Funds started by formerFormer Clarion Superinten-dents Dr. George White, Dr.Joseph Fotos, and Dr. WilliamKaufman created the BobcatFunds to receive and disbursemonies to benefit students ofthe Clarion Area SchoolDistrict.The Clarion CountyCommunity Foundation andBridge Builders CommunityFoundations have partneredto establish a family of fundsdesigned to receive and dis-burse monies to benefit stu-dents of the Clarion AreaSchool District.The ClarionArea Bobcat Funds are twospecific funds established toprovide a framework for thecreation of additional funds.The initial funds are: the Bob-cat General Scholarship Fundand the Bobcat UndesignatedFund.The General Scholar-ship Fund is an endowed fundrestricted to fund income inexcess of a minimum marketvalue principal of$100,000.The UndesignatedFund is a non-endowed fundwith no distribution restric-tions from principal or in-come sources. Initiatives thisfund will support include artsprograms, student activities,school-community partner-ships, and innovative instruc-tional practices. Dr. BillKaufman, a former ClarionArea school District superin-tendent and board presidentof the Clarion County Com-munity Foundation and mem-ber of the Bridge Buildersboard of trustees is pleased tohave these two funds availablefor students in the Clarioncommunity.”It’s important tohave a long-range plan forsupporting students in ourcommunity. We need to makesure we have the resourcesneeded to ensure studentshave opportunities to benefitfrom an enhanced educa-tional experience.”The fundswere created by formerClarion superintendents in-cluding Kaufman, Dr. GeorgeWhite, and Dr. Joseph Fotos.Kaufman adds, “George hadthe idea for a foundation-typegroup and I approached theClarion County CommunityFoundation and Bridge Build-ers since I serve on theirboards. George and I askedJoe Fotos to work with us, andthe result of our discussionswas the establishment of theBobcat Funds. Moving for-ward, Dr. White will lead ef-forts to promote publicawareness and develop a planfor raising funds.”A steeringcommittee will provide over-sight for all the Bobcat Funds’operations and activities. Thiscommittee will consist ofClarion Area School Districtalumni, faculty, board mem-bers, administrators, and re-tired educators, plus a repre-sentative of the foundation.Initial steering committeemembers will be selected bythe fund creators. “We all re-ceived a lot from our serviceas superintendents, and this isa great way for us to collec-tively give back.”Bridge Build-ers Executive Director, Tren-ton Moulin, says, “We are see-ing more student-focusedfunds being established re-gionally, and the BobcatFunds will be a nice additionto the Clarion communityoverall by providing the typeof funding that can supporteducational, cultural, andcommunity programs for stu-dents outside of the school’sprograms.”Duties of theSteering Committee will be:oversight for activities withinthe family of Bobcat Funds,fundraising and asset devel-opment, creation of addi-tional funds, recommenda-tions for expenditures withinthe family of Bobcat Funds,promotion of Bobcat Funds’purposes and programs, in-put for growth and expan-sion of Bobcat Funds, and co-ordination of its activities withthe Clarion County Commu-nity Foundation.The SteeringCommittee will meet asneeded but not less than onceper year to review BobcatFunds’ activities. The fundswill be used to benefit stu-dents, and not to supplementthe funding of programs bythe Clarion Area SchoolDistrict.Students and organi-zations that support pro-grams and activities designedto directly benefit studentsmay apply to be recipients ofthe Bobcat Funds’ grants. The Foxburg Free Library received a piece of art in theform of a glass fox from Scottish artist, Rachel Elliott. We helda contest to name the fox. From April until June, we acceptednames from the public. Then the Foxburg Free Library BoardMembers narrowed down the choices to the top 7. Peoplecould vote for their favorite until July 12th. The overwhelm-ing winning name was Slybrary Fox. Pat Eakin, from Knox,came up with the unique name.

Sandra L. Rhoads, 70, ofGolden Living Center Oil City,passed away July 31, 2013 atUPMC Passavant.

Born May 4, 1943 inClarion PA she was the daugh-ter of the late Charley A.Simpson and Erma WhitlingSimpson.

Sandra received her educa-tion from Keystone HighSchool in Knox.

Sandra was a past memberof Moose Lodge of Chicora.She had worked at the WolfsDen in Knox and also at theEmlenton Plaza as a janitor.Sandra loved spending timewith her grandchildren. Shealso loved spending time withher family and friends sharinglaughter and conversation.

Survived by her three sons:Tony Rhoads and his wifeChristie of Texas, TracyRhoads and his wife Mindy ofEmlenton and Terry Rhoadsof Knox. Her grandchildren:Emma Rhoads of Texas,Kayla Shay of Florida, Bran-don Heller of Harrisville,Ashley Shaw and her husband

Dustin of Knox and TylerRhoads of Knox. One greatgrand daughter Graclin Shaw.Also survived by her siblingsBob Simpson and his wifeJudy of North Carolina,Walter Simpson of Emlenton,Karen Rutter of Ohio, RodgerSimpson of South Carolina.

Con-ducting the clinics and coor-dinating the shoot-out willGreg Liebenguth co-founderof the Pittsburgh SoccerAcademy. His partner at PSAis Rich Costanzo of the Pitts-burgh Riverhounds.

Mr. Liebenguth grew up inthe South Hills of Pittsburgh.He was Captain of the 2003PA state champions (AA) atThomas Jefferson HighSchool and a star player onthe James Madison UniversityVarsity Soccer team in Vir-ginia. He now coaches soccerin the Pittsburgh area andshares coaching duties withRiverhounds Rich Costanzo atthe Pittsburgh Soccer Acad-emy. The PSA strives to givesoccer players the opportu-nity to reach their full poten-

tial. At the Foxburg FestivalGreg welcomes the chance toshare skills with young play-ers in a relaxed setting. Theshoot-out should be a funevent giving soccer enthusi-asts from 6 to 16 a chance toscore a goal and be eligible towin assorted prizes in a draw-ing held after the event. Forthe Shoot-Out there will be acharge of three balls for a dol-lar. The impromptu SoccerClinic is free. There is a festi-val gate fee charge of Adults-$ 10, for young people- 6 to12 $ 5, and children under 6are free. There will be twoClinics and shoot-out events at11:00 AM and 2:00 PM. EachClinic will last approximately45 to 60 minutes immediatelyfollowed by a shoot-out. Par-ticipants are asked to registerbefore each clinic time. Regis-tration at the festival will be-gin an hour before, at 10:00AM and 1:00 PM. On line reg-istration will be possible afterAugust 10th at GoFoxburg.com.

Soccer is only one many en-tertaining events that arescheduled throughout theFestival on Saturday at

RiverStone Farm. TheMacDonald Pipe Band ofPittsburgh will open thegames and festival and will beheard throughout the day.Carl Peterson will headlinethe music entertainmentalong with Bob Murdoch theScottish tenor in the MusicGrove. The music group TheCeltic Martins will play in theafternoon and in concert Sat-urday evening at 7:00 PM inLincoln Hall, in downtownFoxburg. Again there will bea Solo Piper competition,Patrick Regan piper and in-structor/entertainer willjudge the Solo events. An ex-panded highland dancegroup will be joining theother music entertainers. TheCrazy Piper and the Plaid Cha-meleons will also be on thegrounds as well as the Scot-tish Tartan juggler and aworking blacksmith. TheScottish dogs will have theirday as there will sheep herd-ing demonstrations and anobedience/agility ring forScottish dogs. If it should rainnot to worry many of the ac-tivities will move indoors.There will also be Athletic
