Maracanao Island (11 13N 121 04E) 15 NOV 13 AM Minor damage Around 50% of the smaller buildings suffering damage to roofs but the rest of the structure intact. Repair work underway. Numerous felled trees. Damage to harbour facilities but jetty intact and fishing activity continuing.

Sibay Island (11 51N 121 28E) 15 NOV 13 AM Little – minor damage Lit fires on hilltops sighted. Numerous trees felled. Some of the smaller buildings missing roofs but structures largely intact. More robust buildings appeared unaffected. Roads open. Telecommunications masts intact.

15 NOV 13 AM Significant damage All of the buildings appear to have sustained damage. The thatched buildings are almost destroyed whilst those built using corrugated/ sheet metal are largely intact. Many boats wrecked but fishing activities continuing. Several trees felled. Evidence of flooding.

Caluya Island (11 54N 121 33E) 15 NOV 13 AM Little – minor damage The majority of buildings have suffered little to no damage. The roads are open. Fishing activity continuing unimpeded. Telecommunications aerials/ masts intact.

Reconnaissance carried out HMS DARING shore party on 21 Nov 13.

Observations:

General medical state of population was good, well nourished and managed locally by monthly outreach service from DoH.

All potable water both pre and post typhoon is bought on mainland and shipped on to the island.

Shallow well on island used for washing etc only.

Medical: Respiratory tract infections. 2 people

advised to seek ongoing hospital treatment – due to TB.

Multiple typhoon related lacerations and wounds treated.

Diarrhoea and gastric complaints managed with oral re-hydration solutions.

Less organised community however no further aid is required after DRNG’s provision of shelters has ‘kick started’ the community.

A boat from Asashluan Island (possibly Anauayan Island: 1105N 12309E) arrived and reported that no help has been received there, although boat’s crew appeared well.

Observations: Assessed previously unvisited NE part of

island. 55 families in that village (~200 people).

Did not appear to have received any other aid and were short of food, particularly wanted rice if available.

Some minor medical issues including scabies, a doctor conducted a short clinic.

Canas Island (11 29N 123 15E) 16 NOV 13 PM Major damage 90% of buildings severely damaged/ completely destroyed. Numerous felled trees. Most, if not all, local boats destroyed.

Update: 19 Nov 13DARING conducted relief operations on the Island 19 Nov 13. The island does possess one large Fishing boat that can hold up to 300GT which could assist with Passenger or stores

Observations: Rolling relief is being received on a three

day periodicity The island has four wells all of which have

been contaminated by seawater. Water Treatment plant is unusable ~ 87 Dwellings on the island, the islanders

Bayas Island (11 25N 123 10E) 16 NOV 13 PM Significant-major damage

Numerous felled trees and boats washed ashore. Although some of the more robust buildings are intact, the vast majority have suffered significant damage and are missing roofing. Port/ harbour facilities damaged but functioning. One 100m approx vessel aground on its side with what appear to be crew signalling for assistance.

Numerous felled trees. Although some of the more robust buildings are intact, the vast majority have suffered significant damage and are missing roofing. Boats washed ashore/ lying sunk offshore. Harbour/ jetty infrastructure in the south of the island is damaged but functioning for small boats.

Medecine San Frontier (MSF) chartered RoRo observed transiting to North Gigante. Comms established over VHF and their intentions were to provide predominantly medical support to North Gigante and its outlying islands.

Many buildings suffering significant damage. The more robust buildings remain intact but many of the smaller ones are missing roofing. Numerous small boats have been washed inland. Harbour severely damaged and unusable to all except small boars/ RIBs.

Sicogon Island (11 26N 123 15E) 16 NOV 13 PM Significant- major damage

Significant damage to all except the most well constructed buildings. Numerous felled trees and boats washed ashore. One major road appears open and reconstruction efforts underway.

Guintacan Island (11 19N 123 53E) 16 NOV 13 PM Major damage Major damage to 70%+ of buildings many without roofs or destroyed in entirety. Massive amount of felled trees. Temporary dwellings overcrowded. The word “HELP” inscribed on both the beach and on open tarmac areas. Evidence of central gathering for distribution of aid/ organisation of reconstruction effort.

Update 18 Nov 13:

DARING conducted relief operations on the Island 18 Nov 13. Report from the ground DARING is first relief effort to arrive since typhoon. DARING and embarked UKMED observed the following:

very little shelter available. No significant change to health. Evidence of a nutritional problem on the

island and reported contamination of water wells.

Local Barangay leaders reported a population of 10000.

Aid provided:

143 Shelter Packs distributed 100 Packs of High Energy Biscuits

distributed (100 biscuits per pack) 100 patients treated, many with lacerations

which were becoming infected and one woman with a broken wrist.

