BASKETBALL VICTORIA COUNTRY
In 1967, Basketball Victoria Country was formed to provide service to all Associations, large and small, in Country Victoria. Over the years, BVC has succeeded in building development and competition programs for both juniors and seniors, which are highly regarded and respected by the other states.
This has been achieved by a small but dedicated office staff and a truly remarkable network of zone supervisors, volunteer administrators, coaches and referees, in all areas of the state.
As we approach our 45th year of operation, we can look back on the past 24 months as being one of the most significant periods in our history. Over that time period the sport of basketball in Regional Victoria has seen a considerable change in the way the sport is administered.
The BVC Commission has delivered on all 8 recommendations of the BVC Review and has com-menced the program to Regionalise the development of basketball. Country Victoria has been divided into 5 Regions and the Commission has commenced the process to employ a full time Basketball Development Officer in each Region. Megan Moody commenced in April 2011 in the Hume Region and Jodie Harlow commenced in September 2011 in the Gippsland Region.
BVC and the Commission are now working to have all Basketball Development Officers in place prior to 2014. This will be completed in line with strong financial planning and responsible bud-geting.
BVC Affiliated Associations will have seen some minor changes in our competition structure and the introduction of the U16/U18 Division 1 and 2 being separate from the Division 3 and 4 will be further developed in 2012.
The aim of BVC in this area is to provide a quality competition for all divisions. In 2011 the BVC Commission formed a Game Development Committee to look at and improve the delivery and development of the game. This committee will also liaise with the Referee Committee on the introduction of any new rules considering the financial and practical impact on associations.
The highest priority of BVC will continue to provide support to all affiliated associations in the delivery of sustainable domestic competitions across the State

JACK TERRILL MEDAL
In 1973 the Basketball Victoria Country Council decided to perpetuate the memory of the founda-tion President of the Council, the late Jack Terrill, by presenting each year a suitable medal to the most deserving person on the basis of outstanding service to basketball. The award is open to all aspects including coaches, players, administrators, referees, volunteers and paid people of the game.
The 2011 Jack Terrill Medal was presented to: Ashley Donaldson, for his service to Basketball Victoria Country.

The Basketball Victoria Country JUNIOR DEVELOPMENT PROGRAM is specifically designed to involve ALL Country Victorian Junior players, regardless of size of their Association or their own current skill level.
It is important to note that ALL aspects of the Victoria Country Junior Development Program, including Nomination Forms, are regularly forwarded to ALL affiliated Associations in Country Victoria.
This JUNIOR DEVELOPMENT PROGRAM is conducted for the benefit of ALL Victoria Country Associations and their players.
This JUNIOR DEVELOPMENT PROGRAM is open to ALL players from Country Associations; standard or skill level does not restrict acceptance to Clinics or Camps at the base level.
This JUNIOR DEVELOPMENT PROGRAM relies heavily on volunteer assistance from all Associations.

