Motivation

• OCR was well aligned; SST was aligned by design; OST & OSVW, are looking to better align with key science teams• PC also has links

• ACC and LSI more diffuse

• What is the motivation for this engagement?

• Is this indicative of a bigger issue with the current geometry for all VCs?

Page 18: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

18

Benefits

There are multiple benefits to links between CEOS VCs/WGs and domain specific international science working groups

• They provide the scientific underpinning to CEOS agency activities in the international context

• They can provide independent oversight on activities where this is required

• They provide a international consolidation of “scientific user requirements” for CEOS agency datasets and products

Page 19: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

19

Benefits

CEOS has implicitly taken advantage of these relationships through a variety of mechanisms

• Existing links with VCs WGs

• The international Science Working Groups being existing CEOS associate members

Do we need to define a systematic approach to addressing the relationship between CEOS and these organizations?

NB: there is no pre-judged opinion on this

VC portals study objectives

• Improve discovery and download access of space data collections• Identify and evaluate access to datasets belonging to each VC

• Which satellite/sensor combinations belong to each VC• What is the status of the data collections they generate

• compliancy with the GEOSS data access characterizations (e.g. DataCORE) – link to SEO Data policy study

• discoverability from the GEOSS Common Infra or CEOS level infrastructure

• Provide feedback (guidance) and support to improve the catalogue and product access and registration (CWIC, HMA interoperability)

• Examine the need for a more proactive approach from CEOS leadership

• In collaboration with WGISS and SEO and with full buy-in from VCs this work should eventually lead to improved CEOS and Virtual Constellations footprint in GEOSS

• Initial recommendations presented at WGISS-35 (Brazil 6-10 May 2013)

Page 27: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

33

Virtual Constellations

• Space and ground segment capabilities operating together in a coordinated manner

• Overlapping in coverage and domains in order to meet a common set of Earth Observation requirements

• Demonstrate the value of a collaborative partnership in addressing a key observational gaps in order to achieve sustainability

• Constellations deal with several activities within CEOS and link directly into specific GEOSS space segment requirements, e.g. • Precipitation Virtual Constellation contributes to the GEOSS targets

of 3-hourly global precipitation measurements and Global Precipitation Measurement (GPM).

34

Potential impact of using VCs

• Improve search capabilities beyond free-text

• Mimic mainstream search engines with ordering/relevance of search results:• Geospatial and temporal domain • Usage patterns • Applications and linkages of collections

CEOS Virtual Constellations have great potential• in establishing link between data collections and application

domains• improve links between collections (find one, suggest another)• interoperability for cross-search / relation (link a product with data

and space-time equivalent product, link products with auxiliary data)• introducing domain “intelligence” into search and access

QA4EOInteractions and case study plans with VCs and WGs

Key Implementation strategy is to increase uptake through provision of example case studies and advice.

To establish a set of case studies:•WGCV (& QA4EO implementation team) request from agencies, VCs etc.

• examples of existing QA best practice consistent with QA4EO principles• Ideas where such activities are in progress and could be adopted• Activities in need of improved QA and where there is a desire and resource

to developQA4EO team (through secretariat):•Provide advise on how to implement QA4EO•Work with agency, VC, WG to write and promote short case study from supplied information Initial examples proposed:

- SST with VC-SST and WGC- LEO-GEO inter-calibration with WMO GSICS- Maturity Matrix as QA status check/reporting mechanism with NOAA & WGC- Sentinel 2 Radiometric calibration tool with ESA

More ideas/examples welcomed:

2015 deliverables

10-year implementation plan for the GEOSS ends in 2015

CSS study of VCs focused on their capacity and intentions to provide deliverables – SIT dialogue with VCs/WGs in 2012 has continued this discussion: what can we deliver to CEOS & GEO Member national governments?

The VCs and WGs are the delivery teams of CEOS

Delivery plans have been updated – this session takes a look at the combined output (from 1-pagers input for SIT-28) – with a view to considering standardisation and consistency in deliverables, milestones and activities for improved communication and management

Space segment

Significant variation, even internally, in defining and communicating what the VCs and WGs aim to achieve

VCs mainly deliver space segment coordination outcomes and products/services

“The Virtual Constellations are seen as one of the biggest assets of CEOS, and the primary mechanism for the coordination of space assets”

Isolating, defining, standardising the value added of the VCs for the space segment would help communication & management?

VC & WG deliverables – balance & consistency

In light of the consolidated responses, do individual VC/WGs wish to change their statement of deliverables? Should we more generally seek to sharpen scope of VC/WG deliverables and seek to standardise and improve consistency?

Clearer deliverables would aid communication and management?Better integration of the VC/WGs with the annual CEOS Work Plan

Not much guidance from the Constellations Process Paper (2008)Time for an update?

Common obstacles and common solutions

“Modular”approach to implementation of VCs – how do agencies coordinate physical contributions to ensuring long-term ECVs?

What are the challenges to implementing the VC? (Legal?

 Financial?  Governmental?)

Are any of these issues that an agency sees as possibly surmountable through bilateral or other discussions?

