" The prime question raised bv the threate ned action consists ot but one word "Wh\7 " The Lone Island Advance posed th. same question to Blue Cross of- ficials this week. They reported: "Bayview Genera l Hospital has had an occupancy rate of approximately 50 percent durni'' the past three vears. Thi s rate may go up a bit in the summer with the mllux of summer resi dents , but it goes dow n in the winter. This Is a low occu- panc y rate , and >t is ridiculous: to consider expansion based on this occupancy record . " "Increased hospital cost, both to the hospital p lan and " to area residents " is the kev to Blue Cross ' s objections On this subject the Blue Cross of- ficial stated: "Any expansion of Bayview Hospital is completelv out of the question Fxcessive beds lead to higher hospital costs . If expansion takes p lace co^ts will ro up because additional staff and maintenance is needed. Asked how this would U feet Blue Cross if true, the spokesman commented that Blue Cross rates to the hospital aie based upon a reimbursement formula which could be afecud by the expansion The Blue Cross official stated also , that construction w >' started before Octot-er 1 to !«. at the deadline on a new law w rv.d' uovern s hospital expansion. 11e law went into effect Oc t ober I , Hospital officials , hovv c.tr , tabeledthi s an absolute lalsehoo I . stating that plans and prelim, i- ary work on the expansion pi o- gra m were submitted some 14 months ago. A mortgage com- mittment, in fact , was obtamed on November 14 , 1963. In stating their objections , Blue Cross said that thev vvere not alone in their iindin-s that the expansion progra m vvas not necessary. The Southern New York State Hospital Review and Planning Council , and tie Long Island Hospital Rev if A and Planninv Council also felt the expansion of the hospital un- necessary, the spokesman re- ported. Both group s are independent orgamvations supported , a spokesman claimed , bv voluntary groups. The Long Island Coun- cil has come into us own as a result of the recent Octobe r ley - lslatton. Thev are responsible the spokesman said , for all ex- pansion projects of hospitals to determine the need for such ex- pansion. Pressed for an answer to the source ol the funds sup- porting the councils the spokes- man stated that thev now operate unde r a grant from the Long Island Fund , and will receive additional funds from the State . Blue Cross has contributed funds tor the council' s operations . The councils have conducted severa l surveys concerning Hay- view Hospital . In a survev con- ducted in 1962 by the Southern New * i ork council at tlie re- quest of Blue Cross , the tol- liwmg findings were ¦ -ubmuted: "In the opinion of the Hospital Council Uawiew Oeneral Hos- pital serves the small comniunitv in which st is located to a lim ited dei-ree, and the wider com- munity not at all - and that there is very little cuminunm need at this time for this hos- pital. " These surveys , Donald Herd , spokesman for the Lon ¦ Island ( ouncil said vvere based MI the following factors: studv of the population and industrial 'routh of the area; the arterial How in tlie area , and public trans- po rtation to the hospital; a studv oi the proLram of the hospital; are a from which the hospital draws its patients; othe r hos- pitals in the are a and wheie thev draw their patients; o. c upanc v of other hospitals in the area; and other factors. Services offered b\ the hos- pital wei e also c onsidei ed in thi sui vc)S. Asked whether these services would not men-asc t.t - der the expansion progiam , a coun ei spokesman declan d t! at this would depend upon additions to the doctoi s woikingout of the hospital. Bayview Hospital , .v,th its present bid i dpadt v if .1 , is staffed bv 17 doctois. hioi k- hdvon Memonal Hospital , mean- while' , with a 150 btd i ajv. it>, services 95 doctors. "Wouldn ' t thv addition of ad- ditional doctors tot! e staff , made possible under the expansion pi o- gram , account for more patients being admitted to the hospital , " The Advance asked'' "This is possible , but is not necessarilv the case. This cannot itadilv, be determined since we do not know how much of an addition to the staff will be made , ' the Blui Cross official said. Does the fact that Bavview Hospital Is a private hospital have anything to do with the objections to the expansion pro- gram? All spokesmen claimed not , while the Blue Cioss of- ficial admitted that "certain fac- toi s differ in the hospital re- imbursement formulas foi pri- vate and communitv hospitals. " Costs to the patient at tht two hospitals , Bay vie w and Brookhaven Memorial , do differ , however. The charge for asemi- private room , which mav contain either two or three beds , at Bay- view General Hospital is $20 per day. At Brookhaven , a two bed semi-private room runs eithe r $25 ,$26 , or $27 , depend- ing upon the location of the la- vatory. Brookhaven has one fcur- bed ward , at $25 per day, while Bayview has no wards. Tlie cost of pi lvate rooms at each hos- pital differs slightl y with ESay- vitw at $35 per day, and Brook- haven at $36 per day. The recently announced addi- tion at Brookhaven Memorial Hospital received approval , Mr. Hei d said , because; it is located in a centrally located area; has suitable east-west access , via Sunrise Highway , and possibly has more need for expansion. The occupancy rate is much higher at Brookhaven , and the hospital is often filled to capacity with beds placed in hallwa>s. Many of the patients seived at Biookhave n , Mr. Herd said , eome fi om the an a served by Bay- view . Meanwhile , some 3,000 signa- tures have been affixed to pe- titions vvhKh are opposed to the action taken by Blue Ci oss , and local organizations , including the North Shirley Civic Organisation; the Colombian Civic Organiza- tion , tne Bayview Hospital Auxil- iary, and the Labor Non-Par- tisan League of Mastic Beach support the hospital s program Other groups throughout the area are actively engaged in the dis- tribution of petitions , Mrs. Helene Gay lord , repre senting the hospital auxiliary, reported. Feeling throug hout the aiea runs high in support of the ex- pansion of the hospital. Reasons suc h as: increased tax benefit to the area; met eased employ- ment opportunitie s for loedl re- sidents; adequate hospitalization facilities for the are a , are but a few of those expi essed. In a late development , aiea residents travele 'd b y bus to a meeting in New Yoi k with Blue Cross officials vtstji dav. De- tails of this nuetinv were not available at prosstime , but will be reported in detail next week. School Crossing (Continued Irom Page I) After a lengthy discussion of possible sol utions to the prob- lem , the board moved to posi- tion a school custodian at the crossing as a crossing guard during the times that the buses cross the crossing. This ar- rangement will be continued un- til such a time as a permanent solution can be worked out. The parents were satisificd with this arrangement as long as as - s urances were made that the guard would be there each and every day, without fail . Final action on anothe r bus problem was al so reached at Monday ' s meeting when the board voted to accept the recommenda- tion of a special committee which recommended the reinstatement of two bus drivers which the board had earlier refused to ap- prove. A third drive r , al^o re- fused earlier approval by the board , was not reinstated , how- ever. Board member William Cross , who as a membe r of the special committee met witn union rep- resentative* and the drivers , told tlie boarel that after care ful ex- amination of the charg e , made against tlie driver, it was de- cided to ask for the re instate- ment of the two . l hurg < ' , or complaints , ai-ain tthe edrive rs " did not rta'ly amount to much whe n you vet rig l t down to it , " Mr. Gro -aid. The eommittec recommende d , howeve i , that one drive r be placed on 30 day pro- bation , an I tlv s< cord on 60 day probation . Mr. Cross commt nto l also that it appeared that the bus company »i' trying to u*e the board " as hatchet men , since it was th" company .vho had recommended the removal of the three drivers . " The school board left the meet- , ing room to go into executive e~Mon to discuss the charges and the committee ' s rec- ommendation in detail before moving to accept the committee ' s report. to build or not. "The prime question raised bv

