Presidents Report: Beverly A. Hamby What a year I have had as your Virginia Elks Association State President, from Lodge visitations, District Deputy Clinics, and a Training Clinic held by the North District, to the Regional Hoop Shoot competition in Frederick, MD, and onto the National Finals in Springfield, MA. What a joy it was watching our Virginia state winners compete. Then, I had the great honor and pleasure of attending state conventions in Bluefield, WV, and Wilmington, NC, respectively. The hospitality shown to me was delightful, and it was enlightening to attend their meetings and, hopefully, to bring new ideas back to share with you. In my travels I visited 21 Lodges wish it could have been all of them, but I thank the Lodges that invited me or the ones I was able to contact to ask if I could attend their event being held that was posted on the Website. I traveled over 5,000 miles which included my travel to Maryland and Massachusetts. As a final note I made one last visit to the North District to assist Loudoun Lodge in their Golf Tournament and fund raiser for our GER Elect Ron Hicks, and then I had the honor of greeting Veterans from WWII, the Koran War and the Vietnam War sponsored by Arlington-Fairfax and the Freedom Flight Program. I must say it was very touching and I was so glad for the opportunity to attend.

When I accepted the office as your President last June, I never realized how humbling it would be to carry the Virginia State Flag onto the dais at the National Convention. It was a supreme honor, and a memory I will cherish forever. Thanks to each and every one of you. My theme was Community Involvement, and I saw so many great things this year. All Districts had events showcasing what we do in and for our communities, demonstrating that we are here to serve them. Each District is involved with Veterans, feeding them, clothing them, and entertaining them. I assure you we are living our message that we will never forget them. We are passionately involved with children, donating school supplies (including the dictionary program), providing clothing to those in need, feeding them in some cases, and entertaining them with community activities and our own mascot, Elroy. And, some of our Lodges are tending to the needs of homeless citizens, which show extreme dedication to community involvement. Many of our projects and activities would not be possible without the Elks National Foundation grants, and Virginia Elks are both smart and resourceful, employing our awesome Community Investment Program, to the benefit of communities all across this great commonwealth. Push public relations by making sure your local newspapers and other media know what we are doing, because nobody does it better than we do.

As I leave, I want you to know that I thank you sincerely for this great opportunity to serve, and I strongly encourage you to keep up the great work you do every day! I am so proud and honored to be an Elk. Beverly Hamby, President

1st Vice President’s Report: Geoffrey B. Cox Since my previous report written early in September of 2014, I hosted my first District Deputy Clinic at Arlington-Fairfax Lodge #2188. The first major topic covered during this clinic was GER John Amen's program. The second major topic was presentation and discussion about the Lifecycle of an Elks Lodge. Soon after I began my District Deputy visits to all of the North District Lodges.

In October, my wife Susan and I attended the Fall Convention in Virginia Beach. Friday I attended the DD Lunch Meeting with Ted Hess. This was immediately followed by the Vice Presidents Meeting, also with Ted Hess. I then attended the Youth Camp Meeting. On Saturday I attended the PER/ER Breakfast, which was followed by the main business meeting. During the meeting I assisted in presenting the colors, submitted my Vice President's report, and made a presentation about the Virginia Elks Fund, including delivering some award pins to their recipients. While the business meeting was taking place, Susan attended the Ladies Breakfast. Later that day we both attended the President's Reception and the Dance Party, as well as stopping by each District's hospitality rooms.

Returning from the convention on Sunday, we visited three Lodges on our way home. First we stopped for "second breakfast" at Hampton Lodge #366. Next we stopped for coffee at Newport News Lodge #315. That was my fi rst ever visit to the Newport News Lodge. A couple of hours later we stopped for a break at Fredericksburg Lodge #875. At each Lodge we visited the members were friendly and welcoming, and they were happy to give Susan and me a tour of their facility.

On October 25th, I and several members of Loudoun Lodge #2406 attended the Crab Feast which was being held at Front Royal Lodge #2382. During this visit I had the pleasure of chatting for a while with Horace and Sally Jones, and many other Front Royal members.

