Our visionary founders had envisaged a networkof free eye hospitals across the length andbreadth of Pakistan. They wanted that noPakistani should be more than 200 kilometresfrom an LRBT hospital or clinic across the country.LRBT's network of 15 hospitals and 37 eye clinicsprovide appropriate state-of-the-art eye-care.

Rampant inflation, especially in food and energy, hasdriven two out of every three Pakistanis below thepoverty line. Research in Pakistan has shownconsistently that one of the greatest income shocksamong low income groups is medical expenditure. LRBT,with its policy of free first-class eye-care, without anydiscrimination, is one of the few national safety nets thatthe poor blind and impaired vision people have inPakistan.

Here is a glimpse of how LRBT helps in easing the life oftwo-thirds of our countrymen, who live in abject povertyin all the four provinces of Pakistan.

No man, woman or childshould go blindsimply because

they cannot afford the treatment.

In Pakistan’s four provinces, LRBT’s hospitals, clinics and mobile-screening camps with highly qualified eyespecialists, nursing staff and medicines, all of which arefree, are a welcome sight for the 18.2 million people whoare either blind or visually impaired.

Sometimes it is good to drop a few names – late GrahamLayton and Zaka Rahmatulla’s deep compassion, resourcesand business expertise led to the launching of LRBT, anorganisation, which has saved 14.6 million patients from a lifeof darkness, They can, once again, see the colours of life.This would not have been possible without the generosity ofour late founder members and our ever increasing donors.

Sindh, has a population of 38 million, thevast bulk of whom, live in abject poverty.Eye-care facilities especially in smallertowns and rural areas are limited andare far beyond the reach of the poor. In these inflationary times, even for thelower middle class, LRBT is their onlyhope.

We have four hospitals in Sindh:

Korangi (Karachi) the Tertiary Hospitalis an eye-opener with cutting-edgeequipment, highly experienced eyespecialists working in examinationrooms, the state-of-the-art operationtheatres, clean and hygienic wards andnursing staff moving efficiently tendingto the needs of the patients withcompassion and care.

There is a sea of ailing humanity, outside

and inside, awaiting their turn. No one isturned back and no one is seen out ofturn. The parchi system does not exist.Above all, treatment is free.

In the interior of Sindh, Tando Bago,Rashidabad (Tando Allahyar) and GambatSecondary Hospitals backed by a networkof clinics deliver the same high qualityeye-care to the poor and underprivileged,and more importantly, treatment isabsolutely free of charge.

Punjab with a population of 92 million,although relatively better off than theother provinces, has a large proportionof its people living below the povertyline.

LRBT has six hospitals in thisprovince: Lahore, Lar (Multan),Khanewal, Pasrur, Shahpur(Sargodha) and Mandra. The seventh one is under construction atArifwala and will open by end 2008.

Lahore Tertiary hospital, in the Townshiparea, is along with Korangi the bestequipped eye hospital in the countrywith some of the finest eye specialists.Both these hospitals are Centres ofExcellence dedicated to bring state-of-the-art treatment to hundreds andthousands of poor people who comehere every year.

LRBT carries out the most complicatedsurgeries with finesse. Apart fromCataract, Cornea Transplants,Glaucoma, Retinopathy, MacularDegeneration, Lacrymal Disorder etc.are common place here and treatmentis carried out with a high level ofcompetence. That's why the poor flockto our hospitals: for free high qualityeye care. Anything less would beunacceptable.

NWFP with a population of 26 million isserved by three of our hospitals: AkoraKhattak, Kalakalay (Swat) and Mansehra.

The Akora Khattak Hospital has beenexpanded, recently, to cater for theever-growing volume of patients. TheMansehra hospital, which was set upin November 2005, shortly after theearthquake in rented premises, isbeing replaced by a permanentpurpose built state-of-the-art hospitalwhich will open by end of 2008.

Despite the law and order problems, ourhospitals continue to serve the patientsflocking to our hospitals where theyreceive the same high quality treatmentwhich is the hallmark of LRBT. Ourhearts and minds are always open tothem and their problems and theirstruggle for existence.

Balochistan, with its rugged terrain, isPakistan's biggest province but is verysparsely populated. This presents seriousproblems on how to deliver eye-care to itspopulation of 8 million. The problem iscompounded by inadequatecommunications.