Assistance with repairs to school roof.

Masbate (1145N 124 01E) 16 NOV 13 PM Little – no damage Minor damage to buildings. Most entirely intact. Roads open. Petrol station intact and functioning. Pier / jetty intact and functional. Abundant and unrestricted fishing activity.

Calagnaan (11 28N 123 12E) 19 NOV 13 PM Major Damage Initial Reconnaissance carried out on 19 Nov 13 by HMS DARING shore parties who were inserted by Barangay.HMS DARING visited two communities on the island.Daring was unable to deliver shelters to the first community due to the closeness to nightfall, shelters will be delivered by helicopter on 20 Nov 13.

observed. 79 families (~500 people). 1 operational boat from 70 before the

typhoon. The rest had been washed away in the storm surge.

All crops of sweet potatoes and bananas destroyed.

One well serviceable with clean water and no incidence of increased illness.

One fatality and no major injuries sustained during the typhoon.

Had been visited by 4 different agencies but unable to determine which ones.

Aid provided: 25 shelter packs 10 boxes of WFP biscuits 35 kitchen sets

Assessment team re-visited NW coast of island near Apad Pt (to Community 2 mentioned above).

2 further villages in vicinity of first which hadn’t been visited so far which also had some shelter.

They are currently catching enough fish to eat but not enough to sustain a livelihood.

Assessment team landed in Barancalan village (11 29.57N 123 14.04E) on eastern coast of Calagnaan.

Observations: 45 dwellings containing 200+ people. Population breakdown:

o 30 x +70yoo 30 x <5yoo 7 pregnant women

1 water well in the village, contaminated Instances of fevers, coughs and diarrhoea

in 20+ children and increasing Every fishing vessel was washed away in

storm surge All crops destroyed by typhoon Have received 2 food drops since 9 Nov.

Each drop provides, per family, 3kg of rice, 2 sardines and 2 packs of noodles. The local population claim that sustains a family for 1 day only. Therefore this village is eating 1 in every 4 days.

A second village called Sitio Pantalia was brought to the attention of the assessment team by a local villager whilst in Barancalan. Sitio Pantalia contains 14

dwellings and the evidence suggests it is in a similar situation to Barancalan. It is likely there are other similar small villages in the same condition in this area.

Compared to most other areas visited, morale was very low amongst the population in this area.

Tabugan Island (11 32N 123 11E) 20 Nov 13 Major Damage Initial Reconnaissance carried out HMS DARING shore party on 20 Nov 13.

Observations:

Observations:

Assess damage to roofs 60-70%. Recent aid evident through supply of Blue

tarpaulins. Shelter needs remain important. Fishing vessels are well organised and

appear to be operational. Evidence of organisation and clean up on

the ground.

however it is a fair assumption that this barge is servicing many of the islands in the vicinity.

Culasi Port, Roxas City (11 06N 122 07E)

23 Nov 13 Little – no damage Report provided by PJHQ personnel based in Roxas City:

Observations: Port can accept medium size merchant

vessels up to 50m in length, depth of water in approaches and alongside is 6m. Port is suitable for small boat ops.

One wrecked fishing vessel caused by typhoon presents a danger to navigation to all vessels entering/leaving harbour. It is marked with flotation devices visible by day but unlit at night. Port authorities plan to refloat and remove the wreck within the next 72 hours (as of 231300H NOV 13).

Intact and operational fishing vessels observed using a beach adjacent as landing point but wheeled access to the beach is extremely challenging.

The port facility offices are presently running on emergency generator power until mains supply is restored.

Local port administrator is Mr Al de Jesus (09069471802 or 09478904860)

Assessment:

The port of Culasi is clearly in a functioning state

following the passage of the typhoon. Normal business appears to have been restored, and theonload/offload of a recently arrived merchant vessel demonstrates that the primary logistics chain is returning to full functionality. In addition, the bi-weekly passenger ferry to local ports appeared to be in operation.

Power and fresh water remain an ongoing concern, but it is a region wide issue and unlikely to be resolved in the short term. Seaboat operations from LUST or DRNG are feasible but, due to the wrecked fishing vessel, night operations are currently not advised.

Balbagon Island (11 35N 123 17E) 24 Nov 13 Major Damage General Observations: Small community of 35 families in 30

dwellings (150 people in total) No major injuries during typhoon. Short of food with only 2 or 3 out of 8

fishing boats functional Water is not a problem as they have an

uncontaminated deep well 1 visit from GME who provided food aid

otherwise they have to go to Lantangen for food.

Aid provided: 12 shelters 10 boxes of WFP Biscuits 10 Kitchen Packs (containing cooking

utensils and cutlery)
