GENERAL ORDERS NO. 11 May 2014

2. Monday, May 27th is Memorial Day. Every Post is urged to organize or take part in the Memorial Day Programs in its community. Suggested programs and speeches are available through Department Headquarters. Posts wishing a Department Officer as Memorial Day Speaker, should first confirm a date with said speaker, then advise Department Headquarters of the acceptance.

3. The weekends of May 3rd and 10th have been designated as Lite a Tike days. Plan for your Post to become involved in this Safety Program by contacting your local PTA group. Tape must be ordered at $62.00 per kit from VFW Supply & Emblem Dept., National Headquarters, 406 W. 34th St., Kansas City, MO 64111. (Consult your Supply & Emblem Catalog for other Safety Program items.)

4. Under provisions of the National By-Laws, Post Officers are installed between April 1st and June 6th but do not take office until the installation of the new Department Commander on June 8, 2014. (See Section 217)

5. May 16th is Buddy Poppy Day in the Twin Cities Metropolitan area. Any VFW member is eligible to help his Post distribute Poppies on that day. The funds derived from the distribution of poppies can only be used for assisting the needy and disabled Veterans and their families or for work at the VA Hospitals. (See Section 704 of the National By-Laws.) Many other cities and towns also distribute poppies the same day.

6. Every Post is requested to order their Memorial Day Poppies before May 5th, if possible.

7. All Post Commanders have received forms for Commander-Elect and Quartermaster School. The school will be at the Kelly Inn Hotel in St Cloud on June 5, 2014. 13. ATTENTION QUARTERMASTERS: National Headquarters has announced that the Life membership pay-out plan for 2014 will be as follows: Plan A, B and C Life members will be $3.50, Plan D Life members will be $4.10 and Plan E Life members will be $9.00.

14. The opening business session of the 2014 Department Convention will be at 8:30 AM on Saturday, June 7th. All committees will be assigned their rooms and receive their packets on Thursday night, June 5th at the Council of Administration meeting.

15. District Adjutants are directed to submit copies of all resolutions approved at their 2014 District Convention to the Department Adjutant before May 5th in order to have them considered at the Department Convention.

16. All Post Commanders have received registration forms for the 2014 National Convention to be held in St. Louis, MO, July 19-23, 2014. The registration fee is $25.00 per Post and $10.00 per delegate. Posts having District or Department Officers, who will be attending the National Convention, should consider advance registering these comrades. (Every Post Quartermaster was mailed this information)

17. Information on housing for the National Convention in St. Louis were mailed to every Post Quartermaster or you can get it on the Web at www.vfw.org. Housing requests must be made through VFW Housing Bureau.

18. Act now on the Voice of Democracy program. Within the next few weeks, all High Schools will receive a letter and brochure describing the 2014-2015 program. Have your Post VOD Chairman make contact now to get this program on the September School calendar. The 2014-2015 Theme will be “Why Veterans Are Important to Our Nation’s History and Future”. (Brochures are also available online at www.vfw.org)

19. The Label and Calendar programs produce part of the money needed to operate the VFW Claims and Service Office at Fort Snelling. If you received the labels or Calendars and have not yet sent in your contribution, please do so. Any contribution will be appreciated.

20. All Incoming Officers in Post and District are reminded in accordance with Sections 216 and 414 that the elected and appointed Officers shall submit proof of Eligibility to the Adjutant prior to their nomination, election or appointment and installation.

21. Those Post Commanders, Quartermasters and members should receive a Big Hand for the hard work they did to achieve 100% and those that are still working hard to make 100% for themselves and the State.

22. All Posts are reminded that there has been a change to the Convention Schedule of past years. The Joint Awards Session will now be held at 9:00 A.M. Friday, June 6, 2014 and all Committee Meetings will be at 1:00 P.M., Friday, June 6, 2014. (Due to the early Gambling Seminar, Committees may have to meet twice.)

23. Annual Tax Renewal Reminder from MN Secretary of State: As many businesses renew their annual filing during tax season, we remind you that all registered businesses and nonprofits must renew their filing by the end of each calendar year (December 31). For most business there is no charge. This can be done online or by mail. Businesses required to file include corporations, LLCs. Limited partnerships, businesses operating under assumed names, and nonprofits. Failure to renew will result in dissolution.