LRBT has addressed this by establishinghospitals in Quetta & Sibi, the twolargest towns and by arranging OPDand cataract surgeries at Gawadar andTurbat once a month. In addition,primary eye-care clinics are alsofunctioning at Mastung and Pishin. Wealso carry out eye-screening camps inother small towns and rural areas totreat simple problems on the spot andrefer those patients requiring surgeriesto our Quetta hospital.

LRBT's logo is now a well recognizedsymbol bringing a ray of hope to thoseliving in a world of shades, shadows anddarkness.

Chairman’s Reportreceived from any donor in one year. We are deeply grateful to GLT for theircontinuing magnificent support.

Our association with Sight Savers International (SSI) remains as robust as ever andthey are our second largest donor at Rs.43.4 million, for which we are verygrateful. We continue to receive valuable advice and guidance from their Islamabadoffice.

Pakistan Bait-ul-Mal grants in aid were slightly higher this year at just under Rs.10,000,000 and they were followed by Mrs. Fayeeza Naqvi from Dubai who made asignificant donation to meet the increased cost of construction at Arifwala.

Central Zakat Administration and Infaq Foundation have maintained their donationsat the same level as last year for which we are very grateful. Standard Chartered bank(SCB) as a part of their worldwide Seeing is Believing campaign has committed tocontinue their funding of US $ 100,000 per year for the next 3 years. SCB is alsohelping us in a variety of ways to raise funds from their customers. Donations bypatients at boxes placed in our hospitals increased by 45 % to Rs.14.6 million

Apart from the increasing demands for our services, the recent inflationary pressureshave put an enormous strain on our financial resources. We require Rs 281 millionto keep our hospitals running. We also require Rs 38 million for Capital expenditure.We hope that our existing and new donors will increase their support to enable us tocontinue our mission against curable blindness and impaired vision.

O2 Communication have once again produced our 2008 integrated ZakatCampaign, gratis. Tanaz Minwala, Mannan Hatim Ali and Creative Unit have workedwonders in producing this Review as usual free. The superb photography is thework of Jamshyd Masud, shot at different locations, again gratis, Mr. KhalidMahmood of Getz Pharma has again sponsored the review. Our most gratefulthanks to all of them.

I thank our doctors, paramedics and all other staff whose skills and commitmentmade it possible to treat over 1.59 Million OPD patients this year, and in particular Iwould like to thank Dr. Mohammad Afzal Khattak and his team at Kalakalay Hospitalin keeping the hospital functioning as near normal as possible under most difficultand stressful conditions.

Finally I report with the deepest regret the deaths of Irtiza Hussain (LRBT Trustee)and Edna Padmore (GLT Trustee) - both very staunch supporters. May their soulsrest in peace. √ Ameen

Our 14 Millionth patient - Uzma a young girl from a remote village in theinterior of Balochistan was treated at our Quetta Hospital In February 2008. Weexpect to reach the 15th Millionth landmark in October 2008 just short of our23 birthday. LRBT has come a long way since we began our journey inNovember 1985 towards a blindness free Pakistan But there is still so much todo. There are still 18.2 million people who are either blind or have impairedvision.

During 2007/8 our OPDs were visited by 1,589,136 people a growth of 9 % and weperformed 177,655 surgeries an increase of 5% over over the previous year.

Pasrur hospital, funded by Mr. Zakullah and friends, came on stream on 17thMarch 2008. I have also to report that our hospital at Tando Adam which washoused in a leased building was shifted on 2nd June 2008 to a hospital built to ourspecification by the Rashid Memorial Welfare Organization at Rashidabad (nearTando Allahyar) about 20 miles from Tando Adam. The new premises have beentaken on lease for 50 years at a token rental of Rs.1200/- per year.

Arifwala hospital funded largely by Raja and Begum Aftab Saeed and Mansehrahospital (which will replace the existing one functioning in a rented building)funded by a number of generous donors will be operational before the end of 2008.We will then be running 16 hospitals and 37 outreach clinics throughout the fourprovinces of Pakistan.

