While I generally use this page to discuss the magazine, given the “Boots To Business” theme this time, I decided to run the

following release in which American Legion National Com-mander Fang A. Wong, urges Congress to pass legislation to reduce the number of unemployed veterans in the United States instead. I’ll be back with my usual insights in the next issue.

The Hiring Heroes Act (S. 951) introduced by Sen. Patty Murray, D-Wash., and the Veterans Opportunity

to Work Act (H.R. 2433) introduced by Rep. Jeff Miller, R-Fla., both have American Legion support. Both provide

enhanced training opportunities, transition assistance and better transferability of military experience into licensing and

credentialing credits. House Veterans’ Affairs Committee Chairman Miller’s bill passed the full House on Oct. 12, and Murray’s bill easily passed in the Senate Veterans’ Affairs Committee, which she chairs, last July.

During testimony before a joint session of the House and Senate Veterans’ Af-fairs Committees in September, American Legion National Commander, Fang A.Wong applauded incentives to stimulate veteran hiring offered in both bills. In the testimony and follow-up meetings with members of Congress, he urged com-promise and timely action from both houses.

The Hiring Heroes Act would add two years to the Wounded Warrior Act for severely disabled veterans, make the Transition Assistance Program (TAP) manda-tory for all separating service members, and expand training and compensation for employers who hire severely disabled veterans.

The Veterans Opportunity to Work (VOW) Act improves and mandates the TAP program, expands training for approximately 600,000 veterans between the ages of 35 and 60, and works to improve transferability of military experience into credits for civilian credentialing and licensing.

“We agreed with the initiatives proposed in both and encouraged passage so a compromise bill could be worked out,” Wong said. “During my testimony, both Chairman Murray and Chairman Miller pledged to me they’d work together to meet that goal.” Both measures have strong bipartisan support. The VOW Act passed the House by a vote of 418-6.

“Unfortunately, we’re hearing an amended bill addressing veteran joblessness might be acted upon in the Senate with provisions beyond the scope of these origi-nal bills,” American Legion Legislative Director Tim Tetz said. “We’re concerned that those changes might endanger the bipartisan support and momentum cur-rently benefitting the VOW Act and Hiring Heroes Act. Yet we remain cautiously optimistic Congress will deliver a jobs bill.”

“Our nation’s veterans, especially the over one million jobless veterans, deserve a jobs program that addresses their needs,” Wong said. “America’s heroes should receive the bipartisan support they deserve, above the fray of partisan politics. I look forward to Congress living up to their vow of caring for America’s veterans by passing a non-partisan jobs measure.”

A number of programs and services from the government and non-profit organizations are specifically designed to help veterans start and grow their businesses. The Small Business Association’s (SBA) Veteran-Owned Business Guide is a wealth of information for veterans looking to start and finance their business, as well as information on govern-ment contracting opportunities. Additionally, the SBA’s brief article; From Military Service to Entrepreneur-Tools for the Veteran-Owned Small Business, is another must-read.

•RegisteringAsaVeteran-OwnedBusiness ‘How do I register as a veteran-owned business’ is one of the most

commonly asked questions by new or aspiring veteran business owners. Though there is no formal government registration process, there are other opportunities for you and your business that you can self-certify for.

•VeteranAffairsCenterforVeteransEnterprise A website from the Department of Veteran Affairs, dedicated to as-

sisting veterans in starting and building businesses.

The Small Business Administration’s Patriot Express Pilot Loan Guarantee Initiative has provided more than $633 million in SBA-guar-anteed loans to veterans to start or expand small businesses.

Based on the agency’s SBA express program, Patriot express loans offer an enhanced guaranty and interest rate on loans to small busi-nesses owned by veterans, reservists and their spouses.

Patriot express loans are offered by SBA’s network of participating lenders nationwide and feature one of SBA’s fastest turnaround times for loan approvals. The loans are available for up to $500,000.

Patriot express loans can be used for most business purposes, including startup, expansion, equipment purchases, working capital and inventory or business-occupied real-estate purchases. Local SBA district offices can provide lists of Patriot express lenders in their areas. Details on the initiative can be found at www.sba.gov/patriotexpress.

• Veteran’s Resource Guide Business.gov’s guide for veterans and their employers includ-ing information on the HireVetsFirst program, labor laws, and compliance assistance.

• Hiring Veterans Department of Labor re-source guide on hiring veterans including vet-eran’ opportunities, compliance assistance, and government veteran programs.

• VETS Programs Information from the De-partment of Labor on programs for veterans including the Veteran’ Preference program which gives certain disabled veterans prefer-ence over other candidates for most federal government jobs. VE

Hiring 8,000 Veter-ans in Three Years: The Community Health Center Vet-erans Hiring Chal-lenge

The Obama Admin-istration has challenged Community Health Cen-ters to hire 8,000 veter-ans – approximately one veteran per health center site – over the next three years. The National As-sociation of Community Health Centers will also contribute to this effort and joined the Admin-istration in announcing this Community Health Center Veterans Hiring Challenge.