I finished my last regular DD Visit with a trip to Manassas Lodge #2512 on December 18th. I have since made a couple of additional visits to Lodges in my District either to attend meetings or to meet with the Lodge officers.

On Sunday, January 11 th, 2015, I held my second District Deputy Clinic at Winchester Lodge #867. My first guest speaker was Past State President Darryl

Myers, who led an informative and interesting discussion about Lodge Insurance and Accident Prevention issues. My second guest speaker was Mark Newton, the VP of Powerhouse Gaming and Chairman of the Electronic Bingo Manufacturer's Association. He presented a very interesting talk on both recent changes to charitable gaming law, and then enhanced ways that the laws can be used to allow a Lodge to raise funds.

On Sunday, January 18 th, Loudoun Lodge hosted the North District Hoop Shoot which started with breakfast and registration at the Lodge, and then the competition at Park View High School.

On January 31st I attended the Youth Camp budget meeting at Charlottesville Lodge #389. I was pleased to see the officers produce a balanced budget for the 2015-2016 year. The following day I attended the Elks Training Preparation Meeting, also held at the Charlottesville Lodge. A week later I was back in Charlottesville for the State Hoop Shoot.

On March 14th, Susan and I attended the Elks Training Event at the Charlottesville Lodge. I had the honor of Emceeing on behalf of Beverly Hamby, who was attending the Regional Hoop Shoot in Maryland. Susan, meanwhile, met with a group of Ladies to plan for this year's various conventions. A special guest from the Grand Lodge, Rick Gathen, came to talk to us about Membership. Also we were especially happy to have with us Ron Hicks, our endorsed candidate for Grand Exalted Ruler.

Various efforts are going on across the North District to raise funds for the E.A.G.E.R. Campaign. In particular, I am donating an Apple Watch on behalf of the North District; all the proceeds will go to the campaign. Woodbridge Lodge is also selling various types of jewelry. Arlington-Fairfax is selling specially-labeled candy bars and is raffling off a cart of cheer. Front Royal is having a cash party near the end of June. No doubt others are continuing to come up with creative ideas.

During March and April, I had the pleasure of installing the officers of Loudoun Elks Lodge #2406, Arlington-Fairfax Lodge #2188, Alexandria Lodge #758, and Manassas Lodge #2512.

On April 12th, I hosted my final DD Clinic at Loudoun Lodge #2406. The first topic covered was information about operating as a Board of Directors. The second topic was a review of the process by which you merge two Elk Lodges. Then Victoria Lynn Johnson then ran an interactive segment about recruiting.

On April 18th, Susan and I attended the E.A.G.E.R. fundraiser banquet at the Fredericksburg Lodge. We had a wonderful dinner, listened to a number of

interesting speakers, and afterwards danced late into the evening in the lounge. We also brought home three bottles of wine each autographed by Ron Hicks.

As I write this, we are getting ready for the June Convention in Chesapeake, Virginia. Susan and I are looking forward to meeting the many special guests that will be attending, including Ron and Linda Dickson. Ron is the incoming State President of the North Carolina State Elks Association. We will also have John Amen, the Grand Exalted Ruler, and his wife Marcia. And of course we will have our incoming Grand Exalted Ruler with us too: Ron and Nancy Hicks!

I also look forward to playing golf with Ron at Loudoun's ENF Scholarship Golf Tournament on June 5 th.

I have enjoyed this year as your 1st Vice President and District Deputy. Susan and I look forward to visiting with as many as possible of you over the next year. Please let me know when you are scheduling events to that we can plan accordingly.

