In a unitary government, the central government possesses muchauthority and decision-making power. Local governing bodies simplyserve as administrative arms of the central government. Great Britain isa familiar example of a unitary government individual British countieshave little of the power commonly exercised by !merican states."rance, with #$ departments grouped into %& provinces, also has aunitary form of government. It is important, however, to note thatunitary governments are not inherently less democratic than otherforms.

In a federal government, power is split between a central governmentauthority and its constituent states. 'sually, an overriding law of theland, known as a constitution, allocates duties, rights, and privileges toeach level of government. (he constitution usually de)nes how power isshared between national, state, and local governments the power toamend this constitution is usually granted to the citi*ens or theirgovernmental representatives.
