July 2011 the Office for the Development of Infrastructure reported the Taipa Temporary Ferry Terminal is in need for expansion in order to turn Macau into a world‐class tourism and leisure center and cater to the continuing increase of tourist arrivals. The terminal is designed to handle a maximum of six million visitors on an annual basis, and visitation had been over four million in the first five months this year. The terminal is expected to cover 200,000 square meters, which is four times bigger than the current area. Additional sources in October 2011 indicated the expansion mainly to combine the terminal’s original main building with the upper park of the parking lot into a whole. The new terminal will set up a seamless channel linking Macau International airport and light rail stations, paving the way for the convergence of sea, land and air transportation in Macau.

Airport expansion to hand 15 mn passengers by 2039

A most recent report released in July highlighted the Macau International Airport will expand the parking area for private jets and small planes

and build a transport hub complex at Pac On, according to the preliminary draft of the Macau Civil Aviation Authority (AACM).The MOP 3.2

million development plan outlined the airport expansion should be divided into three phases. In the first two phases and according to the

study’s forecasts, the number of parking spots for private jets should increase to 38, as the number of large inbound aircraft has been low. In

phase three of development, the plan suggests the increasing of parking spots for small planes and budget airlines to 43. Currently, the airport

provides a parking area for small-sized aircraft with 24 spots. The construction of a transport hub at Pac On has also been suggested to provide

a transport interchange service similar to Hong Kong for inbound ferry passengers. With this new facility the airport will be directly connected

to the new Maritime Ferry Terminal in Taipa and inbound ferry passengers will have the option to go direct to the airport without going

through immigration.

According to the development plan report, with the expansion project, the first phase of expansion is to meet a volume of 5.6 million passengers

in 2015, the second phase will be 7 million in 2020, upgrading to 11 million in 2030 and finally 15 million in 2039. On busy days, the plan also

estimates 1,100 departing passengers per hour and 1,000 arrivals by 2015. The figure is expected to grow to 1,500 inbound and 1,700

outbound passenger per hour by 2030, and 1,800 and 2,000 by 2039.

Hengqin Island tunnel ready by end of 2012

The construction of the seabed tunnel that will link the new campus of the University of Macau in Hengqin Island and the MSAR should be completed by the end of 2012, a spokesperson of the Infrastructure Development Office (GDI) said.

The underwater tunnel is divided into three sections: the Hengqin section, sea section and Macau section. Figures show the sea section will be more than 530 metre-long and 11 metres deep under the sea. The deepest part of the tunnel will reach 17 metres underground. The tunnel will be 1,570 metre-long, 530 metres of which will be underwater. It will include a four-lane road and vehicles will only be restricted to drive at a maximum speed of 50 kilometres per hour.

Delta Bridge’s artificial island ’50 percent ready’

The construction of the artificial island of the Hong Kong-Zhuhai-Macau Bridge is at 50 percent and should be completed by the end of 2012, an

Infrastructure Development Office (GDI) official said on the 17th June 2011. The works began in December 2009 and are being carried out by

the Zhuhai Municipal People’s Government.

The island will consist of a total area of 216.4 hectares and will cost RMB 2.3 billion (MOP 2.8 billion). It will host the entrance for the nearly 50-

kilometre long Pearl River Delta Bridge, as well as the border crossing for both Macau and Zhuhai. It’s an important part of the Hong Kong-

Zhuhai-Macau Bridge.

The Macau Boundary Crossing Facilities will be built on the south side of the island in an area of 72 hectares; to a cost of RMB 800 million (MOP

991 million). This area will then link to one of Macau’s five new reclaimed plots, known as A and located in the Macau peninsula’s northeast.

HK Zhuhai Macau Bridge

The in-construction Hong Kong-Zhuhai-Macau Bridge is a series of bridges and tunnels that will connect the west side of Hong Kong to Macau

and the mainland Chinese city of Zhuhai, which are situated on the west side of the Pearl River Delta.

Construction formally began on 15 December 2009 and reassure construction will be completed in 2016 despite the interruption caused by the

judicial review over the project's environmental assessment report in Hong Kong. Recent news in September disclosed the construction of the

Hong Kong-Zhuhai-Macau Bridge can proceed after the HKSAR government won an appeal to overturn a court ruling that the environmental

aspects weren’t properly assessed.

Upon completion, it will shorten the distance from Hong Kong to Macau and Zhuhai from 60 km to 30 km, and reduce the journey time to within

half an hour, for an estimated charge of RMB 100-150 each way.

Zhuhai government is considering to choose Nanping, a town near Hengqin Island, as the landing point for the bridge after examining concerns

about the rise in traffic in Gongbei area, which was initially chosen as the landing point in 2005.

Light Rail transit

Purposed mass transit system would serve the Macau Peninsula, Taipa and Cotai, serving major border checkpoints such as the Border gate, the

outer harbour ferry terminal, the lotus bridge and the Macau international airport.

The LRT network will consist of at least two phases:

Phase I Line (Macau-Taipa Line) The line will connect major entry-exit points at the Macao Peninsula and the Taipa Island with residential and tourist areas. It will use reserved space in the lower deck of the Ponte de Sai Van (Sai Van Bridge) to connect to Taipa island.

The Phase I Macau LRT (Macau-Taipa Line) will have 21 stations:

1. Portas do Cerco 2. Hak Sa Van Park 3. Areia Preta (Northeast) 4. Outer Harbour Ferry Terminal 5. Golden Lotus Square (Macau Fisherman's Wharf) 6. Dr Carlos d'Assumpcao Park 7. Jardim das Artes (Art Garden) 8. Nam Van Lake 9. Sai Van Lake 10. Largo da Barra (A-Ma Temple) 11. Sai Van Bridge 12. Macau Jockey Club 13. Macau Stadium 14. Pai Kok 15. West Cotai 16. Posto Fronteiriço de Cotai (Lotus Bridge) 17. Macau East Asian Games Dome

18. East Cotai 19. Macau University of Science and Technology 20. Macau International Airport 21. Pac On Ferry Terminal

Phase II Line (Loop Line)

The line will connect the Barrier gate to A-Ma Temple passing through the inner harbour area, and eventually form a loop on the Macao

peninsula.

The LRT phase one will initially aim at transporting 7,800 passengers in each direction per hour, which, according to estimates, will increase to

14,100 passengers by 2020. It is set to operate 19 hours a day and with three to five minute intervals

The first phase of the project has now been given a revised budget of MOP11 billion (US$1.4bn). According to the Transportation Infrastructure

Office that’s a full 47% increase from the last revised budget in 2009. It’s almost 200% more than the original budget in 2007 of MOP4.2bn.

Rising currency exchange costs and the continued optimization and adjustments to route designs are given as reasons for the increased in costs.

The construction is to be completed by 2015.