2nd Vice President’s Report: Robert Fender Reported on Virginia Hospitality room in Indianapolis. No written report. Timothy Knots reported on the plans for the celebration after the nomination of Ron Hicks, for GER. 3rd Vice President’s Report: Donald B. White, Jr. During the first part of the year I attended and volunteered at Richmond Lodge #45’s Hoop Shoot Event and subsequently attended the State Hoop Shoot in Charlottesville. I am proud to say that participation continues to be high for this event. Lynn Rutherford-Snow always does an excellent job with this and I thank her for all of her hard work. We all know it is close and dear to her heart and it shows. In March I attended the training class held at Charlottesville’s Lodge #389. The training classes were well attended and very informative. It was a pleasure to meet and talk with Rick Gather, Grand Lodge National Membership and Public Relations Manager; he did a great job in the training presentation. Also, thanks to those of you that conducted training classes, you all did a great job. It was a pleasure to hear from the new Officers in Richmond Lodge #45, how informative it was and how much new information they learned that they did not know prior to attending the training. In May it was Joanne’s and my pleasure to attend the fundraising dinner in honor of Ron Hicks, our soon to be Grand Exalted Ruler. It was good to see the support Ron has across the State. I was able to touch base with many members and officers from Lodges across the State. All is well in Elkdom.

In April I attended the Central District Deputy Clinic at Waynesboro Lodge #2270 conducted by District Deputy Grand Exalted Ruler Ray Dameron. Ray conducted a very professional and informative clinic. Great job Ray! Fraternally submitted, Donald B. White, Jr. 4th Vice Presidents Report: Paul C. Shoemaker As your 4th Vice President, I attended the Virginia Beach Flag Day ceremony with the Mayor of Virginia Beach and the Commanding Officer of Naval Air Station Oceana. As stated in October, I also attended the Grand Lodge Session in New Orleans, LA, attending all business meetings. I also attended all Elks National Foundation Work Shops and Membership Work Shops while at the Grand Lodge Session. Since October, I have visited Southeast District Lodges a total of eight times and attended the January and April Virginia Southeast District Deputy clinics. All SE District Chairpersons were invited and most were in attendance and gave presentations on the programs they represent. I personally spoke on membership, Steve Sabin on ENF and the Virginia Elks Youth Camp President, Karyn Swenor, spoke on the condition of the youth camp. I believe you would be amazed at the enthusiasm and motivation each and every one of these Chairpersons displayed at the clinics. Obviously, these members play a large part in getting people to look at our Order. I also attended the State Hoop Shoot in February and the very inspirational Elks Training that was conducted in March; both of these events were in Charlottesville.

I assisted with the installation of new Officers for the year 2015-2016 for Norfolk, Portsmouth-Chesapeake, and Virginia Beach lodges.

I asked all District lodges to please sell the TV Raffle tickets that the SE District is selling to support our GER Elect Ron Hicks. Finally, I also asked each lodge in the Southeast District to take the Proclamation that was provided, to the Mayor’s office, and have the week of May 4-8 be declared YOUTH WEEK. Virginia Beach, Portsmouth-Chesapeake did so; if any other Lodge did I was not notified. All Committees are working well with the Committee Chairs and are doing a great job. Respectfully submitted, Paul C. Shoemaker Secretary’s report: Horace E. Jones, Jr., Secretary 2015-2016 Directory: The final draft of the 2015-16 Directory is posted online. This, with the help and support of webmaster Roger Monger, has been in most cases a great success. However, there is still a lot of data listed in red that needs to be confirmed or the correct information submitted. It’s obvious from the feedback we have received that the majority of the Lodges and Virginia Elks members are logging on to the webpage