COMMANDER’S

PROJECT: BENTSTAR

VFW Commanders Project BentStar: To All Veterans in the State of Minnesota, thank you for supporting the Commanders Project BentStar. Ten months ago I started the program with dream of raising lots of money for the Project, I’ve come to realize that we will come up short and my goals will not be met, but good things did happen along the way. I have met new Veterans from all over the State who have helped raise funds at their Post, and District Commanders. The 6th District VOD winner, Bailey Yliniemi, got involved and wanted to help raise funds so she designed and sold a Blue T-shirt and all proceeds raised will go the to the project. I was really touched that a high school senior wanted to get involved and after speaking to her I’ve discovered she cares about those MIAs that need to come home so their families will have closure. You can still help, the golf tournament needs 12 more teams and so far only two VFW Districts have entered, we still need sponsorship for 9 holes and prizes of any kind are welcome. I have 100 red t-shirts for sale for $15 each, any Post wanting to sell them please contact me. With only 30 days left I ask you to please answer one question, has the Veterans in the State of Minnesota done all that they can to bring our hero's home even if it's one at time? At the golf tournament a team from BentStar will be here and also at the VFW State Convention with exciting news and updated information from the Palau search mission. Please contact me for any questions or wanting to help or give. It’s not too late to get on board and help out. Here is what the Men’s Auxiliary to Kraus Hartig VFW Post 6587 has been doing…

During 2013, we made over $5,300 in donations. Here is a list of our accomplishments:

• Kraus Hartig VFW $300 -- to install new glass door near the big hall. • Kraus Hartig VFW $503 -- to repair pole fixtures in the Post’s parking lot

(including fixing 4 lamps that were out) and building mounted exterior fixtures. • Kraus Hartig VFW $1,071 -- wainscoting project: purchase of baseboards,

supplies, etc. In addition, a number of Men’s Auxiliary members donated many hours in labor by doing sanding and staining.

• Kraus Hartig VFW $452 -- Bissell carpet cleaner/shampooer $182; plants and gardening costs $210; and truck rental to deliver large commercial oven $60 (and a few volunteers to move it).

• Kraus Hartig VFW $642 -- purchase of a new snowblower for the VFW in December.

• Lee Carlson Center $1,500 -- their mission statement: To provide exceptional and affordable mental health services for families, children, youth, and adults in our community.

• Hastings Veteran’s Home $526 -- Christmas gifts for veterans and we paid for 2 bus trips.

• Spring Lake Park $125 -- sponsorship of the 2013 Co-Ed Youth Softball Program.

• Toys for Tots Program $260 + the Men’s Auxiliary donated a free steak night dinner for anyone that donated a gift of $10 or more in value.

The Toys for Tots Program was extremely successful. This was our first year. The Men’s Auxiliary donated 127 toys that we conservatively estimated to be in excess of $1,500. On our 12/16 steak night, Santa Claus made an appearance and handed out small presents to each of the children that were there and was available for pictures with the kids. The Men’s Auxiliary provided all the little ones free hot dogs and chips. A special recognition needs to be given to Bob (our President) and Mary Clark for all the work they put into the Toys for Tots program (decorating the Toys for Tots box, putting signs up to promote everything, buying the presents for the kids that showed up on 12/16, and delivering all the presents to the Toys for Tots drop-off on the 17th (plus some say Bob Clark sort of resembled Santa).

We will once again be holding our annual golf tournament at Victory Links in Blaine this September, which is our big fundraiser. However, for something new, on Saturday, April 26th at 2 pm we will be having our first bowling tournament at the Mermaid Bowling Alley with dinner back at the Post afterwards. The cost is $25 for games, shoes, prizes and meal.

Please remember, our monthly meetings are held at Kraus Hartig on the 1st Monday of each month at 7 pm. The Men’s Auxiliary Steak Night is held the 3rd Monday of each month from 5 to 7 pm.

NATIONAL SECURITY

The reduction of our military manpower is frightening to say

the least. We have now as a nation decided that the National

Guard will be our primary military manpower. We need to gain

the same recognition for the National Guard as we have for our

permanent military personnel. Please read the position of the

VFW below. You need to contact your representatives in the

Congress.

The VFW is steadfast in its commitment to improve the

quality of life for all active military and Reserve Component

members and their families. The U.S. armed forces deserve base

pay equity with their private sector counterparts; and increased

funding is a must to upgrade or replace the infrastructure of

housing, recreation, and working facilities.

The nature of how the United States utilizes the guard and

reserve has changed considerably over the last decade. The U.S.

no longer has a force in strategic reserve. The Reserve

Component is considered and operational force and is shouldering

more of the national security burden with frequent mobilizations

and deployments. The VFW is increasing its efforts to provide

guard and reserve members with benefits and entitlements equal

to their participation and contribution to U.S. national security.

