiveand judicial branches are to govern.

Bills and resolutions set the long-term course of the state whereas thebudget is implemented to express thepeople's will in the immediatefuture.

As statewide officials, we arecharged with management of ourrespective agencies within theboundaries of the constitution as rat-ified by the people and the parame-ters of law as passed by the legisla-ture.

Each statewide official is furthercharged with specific duties andresponsibilities to be carried outaccording to state and federal law.When viewed from the Capitol, theswinging of the pendulum of the bal-ance of power often seems to be per-sonal, emotional, and sometimeserratic in nature.

A democracy, necessary for the

protection of a free republic, isimperfect in nature, but remains thebest system of government mankindhas ever known. We must respecteach public servant's opinion, chal-lenge each initiative, and accept theresolved will of the body until suchtime as we convene again. We mustfurther lead by example and exem-plify the highest degree of personalethics and integrity. We cannotexpect society to rise above the frayif we do not set the standard.

It is incumbent on us to bringhonor to the institution of govern-ment, to encourage others to engage,to stand resolute in our beliefs, andto serve our country until we arerelieved of this responsibility by thenext generation. Anything less isunacceptable.

Thank you for the honor and priv-

ilege of being allowed to serve thepeople of Louisiana. I have faith inour system and truly believe we aremoving in the right direction.

Sicilian Beef Short Ribs-part 2Heat stockpot over medium heat until hot. Brown beef short ribs, inbatches if necessary, on all sides. Pour off drippings. Season beefwith 1/4 teaspoon salt and pepper. Return beef to stockpot. Addonion and garlic. Combine broth, juice, ketchup, Worcestershiresauce and soy sauce in medium bowl. Pour over beef; bring to a boil.Reduce heat; cover tightly and simmer 1-1/2 to 2-1/2 hours or untilbeef is fork-tender. Meanwhile, prepare Pasta. Cook noodles in boil-ing water with 1 teaspoon salt according to package directions; drain.Return noodles to pan; stir in tomatoes and thyme. Cover; keep warmover low heat. Remove beef; discard any loose bones. Skim fat fromcooking liquid; stir in thyme. Bring to a boil; reduce heat to medium-high. Cook 15 to 20 minutes or until sauce is reduced and thickened.Place noodle mixture on serving platter; top with beef. Spoon sauceover beef and noodles. Garnish with parsley, if desired.

Saucy Beef Wraps 1 lb. lean ground beef 1/3 cup chopped onion 1/4 cup chopped green bell pepper 1 to 2 cloves garlic, minced 3/4 cup water 1/3 cup tomato paste 2 tbsps. packed brown sugar

1 tbsp. white vinegar 1/2 tsp. chili powder 1/4 tsp. salt 1 cup fresh baby spinach 1/3 cup canned black beans, rinsed1/4 cup shredded carrots 4 (8” to 9”) flour tortillas, warmed

Brown ground beef with onion, bell pepper and garlic in large nonstickskillet over medium heat 8 to 10 minutes, breaking beef up into 1/2-inchcrumbles. Pour off drippings, if necessary. Stir in water, tomato paste,brown sugar, vinegar, chili powder and salt; bring to a boil. Reduceheat; simmer 5 minutes or until slightly thickened. Add spinach, beansand carrots; continue simmering until heated through. Spoon fillingevenly in a row across center of each tortilla, leaving 1-1/2-inch borderon right and left sides. Fold right and left sides of tortilla over filling.Fold bottom edge up over filling and roll up.*Ground beef should be cooked to an internal temperature of 160 degrees.

Asian Beef Lettuce Wraps 1-1/2 lbs. lean ground beef 1/2 cup hoisin sauce 1/2 cup Asian peanut sauce 1 med. cucumber, seeded, chopped 1/2 cup shredded carrot

1/4 cup torn fresh mint leaves Salt and pepper 12 large Boston lettuce leaves(about 2 heads) Fresh mint leaves

Heat large nonstick skillet over medium heat until hot. Add groundbeef; cook 8 to 10 minutes, breaking into small crumbles and stirringoccasionally. Pour off drippings. Stir in hoisin sauce and peanutsauce; heat through. Just before serving, add cucumber, carrots andtorn mint; toss gently. Season with salt and pepper. Serve beef mix-ture in lettuce leaves. Garnish with mint.*Ground beef should be cooked to an internal temperature of 160 degrees.

Garlic-Herb Crusted Beef Roast 1 boneless beef round rump roast Salt and ground black pepper Rub:2 tsps. garlic-pepper seasoning2 tsps. dried basil leaves, crushed 2 tsps. dried thyme leaves, crushed 1 tsp. dried parsley leaves, crushed

Heat oven to 325 degrees. Combine rub ingredients in small bowl;press evenly onto all surfaces of beef roast. Place roast on rack inshallow roasting pan. Insert ovenproof meat thermometer so tip iscentered in thickest part of beef, not resting in fat. Do not add wateror cover. Roast in 325 degree oven 1-1/2 to 2 hours for medium raredoneness. Remove roast when meat thermometer registers 135degrees for medium rare. Transfer roast to carving board; tent loose-ly with aluminum foil. Let stand 15 to 20 minutes. Carve roast intothin slices; season with salt and black pepper, as desired.