Expansion of our existing hospitals at Tando Bago and Khanewal (Phase 1)envisioned last year has been taken in hand and should be completed by end 2008.Our grateful thanks to the anonymous donor in UK for Tando Bago and Dr. FawadZafar and Shell Pakistan for Khanewal respectively. Mr. Nasir Ahmed from Dubaihas committed to fund the cost of Phase 2 which envisages new male and femalewards at Khanewal at a cost of Rs. 4 million. With the addition of these wardsKhanewal will become a full fledged Secondary hospital.

Ms. Khurshid Bhaimia and her family have agreed to fund a new OPD Wing atKorangi hospital at a cost of approximately Rs. 26 million. Construction hasbeen held up due to bureaucratic delays in permission from the Karachi BuildingControl Authority (KBCA). Ms. Bhaimia is one of our staunchest supporters, havingfunded the Bhaimia Floor at our Korangi Hospital last year at a cost of Rs. 17.8Million. We are greatly indebted to her and her family.

The Graham Layton Trust (GLT) became our largest single donor this year. Totalremittances from GLT were over Rs. 55 million, which is the highest we have ever

During the same period 177,655 major & minor Surgeries were performed, an increase of5%. The overwhelming bulk of the major surgery was cataract as this is the biggest cause ofcurable blindness .Other surgeries such as Vitreo Retina, Glaucoma, DCR, Squint etc were alsoconducted. We tripled our capacity for Vitreo Retina for which there is a long waiting list.

256 Corneas were transplanted at Lahore and Korangi. In Lahore 140 corneas were donated byBegum Zahra Manzoor Ilahi, President, Binai Eye Bank Pakistan, who obtained them from SriLanka. In Korangi 116 corneas were donated mainly by the Lions Club International District 305(SI) as well as the Ontario Eye Bank in Canada - courtesy of Syed Muslim Hasany

All treatment and surgery was absolutely free

EEXXPPEENNSSEESSOur Operating Expenses during the year, were Rs 272 million being only 15.3 % above last yeardespite a growth of 9 % in patient visits to OPD and a similar amount in major surgeries. CapitalExpenditure including Work in Progress and equipment in transit at Rs136 million was 10.6 %higher than last year. Our overhead expenses were 5.4 % of Operating Expenditure and are amongthe lowest in the world,

NNEEWW HHOOSSPPIITTAALL AATT PPAASSRRUURR Construction of LRBT's 15th hospital (40 beds) at Pasrur, which is 30 km from Sialkot and about45 km from Gujranwala, funded by Mr. Zakaullah, his family and friends commenced in October2006 and was completed in early March 2007. The hospital started functioning from 17th March2008. It will provide free eyecare services to 7 million people living in Pasrur, Sialkot, Narowaland Gujranwala Districts; thus rolling back the growth of curable blindness in this area. Some ofthe equipment was resourced from internal resources and we are awaiting a grant in aid of Rs3.3million from PBM for the remaining equipment .

With the opening up of Pasrur hospital, PEC at Nowshera Kakezaian which is close to the hospitalhas been closed.

NNEEWW HHOOSSPPIITTAALL AATT RRAASSHHIIDDAABBAADD ((DDIISSTTRRIICCTT TTAANNDDOO AALLLLAAHHYYAARR))::With Tando Adam hospital having outgrown its space we had accepted the offer of the RashidMemorial Welfare Organisation (RMWO) to build a 40 Bed hospital to our specifications at theirSocial welfare complex at Rashidabad near Tando Allahyar. Rashidabad is located 30 km east ofHyderabad on the road to Mirpurkhas and is 32 kilometres from Tando Adam. RMWO has leased

the building to us for 50 years at a nominal rent of Rs 1200 per year. The hospital startedfunctioning on 2nd June 2008 and is providing free eye care services to approximately 8 millionpeople living in its catchment area of Hyderabad, Tando Allahyar Mirpurkhas, Umerkot, Sangharand Nawabshah Districts.

The Tando Adam hospital has been converted into a Primary Eyecare Centre (PEC).

NNEEWW OOPPDD CCOOMMPPLLEEXX -- KKOORRAANNGGIIMs. Bhaimia and family have very kindly committed to fund the construction of a separate OPDwing on the adjacent vacant plot at our Korangi hospital. The approval of drawings from KarachiBuilding Control Authority (KBCA) is in process.