Congress must lower the Reserve Component retirement pay age

to 55 and provide an affordable premium based healthcare

insurance option to all members and their families.

POW/MIA

From the VFW WASHINGTON WEEKLY - March 28, 2014 Three Korean War MIAs Identified : The Defense POW/MIA Office has announced the identifications of remains belonging to two Marines and one soldier who had been missing and unaccounted-for since the Korean War. Identified are: * Marine Corps Cpl. William F. Day, Company H, 3rd Battalion, 11th Regiment, 1st Marine Division, was lost Dec. 2, 1950, in North Korea. He was accounted for on March 6 and will be buried with full military honors on April 5 in La Center, Ky. * Army Pfc. Arthur Richardson, Company A, 1st Battalion, 19th Infantry Regiment, 24th Infantry Division, was lost on Jan. 1, 1951, in South Korea. He was accounted for on March 21. A burial date has yet to be set. * Marine Corps Cpl. William S. Blasdel, Company H, 3rd Battalion, 11th Regiment, 1st Marine Division, was lost Oct. 28, 1953, in North Korea. He was accounted for on March 10 and will be buried with full military honors this spring in the National Memorial Cemetery of the Pacific. The VFW WASHINGTON WEEKLY issue April 11, 2014 shared that “The Defense POW/MIA Office recently announced the identification of remains belonging… American servicemen who had been missing in action since World War II and the Korean War. Recovered are: * Army Air Forces 1st Lt. Louis L. Longman, 26, of Clinton, Iowa, who was buried April 12, in Rock Island, Ill. On April 16, 1944, Longman was piloting a P-38J Lightning aircraft that didn't return to base after a bomber escort mission against enemy targets on New Guinea.”

SCOUTING

It was very hard to judge this year because of how many GREAT applications there were.

The winner of the VFW Department of MN Scout of the Year is:Troy N Timmerman

from the 3rd District, Post 742 Marshall, MN. Troy is a Senior at Marshall High School.

We had several applicants who can again apply and I hope they do.

Thank you to all the Posts who work in the scouting area. It is amazing to see the wonderful youth of this

• Your Post Election Reports WILL NOT be accepted as complete until ALL positions are filled!!!

• You will now note, that the Offices of Judge Advocate and Surgeon are

now appointed positions. Therefore, anyone of your Elected or Appointed Officers can hold one of these offices. (Example – A Chaplain can be the Judge Advocate or the Commander could be the Surgeon.)

INSTRUCTIONS FOR PROPERLY SUBMITTING POST ELECTION REPORTS

The 2014-15 Post Election Report is to be completed by the outgoing Post Quartermaster during or immediately following the election meeting.

Information you will need to properly file your report:

• Elected Post officers membership information to include current contact information and membership number • Post meeting information to include address, day and time. The day should be shown as “First Tuesday,” “Third

Wednesday,” as appropriate. If a meeting is held more than once a month, show as “First and Third Monday,” “Every Friday,” as appropriate. Time should be shown as “11:00 am,” “7:30 pm,” as appropriate

• Post mailing address, Post email and website information • Post Federal Employer Identification Number (EIN) • Current Post dues amount • Commander’s named appointments for Adjutant, Judge Advocate, Surgeon and Service Officer

ONLINE ELECTION REPORT Online reporting is the required method of submitting the Post’s 2014-15 Election Report. As Post Quartermaster, you will log into www.vfw.org and access the “Online Membership System” (OMS) under “Post Quartermaster Tools & Resources,” click on “Post Election Report”; you are now ready to use the newly enhanced reporting procedure. Follow the step by step process, verify your summary, make any necessary corrections and submit. This is a 5-7 minute process for the average user.

Quartermasters who need assistance setting up their OMS account should view the following link to access training materials http://www.vfw.org/oms/TrainingMaterials.aspx

Department Quartermasters have access to OMS and have the ability to enter Post Election results for a Post. Please utilize this resource if you do not have access to OMS.

In addition to the annual Election Report, this system will be utilized to make officer changes during the administrative year.

MAIL-IN OR FAXED ELECTION REPORT Although a return, postage paid envelope has been included in this year’s mailing, we ask that you make every attempt to use the online reporting method. Do not mail or fax your report if you have utilized the online reporting method. Your report can be submitted by mailing one copy to the Adjutant General in the enclosed envelope or fax to 816-968-1149.

This will be the last year that we will provide a postage paid envelope.

