This shortage negatively affected every level ofdetainee operations from point-of-capturethrough detention facility... Linguists were acritical node and limited the maximum numberof interrogations that could be conducted at anytime to the number of linguists available.
None at this time.

(U) RECOMMENDATION/OBSERVATION• More training emphasis needs to be placed
on Soldier and leader responsibilitiesconcerning the identification and reporting ofdetainee abuse incidents or concerns upthrough the chain of command, or to otheroffices such as CID, 18 or SJA. This trainingshould not just address the rules, butaddress case studies from recent and pastdetainee and interrogation operations toaddress likely issues interrogators and theirsupervisors will encounter. Soldiers andleaders need to be taught to integrate Armyvalues and ethical decision making to dealwith interrogation issues that are not clearlyprohibited or allowed. Furthermore, it shouldbe stressed that methods employed by USArmy interrogators will represent US values.