HIGH PERFORMANCE PROGRAM
Country Background
The program (known initially as ITC) was established in 1992 to provide a more systematic, thorough and unified national approach to the identification and development of outstanding junior basketballers. The success of the program been outstanding with most of Australia’s cur-rent crop of Boomers and Opals and many current NBL and WNBL Coaches going through the National program
In the National Intensive Training Program there are around 25 males and 25 females that are invited where BVC coaches work with the athletes on a weekly basis. The group comprises athletes aged 16 and 17, with a number of athletes aged 14 and 15 in the group.
In 2008 we introduced an underpinning program “Identified Athlete Program”, made up of approximately 20 male and 20 female athletes. The aim of the program is to reduce the gap between NITP and the next level. This provided athletes with similar development opportunities with the NITP. Athletes aged 14 and 15 with a minority of athletes aged 16 in this group.
In 2011 after a National review, please read the following changes that we will be implementing in 2012, so Victoria Country fit in.:
To implement a “National High Performance Program”, with the objectives to:• Identify athletes who have a National representative potential and identify “World Class” Coaches in areas who are able to develop elite athletes• Introduction of Individual Performance Plans• Establish performance values that link with BA driven performance pathway• Ling athlete monitoring system, which include workloads, evaluation tools and online resource tools• Development of coaches and coach education with opportunities for coaches in a per formance pipeline• Identify BVC underpinning or supporting development programs, and how they will link into the overall High Performance Plan.
The ability to introduce a National High Performance Plan does not require a significant change to the current operation. BVC numbers would be altered to move the top athletes out of the NITP and into the “National High Performance” Program. The current NITP development and the IAP would merge and become the National Intensive Training Program. There is an ability to move athletes from each level at any stage of the athletes development.
HIGH PERFORMANCE PROGRAM
“NATIONAL HIGH PERFORMANCE” PROGRAMWHAT IS REQUIRED AND WHAT THEY RECEIVE
• 14 – 19 year olds (Bottom Age U16’s – 19 year olds)• 1 x 1 hour Weekly Training Session with Elite Coach (appointed by BVC Head Coach)• 2 x Strength & Conditioning Sessions• 2 x Compulsory shooting sessions• High Performance Camps and training sessions with the Metropolitan group• Fitness Testing• Free Kinetic for Iphone program• BA Gear? – Tracksuit, reversible singlet and shorts, shooting top and bag• Timeframe o Year 1 Feb to Julyo Year 2 July to Mayo Year 3 July to May• Individual Performance Plans, (managed by BVC Head Coach)• National Sports Medicine & Science personnel• Report to Elite Coaches, who then reports to BVC Head Coach• No written applications, BVC Head Coach invites athletes.
“NATIONAL INTENSIVE TRAINING PROGRAM”WHAT IS REQUIRED AND WHAT THEY RECEIVE
• 13 – 17 years old (Top age U14’s - Top age U18’s)• SOME COSTS INVOLVED• Strength & Conditioning resources for compulsory home programs, twice a week• 1 x Weekly Training Session with Network Coach (appointed by BVC Head Coach)• 1 x Compulsory shooting session, 1 optional • 1 x NITP Group Camp, all NITP athletes to attend (conducted by BVC Head Coach and Network Coaches) (Separate camp for boys and girls)• Regionalised Camps (Depending on where the athletes are from, however would like to keep it to two regions)• 2 x NITP One day Camps, all NITP athletes to attend (2 Regional Camps, 4 venues) • 1 DAY final camp (conducted by BVC Head Coach and Network Coaches)• Fitness Testing• Reversible singlet and shorts, workout top• Breakthrough Sports • Timeframe – March – November• Report to Head Network Coaches, who then reports to BVC Head Coach• Written application invited.• Applications sent to all associations in October
2012 EVENT FORMATNATIONAL INTENSIVE TRAINING PROGRAM
BVC Future Stars Under 12, all divisions 3 day event (31 March, 1 & 2 April 2012) This is a prestigious event that brings together the best under 12 boys and girls Association Representative Teams to play in a three day competition during the first weekend of the term 1 holiday. Division 1, 2, 3 and 4 Country Championships will be competed for. All Teams commence the Championship on an even basis and over the weekend find their competitive level.
BVC Gold Star Classic Under 14, all divisions 3 day event (13,14,15 April 2012)
This is a prestigious event that brings together the best Under 14 boys and girls Association Repre-sentative Teams to play in a three day competition during the term 1 holidays. Division 1, 2, 3 and 4 Country Championships will be competed for. All Teams commence the Championship on an even basis and over the weekend find their competitive level. Winners in the boys and girls Division One are eligible to compete in the Basketball Australia National U14 Club Championships.
BVC Junior State Championships Division 1 and Division 2 Under 16 and Under 18 Weekend event (25 & 26 February 2012)
This is a prestigious event that brings together 16 Division 1 and 2 Under 16 and Under 18 boys and girls Association Representative Teams to play in a two day competition during term 1. All Teams commence the Championship on an even basis and over the weekend find their competitive level.

Junior Club Championships Under 12, 14, 16 & 18 Weekend event for domestic club teams generally from ‘AAA’ Associations (October 2012)
Open to all domestic club teams from across Country Victoria with boys and girls under 12, under 14, under 16 and under 18 sections being conducted on the second weekend in October every year. Approximately 120 teams compete in one of best tournaments designed for domestic club teams.

- Under 12 Years 2001 and 2002- Under 14 Years 1999 and 2000- Under 16 Years 1997 and 1998- Under 18 Years 1995 and 1996- Under 20 Years 1993 and 1994
The ‘cut-off’ for age groups is December 31 in the year of the competition
COUNTRY BASKETBALL LEAGUE Conducted as a Senior Representative Summer competition.
The aim of the CBL is to provide a quality senior competition conducted solely for the benefit of Basketball Victoria Country Associations, in a professional manner and at an affordable cost. The CBL season extends from October to February and operates in three conferences which include Gippsland, North East and South West. Country Office is looking to expand this League across other areas in Regional Victoria, with the possibility of multiple divisions.
The CBL concludes in February with a ‘State Final’, which includes the top two teams in each conference competing over two days.

