History: Formed, or rather reactivated in June 1942 by the Coordinating Commission, also under the direction of the Committee, the Commission of prisoners, internees and civilians (Commission PIC) succeeds to the Commission of prisoners, internees and to the Agence. Through the Division of prisoners, internees and civilians (Division PIC) its mandate is to deal with all questions of a general nature concerning the statute and treatment of prisoners of war (PG) and civilian internees (including victims of racial persecutions and political prisoners). It is up to the Commission PIC to supply all delegates of the ICRC in the world with all instructions needed for their work on the treatment of PG and civilian internees. It must take the necessary initiatives in the numerous cases where conventional provisions are non-existant or not operating. The PIC Division is charged with the organisation and practical execution of the directives of the Commission of the same name. During the Second World War, the PIC Division worked very closely and collaborated with the Division of special assistance (DAS) and the Mixed Commission for Aid, to give material and moral assistance to prisoners, political detainees and victims of racial persecutions not protected by the Geneva conventions. In fact, until 1942-43, all questions related to persecuted Jews in Europe, as well as hostages and political prisoners in the world, are dealt with by various services and units of the ICRC: national services of the Central Agency of War Prisoners (ACPG), Watson Service, Service for Dispersed Families, Service for Various Civilian Internees (CID), Division of Aid, etc. Starting 1942, the PIC Division is charged, among others, with matters of principle with regard to victims of racial and political persecutions. The services and technical units mentioned, continue to deal with individual cases and set up name lists. The activity of the PIC Division in this specific area continues in the immediate post-war period (matters relating to the repatriation of the deportees, the organisation of material assistance, etc.) On the other hand, the formation in 1943 of the Service for Parcels to Concentration Camps (Service CCC), included in the Division of Special Assistance (DAS) in 1944f, constitutes an important step in the development of a policy of assistance of the ICRC to persecuted Jews and civilian detainees in Nazi concentration camps. The work of the PIC Commission ends in Apr. 1946 (see the proceedings of the PIC Commission, volume II), while the PIC Division continues its activity until the 1950's. Conservation: The series G44 is part of the dossiers originated in the various Commissions and Divisions of the General Secretariat of the ICRC, responsible for operational matters. The dossiers which are part of it were given to the Central Archives of the ICRC after the Second World War. In 1995, it was decided to make an inventory, restore and microfilm the series. 1.3 CONTENTS

Presentation: Series G44 can be of interest to both political and diplomatic history. It deals with the material and moral assistance given to hostages and political prisoners, particularly those imprisoned and deported by the Nazi regime during the Second World War, and includes numerous testimonials and reports on the system of Nazi concentration camps between 1939 and 1945 as well as political imprisonment in other countries. Tri, rules of conservation: The entire Series G44 is conserved for an unlimited time. Only copies of documents have been eliminated. Classification: The archives of series G44 are filed in the original order following the activity of their creators. This series consists of 7 sub-series (see point 2), made up of geographic classifications (assistance to hostages and political detainees from various countries, etc.), thematic (repatriation of deportees, visits to camps, prisons and ghettos, administrative matters, etc.) and correspondent (Red Crosses, governments, various organisations, private persons, etc.) Numerous additions and later religing have undoubtedly modified the initial order of the series. Besides, since working on a detailed inventory of the series, unexplainable gaps have been noticed in the filing of the dossiers. The lost or badly classified pieces have been reinstated in the original filing so as to respect the initial structure. In that case, and because of their historical importance, ad hoc dossiers deserving reinstatement, have been created without modifying the original classification. Additions: As the Commission for prisoners, internees and civilians, has completed its work, the series is closed: no additions are foreseen. 1.4 CONDITIONS OF ACCESS AND USE Accessibility: The G44 series is accessible to the public and to researchers. Consultation is done on microfilm. However, the information on individual dossiers is subject to special conditions of consultation. Conditions for reproduction: The series is microfilmed. The reproduction of parts is authorised. Photocopies are made by the personnel of the Division of Archives of the ICRC, in accordance with the Regulations of communication of the Archives of ICRC. Languages of the documents: French, German, English; some pieces are in Italian, Spanish, and Slavic languages. Physical characteristics: The series has been fully reconditioned. The pieces have been cleaned, unfastened, and protected by permanent non-acid paper. The documents are mostly typewritten and

legible. Research tools: There is a summary inventory of the original boxes dating from the beginning of the 1950's covering the group G, Généralités: Operational affairs 1939-1950. The main research tool consists of the present detailed index of bundles and dossiers. The dossiers have retained their original titles. The texts within brackets ([]) indicate additions to the original description of the dossiers. The last name of persons or families who are the subject of a dossier on a particular case, are indicated in capital letters. 1.5 COMPLEMENTARY SOURCES Location of the originals: All the originals are kept by the Archives of ICRC. The G44 series includes also copies of documents. Sometimes, because of the multiple numbering of the items, the original is found in another series of the archives of the ICRC. Complementary sources available in the Archives: The G group, as a whole includes several series logically attached to series G44, notably series G59, Jews; G3, Missions Delegations; G8, Delegations; G17, Camps lists of personnel mail of delegations; G69, Children; G85, Governments, G97, Minorities. Besides, other complementary sources exist outside group G: the CR fonds, Généralités du Secretariat and national societies: non-operational matters, 1919-1950, particularly series CR 110, Hostages and political prisoners, 1921-1937, the archives of the Division of aid, of the mixed Commission for Relief, of the Division for special assistance (DAS) and the series SG, Relief. The majority of individual cases dealt with during the Second World War are in the fonds and national files of the Central Agency for Prisoners of War of research of the ICRC (formerly the International Agency for Prisoners of War). Complementary Sources outside the Archives: Iconographic sources are at the Médiathèque of the ICRC. Besides, the ICRC has placed at the disposal of the International Tracing Service (ITS) in Arolsen, Germany, the documentation on return receipts of parcels sent to concentration camps during the World War II.