News BriefsReturning Heroes Tax Credit And Other Initiatives Would Ensure Opportunities For Returning Veterans

President obama has called for a new Returning Heroes Tax Credit of up to $5,600 for firms that hire unemployed veterans and a Wounded Warriors Tax Credit that will increase the existing tax credit up to $9,600 for firms that hire veterans with service-connected dis-abilities. These credits are included in the American Jobs Act.

The obama Administration has also announced two new initiatives to help create jobs for veterans.

Helping Veterans Become Physician Assistants Under this initiative, the Administration will make it easier for veterans to use the training

they have received in the military to become physician assistants. It will give priority in physi-cian assistant grant awards to universities and colleges that help train veterans for careers as physician assistants. In an effort to expand the number of training programs accommodating veterans, the Administration will also identify model programs offering expedited curricula for veterans; as well as enhanced veteran recruiting, retention, and mentoring services with the goal of bringing these best practices to other programs.

The efforts are building on previous Administration efforts to create jobs for veterans includ-ing sending 600,000 veterans back to school on the Post-9/11 gI Bill and hiring over 100,000 veterans into the federal government over the past year and a half.

The American Logistics Association (ALA) and its 270 affiliate companies have committed to hiring 25,000 veterans and military spouses by the end of 2013. This commitment is part of the First Lady’s and Dr. Jill Biden’s Joining Forces initiative to support veterans and military families. The ALA’s commitment will fulfill a quarter of the President’s challenge to the private sector to hire or train 100,000 veterans and military spouses by the end of 2013.

This work is also happening across the federal agencies. The Departments of Defense and Veterans Affairs, are working closely with other agencies and the President’s economic and do-mestic policy teams, to lead a new task force to ensure every member of the military receives the training, education, and credentials they need to transition to the civilian workforce or to pursue higher education.

This initiative includes the design of a “Transition Boot Camp,” which will give service members additional counseling and guidance and help them depart their active duty service “career-ready.” VE

During your active duty term, many of your life’s decisions are predicated by the needs of the military. Where you live, what you do

and how you do it are all determined by the re-quirements of the overall mission. once you get out, all of those choices become your own.

The transition can be a startling experience, but it doesn’t have to be a debilitating one.

Yes, working in private industry is a bit differ-ent than military service, but you can get into the game. And, if you’re smart about it, you can do so in a way that will help you be as successful as possible once you’re in.

Here’s how you do it: • Find work you love. Most people don’t realize

instead of spending time and money to be in-volved in the things they love to do, they can ac-tually get paid to do what they love to do. Most hobbies, given some thought and a few tweaks, will work as businesses. But even if you want to work in sales, customer service, accounting, marketing, or any other position, you can still make it relate to something you truly enjoy.

• To find something you’ll enjoy doing, expose

yourself to different situations that can help you figure out what you’d truly have a good time doing. Volunteer, backpack around the world, read books on topics that interest you. Do what-ever you can do to experience new things, so that when you do choose your next job, you are fired up to be there every day.

• Just as they give samples at the grocery store hoping you’ll like it and come back for more; when you’re seeking employment you can do the same thing. Identify companies you want to be part of and find ways to give them samples of the value you can bring. Volunteer for a half day, or one day per week in the industry you want to work. Write articles on the topic or blog about it. give, give, and give. If you give enough value, someone will eventually give back to you in the form of a job offer.

an application or sending in a resume and cover letter constitutes applying for a job. That’s not enough anymore. Make your focus on how you can improve the company’s bottom line and find ways to communicate that in what you submit when you apply for a job. Here, you can bring your military experience to bear. The order and discipline of military life make you invaluable to private businesses. Take a look at where the company is, figure out how having you as part of what they do will be an advantage to them and make it the focus of your sales pitch on your application, and every time you talk to someone there.

unemployment is high. It’s a shame, but that’s the way it is. You’re the hero here, nobody’s coming to your rescue, you must build your own ship and take control of your life.

Armour should know. She has a long list of firsts: After serving two tours in Operation Iraqi Freedom, she was recognized as America’s first African-American female combat pilot. She was also the first African-American female to serve on the Nashville Police Department’s mo-torcycle squad, and she played profes-sional football for the San Diego SunFire.

“Life is about squeezing all the pulp and juice out of the orange, living to the fullest and having fun in the process,” says Armour.

In the Marines, Armour flew above the deserts of Iraq in her missile-equipped AH-1W Super Cobra attack helicopter, engaging the enemy and scouting the roads from her cock-pit, making sure they were safe for her fellow Marines and soldiers on the ground.

“On a hot summer day back in 1994, I saw a woman in a fight suit, and I thought, why not? How often do you get the chance to be a combat pilot?” asks Armour. “America achieves her dream when we’re all going for ours. It was an

honor to be able to serve my country in this way.” Today, however, you won’t find “Flygirl” hovering over

the skies of Iraq, because now she’s on a different kind of mission: using her personal experiences to help others create breakthroughs in their own lives.