and submitting corrections. Unfortunately, every year it appears to be the same few Lodges or individuals that do not respond to either an e-mail of US Mail request. But we are getting better. This has been a great year for the Virginia Elks Association. Our own Ron Hicks has been endorsed for the office of Grand Exalted Ruler. He will be elected and installed at the Grand Lodge meeting in Indianapolis, Indiana on July 9th. It has been 60 years since Virginia has had a Grand Exalted Ruler. We wish Ron and Nancy the best on their journey to the 50 States during the coming year. They will be ambassadors for the Grand Lodge and Virginia. Good luck and have a great time as we probably won’t see much of them until June 2016. As Secretary one of my responsibility’s, by Statue, is to receive all monies and deposit them in the bank which is the Sun Trust Bank in New Market, VA. As you are aware, changing the Association’s Fiscal year to April 1st to March 31st, was approved by the membership at the Annual meeting, in Williamsburg, last June. This has and will be a great help to the Secretary and Treasurer, as the Association’s Fiscal Year and Tax Year will be the same as the Lodge’s Year. This means preparing only one report not two: one for the fiscal year and one for the tax year. The three Accounts that I have the responsibility are: Account # 7823 – The Virginia Elks Association. Inc. I made 33 deposits for $65,819.19 I authorized 75 disbursements for $42,043.17 Account # 8597 - The Virginia Elks fund Inc. I made 23 deposits for $134,002.02 I authorized 63 disbursements for $88,704.45 Account # 8748 The Virginia Elks Veterans Fund (Monies receive monthly from the Elks Nation Veterans Service Commission) I made 12 deposits for $7,920.00 I authorized disbursements for $7,920.00 This is a “wash out”. What comes, in goes out: to the VAMC in Salem, the VAMC in Hampton, the McGuire VAMC in Richmond and the Virginia Veterans Care Center in Roanoke. The Trustees at the Williamsburg meeting voted to create a separate Safety Glass Account. The Safety Glass account will be a separate report, starting at the October 2015 meeting, in Virginia Beach. In closing this is the last meeting for Karen, our Treasurer. She and Don are moving to Oklahoma. We wish them the best.

Audit Report: Frank Burns, Chairman Marcia M. Mitrano, CPA, has completed the annual review of the statement of assets, liabilities and fund balances arising from cash transactions of the Virginia Elks Association, and the related statements of support and revenue collected and expenses paid and changes in fund balances for the year ending March 31, 2015.

Based on the information provided by the Secretary and the Treasurer of this Association, there were no material changes or modifications to the statements that do not conform to the cash basis of accounting.

The Annual Review is a review of documents submitted by and inquiries made of Association personnel, and is only a review and not to be considered an audit. This review does not reflect in any manner or form an opinion of the accountant or this committee.

The review includes two (2) reports:

Virginia Elks Association, IRS Code 501(c)(8)

Virginia Elks Fund, Inc., IRS Code 501 (c)(3).

The 990 Tax Returns for the year ending March 31, 2015, will be completed prior to the submission due date in August 2015, with copies provided to the Secretary.

Kidd, Jr., No written report. Hoop Shoot: Lynn Rutherford Snow, Chairman The 2015 Virginia Elks Hoop Shoot Program successfully completed another year. Twenty-three of our 30 Lodges conducted local contests in our state. We had four District Contests and the State Contest. A total of 12,984 boys and girls participated in their schools and in the local lodge competitions. The Virginia State Contest was held in Charlottesville, VA, on February 8, 2015. An extra special thanks to Wayne Shaner and Crew of Charlottesville, Lodge #389 who prepared the food for the luncheon prior to the State contest. A very special thanks to our State dignitaries and members of the VEA who presented trophies, kept score, or performed other duties at the State contest: District Deputies Geoff Cox (1st VP) and Paul Shoemaker (4th VP), State President Bev Hamby, 2nd VP Donnie White, Patsy Minahan, Bill Tennis, Richard Eubank, Lea Schultz, Vicki Shiflett, William Hussey, John Lang, Audrey Hoffmaster, Trudy Neofotis, Harold Morris, and Doe Member Nancy Gilbert. Also assisting was past winner Bradley Malm and his Dad Danny Malm. Boy Scout Troop #36 served as Color Guard at the Opening Ceremonies. Our six Virginia State winners traveled to Fredrick, MD to compete in the Regional Competition on March 13 - 15, 2015. VEA State President Bev Hamby proudly carried our Virginia Flag, as I escorted our six VIRGINIA winners during the Opening Ceremonies. Representing VIRGINIA were Allison Sykes (Staunton # 351), Trey Nerheim (Richmond # 45), McKinley Fitzgerald (Staunton #351), Hayden Cook (Charlottesville # 389), Lyndsay Harris (Staunton # 351), and Reed Pendleton (Roanoke # 197). McKinley and Hayden won the 10-11 year old girls and boys Regional Championship and represented our Commonwealth at the National competition in