ASSOCIATION DEVELOPMENT
The BVC Commission has developed a process to introduce a Basketball Development Officer (BDO) in the 5 Basketball regions in Country Victoria, as adopted by the associations at the 2010 BVC AGM. Currently the Hume Region is staffed by Megan Moody, and we now have Jodie Harlow available in the Gippsland Region. BVC will be looking to have a staff member for the remaining 3 areas, Loddon Mallee, Barwon and Grampians in the near future. Both Megan and Jodie are available to work with associations to help them develop in many different areas. Volunteer Management is a huge part of this and it is important that associations sustain these vital volunteers. Some other areas may also include: Player, coach, referee and administration development.
BVC, BV & BA have all worked hard in developing an Association Development Auditing tool, the 5 on 5 program, which focuses on the following key areas:
- Governance - Coaching- Customer Service - Officiating- Staff & Volunteers - Competitions- Programs - Facilities - Marketing & Communication
BVC will be trying to get as many associations as possible to complete this program.
Aussie Hoops is an initiative of Basketball Australia and with the support from State and Territory Sports Associations has developed Aussie Hoops to form the National Basketball Program for Primary School aged children. The program is player centred, fun focused, and affordable to all. Girls and boys; naturally gifted or sporting battler, Aussie Hoops caters for all.
It provides opportunities to learn, play with your friends and to develop important social skills in a safe and friendly environment. Aussie Hoops is aimed for kids from 5 – 12 year olds to begin participation or come back and refresh on skills.
The program may be tailored to suit the needs of the association, but in essence relies on a structured 8 - 10 week program of one session of 45 - 60 minutes per week. It is delivered by local association members with the support of Basketball Victoria Country.
Aussie Hoops Packs including, backpack, t-shirt, basketball and drink bottle are available for kids that register with their Aussie Hoops Association.

REFEREES
PATHWAYS, DEVELOPMENT PROGRAMS & OPPORTUNITIESReferees are recruited by the Association via the Level O Referee Course and Green Shirt program. They commence their refereeing pathway within their domestic association.
All aspects of the beginner school including the green shirt program, shirts, whistles and educational material are available from the BVC Referee Administrator. The green shirt program has been adopted by Basketball Australia and affiliates.
The beginner referee officiates games under supervision in the domestic environment, graduating through C grade to B grade. The association can organise schools, referee coaching or referee grading through the BVC Referee Administrator if the association does not have an appointed referee advisor.
The advancement of referees from 1B grade to State 1A grade and above is by evaluation at BVC Events and Nominated Association tournaments, per VBRA/BVC Referee Policy. The evaluations are done by experienced and accredited Referee Coaches from across Regional and Country Victoria.
PROGRAMSThe Basketball Victoria Country Referee season starts in September each year and concludes in August the following year. BVC Events and Nominated Association tournaments are used to educate and grade referees. Referees progress through the BVC Referee program via:
Green Shirt program and Level 0 Schools, Domestic Association Grading and Education, Future Stars, Gold Stars Classic, Ross Birthisel Classic, Junior Country Championships (U16, U18 & U20), Junior Club Championships, Country Basketball League
Grading at the BVC Events is used for State Grading and BVC event selection purposes. The grading and event process is managed by the Basketball Victoria Country Referee Subcommittee (BVCC RSC) and the Referee Administrator. Nominations for BVC grading events and Association tournaments are by Nomination form obtained from the Referee Administrator or the BVC Web site www.bvcc.net.au

Nominations for the following awards will be open on the 1 December in each year and close on the 10 February the following year.
An awards committee will be formulated by the Basketball Victoria Country Commission to consider all nominations and provide a report to the commission by the 1st of March.
Award winners will be recognised at particular events during the first part of each year.

BASKETBALL VICTORIA COUNTRYGENERAL
AffiliationsEvery Basketballer in Country Victoria is required to pay a “Player Affiliation Fee” to Basketball Victoria Country via their local association. The fee is collected annually and unlike other sports or State Governing Bodies is NOT determined by the amount of basketball a person plays. The fee is set by the Basketball Victoria Country Commission and is considered in line with the BVC Annual Budget and any other influencing factors.
Basketball Victoria Country is understanding of the costs on individuals and families to participate in their chosen sports and considers that the current fee is very competitive given the fees charge by other sports such as soccer and netball. The current figure is based on the ability for BVC to financially act in a self sufficient manner.
The Player Affiliation Fee includes a Basketball Australia fee, a Player Insurance, Public Liability and Professional Indemnity fee and a Basketball Victoria Country fee.

BVC Meeting ScheduleThe Basketball Victoria Country Commission meets approximately 8 times per year on a set schedule. The Commissions Finance and Audit Committee also meet approximately 8 times per annum.