Can the agencies identify investments, assets, or contributions they might make in ensuring ECV generation?  (Even if the institution is not a space agency).

What is needed to move the ECV generation forward?  (hardware, software, reports, money, etc.)

CEOS Actions Remapping to GEO Priority Actions for SB-01 Components

Each of the four Components has a number of Priority Actions identified. The following is a list of possible CEOS-relevant actions: C1: Promote activities of the IOCCG and applications of remotely-sensed

ocean-colour data through coordination, training, liaison between providers and users, advocacy and provision of expert advice. Coordinate with CEOS climate activity plans to optimize its marine elements ACTIONS??

C1: Develop vulnerability and integrated management of coastal zones in order to inventory, protect, and monitor coastal lands in the context of climate change and associated risk (DI-01 connections) ACTIONS??

C2: Fully engage the four ocean-related CEOS Virtual Constellations (see also IN-01) ACTIONS??

75

Page 70: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

1. Execution requires the cooperation of at least two CEOS Agencies1

2. Execution requires a “significant” level of effort and good coordination (e.g., publication of an article does not need to be followed as an action. The article might be published on www.ceos.org)

3. Significant and citable benefits towards meeting societal needs

4. Needs to be “Actionable” (properly described, feasible with Lead Agencies (or WG, VC), at least one Contributor, clear Milestones and Deliverables, potential support might be indicated

1 WG and VC considered “multi-agency’” group

Blue Planet

• “One intent of Blue Planet is to create an organogram to show how many of the activities that are being conducted with respect to oceans contribute to the many SBAs; there is confusion on how everything fits together; what the acronyms mean; what entities are doing.  We first need to understand all the pieces”

(KA Sawyer in Blue Planet Summary)• Lets make CEOS part of the solution to this problem!

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Goal

All of the “OPEN” CEOS Agencies’ data can be discovered and accessed from external clients (e.g. CEOS and GEO Portals)

• It should be independent of the technical implementation/standards and without any discrimination.

89

Overall, 70% of CEOS mission data is accessible (OPEN). This includes all missions launched since 2000.

Page 84: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Future Steps towards the Goal

1. To improve data discovery through GEO portal

2. To improve data access through GEO Portal

Several recommendations were prepared to implement the above steps (shown in the following slides).

After discussion, SIT participants will be asked to endorse those.

90

Page 85: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

Recommendations (introduction)

Recommendations to improve CEOS agencies’ “OPEN” data discovery and access

1. [Datasets Registration] CEOS agencies are strongly urged to register their datasets to IDN. Target date = The next Plenary Meeting

2. [IDN Data Maintenance] In order to keep datasets accurate and timely, each agency should check their records in IDN periodically.

3. [Navigation for users] CEOS agencies should take the appropriate measures for easily leading users to products after data discovery.

91

Page 86: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Heritage

1. CEOS agencies have several useful systems/tools such as:• CWIC • FedEO (based on HMA-science)• IDN• Each Agency’s systems/tools

2. At the last plenary meeting (Nov., 2012), there was intense discussion on CEOS agencies’ data discovery and access.• ACTION : “WGISS to engage related agencies and to lead an

investigation into the opportunities and obstacles for the

interoperability of HMA and CWIC, providing a report and

recommendations to SIT-28.”

92

Page 87: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Recent Efforts

1. Strategic Discussion

a. Two telecons among WGISS, SIT chair team and SIT Vice Chair telecon in December and February(1) Covered broader perspective on how to improve CEOS

agencies’ data discovery and access

b. One Telecon with CEOS members in February

2. Technical Discussiona. Four telecons among HMA team, CWIC team and

WGISS telecon in January and February

3. E-mail exchange

93

Page 88: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Background for Recommendations

• In order to be “discoverable” through GEO Portal, datasets need to be registered to IDN in advance. This is a necessary 1st step.

• The IDN team is happy to support you on how to start the registration. Please contact to “[email protected]”, if you need any help.

Recommendation 1: Datasets RegistrationCEOS agencies are strongly urged to register their datasets to IDN.

94

Page 89: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Background for Recommendations

• As of February 26th, more than 14,000 datasets from CEOS agencies were registered. But,

a. For a significant part of them, the information returned in the query results is either wrong or inaccurate (e.g. obsolete information).

b. The IDN team currently runs a link checker program on the catalog on weekly basis and when broken links are discovered the IDN team contacts the record owners. But sometimes record owners themselves are obsolete!

Recommendation 2 : IDN Data MaintenanceIn order to keep datasets accurate and timely, each

agency should check their records in IDN periodically.

95

Page 90: VC & WG Side Meeting CEOS SIT-28 Meeting Hampton, Virginia, USA 11 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Background for Recommendations

1. If datasets are registered to IDN, they are discoverable from the GEO Portal.

2. But “discoverable” does not necessarily equal to “efficiently accessible”.a. Even if a hyperlink appears, it may lead to the top

page of another system. Users have to search the dataset again. (= accessible but not “efficiently” accessible)

b. Or no hyperlink appears due to some reason. (= not accessible)

Recommendation 3 : Navigation for usersCEOS agencies should take the appropriate measures for easily leading users to products after data discovery.