EEXXPPAANNSSIIOONN OOFF KKHHAANNEEWWAALL HHOOSSPPIITTAALLWork on expansion of Khanewal hospital started on 1st February 2008 and is expected to becompleted by end November 2008. The expansion includes a larger waiting shed, two screeningrooms, larger operation theatre (to accommodate 4 operation tables) and sterilisation room. Thisphase is being partly funded by Shell Pakistan and Dr. Fawad Zafar, USA. There is a shortfall of Rs 4.5 million mainly on account of equipment and to a lesser extent inflation. The 2nd phase forconstruction of Male and Female wards is planned in 2008/2009 and is being funded by Mr NasirAhmed in Dubai.

EEXXPPAANNSSIIOONN OOFF TTAANNDDOO BBAAGGOO HHOOSSPPIITTAALL::Work started on 31st March 2008 and is expected to be completed by March 2009. The expansionincludes a larger operation theatre, wards, waiting shed with additional rooms for screening andrefraction and married accommodation. An anonymous donor is funding the expansion but theircommitment will now fall short of the revised cost by Rs 2.7 million due to inflation

PPRROOGGRREESSSS -- AARRIIFFWWAALLAA HHOOSSPPIITTAALLThe construction of Arifwala Hospital (40 beds) with 2 family and 3 single doctors residences,started on 7th July 2007 and the hospital is expected to be functional by mid November 2008. Theland and major part of construction cost has been funded by Mr. & Begum Raja Aftab Saeed. Wehave also received sizeable donations from Mrs. Fayeeza Naqvi in Dubai and Mr. Munir Gondal inSaudi Arabia. The Equipment is being funded by LRBT America.

PPRROOGGRREESSSS -- MMAANNSSEERRHHAA HHOOSSPPIITTAALLThe construction of Mansehra Hospital (40 bed) started on 10th August 2007 and is expected tobe completed by December 2008. This hospital will replace the existing temporary hospital whichwas established in rented premises immediately after the earthquake in October 2005. The landhas been donated by Mr Usman Peracha. A number of donors have contributed towards the cost ofconstruction including the President of Pakistan, Sight Savers International (SSI), Shell (throughSSI), Mr. Shaheen Amin and other donors from the Pakistani community in Riyadh, IslamabadFriends, PTCL, and Deutsche Bank . The hospital's equipment will be funded by OPEC Fund forInternational Development (OFID) Austria and other donors.

Small Incision Cataract Surgery (SICS)Under the programme ≈Seeing is Believing∆ financially sponsored by Standard Chartered Bank.,training in Small Incision Cataract Surgery (SICS) is being conducted in Korangi. 6 doctors, including1 private doctor, have been trained during the period under review. A total of 14,444 SICS have beenperformed.

Microsurgical Training13 doctors have been trained in Microsurgery by our Lahore hospital.

Ophthalmic Technician CourseOne member of our paramedical staff from Korangi has qualified as an Orthoptist whilst another 2 :one each from Tando Bago and Korangi are undergoing a one year Ophthalmic Technician Course withISRA University.

l 30th Annual Conference of OSP & 4th Khyber Eye Symposium was held at Peshawar from 6th to 9thMarch 2008. Dr. Z. A. Qazi performed live surgery.

l KAROPHTH 2008 Ophthalmic conference was held in Pearl Continental Hotel Karachi on 2nd and3rd February 2008. 5 scientific papers were presented in the conference from LRBT Korangi by Dr.Fawad Rizvi, Dr. Munira Shakir, Dr. Shakir Zafar, Dr. Hari Kirshan and Miss Nargis Parveen. Dr.Fawad Rizvi and Dr. Munira Shakir conducted sessions of instructional courses on Retina andRefractive Surgery respectively. Dr. Fawad Rizvi was also the Secretary of 1st scientific session.

l 7th International AMD (Age-related Macular Degeneration) Congress was held in Spain, from18-20 October 2007. Dr. Khurram Mirza from LRBT Lahore Hospital represented the region in themeeting.

The level of incoming resources in 2007/8 amounted to just under £660,000,including donations of £210,000 from an anonymous corporate donor forspecific projects at the LRBT Quetta and Tando Bago Hospitals. This splendidoutcome was the result of a wide range of generous donations and anincreasing number of fund raising events, notably the 'Night at the ShalimarGarden' Gala held at the National History Museum, a Sponsored walk inLondon, a Sponsored marathon run by a volunteer in Edinburgh and a Dinnerat the Royal Hospital Chelsea. The success of these fund raising activities isdue entirely to the unstinting effort and work of the Trustees and all of thevolunteers who give their time so generously and without question,particularly the energetic and enthusiastic Ball committee, who raised over£123,000. Generous Donors and Sponsors have provided increasing supportfrom the UK, Saudi Arabia and Bahrain. GLT and its beneficiaries are deeplygrateful to them all.

