An action Plan was prepared in which the duties of stakeholder departments/agencies for various action points were clearly mentioned along with well defined timelines. The Action Plan was approved by Hon'ble Chief Minister of UP. It got published by UPPCB and released by Chief Secretary, UP. Copies of Action Plan were distributed to all concerned departments/agencies for implementation and compliance. Kumbh Mela, 2019 Update The efforts of the UPPCB have improved water quality of the river Ganga & Its tributaries. The UPPCB has developed monitoring protocol for keeping an eye on the water quality of river, drain, industrial units, STPs & CETPs etc. A detailed mapping of pollution sources was also done. A 24x7 working Control Room was established in the Board Head Quarter for monitoring of river quality, drains in the

catchment of Ganga, pollution sources through OCEEMS & Web Cameras.

Dedicated Portal and a 24 X 7, Control Room for monitoring of River Ganga and its Tributaries

A web Portal (Ganga River Monitoring Portal) http://kumbh.upecp.in for monitoring of water quality of river Ganga & its tributaries and their pollution sources was developed for channelized flow of monitoring data in order to ensure centralized supervision during Kumbh Mela and thereafter. A 24x7 Control Room was established in the Board Head Quarter for monitoring of river water quality, drains and GPI`s through OCEEMS & Web Cameras. Regular vigil and inspections of Industrial Units in the catchment areas of river Ganga and its tributaries was carried out during Kumbh Mela, 2019 by District level Committees & Board officials.

Because of the proper, quick & channelized data flow, coordinated efforts & timely actions, the water quality of river Ganga and its Tributaries remained satisfactory during Kumbh Mela, 2019.

Monitoring Effect & Appreciations

Continuous and coordinated monitoring through web

portal helped in achieving and maintaining the river water

quality during Kumbh & resulted in effective and timely

actions against the pollution sources. Through this

process, the Board has also identified the gaps in current

monitoring strategy and evolved new ways and means of

effective monitoring in future.

The monitoring portal was widely appreciated by the

state government as well as the Central Pollution Control

Board, Delhi. Member Secretary of UPPCB was specially

invited to give a presentation on river water quality

monitoring system developed by UPPCB in the “All India

Conference of Chairmen & Member Secretaries of

Pollution Control Board & Committees” at New Delhi on

18th March 2019.

The efforts of UPPCB in maintaining river water quality

during Kumbh was highly appreciated in the conference &

it was observed by the Chairman of CPCB that Kumbh

monitoring strategy developed by UPPCB can be adopted

& treated as a SOP for maintaining water quality during

major Bathing Festivals in India. Executive Director of

NMCG, invited the Board to prepare a similar portal for

monitoring the quality of river Ganga in other States also.

The Educational Institutions of repute like IITs were also given the responsibility for Third Party Monitoring of the industries, CETPs & STPs. Regular and timely update of river water quality was shared with the Mela authorities, concerned Govt. officials and media persons by releasing a daily e-bulletin.

Government of Uttar Pradesh has directed UPPCB to monitor all rivers and drains in the state on the same pattern & also establish Regional Control Rooms.

AIR ACTION PLANS FOR 15 NON-ATTAINMENT CITIES. UPPCB has prepared Air Action Plans for the monitoring and control of Air Pollution in 15 Non-Attainment cities of Uttar Pradesh. The Action Plan got approved by Central Pollution Control Board, Delhi in January. The Air Quality Monitoring Committee (AQMC) functions under the chairmanship of Principal Secretary, Environment Uttar Pradesh, and is comprised of 6 committee members namely - Director of Environment, Transport Commissioner, Director of Industries, Special Secretary Urban Development, Director of Agriculture and Member Secretary State Pollution Control Board constituted at State Level. Concerned District Magistrates (DMs) have been given the responsibility of co-ordination with different departments to ensure proper and effective implementation of action plans. Salient Features of the Action Plan- Vehicular Emission Control. Suspension of Road Dust & Fugitive Emission Control. Control of Emissions from Biomass/ Crop residue/ Garbage / Trash burning. Control of Industrial Emissions. Control of Air Pollution from Construction and Demolition activities. Other steps necessary to Control Air Pollution. Action Plan comprises of 58 Short and Long term Action Points and 17 departments / agencies were allotted for the implementation of Action Plan. A dedicated portal www.upecp.in has been developed for regular monitoring of the activities of action plan.

