David Anderson 2011-2015 – Central Zone Director AWARD PRESENTATIONS AWARD RECIPIENT PRESENTER ASCA Coach of the Year Award Dave Durden (Awarded at the 2016 ASCA Convention.) The ASCA Award is 55 years old. The first one awarded was to James "Doc" Counsilman in 1961. It honors the American Coach who has done the most in the past 12 months to improve American International Swimming Performance. It is annually presented at the ASCA Clinic in September. Twice in the past, it has been presented at the United States Aquatic Sports Convention, due to the timing of the Olympic Games, in 1988 and 2000. LSC Evaluation and Achievement Program (LEAP) Cherita Gentilucci Improving LSC effectiveness is one of the key priorities of the 2016 Quad Business Plan. The goal is to have LSCs that are more effective and efficient in providing programs and services to the athletes, coaches, officials and clubs. The LEAP assessment tool provides a roadmap to LSC effectiveness and success in four key areas: Business and Organizational Success, Volunteer Development, Club and Coach Development, and Athlete Development. LEAP Levels 2 and 3 are voluntary and intended to recognize achievement in various programming and service efforts. In addition, LSCs are encouraged to take on programming and services that will provide enhanced services to athletes, members and volunteers. LSCs are eligible to earn monetary incentives for completing these levels. The following are the LSCs who have earned the level 2 and Level 3 monetary incentives.

Make a Splash Hero Award Bob Crunstedt Bill Maxson Established in 2012, the USA Swimming Foundation’s Make a Splash Hero Award recognizes individuals who are saving lives through their commitment to water safety and teaching children to learn to swim. Safe Sport Impact Award Paul Stauder George Geanon The purpose of the Safe Sport Impact Award is to recognize significant achievements by an individual or group who has contributed to the fulfillment of the Safe Sport Committee mission to safeguard all members of USA Swimming from sexual, psychological, emotional and physical abuse. Glenn S. Hummer Award Catherine Vogt Chip Peterson Established in 1978 and named for an Olympian and Coach, the Glen S. Hummer Award is given annually to the person or group making the greatest contribution to Long Distance Swimming. Female Open Water Haley Anderson Chip Peterson Swimmer of the Year Award Established in 1985, the Open Water Committee Award is presented by the USA Swimming Open Water Swimming Committee to the person or group judged as making a major contribution to open water swimming the previous year. Fran Crippen Memorial Jordan Wilimovsky Chip Peterson Male Open Water Swimmer of the Year Established in 1984, the Open Water Swimmer of the Year Award is presented by the USA Swimming Open Water Swimming Committee to the swimmer judged as the most outstanding open water swimmer of the previous year.

Adolph Kiefer Safety Jill White Mary Jo Swalley Commendation Award Starfish Aquatics Institute Established in 1990 this is awarded to an individual or organization for demonstrating outstanding commitment to aquatic safety. Recipient selected by the USA Swimming Operational Risk Committee; not necessarily awarded every year. Disabled Swimming Bill Keating Mark Rieniets Service Award The Disabled Swimming Service Award is presented to an individual (swimmer, coach, volunteer) who has made significant contributions to competitive swimming for athletes with a disability. Members of the Disabled Swimming Committee nominate candidates at the mid-year committee meeting. The vote, by all members of the Disabled Swimming Committee, also takes place at the mid-year meeting. This award originated in the year 2000. James (Jimi) Raymond Flowers Tom Hazlett Mark Rieniets Coach of the Year Award This award was established in 2009. It honors coaches with outstanding inclusion of swimmers with a disability under the nominee’s direct coaching assignment and / or promotion of swimmers with a disability and disability swimming within the nominee’s sphere of influence. Contributions to inclusion may include club, LSC, national, or international examples. This demonstration of inclusion and influence should be evident as part of the nominee’s ongoing coaching philosophy. Trischa L. Zorn Award Rebecca Meyers Mark Rieniets The Trischa L. Zorn Award is presented to the swimmer (or relay team) with a disability with the most outstanding performances during the previous year. Anyone present at the USA Swimming Disability Championships may nominate a swimmer for the award. A screening committee comprised of a few members of the Disabled Swimming Committee selects finalists. The chairperson(s) of the Disabled Swimming Committee prepares a ballot, then all members of the Disabled Swimming Committee vote to determine the winner. The vote is conducted by mail. This award originated in the year 2000. Diversity Inclusion Award Organization Award: Kathy Mendez

Sigma Gamma Rho Individual Award: Naomy Grand’Pierre Coach Tommy Jackson

Established in 2006, the Diversity Inclusion Award is presented to the person or group who has positively heightened the awareness of inclusion efforts through various modes and media resulting in the increase and successful participation of currently underrepresented groups in the sport.