the threatened action consistsot but one word "Wh\7 " TheLone Island Advance posed th.same question to Blue Cross of-f icials this week. They reported:"Bayview Genera l Hospitalhas had an occupancy rate ofapproximately 50 percent durni''the past three vears. Thi s ratemay go up a bit in the summerwith the mllux of summer residents , but it goes dow n in thewinter. This Is a low occu-pancy rate , and >t is ridiculous:to consider expansion based onthis occupancy record ."

"Increased hospital cost, both to the hospital plan and"to area residents" is the kevto Blue Cross's objections Onthis subject the Blue Cross of-ficial stated: "Any expansionof Bayview Hospital is completelvout of the question Fxcessivebeds lead to higher hospital costs .If expansion takes p lace co^ t swill ro up because additionalstaff and maintenance is needed.

Asked how this would Ufeet Blue Cross if true, thespokesman commented that BlueCross rates to the hospital a iebased upon a re imbursementformula which could be afecudby the expansion

The Blue Cross off ic ia l state dalso, that construction w > 'started before Octot-er 1 to !«. atthe deadline on a new law w rv.d'uovern s hospital expansion. 11elaw went into effect Oct ober I ,Hospital officials , hovv c . t r,tabeledthi s an absolute lalsehoo I .stating that plans and prel im, i-ary work on the expansion pi o-gra m were submitted some 14months ago. A mortgage com-mittment, in fact , was obtamedon November 14 , 1963.

In stating their objections ,Blue Cross said that thev vverenot alone in their i indin-s thatthe expansion progra m vvas notnecessary. The Southern NewYork State Hospital Reviewand Planning Council , and t i eLong Island Hospital Rev if A

and Planninv Council also fel t

the expansion of the hospital un-necessary, the spokesman re-ported.

Both groups are independentorgamvations supported , aspokesman claimed, bv voluntarygroups. The Long Island Coun-cil has come into us own as aresult of the recent Octobe r ley -lslatton. Thev are responsiblethe spokesman said , for all ex-pansion projects of hospitals todetermine the need for such ex-pansion. Pressed for an answerto the source ol the funds sup-porting the councils the spokes-man stated that thev now operateunder a grant from the LongIsland Fund , and will receiveadditional funds from the State .Blue Cross has contributed fundstor the council' s operations .

