Let me acknowledge receipt of your letter of July 30th,

to Mr.Hibbard, who is away from the office for a week or more.

We appreciated very much your very full cable in which you

give the latest information regarding the possibilities of

repatriation in the various countries.

It is heartening to know that the prospects are promising.

I also note the concern which you and Dr.Nansen have with reference

to the financial needs.

I wish it might be possible for certain of the efforts which

have been begun in America,looking towards repatriation of prisoners

in Siberia, to be now amalgamated with your own project. Our

organisation has strongly advised that this be done.

Whether or not our Association feel that it can appropriate

any further funds, it is difficult at this writing to say. I feel sure

that Mr.Hibbard and the members of our committee will give your letter

the most earnest consideration.

In this connection, let me thank you for sending the letter from

the Swedish lady. It is a very clear, tough pitiful picture of the

situation. I hope you will understand how fully we sympathise with

everything that you are trying to do.

REPATRIATION THROUGH VLADIVOSTOCK.

The "Steigerwald" the first steamer which Dr. Nansen

has put into service between Hamburg and Vladivostock in

the work of repatriating prisoners on behalf of the

League of Nations sailed on Monday from Hamburg with a

total of 1,200 Russians whose homes are in East Siberia.

On the return trip this ship will bring back the first

load of Central European prisoners waiting there to be

repatriated and will at the same time carry a cargo of

beans and wheat.

Unlike the ships which have been for some time

operating on the Baltic routes which are financed by

funds placed at the disposal of the League by various

governments, the "Steigerwald" and other ships which will

later be placed on the Vladivostock-Hamburg route are

being financed by funds amounting at present to 800,000

dollars but expected eventually to reach one million

dollars and which have been raised in the United States

by a number of organisations acting Jointly in what is known

as the American Repatriation Committee. The principal

organisations co-operating in this Comnlttee are

American Friends' Service Comnlttee, American Red Cross,

American Relief Committee for Hungarian Sufferers,

American Relief Comnlttee for Austrian War Prisoners,

Federal Council, Churches of Christ of America, Joint

Distribution Committee, National Catholic War Council,

Y.M.C.A., National Lutheran Council.

Within the past few weoka "the following orAdits have been re­

ceived: Korvay, Sweden and Denmark, «88,000 eaohl Holland £45,000,

with £10,000 additional promised in ease the other nations folfil their

allotment; Switzerland £40,000| and Groat Britain £113,500, with an

equal additional sum promised in case th= ottar nations most their

To carry out tho repatriation a fleet of ships has been 0 bartered

in tho name of the league of Bations, most of thorn to travel between