Kenneth J. Pettigrew Award Bob Griffiths Jim Holcomb This award was created to honor Ken Pettigrew, a swimming official who devoted over 30 years to the sport of swimming. Each year the recipient is chosen by the USA Swimming Officials Committee. Developmental Coach W. John Morse and Doug Wharam Frank Busch of the Year Award The Developmental Coach of the Year Award is for coaches who develop athletes a step or two away from major national or international success. The winner of the award is the coach who places the most swimmers on the National Junior Team Athletes Appreciation Award John R. Morse Kelley Otto

Former USA Swimming General Counsel Conceived by the USA Swimming Athletes Committee in 1983, the Athletes Appreciation Award recognizes the individual or organization perceived by the Athletes Committee to have contributed most significantly to the Athletes Movement. Phillips 66 Katie Ledecky Jim Sheehan Performance of the Year Award This award is presented to an American swimmer who gives the single most outstanding performance during the year. This award is voted on by selected coaches, athlete representatives and members of the swimming media. Outstanding Women in Aquatics Sports Award Cathy Durance and Nancy Ridout (Presented at the Women in Sports Reception.) Established in 1979, the Outstanding Women in Aquatics Sports Award is presented to a woman who has contributed years of outstanding service to Aquatics Sports. Athlete of the Year Award Katie Ledecky Frank Busch Accepted by brother, Michael Ledecky (Presented during the USAS Banquet Saturday evening.) The Swimmer of the Year Award is presented to the athlete judged by the USA Swimming House of Delegates as the most outstanding swimmer of the previous year. USA Swimming Award Travis Tygart Carol Zaleski Accepted by Edwin Moses,

Track & Field Olympian, Chair USADA Board of Directors, WADA Education Committee

(Presented during the USAS Banquet Saturday evening.) The USA Swimming Award was established in 1981 to recognize exceptional contributions to the sport of swimming. The award is presented each year to an individual or organization selected for financial, material or service contributions to USA Swimming. The

award is a two-thirds life-size bronze sculpture of a swimmer mounted over a wave of marble. Good Morning, my name is Stu Hixon and for the past four years I have had the honor and privilege of representing you as the USA Swimming Treasurer. As all my previous talks about the financial review, it is my hope that I make this as painless for y’all as possible.

What I’m going to do today is to first discuss the final 2015 and preliminary 2016 financial results, and then discuss the proposed 2017 USA Swimming budget and hopefully get it passed by this body.

This year, you have seen the 2020 Quad plan for USA Swimming and this is the plan for how USA Swimming is going to operate through the Olympics in Tokyo and the end of 2020. Although it looks like a four year budget, I can assure you it is NOT. It is a “living document” that serves as a guide to where USA Swimming sees itself going over the next four years. What we will do this year is to simply pass the budget for the first year of that 2020 Quad plan…that being the budget for 2017.

Now, as for the 2016 Treasurer’s report. If I’ve learned anything from my four years of service on this Board, not everyone likes to listen to me talk…even fewer when I start throwing numbers about. Therefore, I’m not going to do that. I’m just going to talk about the highlights of how things ended up in 2015 and where we are thus far in 2016.

The report of how things ended up in 2015 couldn’t be more positive. We ended the year with actual operating results that were almost $1.5MM better than the budget. Although revenues were down slightly for the year, where the improvement really took shape was a large decrease in the actual expenses for the year as compared to the budgeted expenses.

For 2016, we are tracking with the budget that was approved last year, although there are a few variances in individual line items. Our membership numbers for 2016 were down slightly, and as we budgeted for a 2% increase, this did put some strain on the budget. In addition we received less USOC support than was budgeted and our medal money will also be over budget…something we NEVER complain about. All that being said, we are cautiously optimistic that the revenue for the 2016 Trials Joint Venture will be above budget and will help to offset these numbers. At year end, and without any surprises, we should come in very close to our budget that was passed last year at this meeting. This means, if things don’t change, there will be an Operating surplus for the Quad of approximately $2.5MM!!!

Moving on to the 2017 budget, again, I’ve learned everyone would rather hear from me rather than have to look at the big screens with lots of numbers. The proposed Budget has been posted on the USA Swimming website, there was the opportunity to come Thursday afternoon to a Budget discussion and ask questions about the budget, and there were handouts of the Treasurer’s letter and the budget outside the doors this morning. Therefore, what I’m going to do is use a 30,000 foot view in my discussion of the proposed budget today.

The 2017 budget and the new 2017-2020 Quad Plan that has been suggested by the Staff, approved by the Executive Committee and the Board, and has been presented to you today is something that provides MAXIMUM IMPACT to the programs that support members and clubs for 2017 and BEYOND. They both serve to achieve USA Swimming’s goals of Build, Promote, and Achieve.

So what does all this mean as far as a bottom line as we begin the new 2020 Quad? The proposed budget for 2017 shows an Operating

Loss of $501,200. As I have reminded all of you over the past four years, budgeting one year (or more) of our Quad does not have bad connotations. Rather it is how things in previous Quads have been, and even with Operating Losses in the 2020 Quad Business plan contemplated in 2017, 2018, and 2019, the Operating Surplus being planned for in 2020 actually makes the Quad a break-even proposition for USA Swimming.
