    MEPs, who are members o an inor-mal group o Ukraines riends, havecalled on the heads o the institutionso the European Union to do every-thing they can to sign the EU-UkraineAssociation Agreement at a summit inVilnius this November.

    Tis is stated in an open letter by20 MEPs to European ParliamentPresident Martin Schulz, EuropeanCommission President Jose Manuel

    Barroso, European Council Presi-dent Herman Van Rompuy, EuropeanCommissioner or Enlargement andEuropean Neighborhood Policy Ste-

    an Fule, and EU High Representativeor Foreign Aairs and Security PolicyCatherine Ashton, the Ukrinorm re-ported on October 10.

    We appeal to you to do every-thing possible to make the AssociationAgreement and DCFA between theEuropean Union and Ukraine signedduring the Eastern Partnership Sum-mit in Vilnius, which will be held onNovember 28-29, 2013, reads the let-

    ter.Te MEPs noted, in particular, sig-

    nicant changes towards democratiza-tion o Ukraines political system, the

    strengthening o the rule o law in thecountry, an active role o Ukraine onthe way to the Association Agreementand DCFA, the aspiration o Ukrain-ian people to integrate into the Euro-pean community, as well as long-termcultural and economic ties betweenUkraine and the European Union.

    Tey also pointed to the necessityo cooperation in energy and transportsectors, the importance o Ukraine as

    a partner and riend or the EuropeanUnion, the geostrategic location o thecountry, and the act that Ukraine hasa big potential as an EU ally.

Reerring to theprospect o signing EU-Ukraine Asso-ciation Agreement (AA), he expressedhope that although time was short andthere were still some outstanding obli-gations, it still would be possible to signit.

    During the interview Minister Link-

    evicius reassured that stopping theprocess is not an option because timewould be lost orever. We must seizethe moment. We must, gurativelyspeaking, put the train back on track,

    and choose a direction in which tomove this train. Tat is what we plan todo at the summit in Vilnius, said the

    minister. He also noted that the JointDeclaration o Heads o State was cur-rently being prepared to be adopted atthe summit.

    He also noted that most o the pro-visions o the Association Agreementwith Ukraine may take eect beorethe ratication. We hope that aer thesigning the Association Agreement wecan immediately start executing it with-out waiting or ratication. Raticationby all EU countries it is a long process.

    () We expect that the provisional ap-plication shall be extended to 90 per-cent o the provisions on ree trade andabout 70 percent o the political provi-sions o the agreement, he concluded.

    Yanukovych, in turn, assured West-erwelle that the Ukrainian parliamentis conducting constructive work on

    HE BRIISH internationaltrade policy expert, Mark Hellyerspelled out the benets that EU-Ukraine Deep and Comprehen-

    sive Free rade Area (DCFA)would bring or Ukraine. In ad-dition he emphisized the nextsteps that the Ukrainian govern-ment and business should takein order to ensure its smoothimplementation.

    Outlining the main benetso the DCFA, Hellyer pointedout that it would allow Ukrain-ian business to trade more eas-ily with the EU. In particular, itwould:

    give better access to a mar-ket o over 500 mln consumers;

    help improve the businessclimate in Ukraine, creatingmore certainty and transparencyand thereore reducing businessrisk;

    help increase efciency andcompetitiveness o Ukrainesindustries;

    provide Ukraine with

    cheaper and saer products bothimported and locally produced.

    and implications o the DCFAor Ukraine, eg:in the rst year o imple-

    mentation, Ukrainian exporterswill benet rom the removalo 97% o duties on Ukrain-ian goods and reduction o theaverage tari on Ukrainian ex-ports rom 7.6% to 0.5%, whileUkraine will reduce its averagetari or European exportersrom 5.0% to 2.4%;

    We have great potential, and combining it with

    European will greatly enhance it. Not only we

    need Europe, but we are needed by the European

    Union. We have a common interest and therefore

    the historical opportunity that is both the European

    Union and Ukraine should use in Vilnius on

    November 28.

    On October 3, 2013, CERNDirector General Rol-DieterHeuer and Ukrainian DeputyPrime Minister KostiantynHryshchenko signed at CERNheadquarters in Geneva an

    agreement between Ukraineand the European Organiza-tion or Nuclear Research ongranting Ukraine the statuso an associate member at

    CERN.Te Associate Member-

    ship o Ukraine will open anew era o cooperation thatwill strengthen the long-

    term partnership betweenCERN and the Ukrainian

    scientifc community. Asso-ciate Membership will allowUkraine to participate in thegovernance o CERN, throughattending the meetings o theCERN Council.

    Moreover, it will allowUkrainian scientists to becomemembers o the CERN sta,

    and to participate in CERNstraining and career-develop-ment programmes. Finally, itwill allow Ukrainian industryto bid or CERN contracts,thus opening up opportunitiesor industrial collaboration inareas o advanced technology.

    Ukraine has cooper-ated with CERN since 1993.Ukraine and CERN signeda cooperation agreement in1993, and a joint declaration in2011, setting priorities in sci-

    entifc-technical cooperation.Forty-seven Ukrainian scien-tists currently work at CERN.

    In reality, Ukraines rela-tionship with CERN datesback much urther, principallythrough CERNs cooperationwith the Joint Institute o Nu-clear Research (JINR) in Dub-na, Russia, o which Ukraine isa member.

    in the feld o high-energy ac-celerators started in the early1960s and ever since, the twoinstitutions have ormed abridge between East and Westthat has made important con-tributions to the developmento global, peaceul scientifccooperation.

    Signing the CERN Associate

    Membership Agreement became

    an extremely important stage

    on the way of Ukraines

    European integration. The

    full involvement in the

    advanced European scientic

    projects and research

    conducted in CERN was set

    as a main priority in the eld

    of international science and

    technology cooperation.

    The signing of this agreement can be considered a

    scientic integration of Ukraine into the Euro-

    pean Union. We could say that it is the rst

    step for Ukraine to become an associate

    member of the EU. We have made a sig-

    nicant contribution to the development

    of European science. Ukrainian physicists

    are well known at CERN thanks to the

    successful participation in a number of

    areas, and in recent years - as part of the

    Large Hadron Collider. Ukraine has coop-

    erated with the European Organization for

    Nuclear Research for 20 years,

    but the status of a member it isnew opportunities and perspec-

    tives.

    tial. The role of Ukrainian

    science was recognized due

    would help Ukraine receive orders

    from CERN for the production of

    high-tech equipment. In addition,

    domestic scientists will be able to promote their own and

    join the development of new technologies, as well as

    participate in joint training and research programs.

    o London this month.Te three-day estival is being

    organised by charity Te FirtashFoundation, with the supporto Group DF, an internationalgroup o companies based in

    Ukraine.It will consist o a ree con-cert and air at Potters Field Parkon 19 October. Te area willbe transormed into a stylisedUkrainian village providing op-portunities or visitors to test outa number o traditional arts andcras such as pottery and wreathmaking.

    Attendees will also be able totest out their culinary skills bycreating traditional Ukrainian

    dishes including varenyky andborshch.

    Children will be able to makeclay animal whistles, weave po-nies out o straw and twine, bakebirds rom dough and paint eggs.Families will also be able to en-

    A stage will host a series oUkrainian olk and contempo-

    rary music groups including