Springfield, MA on April 16 - 19, 2015. Also in attendance was our VEA President Bev Hamby. Bev was interviewed on behalf of ENF and I was interviewed on behalf of the Hoop Shoot for upcoming videos. A wonderful time was had by McKinley, Hayden and their families! Once again I am humbled and proud to represent our Commonwealth as your Virginia Director! A very special thank you to all our Elk members and volunteers who worked from the local level to our Virginia State competition this past year. Safety Glass Project: Dr. Robert Hinkle, Chairman

At the convention in June, 2010, the Virginia Elks Association passed a By-Law Revision that formally established the “Virginia Elks Safety Glasses Project” as the second major project of the Virginia Elks Association. March 30, 2015 marked the close of the 8th year that we have giving safety glasses to vocational school and high school shops. The project continues to grow and this year’s total of 13,916 safety glasses once again sets a new high for distribution, surpassing the previous high (11,001) by 26%. The cumulative eight year grand total has reached 66,320 pair. Following is a tabulation of annual totals.

Glasses were provided to the Virginia Elks Youth Camp as a gift for each camper and to twenty (20) lodges for distribution to their local school divisions, as well as to Virginia’s ten (10) regional Career & Technical Centers. Edward Tinsley Central District – Robert Hinkle & William Schindler, co-chairs North District – Margaret “Kitty” Sandy A total of forty-five (45) scholarships were awarded to Virginia residents. Attached to this report is a listing of the scholars and the awards they received. The Most Valuable Student Contest, open to all high school seniors, resulted in a total of thirty-nine (39) scholarship awards distributed as follows. Seven (7) $4,000, four-year Elks National Foundation Most Valuable Students Awards Thirty-two (32) $1,000, one-year Virginia Elks Scholarship Awards The Legacy Contest, open to high school seniors whose parents and/or grandparents are active Elks, resulted in six (6) awards to residents of Virginia. Legacy awards are four-year awards with a total value of $4,000. As is our custom, we will introduce several of the scholarship recipients on Saturday following the Memorial Service. Lunch will be provided for the students and their families following the program. This year we expect fifteen (15) students and family members totaling forty-eight (48) guests. VEA Youth Camp: Karyn Swenor, President Our camping season will begin this year on Sunday, July 5th , with 2 weeks for girls and then immediately following 2 weeks for boys. We had a fairly quiet winter at the camp which is always good news. The month of May saw several successful work weekends with the Ranger, Maintenance director and several lodges working to have the camp in top shape for our staff and campers. On June 6th, 2015, the underground electrical infrastructure was replaced at the camp, to prevent nuisance tripping, and allow the cabins to function properly. While this effort took place, a fire detection intelligence loop was also installed with hopes that a contact (Badger-Powhatan) would donate 9 smoke detectors and two strobe devices. As of now, we have not received the invoice for the electrical materials needed for this effort from Mayer Electric, but we are expecting to get some of this material donated. The project is 99% complete, but the service must first be inspected prior to being energized by BARQ Electric CO-OP. A trip is planned to the camp on Saturday, June 20th, to complete this project. We are 99.9% ready for campers. In an effort to more effectively and efficiently manage our expenses, we would like to request an estimated boy and girl headcount from each lodge. If you did not report at the Youth Camp Meeting yesterday, please be sure to email the Camp Director Donald Tucker or reach out to your District VP with your camp numbers. Expenses seem to be growing each year and revenue trickles in very slowly. If you could please pay your lodge quota for campers early this year, it will help the camp with payroll expenditures. We are forecasting liquid funds to be at a critically low level the last week of camp. We appreciate any and all fundraisers that help the camp. There are 2 that I am aware of today, one of which is the Annual Poker Run to camp out of Charlottesville #389. It is set to take place on August 22nd, 2015, and 65% of the proceeds will go towards the Camp. In addition, we have the Ducky Race scheduled for the weekend of Labor Day which is sponsored by the Mighty 2268. Please let your District VP know if your lodge has any thing on the books and if we can be of any assistance. See you at Camp! The Foundation will be giving back to our State a Grand Total of $175,840.00 a ratio of $1.97 for every dollar the Foundation received from us in 2014-2015; which is not included the $92,000 in Community Investments Program Grants we received and the $10,000.00 in Freedom Grants. We had 6 Lodges that did not apply for a Grant; what a shame that you could not come up with a community project to use this free money. Of the 30 Lodges in the State, 29 met Grand Exalted Ruler Amen’s Goal of $4.60. We had 4 Lodges receive all 4 Grants, which includes the Freedom Grant. 2 from the North District and 2 from the Southeast District for a total of $8,000.00 each to those Lodges.