Continuous Ambient Air Quality Monitoring Stations

(CAAQMS) Regular Monitoring of Ambient Air Quality of the state will lead to better collection and dissemination of data. For this 04 new CAAQMS have been installed (03 in Ghaziabad & 01 in Meerut). Present network of CAAQMS has increased from 12 to 16 in the State. 10 Manual Ambient Monitoring Stations have also been installed which has strengthened the existing network of Manual Monitoring Stations from 62 to 72.

For the plantation scheme, native plant species as per the soil type of that particular region will be selected with high APTI (Air Pollution Tolerance Index) to maximize the impact of this large scale plantation scheme in a more effective way.

UPPCB has prepared “A PLANTATION SCHEME” for Lucknow city on the basis of the last 30 years wind rose pattern & this type of plantation scheme shall also be prepared for 14 other Non-Attainment cities. Wind rose diagrams helped in identification of the prominent wind directions. This plantation scheme will help in mitigation of Air pollutants especially along the line, point and area. Pollution sources are identified with the help of Google Earth pro within and around the city, which causes adverse impact on the ambient air quality.

Online Consent Monitoring and Management System (OCMMS) UPPCB has established "Online Consent & Monitoring System (OCMMS)" under the Principles of "Ease of Doing Business" in October, 2017. This system enables complete ease to the applicants for seeking consent to establish and operate in time bound & transparent manner. Main Features of OCMMS are- (i) End to end computerization (ii) Paperless (iii) Time bound (iv) Full transparency in files tracking & status in public domain (v) Integration of OCMMS with single window Nivesh Mitra Portal of Govt of UP. UPPCB has increased the validity period for Consent to Operate to Industries which are as follows – Red Category - 05 Years Orange Category - 10 Years Green Category -15 Years

Time period for processing the Consent Applications has been reduced drastically from 120 days to 30 days only, by making suitable amendment in Air & Water Rules.

"Man with a mission" – Krishna Nand Rai Krishna Nand Rai works at UPPCB in the accounts department. He is an epitome of conserving & spreading awareness about the environment in the state capital Lucknow as well as nearby cities also.

UPPCB Awareness Activities

Being a government employee he can afford a motor- bike but he travels 25-30 kms daily on his bicycle, wearing a placard with environmental messages. By riding his bicycle he wants to convey the message of reducing pollution. After winding up his official work, he spends six hours for awareness of people by his poetry. For his tremendous work of saving the environment he has been awarded by Hon'ble Chief Minister of UP.

Employee Union of UPPCB organizes awareness activities to spread the message of conserving & protecting the Environment among the masses.

On the occasion of women's Day (8 March, 2019), UPPCB union along with employee union of Lucknow Metro Corporation organized awareness campaign for people of Lucknow, about the usage of Metro instead of their own conveyance for at least 2-3 days in a week for reducing the level of noise & air pollution.

An event was organized on the occasion of "Holi Gathering" by UPPCB Union on 21 March 2019. They used colorful flowers to play Holi instead of harmful chemical mixed colours. The message behind this was to have a safe & pollution free Holi.

On 6th May UPPCB employee Union organized a voting campaign to create awareness among citizens for voting & its importance, so that everyone can do their duty towards the nation.

On 5th June World Environment Day was celebrated at the UPPCB Head-office. On this day several activities took place in the Head Office of UPPCB & at the regional Offices. On this day Chairman of UPPCB, "Shri J.P.S. Rathore" planted saplings at the Head office Garden with few others officials. During the function the Chairman also said '' we need to fight with air pollution by joining our hands together & take the responsibility of conserving & protecting each plant. Continued on page 6