“Facebook and twitter are getting a lot of attention these days, and people have even been using it to reach out to me, asking how did I do this, or accomplish that, and that’s what inspired me to write my new book, Zero to Breakthrough,” says Armour. “People want to create breakthroughs, many just don’t know how. It’s about helping people go from here

SteP 3 – exeCute SituAtiONS WitH SelF-DiSCiPliNeAssess and respond to unexpected situations, and ex-ecute and revise them in real time to get a desired result. This takes discipline and understanding. GoAl: Practice consistency and continue to achieve mastery. Committed consistent action delivers results.

SteP 4 – ACkNOWleDGe AND MOVe PASt OBStACleS AND CHAlleNGeSDo you need to get through, around, under or over the obstacle? Learn how to acknowledge obstacles without giving them power and letting them stop you. GoAl: Learn how to overcome external and internal roadblocks and troubleshoot problems without doing damage to your own best interests.

SteP 5 – Feel FeAr AND FOCuS ANYWAYLean how to feel the fear – and use it to keep charging. GoAl: Understand fear is real, but it does not have to derail you. Transform your fear to fuel.

SteP 6 – SuCCeSS iS NOt A FiNAl DeStiNAtiONonce we have accomplished a mission, we have to keep the momentum going. Honor the past and see into the fu-ture without dwelling on either one. SteP 7 – COMPlete iNteGrAtiON Breakthroughs go beyond one accomplishment; it’s bigger than reaching a destination and continuing the flight. Now an inspirational leadership speaker to Fortune 500 cor-porations, non-profit and government organizations, Armour says men, women and children from all walks of life have the potential to achieve the highest level of success with the right flight plan – even in difficult times.

“When times are tough, I like to say, who needs a runway, take off from where you are!” says Armour.

She is also moved by a quote from motivational speaker Les Brown, who says, “When you fall, land on your back. If you can see up, you can get up!”

“Have you really showed stick-to-it determination? When the first attempt at something doesn’t work, or even the second, third and so on, don’t be scared and walk away or give up. Try something else, and if that doesn’t work, try again. You have to re-attack. There are only two ways to succeed…the first time or again! keep trying until you find something that does work. Op-portunities don’t go away; other people take advantage of them,” she says.

One of the biggest hot-button issues for Armour is mentoring people who are out of work to find new opportunities and get back on their feet. She says people realize there are fewer jobs out there, but they don’t do enough to help their chances.

“Are you showing a potential employer you are really willing to make an at-any-cost effort for the job at their company? Show them you are going to do whatever it takes and nothing will stop you,” says Armour. “It’s that kind of thinking that will get you

She also says people are willing to help you out, but the problem is they don’t know enough about what you want. Don’t just say, “I’m looking for a job.” Instead, get specific: “I’m an expert recipe de-veloper,” or “I make award-winning cocktails,” or “I’m planning to use my skills as a photographer and open a portrait studio.”

Armour says people need to practice mov-ing toward their umph. She has even developed a seven-part video series anyone can access and sign up for via her website sharing insights from her book to help people get there faster.

“The best way I’ve found to do this is to take 15 to 30 minutes each day and get to a quiet place, free of distractions. gaze at the stars, take a walk in nature, get into a meditative yoga pose or whatever works for you,” she says. “Instead of forcing yourself to think hard about your true calling, let your mind drift. Focus on the ultimate outcome and the impact you want it to have on your life.”

When it comes to success, she reiterates, “there are only two ways to suc-ceed: the first time, and again.”

VA is requesting $54.3 billion in advance appropriations for 2012 for health care, an increase of $2.8 billion over the 2011 enacted amount. Planned initiatives in 2012 include better leveraging acquisitions and contracting, enhancing the use of referral agreements, strengthening VA’s relationship with the Defense Department, and expanding the use of medical technology.

Preserving National Shrines“VA remains steadfastly committed to providing access to a dignified and respectful burial for Veterans choosing to be buried in a VA national cemetery,” Shinseki said. “This promise requires that we maintain national cemeteries as shrines dedicated to the memory of those who served this nation in uniform.”

The requested $251 million for cemetery operations and maintenance will support more than 114,000 interments in 2011, a 3.8 percent increase over 2010. In 2011, the department will maintain 8,441 acres with 3.1 million gravesites. The budget request includes $37 million to clean and realign an estimated 668,000 headstones and repair 100,000 sunken graves.

Building for the Future$1.15 billion requested for major construction for 2011 includes funding for medical facilities in New Orleans; Denver; Palo Alto, Calif.; Alameda, Calif.; and Omaha, Neb. Also budgeted for 2011 are major expansions and improvements to the national cemeteries in Indiantown Gap, Pa.; Los Angeles; and Tahoma, Wash., and new burial access policies that will provide a burial option to an additional 500,000 Veterans and enhance service in urban areas.