As a consequence GLT has been able to continue its commitment to LRBT tofund, on a best endeavours basis, the inter ocular lens (IOL) requirement forall of LRBT hospitals for the foreseeable future. In 2007/8 the £126,000 costof this commitment was lower than expected in part because the cost insterling to GLT was reduced as a consequence of the strength of sterling incomparison with the US dollar. It is unlikely that these conditions willcontinue in 2008/9 when we have been warned that the supplier has had toincrease the cost of each lens because of inflation. LRBT have forecast thatthe cost next year is likely to rise to approximately £175,000. Thiscommitment will remain a significant challenge for GLT to meet next year andin the years to come as LRBT continues to grow and if exchange ratesbecome less favourable. Additionally, GLT has remitted to Pakistan thosedonations made by an anonymous corporate donor for specific projects andalso has been able to make a 'one-off' remittance of £100,000 to LRBT tominimise the shortfall in local fundraising during the period of the recentelections.

It was with great sadness and regret that the Trustees announced the death on24th February 2008 of Edna Padmore, Trustee and wife of the late MichaelPadmore, former Secretary of the Trust. LRBT and GLT are greatly indebted toboth Padmores, not only for their wise advice and hard work, but also for thehuge financial contribution that both had made towards the cost of construction ofLRBT's hospital at Shahpur Saddar. Latterly, Edna made additional donationsthrough her family trust towards the running costs of Mithi PEC.

During the past 12 months, the board of the Trust has been pleased to welcome totheir number Neelum Amin, David Kotler and Alison Wiltshire (all elected on 12thMay 2008) The board .has been strengthened by the addition of these three newTrustees, all of whom have already contributed substantially to the success ofGLT. All proceeds from the event are being contributed for equipment purchases and operating funding for theArifwala hospital, which is nearing its opening. To this end, Mr. and Mrs. Raja Aftab Saeed, the principal donorsof the Arifwala hospital and parents of 9/11 victim Ehtesham Raja, joined us in New York at this gala event. Thecouple spoke about the loss of their son and their subsequent efforts to establish the Arifwala hospital in hismemory. Their touching story and dedication to the charity deeply moved the guests present. The event raisednet proceeds to LRBT America of approximately $280,000, all of which is being contributed for Arifwala-relatedexpenses in 2008.

Planning is currently underway for further events later in 2008, including an Art show, a Jewellery sale and anIftar in New York. We are also making plans for our inaugural event in Chicago.

LRBT America has contributed US$ 140,600 for LRBT's prevention of curable blindness programmes in the yearending 30th June 2008: $96,600 to fund a year'sof operating expenses at the LRBT Tando Bago hospital in Sindh,$ 24,335 for purchase of IOLs and $ 15,000 for 600 cataract surgeries at Korangi Hospital. The latter was due to agenerous grant from the Abbott Foundation (arranged by Abbott Pakistan's senior management).

Our next series of grants to LRBT will be completed in September 2008, and will consist of the $280,000 pledgedto Arifwala equipment, which is made to honor the 10 years of service as Treasurer of LRBT-America by Mr. Dennis Dunn. It also includes funding for the operating expenses of the Arifwala hospital. In addition, LRBTAmerica currently maintains cash & investment balances of approximately $800,000, which is dedicated tosupport LRBT's mission and activities over the long term.

LRB Foundation CanadaThe Layton Rahmatulla Benevolent Foundation (LRBF) Canada is a non-profit charitable organization registered inCanada. It supports LRBT through equipment donation and as well as cash grants for surgeries. Their Taxexemption application is under process. In the meantime LRBT gets cash donations for surgeries through IDRF(International Development and Relief Foundation). They raised C$ 5552 as Zakat and a grant of C$ 20,000 fromCOIN (Children of Islamic Nation) to carry out cataract surgeries at Korangi. They also arranged for a donation ofa used Zeiss operating microscope valued at $ 20,000 from an ophthalmologist.
