WHO WE ARE
UPS Fund Program Goals
• Enhance regional community resiliency during prolonged power outages, such as Public Safety Power Shutoff (PSPS) events
• Accelerate adoption of reliable back-up power generation throughout the MBCP service area
• Support MBCP public and private sector customers with attractive funding arrangements for “critical load” back-up power supply for critical facilities

Public Sector Finance
1. MBCP will finance $20 million in public sector projects
2. Cost recovery required within a ~10-year timeframe
3. No minimum nor maximum project size
4. Project finance, ownership, and asset
management determined on a case-by-case basis –
vendor to propose structure

1. Submit Response to RFQ following RFQ Vendor Response Guide
2. If selected, vendor signs Base Agreement to enter pre-qualified vendor "pool"
3. Selected Program Participants (Customer) and MBCP release UPS Project RFP including Customer Project Specification Form
4. Vendor prepares proposal following Vendor Scope of Work Guide including Pro Forma
5. Vendor creates Energy Resiliency Contract with MBCP and Customer
6. Vendor completes project, commissioning, M&V, etc
1. Program Marketing and Promotion = 5 points
2. Overview of Approach to Energy Resiliency Contracting = 15 points
3. Project History = 20 points
4. Qualifications = 15 points
5. Financial Soundness and Stability = 20 points