The councils have conductedsevera l surveys concerning Hay-view Hospital . In a survev con-ducted in 1962 by the SouthernNew *i ork council at tlie re-quest of Blue Cross , the tol-l iwmg f indings were ¦-ubmuted:"In the opinion of the HospitalCouncil Uawiew Oeneral Hos-pital serves the small comniun i tvin which st is located to a limited dei-ree, and the wider c om -munity not at all - and thatthere is very little cuminunmneed at this time for this hos-pital . "

These surveys , Donald Herd ,spokesman fo r the Lon ¦ Island( ouncil said vvere based MI thefo l lowing factors: studv of thepopulation and industrial 'routhof the area; the arterial Howin tlie area , and public trans-po rta t ion to the hospital; a studvoi the proLram of the hospital;area from which the hospi ta ldraws its patients; other hos-pitals in the area and wheie thevdraw their patients; o. c upanc vof other hospitals in the area;and other factors.

Services offered b\ the hos-pital wei e also c onsidei ed in thisui v c ) S . Asked whe the r theseservices would not men-asc t .t -der the expansion progiam , acounei spokesman declan d t! atthis would depend upon addit ionsto the doctoi s w o i k i n g o u t of thehospital. Bayview Hospital , .v , thits present b id i dpadt v i f .1 ,is staffed bv 17 doctois . h i o i k-hdvon Memonal Hospital , m e a n -whi le ', w i th a 150 btd i ajv. i t> ,services 95 doctors.

"Wouldn 't thv addition of ad-ditional doctors tot! e staff , madepossible under the expansion pi o-gram , account for more patientsbeing admitted to the hospital ,"The Advance asked'' "This ispossible , but is not necessari lvthe case. This cannot i t a d i lv, bedetermined since we do not knowhow much of an addition to thestaff wi l l be made , ' the BluiCross official said.

Does the fact that BavviewHospital Is a private hospitalhave any th ing to do wi th theobjections to the expansion pro-g r a m ? All spokesmen claimednot , w h i l e the Blue Cioss of-f ic ia l admitted that "certain fac-toi s differ in the hospit al re-imbursement formulas foi pri-vate and communitv hospitals. "

Costs to the patient at thttwo hospitals , Bay vie w andBrookhaven Memorial , do d i f fe r ,however. The charge for a semi-private room , which mav con ta ineither two or three beds , at B a y -view General Hospital is $20per day. At Brookhaven , a twobed semi-private room runseithe r $25 ,$26 , or $27 , depend-ing upon the location of the la-vatory . Brookhaven has one fcur-bed ward , at $25 per day , whileBayview has no w a r d s . Tlie costof pi lvate rooms at each hos-pital differs slightl y wi th ESay-v i tw at $35 per day, and Brook-haven at $36 per day.

The recently announced addi-tion at Brookhaven MemorialHospital received approval , Mr.Hei d said , because; it is locatedin a centrally located area; hassuitable east-west access , viaSunrise Highway , and possiblyhas more need for expansion. The occupancy rate is muchhigher at Brookhav en , and thehospital is often filled to capacitywi th beds placed in h a l l w a > s .Many of the pat ients seived atBiookhave n , Mr. Herd said , eomefi om the an a served by Bay-view .

Meanwhi le , some 3,000 signa-tures have been affixed to pe-titions vvhKh are opposed to theaction taken by Blue Ci oss , andloca l organizations , including theNorth Shirley Civic Organisation;the Colombian Civic Organiza-tion , tne Bayview Hospital Auxi l -i a ry , and the Labor Non-Par-tisan League of Mastic Beach

support the hospital s programOther groups throughout the areaare actively engaged in the dis-tribution of petitions , Mrs.Helene Gay lord , repre senting thehospital aux i l i a ry , reported.

In a late development , a iearesidents t r a v e l e 'd by bus to ameeting in New Yoi k wi th BlueCross officials v t s tj i dav. De-tails of this nue t inv w e r e notavailable at prosstime , but w i l lbe reported in de ta i l n e x t week.

School Crossing( C o n t i n u e d I r o m P a g e I )

After a lengthy discussion ofpossible sol utions to the prob-lem , the board moved to posi-tion a school custodian at thecrossing as a crossing guardduring the times that the busescross the crossing. This ar-rangement will be continued un-til such a time as a permanentsolution can be worked out. Theparents were satisificd with thisarrangement as long as as -surances were made that theguard would be there each andevery day, without fail .

Final action on another busproblem was al so reached atMonday's meeting when the boardvoted to accept the recommenda-tion of a special committee whichrecommended the reinstatementof two bus drivers which theboard had earlier refused to ap-prove. A third driver, al^o re-fused earlier approval by theboard , was not reinstated, how-ever.

Board member Wi l l i am Cross, who as a membe r of the specialcommit tee met witn union rep-resentative* and the drivers, toldtlie boarel that after care ful ex-amination of the charg e , madeagainst tlie dr iver , it was de-cided to ask for the re instate-ment of the two . l hurg < ' , orcomplaints, ai-ain t the edrive rs"did not r t a ' l y amount to muchwhe n you vet rig l t down to it,"Mr. Gro -aid. Mr. Cross commt nto l also thatit appeared that the bus company»i' trying to u *e the board "ashatchet men , s ince it was th"company .vho had recommendedthe removal of the threedrivers ."

The school board left the meet- ,ing room to go into executive