NOTIFICATION Changes in Post Officers will also be acknowledged by email to the Post’s V-mail account.

Post Quartermaster’s will receive a “Post Record Acknowledgement” via USPS. This card is used to show the reported change of the Post Commander, Post Quartermaster and/or Post Dues Amount. Only return this card to correct erroneous information. Corrections can also be made by accessing the OMS.

National Headquarters will be providing Post and officer information to the Department Headquarters.

INSTRUCTIONS FOR PROPERLY SUBMITTING POST CONVENTION REGISTRATION, DELEGATES, ALTERNATES AND ATTENDEES

NATIONAL BY-LAW - SECTION 222 Delegate strength shall be one for every thirty (30) members or fraction thereof in good standing. Delegates and alternates shall be elected in accordance with the Manual of Procedure. Each Post will pay, in advance, a national convention registration fee of twenty-five dollars ($25) which shall entitle the Post to a packet of convention information and materials and one identified registered delegate for the National Convention. Each additional delegate attending the National Convention will pay a ten dollar ($10) delegate fee. ONLINE

Online submission is the most preferred method of submitting the National Convention-Post & Delegate registration fee(s). As Post Quartermaster, you will log into www.vfw.org and access the “Online Membership System” (OMS) under “Post Quartermaster Tools & Resources,” click on “Post & Delegate Registration” link. This is a 3-6 minute process for the average user. Please have the membership number available of all delegates, alternates and attendees you are registering. Only the Post Quartermaster, utilizing this system, can register the Post’s Delegates online. Members accessing the National Convention website are registered as attendees only. The Post registration fee of $25 must be remitted prior to the convention; Post delegates will not be able to register their credentials unless this fee is paid. MAIL-IN OR FAX

Enclosed with this notification is an invoice in the amount of $25. Quartermasters may fill out and return this invoice using the enclosed pre-addressed, postage paid envelope. This form must be signed by the Adjutant or Quartermaster. The Post registration fee of $25 must be remitted prior to the convention; Post delegates will not be able to register their credentials unless this fee is paid. When using the enclosed form you are required to include the membership number, name and address of all delegates, alternates and attendees you are registering. DEFINITIONS

Delegate- Member (in good standing) of the Post elected to represent the Post in all business activity at the National Convention. Delegates elected under Section 222 of the National By-Laws and Manual of Procedure shall not be considered instructed and may exercise full authority in the duty performed.

Alternate- Member (in good standing) of the Post elected to represent the Post in all business activity at the National

Convention in the event the elected delegate cannot attend. Alternates not fulfilling the role as “delegate” are considered “attendees.”

Attendee- Any member in good standing may register for the National Convention. Registering for the National Convention is

another way a member can show support for VFW programs. The $10 registration fee entitles the member to a convention packet which may be picked up at the convention.

NOTIFICATION

Post Quartermasters will receive letter confirmation that the Post is registered. Delegates, alternates and attendees will receive a confirmation letter. Included in this letter will be a request for emergency contact information. We are asking all to fill-out and bring this form with them to convention; this is voluntary, but recommended. All notification will be sent USPS, 3-5 days after processing.

Dear Comrade Commander: PLEASE NOTE: In this mailing is a VERY IMPORTANT FORM. It is for the use of your Post in listing it’s Delegates and Alternates to the Department Convention and is to be sent in with the Post Delegate Registration Fee. It must be completed and sent in immediately after the election of Delegates. National By-Laws provide that Post Delegates to Department Conventions (one for every 30 members or fraction thereof in good standing at the time of the election) be elected at a regular meeting of the Post held not less than 30 days prior to the convening of the Department Convention. Alternates are to be elected at the same time and on the same basis. Department By-Laws provide that each Post pay a Delegate registration fee of $3.00 per Delegate to which they are entitled, WHETHER OR NOT THE DELEGATES ATTEND THE CONVENTION. This is to provide finances for the Convention City and it takes the place of the usual registration fee charged the individual delegates. There will be NO CHARGE, either in advance or at the Convention, for the registration of the Post Commander. If he is not present, the Senior Vice Commander or Junior Vice Commander may represent him and claim that privilege. Credentials for your Delegates and for the Post Commander will be sent upon receipt of your list of Delegates and Alternates and the correct delegate fees. There will be no credentials sent for Alternates since they do not function except to take the place of delegates who cannot attend the Convention. Anyone not presenting a delegate or Post Commander credential will be charged a registration fee at the Convention. REMEMBER: THE POST MUST PAY THE $3.00 REGISTRATION FEE FOR ALL ITS