Resolutions Committee: John Rosenberger, Chairman The Resolutions Committee has unanimously recommended the following Resolutions: Resolution #1: Whereas, the Virginia Elks Association is duly assembled at our Annual Convention, this year in Chesapeake, Virginia; And whereas, the Virginia Elks Association has been fortunate this weekend to bask in the direct glow and the reflected honor of a visit from our current Grand Exalted Ruler, John Amen, and his lovely wife, Marcia; And whereas, we have had our spirits lifted and our courses re-directed by the enthusiasm and the dedication of these two wonderful people; Be it therefore resolved, that the Virginia Elks Association extend to John and Marcia Amen our sincere appreciation for the work they have done, and are doing, for the furtherance of our Order; our sincere thanks for the time they have taken to spend a weekend with us in the Old Dominion at a very busy time in their lives; and, our sincere hopes and wishes that everything for them in Indianapolis will go exactly as they planned that it would. Whereas, the Virginia Elks Association recognizes Past Grand Exalted Ruler, Lester C. "Ted" Hess, Jr., for the many contributions he has made to the furtherance of this Order of Elks, the Virginia Elks Association, and the membership at large; And whereas, this Association acknowledges its extremely good fortune in having Brother Ted as our Grand Lodge Advisor for 23 years; since he ended his term as Grand Exalted Ruler in Dallas, Texas, in 1992; And whereas, even though Becky Hess, Ted's lovely wife, is not able to be with us, we wish to extend our best wishes, our thoughts and our prayers to her and to acknowledge the large role we know that she plays in Ted's life both inside and outside of Elkdom; And whereas, we have been quite concerned and distressed by Ted’s health issues during the past year; Be it therefore resolved, that the Virginia Elks Association extend to Ted and Becky Hess our sincere appreciation for an ongoing relationship filled with wonderful memories, with good times, and with great and enduring success; and, most importantly, with abundant good health. Resolution #3: Whereas, It is now known far and wide within Elkdom that the Benevolent and Protective Order of Elks has designated our own Ron Hicks, Past State President, from Fredericksburg Lodge #875, to be the Endorsed Candidate for Grand Exalted Ruler at the upcoming National Convention in Indianapolis, Indiana; And whereas, we acknowledge that, even though we are a remarkably strong and talented State Association, we are unfortunately a rather small State Association, and, conventional wisdom told us not to hold our collective breaths waiting for another Grand Exalted Ruler from the Commonwealth of Virgin ia; And whereas, we all know that, despite what conventional wisdom said, Ron will soon be the face of all that is the Commonwealth of Virginia to millions of people, not just Elks, across the United States. And whereas, we also know that Ron’s patient intelligence, his affable charm, his unshakable logic, and his ready smile, all filtered through a Tidewater accent as smooth as bourbon and branch water, will carry him far; and, that his Lodge and his family, and his lovely wife, Nancy, will carry him further still.