Steak and Blue Cheese Wraps 1 lb. beef round tip steaks, cut1/4 inch thick 1-1/2 tsps. seasoned pepperblend 2 tsps. vegetable oil Salt

4 tbsps. reduced-fat blue cheesedressing 4 medium flour tortillas, warmed 4 romaine lettuce leaves Toppings:Sliced tomatoes, sliced red onion

Stack beef steaks; cut lengthwise in half, then crosswise into 1-inch widestrips. Combine beef and garlic-pepper in medium bowl; toss to coat.Heat 1 teaspoon oil in large nonstick skillet over medium-high heat untilhot. Add half of beef; stir-fry 1 to 3 minutes or until outside surface ofbeef is no longer pink. (Do not overcook.) Remove from skillet. Repeatwith remaining beef and oil. Season with salt, as desired. Spread dress-ing evenly on tortillas; top with lettuce leaf. Divide beef and toppings,as desired, among tortillas. Roll up tightly.

2 nuisance caterpillars are out in greater numbers this yearTwo nuisance caterpillars are out

in greater numbers than usual thisyear in Louisiana. One is a danger-ous stinging caterpillar, and theother can wreak havoc in smallfruit and ornamental trees.

The inch-long saddleback cater-pillar looks like it has two headswith spiky features at both ends. Itsprimary color is reddish brown.But it has a chartreuse and white“blanket” over its midsection witha reddish brown oval “saddle”straddling the top.

“It is reputed by many experts tobe the most dangerous caterpillar inNorth America,” said TimSchowalter, LSU AgCenter ento-mologist and head of theDepartment of Entomology, addingthat people must use extreme cau-tion if they see one.

Schowalter says stings can betreated by putting adhesive tapeover the stung area repeatedly toremove any spine tips. Use a freshstrip of tape each time. Then thor-oughly wash the area with soap andwater to help remove irritatingvenom.

“Prompt application of an icepack and a baking soda poulticecan help reduce pain and swelling,”he said. “Oral or topical antihista-mines may help relieve itching andburning.”

These caterpillars can be encoun-tered on a variety of host plants,including oak, maple, willow,apple, aster, blueberry, buttonbush,

citrus and corn.“They appear to be more com-

mon than usual in the South thisyear,” Schowalter said. “Even so,their numbers probably do not war-rant insecticide application.”

Schowalter says be on the look-out for the saddleback caterpillar.Avoid it. If you see one, try to care-fully remove and destroy.

The second is the fall webworm,a pale tan-yellow caterpillar thatcan be anywhere from a half inchto 1.5 inches in length.

“Despite its name, it is commonnow in Louisiana,” Schowaltersaid.

The caterpillars’ silk tents areconspicuous on a variety of forest,fruit and ornamental trees. Damageis usually restricted to a fewbranches, but this can be seriousfor small fruit or ornamental trees.

Schowalter says these caterpillarscan be controlled by clipping andremoving the affected branch orspraying with Confirm 2F, Dylox80% SP, Spintor 2 (spinosad),Malathion 57% EC andMethoxychlor 50WP at labeledrates.

Dale Pollet, retired extensionentomologist, says the spinosadformulation will work on thesecaterpillars and is safer for home-owners.

Garden and research plot tours, foodsampling and music will be featured at amorning-long Garden Fest at BurdenCenter on June 30 at the LSU AgCenterBurden Center in Baton Rouge.

From 8-11 a.m. visitors will have anopportunity to take a hay ride to theBurden Center research area to hearabout research with tomatoes, water-melons, peppers, cover crops and fruitcrops, according to Burden residentdirector Jeff Kuehny. They’ll also get toparticipate in selecting the outstandingtomato variety in the trial garden.

Other garden tours will include theAll-America Selections garden and achildren’s garden.

The Burden Center Midway will fea-ture displays from the East Baton RougeMaster Gardeners, the BurdenHorticulture Society, the CamelliaSociety, Herb Society, Bonsai Societyand garden equipment companies.

Experts from the LSU AgCenter willconduct a plant health clinic and diag-nose problems with plant specimensvisitors bring to them.

The Louisiana Department ofAgriculture and Forestry and theLouisiana Egg Commission will prepareand serve omelets from 8-9:30. And afresh tomato bloody mary contest willbe held from 9:30-10:30.

The Louisiana Culinary Institute andthe East Baton Rouge Parish extensionoffice will offer samples of dishes pre-pared from vegetables produced atBurden Center along with nutritioninformation for each selection.

Baton Rouge Music Studios and VisitBaton Rouge will provide live music inthe All-America Rose Garden from 10a.m. to 1 p.m.

Baton Rouge food trucks will be sell-ing food and the LSU AgCenter DairyStore will be selling ice cream from 11a.m. to 1 p.m.

Admission to the event is $5 per per-son. Burden Center is located on EssenLane off I-10 in Baton Rouge.

Garden Fest scheduled for June 30at Burden Center in Baton Rouge The Good Food Project offered by the

Food Bank of Central Louisiana hasscheduled two new gardening classesand four repeat classes for the summer.

The classes will be taught by projectdirector Lori Garton and other gardeningexperts at the Food Bank offices at 3223Baldwin Ave. in Alexandria.
