To the Residents and Ratepayers of Thorhild County;
Thorhild County Council provides residents with this update for the past year and a glimpse into thebalance of 2020. Council is pleased to have completed the recruitment of their new ChiefAdministrative Officer (CAO) in December 2019. Paul Hanlan joined the Thorhild County team onJanuary 2, 2020 and brings over 20 years of municipal government experience to the County.Please drop by the County office for a coffee with our new CAO!
Redwater RCMP Detachment hosted three Rural Crime Open Houses in Newbrook, Thorhild, andRadway. These events were well attended by the community. Seeking to further engage thecommunity and build on these engagements the County is planning to host a Crime PreventionOpen House in April 2020 (date to be confirmed) with representatives from the County, RCMP andProvince in attendance to discuss improvements to rural policing.
The County was able to secure funding for three bridge replacements in the amount of $2.3 million.These new bridges are open span, there are no pilings, to be damaged from ice flows and havebeen widened to accommodate wider loads. The bridges now have an anticipated life cycle of 70years.
Work was performed in many of the hamlets, including a roof replacement at the former ThorhildVillage Administration Building, the Newbrook Observatory Refurbishing Project (to be completed inthe spring of 2020), repairs to the main street in Egremont and the roof of the Thorhild Curling Rinkcompressor room.
During 2019 the County provided over $137,000 in donations to the following local organizations: • $30,000 to the Thorhild & District Agricultural Society • $20,700 to the Royal Canadian Legion – Thorhild • $20,000 to the Radway Agricultural Society • $15,000 to the Seeds to Sprouts Childcare Society • $13,500 to the Newbrook Recreational and Agricultural Society • $12,000 to the Radway Health Care Auxiliary • $10,200 to the Abee Community Association • $ 7,000 to the Redwater Fellowship of Churches Food Bank and • Over $9,000 to youth groups and community associations
The County was able to secure donations for, and to distribute, 63 Christmas Hampers helping over196 of our residents celebrate Christmas!
Thorhild County Medical Clinic was kept busy with 1876 patient visits, flu vaccines, and hostingNurse Practitioner Practicum Students.
An “Agricultural Local State of Emergency” was declared by the County recognizing the impact offlooding, rain, and a persistent highwater table on our agricultural producers.
Like most rural municipalities throughout the province Thorhild County was unable to avoid therepercussions of the ongoing downturn in the oil and gas industry in 2019, which required Council towrite off $1.2 million in 2019 taxes (up from $841,000 in 2018). This reality played a considerablerole in the difficult decisions which Council had to make during the 2020 budget deliberationmeetings. After many lengthy discussions, Council passed a balanced 2020 budget on December18, 2019.
Thorhild County Administration has been providing information to identify new potential investorsand investment leads in efforts to assist economic development growth throughout the County.
Council recognizes the importance of the province’s energy sector to our region and many regionsacross our country. Thorhild County Council joined with neighbouring municipalities to expressconcerns with Bill C-48 and Bill C-69. Thorhild County Council asked the Government of Canada todevelop legislation that would support the energy sector. Unfortunately, the legislation was not whathad been anticipated by Council.
Thank you to the management and employees for making Safety a core value in all our activities.County staff had a very successful year in 2019 and achieved significant decreases in workplaceincidents and injuries.

HALF MOON LAKE PARK CAMPGROUND
Thorhild County invites proposals from interested contractors to provide operational and custodialservices for the Half Moon Lake Park Campground during the 2020 season with option to extendcontract for 2 additional seasons.
The contract term will be inclusive of May 1 through October 1, 2020 • The Campground is located on the shore of Half Moon Lake located approximately 26
kilometres south west of Thorhild. Directions: Travel 14 km west of Thorhild on Highway18, then turn south and continue for 12 kilometres.
• Amenities include: 11 camping stalls with power and one group camping site; Tables andfire pits provided at each camping stall; non-potable tap water available: Firewoodavailable for Sale; Boat Launch Area and Floating Docks; Picnic Shelter, Playground andDay Use Area; Change Rooms at Beach
Duties will include but are not limited to maintenance, booking reservations, collection of fees, andenforcement of park regulations.
Each proposal shall be sealed and marked “CONFIDENTIAL.” Proposals must be received no laterthan 11:00 a.m. local time on Monday March 2, 2020. If your proposal is received after the dateand time specified above, it will not be considered. Telephoned or faxed Proposals will not beconsidered. No modifications to the proposal will be accepted after the date and time specified aboveunless specifically requested by the County in writing.
The County is not required to accept the lowest or any other proposal and specifically reserves theright to reject any and all proposals. All proposals will be opened and evaluated by the County.
